In 1920, the volunteer fire department moved into the base-ment of City Hall, which served as the first firehouse. The fol-lowing year, 1921, was a milestone year in the history of the SSF Fire Department. Three firemen were hired, although the title was somewhat misleading as their job was to drive the engine to the fire and hook up the hose to the hydrant – not to fight fires. The volunteer firemen continued to fight the fires. They worked eight-hour shifts with the assistant fire chief sharing the driving responsibilities to give them one day off a week. Also that year, SSF was among the first cities to install fire alarm boxes mounted to utility poles. The fire alarm boxes were wired to telegraph lines which transmitted the sig-

nal from the box to the firehouse. Many residents didn’t have phone service in those days and the department didn’t have an emergency phone number until 1946.Each fire alarm box was given a 3-digit number from 100-600. When a fire was reported, the fire bell in the City Hall clock tower was used to ring the box number and alert the volunteer firemen. Cards were issued listing the 3-digit numbers and the corresponding box locations. Firemen needed to know where they were going as there was no way to communicate with the engine once it left the firehouse.Through the first half of the 20th century very little was known about the science of fighting fires. Chief Welte, who became the department’s first chief in 1930, had two basic rules: don’t enter a building that is fully engulfed and don’t risk a life to save a building. Training for the volunteers consisted of twice-monthly drills and instruc-tion in how to pull hose. In those days much more em-phasis was put on the safety of the public over the safety of those fighting the fires. The volunteers were provided with one set of fire gear consisting of a helmet (no shield), boots, and a fire-retardant jacket, but no fire-retardant pants, gloves, nor any type of breathing apparatus. Volunteers responded to an average of over 200 fire calls a year. And no matter what time they returned to the fire-house, whether 6:00pm or 2:00am, they had to wash the cotton hose and lay it out to dry so it wouldn’t mildew. They would then be paid a flat rate of $1.50 and $2.50 de-pending on the size of hose line they pulled.
