No Child Left Behind Act (NCLBA) No Child Left Behind Act (NCLBA), initiated and signed by President

George W. Bush in 2002 was a reauthorization of the Elementary and Secondary Education Act (ESEA) which was first enacted 1965 as the central federal law concerning pre-collegiate education

The NCLB set into place requirements of every public school in America, in an attempt to drive student achievement and hold states and schools more accountable for student success

The requirements include the following: Annual Testing - Implementation of standardized tests measuring/tracking

students progress at every grade level Academic Progress - Overall progress of schools meeting "proficiency" and the

Annual Yearly Progress or AYP standards which were implemented by the state Report Cards - Required schools to provide annual report cards showing data on

student-achievement, teacher quality, drop-out rates, etc. Teacher Qualification - Required teachers to be "highly qualified" in the

subject(s) he/she taught Funding - Through Title I funding, NCLBA would grant funds and resources

toward school districts with high concentrations of poor children

Failure to Meet NCLB Requirements Schools that fail to meet NCLB requirements are in

jeopardy of losing accreditation. The Virginia Department of Education defines accreditation as this: "A school’s state accreditation rating reflects overall

achievement in the four core academic areas of English, history/social science, mathematics and science. High schools must meet an additional minimum benchmark for graduation and completion. Schools in which students meet or exceed all achievement objectives established by the Virginia Board of Education are rated as Fully Accredited.“

Virginia's system for holding teachers and school accountability is based on the Standards of Learning (SOL) standardized test.

Type of Rates for Accreditation

Provisionally Accredited-Graduation Rate: A high school or combined school is granted Provisionally Accredited-Graduation rate if the students "achieve adjusted pass rates of 75% or more in English and 70% or more in mathematics, science, and history

Accreditation with Warning: A school receives an Accredited with Warning rate if its "adjusted pass rates for the four core subjects are below the achievement levels required for full accreditation. Schools that receive this rating undergo academic reviews and are required to adopt and implement school improvement plans..A school may hold this rating for no more than three consecutive years." Schools who have a low graduation rate are also rated as Accredited with Warning.Accreditation Denied: A school is rated

Accreditation Denied if it "fails to meet the requirements for full accreditation for four consecutive years." Schools who receive this rating are required to notify parents of the accreditation rating within 30 days notice, a copy of the schools proposed corrective action plan, and an opportunity to comment on such proposed plan before it goes to the Board of Education for approval
