This instruction establishes policy for the 557th Weather Wing (557 WW) quarterly, annual,
specialty and functional awards. Authority to implement this program is prescribed in Title 10,
United States Code (USC), Section 1125, Recognition for Accomplishments: Award and
Trophies; Title 10, USC, Section 8013, Secretary of the Air Force; Title 10, USC, Section 8074,
Commands: Territorial Organizations; Air Force Instruction (AFI) 36-1004, The Air Force
Civilian Recognition Program; AFI 36-2805, Special Trophies and Awards, and Air Force
Policy Directive (AFPD) 36-28, Awards and Decorations Programs. Ensure that all records
created as a result of prescribed processes in this publication are maintained in accordance with
Air Force Manual (AFMAN) 33-363, Management of Records, and disposed of in accordance

1. General. 557 WW recognition programs are conducted on a calendar year basis with the
exception of functional awards which run on a fiscal year. Quarterly cycles are as follows: first
quarter (1 January – 31 March); second quarter (1 April – 30 June); third quarter (1 July – 30
September); fourth quarter (1 October – 31 December). These programs are designed to
recognize outstanding and deserving individuals, volunteers and teams that have clearly
performed above normal requirements.
2. Wing Roles and Responsibilities.
2.1. 557 WW Commander (557 WW/CC). Approval authority for all Wing awards.
2.2. 557 WW Vice Commander (557 WW/CV). Oversees the Wing officer boards; resolves
ties and recommends board results to 557 WW/CC for approval.
2.3. 557 WW Technical Director (557 WW/TD). Oversees the Wing civilian and team
boards; resolves all ties and recommends board results to 557 WW/CC for approval.
2.4. 557 WW Command Chief (557 WW/CCM). Oversees the Wing enlisted and volunteer
boards; resolves all ties and recommends board results to 557 WW/CC for approval.
2.5. 557 WW Executive Services (557 WW/CCEA).
2.5.1. Runs Wing Staff-level quarterly and annual awards process.
2.5.1.1. Establishes timelines, solicits nominations from the 557 WW Wing Staff
offices (including Executive Services, IG, FM, XP). Each Wing Staff Agency (WSA)
may submit no more than one nomination per category.
2.5.1.2. Oversees boarding process for Wing Staff awards. Solicits representation of
Wing Staff offices for boarding process. Ensures board president duties rotate
between all Wing Staff offices.
2.5.1.3. Releases announcement of Wing Staff-level award winners to all Wing Staff
offices.
2.5.1.4. Submits Wing Staff award winners to compete with 2 WXG and 1 WXG
award winners for Wing-level awards.
2.5.2. Runs Wing-level quarterly and annual awards process.
2.5.2.1. Establishes timelines, solicits nominations via Wing tasker from the Wing
Staff, 1 WXG, and 2 WXG for the Wing quarterly and annual awards. The call for
nominations from squadrons, operating locations, and detachments will be routed
through the parent units/organizations. Wing Staff, 1 WXG, and 2 WXG may each
submit no more than one nomination per category.
2.5.2.2. Collects nomination packages.
2.5.2.3. Distributes nomination packages and score sheets for quarterly and annual
awards through board presidents.
2.5.2.4. Routes selected nominees to 557 WW/CC for final approval.
2.5.2.5. Maintains Wing-level team award trophies.
2.5.2.6. Obtains tokens of recognition for presentation to Wing-level (and Wing
Staff-level) quarterly and annual award winners.

2.5.2.7. Provides administrative support in the Wing awards process. This includes,
but may not be limited to, archiving results, archiving winning packages, verifying
deadlines, and building “CC Gram” release message.
2.5.2.8. Sets up 557 WW/CC presentation of wing quarterly and annual awards.
2.5.2.9. Updates 557 WW Awards Board with names/pictures of Wing quarterly and
annual winners.
2.5.2.10. Once approved by 557 WW/CC, forwards applicable enlisted Annual
awards to 12 AF to complete for 12 Outstanding Airmen of the Year.
2.5.3. Runs Wing-level functional awards process.
2.5.3.1. Administers specialized annual awards programs/repository for 557 WW.
See Section 9.2., Specialized Annual Awards, for details. (e.g., First Sergeant of the
Year, Sijan nominations, etc.).
2.5.3.2. Tracks functional awards through 12 AF and/or ACC, establishes Wing
deadlines, and solicits nominations via Wing taskers. The call for nominations from
squadrons, operating locations, and detachments will be routed through the parent
units/organizations. Nominations will follow applicable specific functional award
guidance.
2.5.3.3. Collects nomination packages.
2.5.3.4. Distributes nomination packages and score sheets for functional and
specialty awards to selection boards (as required).
2.5.3.5. Routes selected nominees to 557 WW/CC for final approval via a draft CC
Gram.
2.5.3.6. Completes an administrative review on award packages prior to submission
of winners for staffing. See Section 9.1., Functional Awards, for details.
2.5.3.7. Submits nomination package (from the 557 WW/CCEA org box), on behalf
of the 557 WW/CC, for higher level competition.
2.5.3.8. Obtains tokens of recognition for presentation to Wing-level functional and
specialty award winners (e.g. Weather, Communications, etc.).
2.5.3.9. Provides administrative support in the Wing awards process. This includes,
but may not be limited to, archiving results, archiving winning packages, verifying
deadlines, and building “CC Gram” release message.
2.6. 557 WW Wing Staff and Group Commanders. Submit award nominations and provide
unit representatives for Wing-level boards according to Section 5, Board Composition and
Procedures. Verifies eligibility of nominations in accordance with paragraph 4 below
(including a quality force indicator check).
2.7. 1 WXG & 2 WXG: For nominations selected as Wing-level winners. Mails Wing-level
award tokens to units not located on Offutt Air Force Base.

2.8. 557 WW Executive Officer (557 WW/CCE). Releases “CC-Grams” announcing the
Wing-level award winners on behalf of the 557 WW/CC. This includes quarterly, annual,
and functional award messages.
2.9. 557 WW/XP (Civilian Personnel). Will complete AF Form 1001, Award
Recommendation Transmittal, with civilian individual annual and quarterly Wing-level
winners and forwards to winner's servicing civilian personnel office(s) (CPO) for processing.
3. Award Protocol.
3.1. Precedence. Personnel may be recognized at multiple levels of competition (i.e.
Squadron, Group, and Wing). If personnel receive time-off awards/military passes at
multiple levels of competition, only the highest level will be awarded. Time-off
awards/military passes are awarded for individual categories only and will be withheld until
results of Wing boards are released. See attachments 10 - 11 for recognition matrix.
3.2. Multiple Category Winners. An individual who wins in multiple categories (e.g., small
team, large team, and individual) will be recognized for all awards but the time-off award
will only be awarded for the individual category win. See Attachments 10 and 11 for award
summary.
3.3. Awarding Contractors. Contractors’ contributions to a team or individual award cannot
be recognized in the Wing’s Awards Program. Contractors can only be recognized through a
letter of appreciation to the individual or company. The reason for recognition must be
"substantially" beyond the terms of the individual’s contract. The submitting authority must
coordinate through the contracting office to ensure guidelines are followed.
3.4. Recognition for Civilian Award Winners. (See Attachments 10 and 11). After the
announcement of Wing civilian award winners, 557 WW/XP will complete AF Form 1001,
Award Recommendation Transmittal, with winners and forward to winner's servicing civilian
personnel office(s) (CPO) for processing.
3.5. Host Base Awards Programs. 557 WW units are encouraged to participate in any
applicable host base awards (for example “Base Knowledge Operations Manager of the
Quarter”, Team Offutt, etc.).
3.5.1. Units will not nominate multiple individuals from the same duty location to
compete in different award programs with the intent of allowing more individuals to
compete for awards, unless they will compete in different categories; i.e., submitting one
individual for the Wing NCO of the quarter and another for the host base NCO of the
quarter would be unacceptable if they are from the same duty area.
3.5.1.1. Even if an individual does not compete successfully for an award at a higher
level, they should be allowed to compete in the local base award program if they meet
the eligibility criteria and are the best candidate from a given unit and duty location.
3.5.2. Units will provide a courtesy copy to 557 WW/CCEA when submitting host base-
level award nominations.
3.5.3. Units not located at Offutt AFB will notify the 557 WW/CC via their respective
chain of command when their nominees are successful in host base-level award
programs.

4. Eligibility.
4.1. Quality Force Indicators (QFI)s. Integrity of the Awards programs must be strictly
enforced to ensure the most qualified individuals are nominated for recognition. The
nominating organization (Wing Staff, 1 WXG & 2 WXG) is responsible for ensuring
eligibility factors are met (PRIOR to submission of award nomination to Wing-level).
4.1.1. Individuals who fall in one of the following categories during the award period are
ineligible to compete for individual awards or to be included in a team award nomination:
4.1.1.1. Active Unfavorable Information File (UIF), control roster, Article 15, court
martial conviction, and/or negative civilian action.
4.1.1.2. Most current performance report is a “referral.”
4.1.1.3. Most current fitness test score is less than 75 or any result that is
unsatisfactory during the entire award period.
4.1.1.4. Civilians with a potential adverse action under review or have a negative
action documented during the award period.
4.1.2. For team awards, quality control factors for individual team members will be
evaluated on a case-by-case basis and must be taken into consideration by the nominator
and commander when determining whether or not an individual should be included in
team award nominations. All QFI waiver requests will be routed through the 557
WW/CCM for recommendation and 557 WW/CC adjudication.
4.2. Nomination Restrictions.
4.2.1. Senior Master Sergeants with a line number to Chief Master Sergeant are not
eligible.
4.2.2. Lieutenant Colonels with a line number to Colonel are not eligible.
4.3. Nominees deployed for a Portion of the Award Period.
4.3.1. Deployed 557 WW members submitted for Wing quarterly awards should have at
least 50% of the award period at home station to be considered for a submission.
4.3.2. If a member’s deployed location does not have a comparative award program, the
minimum time at home station is not required. Verification of the lack of an awards
program is the responsibility of the nominator and will be verified by the 557 WW/CCM.
4.3.3. For annual awards, there is no minimum home station requirement.
4.4. Information from a Previous Assignment.
4.4.1. Information from a previous assignment for performance in the respective award
period may be included in the quarterly and annual nomination packages provided it
occurred during the eligible period of the award.
4.4.2. All previous assignment information must be verified with a copy of a signed
performance report, letter of evaluation, Memorandum for Record, approved
decoration/citation, or written correspondence from the individual’s rating chain at the
previous assignment.

4.5. Determining Category for Awards. Members will compete in the competitive category
corresponding to the rank/grade they held the majority of time during the award period.
5. Board Composition and Procedures. All award boards will review only written
nominations. “Face-to-face” boards will not be conducted. Board presidents will vote only if
the compiled board members’ scores result in a tie. The 557 WW/CC is the final approval
authority. See attachments 6 through 10 for sample board President and board member score
sheets.
5.1. Guidance Applicable to all Boards.
5.1.1. Board members may meet formally to discuss the nominations, vote, and provide
feedback on how the packages and processes can be improved. The board president will
coordinate each board process with assigned members.
5.1.2. When tasked to provide board members, units will recommend members with
appropriate levels of maturity and experience. After serving on boards, board members
are encouraged to provide feedback to members of their organizations and the board
president on their “lessons learned” while serving on 557 WW boards.
5.1.3. All board members will receive nomination packages at a minimum of 24 hours in
advance of any board.
5.1.4. During any discussion, in-person or otherwise, only the information written in the
award nomination package will be discussed. No additional information is to be
introduced.
5.1.5. Each board member will score the nomination packages and provide this
information to the board president. See attachments 6 through 10 for sample score
sheets.
5.1.6. Board proceedings and results will not be discussed outside the formal board.
5.1.7. The 557 WW/CC is the final approval authority on all board results.
5.2. 557 WW Officer Quarterly and Annual Boards. The 557 WW/CV will serve as the
board president. If necessary, the 557 WW/CV will identify a replacement of appropriate
rank and experience. Boards will be comprised of a field grade officer (FGO), Major select
or civilian selected by Wing Staff and Group leadership.
5.3. 557 WW Enlisted Quarterly and Annual Boards. The 557 WW/CCM will serve as the
board president. If necessary, the 557 WW/CCM will identify a replacement of appropriate
rank and experience. Board composition will be dependent on the level of the award, but
will consist of representatives from the Wing Staff and Weather Groups. Board members
will be of the same or higher rank than the category they are boarding.
5.4. 557 WW Civilian Quarterly and Annual Boards. The 557 WW/TD will serve as the
board president. If necessary, the 557 WW/TD will identify a replacement of appropriate
rank and experience. Board composition will be dependent on the level of the award, but
will consist of representatives from the Wing Staff and Weather Groups. Board members
will be of the same or higher rank than the category they are boarding.
5.5. 557 WW Team Quarterly and Annual Boards. The 557 WW/TD will serve as the board
president. If not available, the 557 WW/CV will serve as the board president or will appoint

a replacement of appropriate rank and experience. The board will be comprised of
representatives from the Wing Staff and Weather Groups. Board members will not include
any member that is part of a nominated team.
5.6. 557 WW Volunteer Quarterly and Annual Boards. The 557 WW/CCM will serve as the
board president. Representatives from the Wing Staff and Weather Groups will comprise the
board. Board members may be of any rank.
6. Quarterly Awards.
6.1. Quarterly Award Suspenses. Wing nomination packages from the Groups and Wing
Staff are due to the 557 WW/CCEA. The due date is defined as the close of business on the
10th day of the first month outside the eligible period (if the 10th day falls on a non-duty day,
the due date is the next occurring duty day). Submissions received after the suspense date
will not be considered.
6.1.1. First quarter, 10th day in April.
6.1.2. Second quarter, 10th day in July.
6.1.3. Third quarter, 10th day in October.
6.1.4. Fourth quarter, 10th day in January.
6.2. Award Categories.
6.2.1. Airman. Airman Basic through Senior Airman.
6.2.2. NCO. Staff Sergeant through Technical Sergeant.
6.2.3. SNCO. Master Sergeant through Senior Master Sergeant (except Senior Master
Sergeants with a line number to Chief Master Sergeant).
6.2.4. CGO. Second Lieutenant through Captain (including Captains with a line number
to Major).
6.2.5. FGO. Major through Lieutenant Colonel (except Lieutenant Colonels with a line
number for Colonel).
6.2.6. Junior Civilian. GS-01 through GS-06.
6.2.7. Intermediate Civilian. GS-07 through GS-10.
6.2.8. Senior Civilian. GS-11 and above.
6.3. Preparation. Nomination packages will include an electronic copy of the most current
version of the AF Form 1206 (PDF version). Previous editions will not be used. Use
attachments 2 through 5 for military individual and civilian individual, team and volunteer
examples.
6.3.1. Prepare the AF FORM 1206 using bulleted statements for justification. Do not
write bullets on the same lines as subject headings.
6.3.2. AF Form 1206 Headings.
6.3.2.1. Performance and Leadership in assigned duties. Describe leadership
accomplishments and how well the member performed assigned primary and
additional duties. Define the scope and level of responsibilities and the impact on the

mission and unit. Consider development of quality AF management principles, new
techniques and contributions to increase mission effectiveness. In addition, consider
scope and level of responsibility and cost saving initiatives.
6.3.2.2. Whole Airman Concept. Show how the member developed or improved
skills related to primary duties; e.g., formal training, Career Development Course
enrollment or completion, On-the-Job Training, certifications, technical training,
quality courses, professional Military Education, off-duty education, and involvement
in professional or cultural organizations. Define the scope and impact of the
member's positive leadership and involvement in both the military and civilian
community. Include leadership, membership, or participation in unit advisory
councils, professional military organizations, associations, and events (e.g., president
of Top 3, dining-out committee, member of AF Sergeants Association, Sunday school
teacher).
6.4. Format (Individual Categories). For military and civilian nominations, limit to 7 lines
of text, not including subject headings.
6.4.1. Performance and Leadership in assigned duties is limited to 5 lines. Whole
Airman Concept is limited to 2 lines. See Attachment 2 for formatting example.
6.4.2. For Team categories: Team nominations will consist of one subject heading,
JUSTIFICATION, and will not exceed 7 lines. See Attachment 4 for formatting
example.
6.4.3. For Volunteer category: Volunteer nominations will consist of one subject
heading, VOLUNTEER'S EFFORTS AND IMPACT ON THE BASE AND
COMMUNITY. See Attachment 5 for formatting example.
6.5. Board Weight: The board will evaluate each bullet on its own merit. The category
weight for individual categories is: Performance and Leadership in assigned duties (80%),
Whole Airman Concept (20%).
7. Annual Awards.
7.1. Annual Award Suspense. Nomination packages are due based on Headquarters Air
Force (HAF) and associated Air Combat Command (ACC) guidance. Suspenses will be
released by 557 WW/CCEA as soon as received. Submissions received after the suspense
date will not be considered.
7.2. General Guidance. Annual award subject headings will be driven by higher headquarter
guidance for all categories. Differences between this wing instruction and higher
headquarter guidance will be provided via e-mail and TMT. Nominees must meet eligibility
requirements in section 4.1.
7.3. Preparation. Prepare the AF Form 1206 (PDF version) using bulleted statements for
justification. Do not write bullets on the same lines as subject headings.
7.3.1. Current AF FORM 1206 Headings.
7.3.1.1. Leadership and Job Performance. Describe significant leadership
accomplishments and how well the member performed assigned primary and
additional duties. Define the scope and level of responsibilities and the impact on the

mission and unit. Consider including other awards received (e.g., Airmen Leadership
School Distinguished Graduate, etc.).
7.3.1.2. Significant Self-Improvement. The member’s initiatives for self-
improvement including, but not limited to, professional development or training, off-
duty education, fitness efforts, achievement in professional or cultural societies or
associations and development of creative abilities.
7.3.1.3. Base and Community Involvement. Define the scope and impact of the
member’s positive leadership and involvement in both the military and civilian
community. Consider including leadership, membership, or participation in unit
advisory councils, professional military organizations, associations, and events (e.g.,
President of Top III, dining out committee, involvement in Air Force Sergeants
Association, Sunday school teacher, etc.).
7.3.1.4. Format (Individual Categories). Individual awards will be 30 lines
(including headers). For enlisted individual nominations – follow additional 12 OAY
guidance, outlined in AFI 36-2805 and/or passed from ACC (which will accompany
the solicitation tasker). All enlisted nominations must follow the 12 OAY formatting
requirements. For Team categories: See attachment 4.
8. Enlisted Annual Awards/12 OAY. The 557 WW annual enlisted winners will become the
557 WW 12 OAY nominees. See AFI 36-2805 for further 12 OAY information.
8.1. The 557 WW enlisted annual winners will be required to immediately complete and
submit the following:
8.1.1. AF Form 1206.
8.1.2. Biography, limited to one, single-spaced typewritten page. Refer to AFI 36-2805.
8.1.3. Base-level Records Review Report on Individual Person (RIP).
8.1.4. Statement of intent on official letterhead must be signed and dated by nominee.
8.1.5. Statement of release on official letterhead must be signed and dated by nominee.
8.1.6. Other documentation required by ACC (through the 12 OAY program
requirements tasked by AF level).
9. Functional and Specialized Annual Awards.
9.1. Functional Awards. Functional awards include but are not limited to Mission Support
awards, Communications and Information awards, Financial Management, Civil Engineering
and Weather Awards.
9.1.1. The 557 WW/CCEA will:
9.1.1.1. Coordinate with ACC/A1KKM and 12 AF/CCKE on all awards, timelines,
guidance, award submission suspense dates and nomination solicitations.
9.1.1.2. Administer the selection process.
9.1.1.3. Staff a completed package to the 557 WW/CC (for approval) two weeks
prior to required submission date to next higher board.

9.2. All Specialized Annual Awards. The 557 WW will follow the guidance as prescribed in
Air Force Instruction 36-2805 and any other pertinent instruction, guidance or messages.

TEAM AWARDS
A4.1. Team.
A4.1.1. Small and Large Team Categories. The purpose of this award is to recognize the
team that has best demonstrated excellence, quality, and effectiveness in mission
accomplishment. Teams are defined as a group of subject matter experts working together
on a special project. Team members may be military or civilian personnel. Teams may be
from one unit or multiple units, bought together for a specific purpose and then disbanded.
Normal daily operations do not qualify for a team nomination.
A4.1.1.1. Small team–comprised of two to ten people.
A4.1.1.2. Large team–comprised of more than ten people.
A4.1.1.3. Sports teams and private organizations (e.g., booster clubs) are not eligible.
A4.1.1.4. Contract personnel are not eligible to be included in team award nominations.
However, if contract personnel make contributions towards team accomplishments that
are substantially beyond the terms of their contract, contract personnel and/or entities can
be recognized by award of an AF Form 3033, Certificate of Appreciation and/or a Letter
of Appreciation. All certificates and letters of appreciation will be approved by the 557
WW/CC and routed through the applicable contracting office.
A4.2. Preparation. Prepare the AF Form 1206 using bullet statements for justification. Do not
write bullets on the same lines as subject headings.
A4.3. Headings .
A4.3.1. Justification. The team’s purpose and performance of duties that significantly
contributed to increased mission effectiveness during the period.
A4.3.2. Team Leader. Individual appointed to lead a team toward its goals and objectives.
Include office symbol. If there is no team leader, enter not applicable (N/A).
A4.3.3. Team Members. List team members in the following order: officers, enlisted,
civilian, and name of contractor’s employer (do not name individual contractor personnel).
Include office symbols.
A4.4. Format.
A4.4.1. Quarterly. Limit justification to 7 lines of text, not including subject heading.
A4.4.2. Annual. Limit justification to 20 lines of text, not including subject heading.
