MEMORANDUM FOR: All ILWG Cadets

FROM: ILWG 2020 Legislative Day Project Officer

SUBJECT: Civil Air Patrol 2020 National Legislative Day

1. CAP’s 2020 Legislative Day will be taking place on Thursday, 27 Feb 2020 in Washington, DC. This annual event provides CAP leadership and its members an opportunity to meet with their Congressional representatives about the future of CAP operations, past-year accomplishments, and organizational funding requirements. This is a joint ef-fort involving CAP members from all 52 Wings. Selected CAP cadets are important participants in Legislative Day.

2. Six cadets will be selected to represent Illinois Wing in Washington DC and speak to the Congressional repre-sentatives or their aides from our state. Our job there will be to let our representatives know about CAP, who we are, what we do, and the issues facing CAP that we are asking them to consider. We will also be making them aware that they and their staff are eligible to join CAP’s Congressional Squadron.

3. Members of ILWG will travel to Washington, DC on 25 – 26 Feb. Members will attend a joint briefing of all Leg-islative Day participants on the evening of 26 Feb. On 27 Feb, our members, working in small teams, will walk the Hill, going to the offices of Illinois’ Congressional Representatives and Senators. 28 Feb is a sightseeing day in Washing-ton, DC. Return travel will be 29 Feb – 01 Mar, with a planned visit along the way to the Air Force Museum at Wright-Patterson, AFB.

4. To be eligible to apply, cadets must be C/SSgt or above. New cadet participants, as well as cadets who have previously attended Legislative Day are eligible to apply. Cadets must be knowledgeable in all aspects of cadet programs, be comfortable talking to various people about CAP, and project a professional demeanor. Cadets should also have gained experience outside of squadron activities, such as NCSA or encampments.

5. To apply, prepare a 300-word letter describing why you would like to participate and what you expect to gain from the experience. Submit your letter electronically to [email protected] along with your name, CAP ID, and your phone number. In addition, you must obtain the endorsement of your unit commander. This may be submitted by your commander via an email to the above email address. The deadline to apply is 01 Dec 2019. Applicants will be notified if they have been selected as soon as possible thereafter.

To commemorate Civil Air Patrol's 78th Anniversary the Illinois Wing Amateur Radio Club (Callsign: W9CAP) is host-ing its annual Ham Radio Special Event Station on Saturday, November 30th through Sunday, December 1st, 2019. This ham radio station will be able to communicate with other stations all around the world to create awareness of Civil Air Patrol and celebrate our 78 years of volunteer service for America. Just like in prior years, we are seeking volunteers to help staff multiple ham radio stations all over the state from your home locations. We need licensed Ham Radio Operators -- holding a General Class License (or higher) -- to operate their home radio stations under the W9CAP callsign in an effort to contact and log as many other stations as possi-ble. If there's enough interest, we may also be operating a primary station at DuPage Airport (in West Chicago, IL) that anyone -- regardless of being a licensed operator or not -- can help operate the radio and make contacts around the world. It's a great way to assist with this event and learn about Ham Radio (which is a VERY useful hobby for emergency preparedness). If you are interested, please reply directly to Capt Gary Brown at [email protected] and let me know your interests and availability for those two days. Master Sergeant Frank D’Angelo is the Command Non-commissioned Officer (NCO) of the Illinois Wing of Civil Air Patrol. He was appointed to this position by Illinois Wing Commander Col. Robert Dempsey and transitioned from the CAP officer corps to the CAP NCO corps during the 2019 Illinois Wing Con-ference. Frank D’Angelo enlisted in the Air Force in 1999 as a Security Forces special-ist and cross-trained into the Information Management field during his first reenlistment. In October 2010, he joined Civil Air Patrol as an officer while stationed at Strategic Command Headquarters, Offutt Air Force Base, Ne-braska. During his 20-year career, Frank was assigned to Mountain Home AFB, Joint Base Lewis-McChord, Offutt AFB, Scott AFB, and Soto Cano Air Base, Honduras. He also deployed several times to Kuwait, Qatar, and Af-

ghanistan in support of Operation Southern Watch, Operation Enduring Freedom, & Operation Iraqi Free-dom. He retired from the Air Force on the 1st of April, 2019 as a technical sergeant and relocated to Champaign, Illinois to continue pursuing a degree in photography at Parkland College. He transferred his CAP member-ship to the Champaign Composite Squadron. On September 14th, 2019, then Captain D’Angelo returned to his non-commissioned officer roots. He was promoted to master sergeant and was appointed as the Illinois Wing Command NCO. The Command NCO serves at the leisure of the Wing Commander. Applications are now being accepted to attend the 2019 Great Lakes Region Leadership School December 26th, 2019 to January 1st, 2020 at Fort Knox, KY. To attend you must be a member in good standing, possess the rank of C/MSgt or higher, have Basic Encampment credit and be recommended by their Squadron Commander. Applica-tions close on December 11th, with notifications made directly to the cadets on their selection to attend by Decem-

Our purpose In our everyday walk of life, sometime we forget the purpose of life. Many times we feel life

is about accumulating toys, so when we died people can speak about our accomplishments. Life is not about toys or what important person we may have met or known. Our main purpose in life is to aid someone on their journey. When we get to this point in life and come to the realization that life is not about us, but the journey

that God has set before us. We, then began to live out our purpose.

The Creator gives each of us a clear journey by having a transformation in our lives, that causes us to see the world through the eyes of our Savior. When we allow this mindset that was in Jesus to be in us, we cease to make things in this world our focus. Too often we become so invested in this world we forget that we are only a pilgrim traveling through a desert place on our way home.

God laid out our purpose in life by drafting a very clear outline of what our purpose should be. This purpose is so simple until peo-ple have felt the need to add to it in order to justify their ways of life. The whole focus of life is to love one another as God has love us. We should ask ourselves, what are we adding to the purpose that causes other to fall by the wayside in their attempt to get home. Our focus and thought pattern should be wrapped up in the new commandment. However, many people have added many others that only exist in their selfish mind, that focus on insignificant things that is tangible to the few and those without wisdom. As we continue to journey in life take time out to smell the real rose which is love.

Life is currently described in one of four ways: as a journey, as a battle, as a pilgrimage, and as a race. Select your

own metaphor, but the finishing necessity is all the same. For if life is a journey it must be completed. If life is a battle, it must be finished. If life is a pilgrimage, it must come to a conclusion. And; if life is a race, it must be won.

Regardless of how one lives their life, it must come to an end. Living a joyful and peaceful life is not something that we inherited through our DNA. A joyful and peaceful life span is something that is developed through having an intimate experience with the living God. By encountering this experience, we realize that when our flesh lead and guide us we are not able to find a piece of mind to determine where joy went. Life offers us many challenges and obstacles, and these are turned into joy and high expecta-tions because of one relationship with God. A spiritual relationship with God, allow us to overcome sadness, stress, problems, and the worldly care of this world, because we understand that this world is not our home.

As we enter into the eleventh month of the year, and began to think about the approaching holidays some confront

it with gladness and other sadness. However, we approach it, we should all remember that someone paid the price for our happi-

ness or sadness. When I think about those that have paved the way it gives me a bitter sweet taste. At times I wonder do individu-

als truly realize the cost that so many people paid for us to enjoy the fruits of their burdens in our lives. These fruits, they fought so

courageous for and realizing, they would never smell, taste, hear or feel the fruits of their labor. When I think of Veterans Day or

Thanksgiving, I tremble at the thought of how, so many people re-act to these days, as just another day to do business as usual.

I remembered, reading the book, My Side of the Mountain as a young lad. That book caused me to realize that in life someone

must be will to sacrifice and pay the ultimate penalty for another person to be happy and enjoy their ideology in life, even if it

doesn’t correlate with the person that paid the price. As two holidays solicit our attention will we look at them as being a time of

relaxation, and buying for Christmas or a time of reflection to ask the question, what can I do, to may this world a better place to

live? Each of us has a vital role to play not only in our lives, but most important in the lives of other. Many times in my life I stop to

ask myself, is living only about me, or the people whom I have assisted along the way. I don’t intend to make the holidays a days of

misery, but a day of thanksgiving in the midst of misery.

Many horrific things have taken place this year in our lives. Many that were good, and some we care not to think off. Nevertheless,

maybe we should ask ourselves what have we learned from these experiences, that causes us to look at life from a different inclu-

sive perspective. Being inclusive in our lives give us the opportunity to challenge ourselves to be a better person today, than we

were on yesterday. In retrospect does it give one the ability to look in the mirror of life and go into denial of who or what we stand

for. It may cause another effect that allow one to interface with real reality about one self and acknowledge it is time for a change.

CAP has a drone program that you can get involved in RIGHT NOW! ILWG was one of the first five wings to participate in the fledg-

ling program a couple years ago... but it has finally matured to the point where we can now provide formal training and, just like

our manned aircraft program, we can administer a CAP Form 5U evaluation for sUAS Pilots\Technicians and a CAP Form 91U evalu-

ation for sUAS Mission Pilots and Technicians (aircrew observers/assistants)... and, YES, cadets can participate in this program too.

Ready to be a Glider Pilot?

Park Forest South Aviation Group is a glider club located at Bult Field. Its members serve as crew for all our Cadet Glid-er Orientation Flights, and are a great source of information regarding soaring and sailplanes. In consideration of our close relationship, the club will offer a discounted membership fee of $50 for CAP Senior Members. Members must also join the Soaring Society of America, additional cost of $75. Cadet memberships in PFSAG are even lower cost - con-tact the club for details - [email protected] This flying season PFSAG will offer training flights on the last Sunday of each month. Training flights are also available

on some Saturdays after cadet orientation flights, and on dedicated training days. The club typically flies every Friday

(club flights) and Saturday (O Flights).

C/1st Lt Alexis Vasiliadis "I've done two glider flights, and they're are always a pleasure. Being in the front seat of the aircraft and hav-ing the freedom of the full "bubble"

cockpit has given me a true sense of what flying really is, and the science behind it is incredibly interesting. I'll definitely be doing more glider flights in the future and I'd encourage every eligible cadet to try it as well!"

C/2d Lt Zachary Tran, Every time I have gone on a glider flight, it has been an absolutely amazing time. The cadets and seniors I worked with were professional and polite and there’s something freeing about being in an unpowered Aircraft. I would personally encourage everyone to do it, especially if you are not totally comfortable with flying yet. It will help you get out of your comfort zone. Flying Gliders is so much fun, take every chance you can get to do it.

It’s Glider Season! Cadets interested in piloting a glider should discuss the opportunity with there Unit Com-mand to schedule their glider orientation flights.

Fire Prevention and Safety

Are you up to snuff?

Fire Prevention Week is celebrated during the month of October. But every week should be Fire Prevention week! With that in mind, here are some handy tips from the National Fire Protection Association.

Home Fire Escape Planning and Practice Home fire escape planning and drills are an essential part of fire safety. A home fire escape plan needs to be developed and practiced before a fire strikes.

Home fire escape planning should include the following:

• Drawing a map of each level of the home, showing all doors and windows

Going to each room and pointing to the two ways out

Making sure someone will help children, older adults, and people with disabilities wake up and get out

Teaching children how to escape on their own in case you cannot help them

Establishing a meeting place outside and away from the home where everyone can meet after exiting

Having properly installed and maintained smoke alarms

Home fire escape practice should include the following:

Pushing the smoke alarm button to start the drill

Practicing what to do in case there is smoke: Get low and go. Get out fast.

Practicing using different ways out and closing doors behind you as you leave

Never going back for people, pets, or things

Going to your outdoor meeting place

Calling 9-1-1 or the local emergency number from a cell phone or a neighbor’s phone

• Smoke alarms detect and alert people to a fire in the early stages. Smoke alarms can mean the difference between life and death in a fire. Working smoke alarms cut the risk of dying in a home fire in half.

Install smoke alarms in every sleeping room, outside each separate sleeping area, and on every level of the home, including the basement.

Test smoke alarms at least once a month using the test button.

Make sure everyone in the home understands the sound of the smoke alarm and knows how to respond.

Cooking

• Cooking is the leading cause of home fires and home fire injuries. Thanksgiving is the leading day for fires involving cooking equipment.

• The leading cause of fires in the kitchen is unattended cooking.

• Stay in the kitchen when you are frying, boiling, grilling, or broiling food.

• If you are simmering, baking, or roasting food, check it regularly and stay in the home.

• Keep anything that can catch fire away from your stovetop.

Heating

• Heating equipment is one of the leading causes of home fires during the winter months.

• Space heaters are the type of equipment most often involved in home heating equipment fires.

• All heaters need space. Keep anything that can burn at least 3 feet (1 meter) away from heating equipment.

• Have a 3-foot (1-meter) “kid-free zone” around open fires and space heaters.

• Purchase and use only portable space heaters listed by a qualified testing laboratory.

• Have a qualified professional install heating equipment.

• Maintain heating equipment and chimneys by having them cleaned and inspected by a qualified professional at least once a year.

Hello from Major Rounds!

Because I am Diversity and Inclusion Officer, I want you to think about Inclusion. Google states that, “Inclusion is the

state of including or of being in a structure.” Lets look at that, Have you ever been visiting somewhere and didn’t know

anyone but everyone where you were knew everyone else. Basically you didn’t know anyone. My guess is you didn’t feel

included even though no one said anything to make you feel that way. NOW let’s modify that. You arrive in the same

situation and someone walks up to you and says hello and welcome, my name is Bill or Jill. Now you are not alone, you

have met someone and you feel better. You feel included and you are in the fact you have a member of the group as a

friend.

I have been to far too many meetings where I overhear, “Were going for lunch at the local restaurant, the other person

say great meet you there.” While that doesn’t mean they don’t want me to go, I didn’t feel what? INCLUDED”. Be aware

that others who are not necessarily in your group or the word I don’t care for “Clique” which is a group that share a com-

mon bond but frequently don’t let others in.

When you see a stranger at an activity, don’t let them be a stranger. You be the one who welcomes them regardless of

your rank or position. When I was the lowest ranking cadet I never let anyone new feel alone. Hey, I’m Jaque and Im

kind of new too, what’s your name?

Lastly, I usually learn more from new people than I do from people I know, they bring new information into my life and I like that. Never let a stranger stay that way. You will grow your units with good people if you do.

Officer Awareness

The Public Information Officer Awareness Course (IS0029) is designed to familiarize par-ticipants with the concepts underlying the PIO role. This course can provide a basic under-standing of the PIO function for those new to the position. Additionally, it can provide those in executive level roles the necessary knowledge of PIO roles and responsibilities dur-ing an emergency.

Opinions are my own and I’m only trying to help: Senior Members versus adult volunteers What’s in a name. Think about it.

Squadrons have name so please use them. Don’t use charter numbers like “The 2O5th” Which 2O5th would that be? Wiscon-

sin, Illinois, Indiana, California?

Please say Civil Air Patrol rather than “cap” and write Civil Air Patrol instead of CAP.

Course Directors are needed for the Group 1 Professional Development Weekend, The course will be, SLS, CLC, TLC Basic and TLC Intermediate. If we have a director, instructors and student we could also hold a Unit Commanders Course.

RELIGIOUS ACCOMMODATIONS for the USAF uniform... The CAP-USAF commander has, consistent with USAF policy,

been granting more religious accommodations for the USAF uniforms worn by CAP members. This program is done by

petition of any member eligible to wear the USAF uniform otherwise, up through the chain-of-command and coordi-

nated by Ms Susie Parker. This is a USAF policy so don’t look for it in CAP regulations. You don’t need to be a chaplain.

ILLINOIS WING CONGRESSIONAL GOLD MEDAL CEREMONY

Illinois Wing held its biennial conference at the Northfield Inn & Suites Conference Center in Springfield, IL on 13 through 15 Sep-tember 2019. The highlight of the opening session on Saturday, 14 September 2019, was the presentation of the Congressional Gold Medal for Civil Air Patrol service during World War II to the family of 2nd Lieutenant Paul D. Towne who served with Coastal Patrol Base #2, Rehoboth, Delaware.

It was my honor and privilege as the program emcee to make the following presentation:

The dark, stormy days of March 1942 described not only the weather, but also a dire situation facing the nation. America was at war, and its first major battle was raging within sight of thou-sands of people on shore as German submarines attacked ship-ping close in along the American East Coast. There were too few military aircraft and ships available to effectively respond as car-go ships and oil tankers were being sunk at an alarming rate. It was so bad that General George Marshall, the U.S. Army Chief of Staff, noted that the shipping losses off the Atlantic Coast and in the Caribbean [quote] “Now threaten our entire war effort.”

It was at this moment that the U.S. Military turned to the newly organized volunteer flying force for assistance, “One Of Ameri-ca’s Best Kept Secrets Of World of War II” -- The Civil Air Patrol.

The Civil Air Patrol was organized under the Office of Civil Defense on December 1st, 1941, just six days before the start of World War II. The organization was comprised of American men and women who, as volunteer civilians, flew combat and humanitarian missions in support of the U.S. Military using their own aircraft – buying their own uniforms – paying for their own aircraft fuel – and receiving the lofty sum of $8.00 per day.

Their service was extraordinary in that it included 18 months of combat operations between March 1942 and August 1943. During that period of time, these brave Amer-icans, flying their privately-owned, small single-engine Piper, Cessna, Beech and Stinson aircraft, some of which were armed with small bombs and depth charges:

1. Flew over 86,685 missions;

2. Located 363 survivors of torpedoed ships; re-ported 91 vessels in distress; and, located 17 floating mines;

3. CAP pilots and observers flew over 5,684 es-cort protection missions for the U.S. Navy; BUT,

UNDER THE PROVISIONS of Public Law 113-108 of the 113th Congress enacted on 30 May 2014, the Congressional Gold Medal has been awarded to Members of the Civil Air Patrol serving during World War II.

TODAY WE HONOR

2ND LIEUTENANT PAUL D. TOWNE, CAP, Civil Air Patrol Coastal Patrol Base #2, Rehoboth, Delaware –

Lost at sea on 19 March 1943 while serving as a Pilot/Observer engaged in German anti-submarine patrol off the coast of Assateague Island, Maryland in a Civil Air Patrol aircraft piloted by CAP 1st Lieutenant Delmont B. Garrett.

As recounted by newspaper reports, at some point during the patrol activity, CAP Headquarters at the Rehoboth Base received a radio communication from Garrett and Towne’s aircraft indicating that they were in some type of trouble. And upon reaching the position that Lieutenant Towne had

reported, one of the search aircraft reported that they had seen the distressed aircraft actually plunge into the sea.

Subsequent to the crash of the aircraft, a snowstorm accompanied by gale winds enveloped the patrol coast and after several fruitless days of searching by ships and planes, rescue efforts were can-celled and the two CAP pilots were presumed dead.

2nd Lieutenant Paul Towne was born on May 7, 1897 to Earnest and Viola Towne and was the older brother to Angeline Towne Thomp-son and Elvira Towne LaSell. A resident of the Peoria/Pekin area of Illinois, Paul Towne had studied agriculture and farming at both the University of Nebraska and the University of Illinois at Jacksonville, Illinois where he graduated in the class of 1917 according to local newspaper reports.

Lieutenant Towne became interested in photography and was, for some years, a well-known portrait photographer in the Peoria/Pekin area and had photographed some of the area’s best-known citizens.

He joined the Peoria Civil Air Patrol Squadron sometime in 1942 and did most of his flying from the Peoria Airport before being as-signed to the East Coast area and subsequently to Coastal Patrol Base 2 at Rehoboth, Delaware.

At the time of his death, Lieutenant Towne was survived by his parents, Earnest and Viola Towne, two sons, David Towne and John Ernest Engstrom, and a daughter, Pauline Valmore of Brunzwick, Maine.

2nd Lieutenant Paul D. Towne is believed to have been the first Tazewell County, Illinois casualty of World War II.

A memorial gravestone with Lieutenant Towne’s name, date of birth, date of death and the inscrip-tion “Lost At Sea” is lo-cated in the Lakeside Cemetery, in Pekin, Illi-nois.

In honor of Lieutenant Towne’s contribution to the war effort, a local AMVETS veter-an’s organization located on Route 29 between Creve Couer and Pekin, Illinois was named the “Paul Towne Memorial AMVETS Post #169.”

In 1997 Louis E. Keefer published an historical account of Ameri-ca’s private pilots in the fight against Nazi U-Boats in a book entitled, “From Maine to Mexico.” Page 59 of that book con-tains a photograph of a memorial plaque erected by members of the Rehoboth Coastal Patrol Base #2 at their 25th Anniversary reunion with the inscription, “In fond memory of our friends and brother pilots lost at sea from Civil Air Patrol Base #2, Rehoboth Beach, Delaware.” 2nd Lieutenant Paul D. Towne is one of the four CAP names inscribed on that plaque.

We are joined here today to honor 2nd Lieutenant Paul D. Towne by members of his family:

Mr. John Ernest Engstrom -- Son of 2nd Lt Paul Towne, and his wife, Lori Windows.

Mr. Dick Valmore -- Lt Towne's grandson, and his partner, Jane Sumner.

Mr. Jim Valmore -- Lt Towne's grandson, and his wife Luanne.

Ms. Suzanne Perry -- Lt Towne's granddaughter.

Ms. Holly Elgin -- Lt Towne's granddaughter, and her husband, Austin and daughter, Peyton.

Mr. Christopher Engstrom -- Lt Towne's grandson, and his wife, Tiffany.

Ms. Lois Simon -- Sister of John Ernest Engstrom's mother, Mable Christiansen - age 96 years young!

Ms. Tara Purcell -- Mable Christiansen's grand-daughter, and her son, Wynn Velasso.

Ms. Jana Purcell -- Mable Christiansen's grand-daughter, and her daughter, Jena.

A bronze replica of the original Congressional Gold Medal honoring Civil Air Patrol members who served during WWII is being presented this morning by: MG Amy Courter, For-mer National Commander, Civil Air Patrol; Col Richard Griffith, Vice Commander, GLR, CAP and Col Robert Demp-sey, Commander, ILWG.

Receiving a bronze replica of Congressional Gold Medal Award on behalf of the Towne Family is Mr. John Ernest Engstrom, son of 2nd Lieutenant Paul D. Towne.

The originally stuck Congressional Gold Medal resides at the United States Mint in Washington, DC.

In addition to the bronze replica of the Congressional Gold

Medal that the Towne Family is receiving today, the Illinois

Wing of the Civil Air Patrol is pleased to present the follow-

Two additional pocket size coin replicas of the CGM;

A copy of the book “From Maine to Mexico;”

A digital copy of the video entitled, “Subchasers of

WWII” produced by the AOPA for their annual con-

vention in 1995, a documentary telling the story of

the establishment of the Civil Air Patrol in 1941 just

prior to the start of World War II.

From the IG side there is a new regulation 20-3 which address the change in inspections. The two big points are: 1 time to close discrepancies is down from 6 months to 5 months. 2 the bar is raised for the worksheets to be EFFEC-TIVE from 50% to 60% . Meaning 60% of the answers must be compliant. If this is a repeat violation than it goes to 70%.

It talks about budget requirements and some minor adjustments.

Otherwise we will be at the conference for questions.

We are still looking for team members in groups 3,5 and 6 to help with SUI inspections.
