This publication implements Air Force Policy Directive (AFPD) 91-2, Safety Programs and

Department of Defense Instruction (DODI) 6055.16, Explosives Safety Management Program,

consistent with Air Force Instruction (AFI) 63-101/20-101, Integrated Life Cycle Management

and MIL-STD-882E, Department of Defense Standard Practice: Systems Safety. It prescribes Air

Force Non-Nuclear Munitions Safety Board operation and defines its membership and mission.

This instruction also outlines procedures and responsibilities for conducting and reviewing safety

studies on non-nuclear munitions, components, or related items that the Air Force has an

operational, test, development, procurement or management responsibility for. It explains the

safety verification and approval process for new or modified non-nuclear munitions and applies

to all Air Force organizations assigned a mission or function involving non-nuclear munitions,

including the Air Force Reserve and the Air National Guard. This publication may be

supplemented at any level, but all direct Supplements are routed to AFSEC/SEWC for

coordination prior to certification and approval. The authorities to waive wing/unit level

requirements in this publication are identified with a Tier (“T-0, T-1, T-2, T-3”) number

SUMMARY OF CHANGES

This document is substantially revised in format and organization and should be completely

reviewed. This revision reflects changes in guidance and procedures dealing with AF explosives

safety standards. Major changes include incorporation of procedures for U.S. manufactured

Foreign Military Sales weapons and weapons manufactured by foreign based enterprises,

addition of decertification procedures, updated Technical Munitions Safety Study instructions

and guidance for residual risk. Also, revisions have been made to the organization of the Non-

Nuclear Munitions Safety Board to accommodate changes to MAJCOM organizations. Finally, a

waiver authority statement has been added.

Chapter 1

NON-NUCLEAR MUNITIONS SAFETY BOARD

1.1. Overview/Background. In 1964, the Assistant Secretary of Defense requested the services

status of Non-Nuclear Armament Safety. In early 1965, the USAF identified the need for a

disciplined approach to Non-Nuclear Armament Safety. The goal, to improve safety design

features of non-nuclear systems. National level urgency ensued due to a disaster at Ben Hoa Air

Base in May of 1965. Subsequently, HQ Air Force Systems Command (now AFMC) established

the Non-Nuclear Munitions Safety Group in Sept of 1965. Direction was given to the

Directorate of Armament Development (now the 96 TW/SES) at Eglin AFB to establish and

chair a Non-Nuclear Munitions Safety Group (now Non-Nuclear Munitions Safety Board).

1.1.1. Purpose. The NNMSB supports requirements delineated in DoDD 5000.1 for safety

throughout the acquisition process and DoDI 5000.2 for safety during development and

testing. AFPD 91-2 and AFI 91-202 establishes USAF policy and instructions for a

comprehensive safety program. Non-Nuclear Munitions Safety Board activities are part of

the USAF comprehensive approach to assure design safety of Non-Nuclear munitions. This

instruction establishes the Air Force Non-Nuclear Munitions Safety Board, describes its

purpose, operations, and scope of authority, and implement its safety policies and procedures.

1.2. Roles and Responsibilities.

1.2.1. AF/SE. The Air Force Chief of Safety, AF/SE, designates the Chairperson with the

grade of Colonel (or civilian equivalent) or above.

1.2.2. Chairperson.

1.2.2.1. Presides at Non-Nuclear Munitions Safety Board meetings. For a given matter

before the Board, the Chairperson casts a vote only when a ballot of members present

(including proxy votes) results in a tie.

1.2.2.2. Approves the composition of special ad hoc groups to provide Board related

review and advisory services to special access programs.

1.2.2.3. Determines if the meeting proceeds with available members when a stakeholder,

or proxy, from a command or agency affected by the weapons system under review is not

represented.

1.2.2.4. Decides on a case-by-case basis, if the amount of Non-Nuclear Munitions Safety

Board business warrants scheduling additional meetings

1.2.3. AFSEC/SEW.

1.2.3.1. Serves as technical lead for resolving any issues arising during staff agency

coordination of the studies.

1.2.3.2. Upon receipt of concurrences or successful resolution of non-concurrences,

submits Technical Munitions Safety Study to AF/SE for approval and forwards signed

approvals to the Executive Secretary. In addition, minutes are provided to AF/SE for

review.

1.2.3.3. Acts as approval authority for requests to deviate from mandatory design

requirements.

1.2.3.4. Reports unfavorable mishap trends identified for munitions previously certified

by the Non-Nuclear Munitions Safety Board that may require reevaluation by the Board.

1.2.3.5. Appoints voting members of the Insensitive Munitions Technical Working

Group to include, as a minimum, a Chairperson, an AFSEC/SEW member, and the

Executive Secretary from the Non-Nuclear Munitions Safety Board.

1.2.3.6. If not designated as the Chairperson, AFSEC/SEW will provide the board with a

representative to function as an advisor or consultant to the Board at every meeting.

1.2.4. HQ AFMC/SEW. Designates an Executive Secretary of the Non-Nuclear Munitions

Safety Board, a Board member & alternate, and an engineering support function responsible

for conducting Board studies and analyses.

1.2.5. Executive Secretary.

1.2.5.1. Serves as the principal administrative assistant and key advisor to the

Chairperson and Board members for conducting Non-Nuclear Munitions Safety Board

affairs.

1.2.5.2. Consults with the AF procuring organizations, program offices, managers, or

other agencies as necessary, to clarify requirements specified in this instruction.

1.2.5.3. Informs the Chairperson about Board activities and issues that might affect

Board proceedings.

1.2.5.4. Maintains a list of appointed Board members and alternates and provides the

administrative services necessary to conduct Board meetings. He/she also provides new

member orientation.

1.2.5.5. Interacts with the Chairperson, members, Air Force procuring/modifying

agencies, system program offices, or other agencies, as necessary, to ensure the

effectiveness of the Board safety/review process.

1.2.5.6. Maintains up-to-date preparation instructions for Technical Munitions Safety

Studies, Munitions Safety Analysis, and Test Hazards Assessment Reviews technical

read-ahead documentation, and Non-Nuclear Munitions Safety Board presentations.

1.2.5.7. Notifies the responsible Acquisition Program Office and Lead Command of a

change in certification status of non-nuclear munitions when the AF/SE or a staff agency

disapproves a Board recommendation on certification or non-certification. (T-1).

1.2.5.8. Notifies Acquisition Program Offices, test organizations, and unit commanders

of design safety approval prior to planned activities and operations based on Non-Nuclear

Munitions Safety Board’s recommendations. (T-1)

1.2.5.9. Issues meeting announcements at least 30 days in advance of regularly

scheduled meetings and establishes deadlines for submission of safety studies scheduled

for review. Deadlines for submission are 30-45 days prior to the meeting date.

1.2.5.10. Conducts meetings in a timely and efficient manner in accordance with

established Air Force and local practices/procedures for conducting official meetings.

1.2.5.11. Provides appropriate guidance to agencies charged with preparing and

delivering Non-Nuclear Munitions Safety Board presentations.

1.2.5.12. Examines all documentation intended for Board review to ensure

appropriateness and technical quality, and also performs the following actions:

1.2.5.12.1. Circulates Technical Munitions Safety Studies and Munitions Safety

Analysis to Non-Nuclear Munitions Safety Board membership sufficiently in advance

of a meeting to allow 25 days, at a minimum, for review and requests an

AFSEC/SEW waiver of the 25 day requirement when significant unavoidable delays

in Technical Munitions Safety Studies/Munitions Safety Analysis distribution arise.

1.2.5.12.2. Ensures read-ahead information to support Test Hazards Assessment

Reviews, System Safety Group activities, and other matters requiring Board action is

received by the members at least 14 days before the meeting.

1.2.5.12.3. Notifies the preparing organization when documentation is deemed

unacceptable for Board review and provides guidance on changes needed to produce

acceptable quality. As a result, the preparing organization will make necessary

changes and resubmit documentation to the Executive Secretary for approval. (T-1).

1.2.5.12.4. Ensures related studies, correspondence, and background material is

available for the Board meeting and establishes post-meeting liaison with agencies

having a direct interest in the results of NNMSB proceedings.

1.2.5.13. Monitors follow-on actions, when authorized by the Non-Nuclear Munitions

Safety Board, established as a condition of a Board flight test approval and issues the

final approval when actions are completed.

1.2.5.14. Notifies agencies responsible for implementing Board recommendations

following Headquarters Air Force approval.

1.2.5.15. Provides Non-Nuclear Munitions Safety Board System Safety Group guidance

to the responsible Acquisition Program Office when inclusion of such guidance in the

official Board meeting minutes is deemed inappropriate.

1.2.5.16. Ensures Board proceedings are fully documented and approved, and prior to

review, are made available for review by the Board members as the last item of meeting

business.

1.2.5.17. Finalizes meeting minutes and updates Technical Munitions Safety Studies

(amended to include Board findings and recommendations). Also, the Executive

Secretary submits the entire report to AFSEC/SEW to initiate the AF/SE and Air Force

staff agency approval process. (T-1).

1.2.5.18. Publishes and distributes final Munitions Safety Analysis after Board approval

and final Technical Munitions Safety Studies after AF/SE approval to Non-Nuclear

Munitions Safety Board members and associates, agencies responsible for implementing

Board recommendations, and other interested organizations. (T-2).

1.2.5.19. Informs the requesting agency requesting a special meeting that funding of the

Board members’ and Chairperson’s travel expenses are a condition for conducting the

special meeting. Polls members as to their availability before final special meeting dates

are established.

1.2.5.20. Ensures all post meeting action items are monitored for continued action,

completion, and reporting.

1.2.5.21. Periodically requests action item completion status reports from designated

action agencies.

1.2.5.22. Arranges for action item status reports at each regularly scheduled Non-Nuclear

Munitions Safety Board meeting.

1.2.5.23. Maintains awareness of national and international standardization activities

involving design and performance safety, analysis, and non-nuclear munitions testing,

and offers such standards for possible Board approval, as appropriate.

1.2.5.24. Maintains all Non-Nuclear Munitions Safety Board historical records,

including meeting proceedings, indexes of Technical Munitions Safety Studies and

Munitions Safety Analysis, and logs of administrative closures issued by the Executive

Secretary. He/she will assure the Board members are provided current copies of these

indexes and logs and the Board membership roster.

1.2.5.25. Maintains the Non-Nuclear Munitions Safety Board certification database,

prepares the catalogue of Board actions and distributes annual catalogue updates to Board

members.

1.2.5.26. Acts as the Air Force representative to joint safety review processes. He/she

provides Air Force coordination for joint weapon systems and munitions that are

presented for use by Services/organizations other than the Air Force.

1.2.6. Command Responsibilities. HQ ACC, HQ AETC, HQ AFGSC, HQ AFMC, HQ

AFSOC, HQ AFSPC, HQ AFRC, HQ AMC, HQ PACAF, HQ USAFE, Air Force

Operational Test and Evaluation Center, and the Air National Guard.

1.2.6.1. Designate Non-Nuclear Munitions Safety Board members (primary and

alternate) to serve at least three years (whenever possible) and be a field grade officer, E-

8 and above, or a DoD civilian grade equivalent.

1.2.6.2. The primary objective for MAJCOMs is to select the best individuals (military

or civilian) who meet the membership requirements delineated in paragraph 1.2. and

have the requisite training, operational experience, and technical credibility to efficiently

conduct Non-Nuclear Munitions Safety Board business. In addition, members will be

prepared to do a minority report if the majority position is not consistent with their

respective MAJCOM’s position.

1.2.6.3. In the event a field grade officer, E-8 and above, or DoD civilian equivalent is

not possible, a waiver from the MAJCOM/SE must be submitted to AFSEC/SEW. (T-

2).The waiver must include the individuals name and rank, relevant training, operational

experience and technical credibility. In addition, include the primary reason why the

waiver is being requested.

1.2.6.4. Ensure members have the authority to provide a comprehensive command

review of Non-Nuclear Munitions Safety Board safety studies and analyses.

1.2.7. Members.

1.2.7.1. Non-Nuclear Munitions Safety Board Members. The board is comprised of

experienced individuals designated by their command or agency. Board members shall:

1.2.7.2. Have expert knowledge of Air Force non-nuclear munitions, related systems,

and associated operational safety policies and procedures, and be able to act as Air Force

technical authorities for the purposes of the Board.

1.2.7.3. Be knowledgeable of their command’s unique policies, procedures and

operational limitations and constraints. Staff within their commands or agencies all read-

ahead material, resolve differences, and bring command positions to the Board meetings.

Thoroughly evaluate each study and review documents prior to a Board meeting.

1.2.7.4. Actively participate in all Board meetings. Present their command’s position and

strive to resolve all conflicts based on the best interest of the Air Force. Arrange for a

proxy when attendance at a meeting is not possible.

1.2.7.5. When notified of appointment to the Non-Nuclear Munitions Safety Board,

arrange for an orientation with the Executive Secretary. This orientation may be done in

conjunction with a normally scheduled convening of all Board members. If this option is

used, the new member coordinates his/her orientation with the Executive Secretary at

least two weeks prior to the meeting.

1.2.7.6. Possess the authority needed to ensure a comprehensive technical review within

their command or agency of the safety studies and analyses on which Non-Nuclear

Munitions Safety Board safety evaluations are based. The Board membership is

composed of one voting representative from each of the following commands and

agencies:

1.2.7.6.1. Headquarters (HQ) Air Combat Command (ACC)

1.2.7.6.2. HQ Air Education & Training Command (AETC)

1.2.7.6.3. HQ Air Force Global Strike Command (AFGSC)

1.2.7.6.4. HQ Air Force Materiel Command (AFMC)

1.2.7.6.5. HQ Air Force Reserve Command (AFRC)

1.2.7.6.6. HQ Air Force Space Command (AFSPC)

1.2.7.6.7. HQ Air Force Special Operations Command (AFSOC)

1.2.7.6.8. HQ Air Mobility Command (AMC)

1.2.7.6.9. HQ Pacific Air Forces (PACAF)

1.2.7.6.10. HQ United States Air Forces in Europe (USAFE)

1.2.7.6.11. Air Force Operational Test and Evaluation Center (AFOTEC)

1.2.7.6.12. Air National Guard (ANG)

1.2.7.7. Individual Board members may invite advisors and consultants, and must notify

the Executive Secretary of those attendees at least 60 days prior to the meeting.

1.2.7.8. Will make a concerted effort to reach unanimous agreement for each matter

requiring a Board position. When unanimous agreement is not possible, the majority

position is established by open ballot of the members.

1.2.8. Advisory Personnel. Advisory personnel (e.g., Explosive Ordnance Disposal, Air

Force Sustainment Center personnel, 96th Test Wing/AF SEEK EAGLE Office, AFLCMC

Airworthiness, Authorizing Official or security control assessor, United States Navy

Weapons System Explosives Safety Review Board) are invited to attend Board meetings, as

needed.

1.2.8.1. At times attendance by such advisors may be essential to the effective conduct of

Board business. Advisors do not exercise a vote during the formal proceedings. If the

membership holds that inadequate advisory expertise is present to allow proper

evaluation of munitions, then at the discretion of the Chairperson, review of the item may

be postponed until a subsequent meeting.

1.2.8.1.1. Representatives, advisors, and consultants from other Headquarters Air

Force offices or government agencies, as necessary, may be invited to attend Board

meetings when their munitions (or munitions requiring their expertise) are under

review.

1.2.8.1.2. Other advisors whose attendance may be appropriate are representatives of

the Air Force procuring or modifying activity, the lead developmental test and

evaluation organization, and the user organization or unit.

1.2.8.2. Knowledgeable medical personnel must be invited to attend when items under

review contain chemical agents; depleted uranium; radiant energy from electronic,

optical, or sonic sources; or other biomedical hazards. (T-1).

NON-NUCLEAR MUNITIONS SAFETY BOARD PROCEEDINGS

2.1. Meeting Frequency. Normally, meetings of the Non-Nuclear Munitions Safety Board are

held semi-annually. Meetings of the Board are scheduled only by the chairperson or his/her

representative; generally not to exceed once each quarter. In addition to these regular Board

meetings, special meetings may be held when required to support time-critical munitions

development program milestones.

2.2. Minimum membership attendance must be at least 7 of the 12 standing voting

representatives to be considered a quorum sufficient for conducting Board business. Members

from commands and agencies affected by the weapons system under review must be present to

represent the effected user community of that weapons system as a stakeholder. Under unusual

situations, such as a short notice or conflicting requirements, voting members may delegate their

votes to another member (proxy), provided the proxy member and the Board chairperson agree

to the delegation.

2.3. If the Chairperson, the Executive Secretary, or member anticipates that

operational limitations may be imposed as a condition of certification of munitions for

operational use, the Executive Secretary advises the affected organization requesting Board

review, the Acquisition Program Office having Configuration Control of the munition, and the

Lead Command for the Munition. In addition, the affected organization requesting board review

requests participation by one or more advisory representatives of the affected Air Force

Secretariat or Air Staff offices.

2.4. The Non-Nuclear Munitions Safety Board may conduct joint reviews with the weapons

safety certification bodies of other services for joint development programs. Joint reviews are

normally co-chaired, and can include participation of members from multiple Services. The

Board, however, reserves the prerogative to deliberate separately on a particular issue to achieve

an Air Force position. Joint meeting minutes may also serve as official Board minutes.

2.5. Members representing the minority position may, at their discretion, prepare a minority

report for inclusion in the official meeting minutes.

2.6. The Non-Nuclear Munitions Safety Board (members and advisory personnel) will meet

in formal session when called by the chairperson, or designated acting chairperson. (T-1).

2.7. Agencies preparing Non-Nuclear Munitions Safety Board structured presentations

should ensure essential supporting personnel (e.g., Air Force program management authorities,

contractor representatives, etc.) are present to participate as needed during the presentation and

discussions.

2.8. During a formal session, complete a comprehensive review of any Technical Munitions

Safety Study, Munitions Safety Analysis, or Test Hazards Assessment Review presented for

developmental, prototype, and existing non-nuclear munitions and associated support equipment.

2.8.1. Reviews consider related issues such as the potential requirement for shields and

barricades during electrical testing, the safety adequacy of packaging concepts, the

availability of required technical data, Explosive Ordnance Disposal procedures, explosive

hazard classification, and Hazards of Electromagnetic Radiation to Ordnance.

2.8.2. Identify areas of design safety deficiency relative to items under review. Specify

conditions for certification when such deficiencies are noted.

2.9. Develop or review design safety standards , and recommend the adoption for AF use as

appropriate.

2.10. Recommend policies, controls, and procedures to minimize hazards during non-nuclear

munitions operations.

2.11. During a Formal session , For Acquisition Category Level 1 non-nuclear munition

programs, present the following Systems Safety Group topics.

2.11.1. Munition fleet status including status of safety modifications and Time Compliance

Technical Orders (to include risk hazard assessment using AFI 91-202, The US Air Force

Mishap Prevention Program Attachment 15 as a guide). (T-1)

2.11.2. Status of safety investigation recommendations affecting the system including a

discussion of high accident potential reports. (T-1)

2.11.3. Status of all High and Serious hazards (defined in MIL-STD-882E, Department of

Defense Standard Practice: System Safety) and status of any mitigating actions to reduce the

hazard. (T-1)

2.11.4. Status of major modifications and engineering proposals that could impact safety

hazards.

2.12. Charter special projects and ad hoc groups, as required.

2.13. Minutes. For each meeting, document Non-Nuclear Munitions Safety Board proceedings

with a comprehensive set of minutes. (T-2). For each item under review, the minutes (and the

Technical Munitions Safety Study or Munitions Safety Analysis as necessary) include applicable

findings, recommendations, and required additional actions. In addition, the Chairperson

designates a primary action agency for items under review.

2.13.1. Non-Nuclear Munitions Safety Board minutes certify munitions studied are

acceptable or not acceptable for further testing or use from a design safety viewpoint. When

the minutes are signed by each member and approved by the Chairperson, they become the

official Board position. If unanimity cannot be achieved, minority reports may be prepared

by the dissenting members and made a part of the official minutes.

2.13.2. Non-Nuclear Munitions Safety Board meeting minutes constitute interim fulfillment

of approval/certification of munitions requirements and grant interim safety approval or

certification for non-nuclear munitions or related items. If a staff agency disagrees with

meeting minutes, AFESC/SEW will notify applicable commanders of disapproval and/or

subsequent modification, if required, of interim approval or certification.

2.13.3. Commanders may proceed with munitions operations based on recommendations in

Non-Nuclear Munitions Safety Board meeting minutes, pending Headquarters Air Force

concurrence.

2.13.4. Signed Non-Nuclear Munitions Safety Board minutes and Technical Munitions

Safety Studies, with relevant findings and recommendations, are forwarded to AFSEC/SEW,

9700 G Ave SE, Kirtland AFB NM 87117-5670. (T-1). AFESC/SEW acts as the

coordinating agency to obtain staff agency review and approval.

2.14. Approval of a recommendation to develop or modify a system signifies staff agency

awareness that such action would be desirable from a safety viewpoint. It does not mean that

such an action is officially proposed, initiated, or funded by a staff agency as a direct result of the

recommendation. This is the primary responsibility of the action agency.

2.15. After a study is approved by Headquarters Air Force , the Non-Nuclear Munitions

Safety Board’s recommendations (as documented in the meeting minutes) are directive on the

designated action agency. The action agency initiates and monitors action on the

recommendations and makes periodic status reports to the Executive Secretary of the Board until

final action item closeout.

2.16. Action Items. Once Board meeting minutes are approved by Headquarters Air Force,

actions to implement Board recommendations are monitored until completion. Action items are

tracked until closure.

2.16.1. The Board determines when a recommended action item has been successfully

completed.

2.16.2. The Board may delegate to the Executive Secretary the authority to close purely

administrative action items or to close a given action item upon the completion of a specific

event (for example, the publication of a technical order).

2.16.3. When all action items related to munitions certification have been closed, final

certification of a munitions item is granted. Final certification is documented in the minutes

of the Board meeting effecting closure. In the event an action item related to munitions

certification cannot be closed expeditiously, the action item will be placed in an “open

inactive” category and maintained in the historical record (See paragraph 1.2.5.24.) until

such time the status of the action item changes.

2.17. Partnering Staff Agencies.

2.17.1. The following staff agencies will receive copies of Non-Nuclear Munitions Safety

Board actions. These offices include the Office of the Assistant Secretary of the AF for

Acquisition, Directorate of Global Power Programs, SAF/AQP; the AF Director of Logistics,

Deputy Chief of Staff/Logistics, Installations and Mission Support (Integrated Life Cycle

Management Policy Division), AF/A4LM; and the AF Director of Logistics, Deputy Chief of

Staff/Logistics, Installations and Mission Support (Nuclear Weapons Missile and Munitions

Division), AF/A4LW.

2.17.2. These agencies must respond to AFSEC/SEW within 30 calendar days indicating

their concurrence or non-concurrence with Board findings and recommendations. No

response within the prescribed 30 day period constitutes approval.

Chapter 3

NON-NUCLEAR MUNITIONS SAFETY BOARD MISSION

3.1. Non-Nuclear Munitions Safety Board Mission.

3.1.1. The Board functions as an overall design review authority and system safety group for

non-nuclear munitions and conducts assessments, approvals, and certifications throughout

munitions research, development, test and evaluation, production, deployment, and

operational life cycle.

3.1.2. For non-nuclear munitions intended for operational use by the Air Force, the Non-

Nuclear Munitions Safety Board:

3.1.2.1. Reviews and establishes design safety and qualification test criteria, standards,

and requirements for non-nuclear munitions and related items.

3.1.2.2. Provides guidance to Acquisition Program Offices responsible for munitions on

the criteria for safety certification reviews.

3.1.2.3. Maintains safety awareness over all new or modified non-nuclear munitions,

including those developed by the Air Force, those obtained from other U.S. military

services, and those obtained from foreign sources.

3.1.2.4. Ensures safety certification or approval by another service or government does

not replace the required Board review and approval. However, certification and approval

actions conducted jointly with another service’s certification/approval authority may

satisfy the Board review and approval process.

3.1.2.5. Ensures a munitions or equipment item that is safety certified under the Air

Force Nuclear Safety Certification Program, AFI 91-103, Air Force Nuclear Safety

Design Certification Program, is certified for non-nuclear use, provided the non-nuclear

portion of the system was evaluated. Such nuclear certified munitions and equipment

items are not reviewed by the Non-Nuclear Munitions Safety Board unless specifically

requested by a Board member.

3.1.2.6. Verifies whether loss of nuclear certification (i.e., restricted from use or removal

from the Master Nuclear Certification List) has resulted in the loss of non-nuclear

certification.

3.1.2.7. Retains review and system safety group authority and responsibility for non-

nuclear munitions developed, procured, or otherwise obtained by the Air Force but not

intended for Air Force operational use.

3.1.3. When requested, reviews, but does not certify, non-nuclear munitions items intended

solely for foreign military sales. This ensures these items receive the same level of design

safety review as munitions that are certified by the Board.

3.1.3.1. The following Board review requirements apply to U.S. manufactured foreign

military sales weapons.

3.1.3.1.1. If USAF involvement in a foreign military sales program is flight testing of

the foreign military sales weapon utilizing USAF aircraft and/or flight/ground crews,

the Non-Nuclear Munitions Safety Board will conduct a Test Hazards Assessment

Review in accordance with paragraph 4.4.

3.1.3.1.2. For U.S. manufactured foreign military sales weapons intended for entry

into the USAF inventory, the Board will conduct a full certification review via

Technical Munitions Safety Study in accordance with paragraph 4.2.

3.1.3.1.3. For U.S. manufactured foreign military sales weapons that will not enter

the USAF inventory, the Non-Nuclear Munitions Safety Board may conduct a

requested review. Such a review must be requested by the responsible Acquisition

Program Office. The Board will not act as certification authority during requested

reviews. The findings of requested reviews will be advisory in nature.

3.1.3.2. The following Board review requirements apply to weapons manufactured by

foreign based enterprises (i.e., governmental and/or private industry).

3.1.3.2.1. If USAF involvement in a foreign weapons program is flight testing of the

foreign weapon utilizing USAF aircraft and/or flight crews, the Board will conduct a

Test Hazards Assessment Review in accordance with paragraph 4.4.

3.1.3.2.2. For weapons manufactured by foreign based enterprises that are intended

for entry into the USAF inventory, the Board will conduct a full certification review

via Technical Munitions Safety Study in accordance with paragraph 4.2.

3.1.3.2.3. For foreign weapons that will not enter the USAF inventory, the Board will

not conduct certification reviews or requested reviews of such weapons and will not

act as certification authority for such weapons.

3.1.4. During the conduct of its safety study and review program, the Non-Nuclear

Munitions Safety Board:

3.1.4.1. Ensures that munitions are evaluated against Air Force safety criteria, standards,

and requirements and evaluations are based on analysis results and data obtained from

engineering, development, and operational testing.

3.1.4.2. Verifies (through results of evaluations) that required level of design and

performance safety is achieved during all of a munitions item’s life cycle. An item’s life

cycle includes all phases of development, production, and Air Force operational use

(including transportation, handling, maintenance, employment, and disposal) from

program initiation through item removal from the Air Force inventory.

3.1.4.3. Reviews the safety aspects of explosives operations, when requested by a Non-

Nuclear Munitions Safety Board member or Headquarters Air Force office, and

recommends to the responsible organization actions to improve safety or occupational

health provisions of the operation.

3.2. Systems, Munitions and Components to be Evaluated.

3.2.1. Aspects of munitions systems, such as add-on components, software, and off the shelf

equipment, are evaluated as integral parts of the systems to which they belong. The following

non-nuclear munitions systems, subsystems, components, and related equipment items,

except as noted, are within the purview of the Non-Nuclear Munitions Safety Board:

3.2.1.1. Non-nuclear Explosive Devices. All types of warheads, projectiles, bombs,

mines, and grenades (plus their training configurations) capable of producing a hazardous

reaction and implements of war or training, including nuclear weapon training shapes

containing conventional energetics/explosives.

3.2.1.2. Non-nuclear Missiles (and Thrust-Augmented Munitions). This category

includes non-nuclear missiles designed for air-to-air, air-to-surface, air-to-space, surface-

to-surface, surface-to-air, space to surface, space to air, space to space and surface-to-

space.

3.2.1.3. Release, Control, Suspension, and Dispersal Devices. All suspension systems

(for example racks, launchers, rails), dispensers, or packaging devices used to contain or

disperse non-nuclear explosive devices, or used as the direct launching platform for a

complete non-nuclear munitions system.

3.2.1.4. Safing, Arming, and Target-Detecting Devices. All components used to safe,

arm, and/or fire non-nuclear explosive devices or propulsion devices, including all fuzes

and explosive or pyrotechnic transfer elements. Also, this category includes all

components of munitions used to detect a target and issue signals for initiation of the kill

mechanism (warhead, bomb, etc.).

3.2.1.5. Guidance and Control Mechanisms. All components integral to a non-nuclear

munitions system used to direct a munitions item from the launching platform to the

target. These include aerodynamic control surfaces, thrust vectoring devices, and

retardation devices, and their associated control logic, seekers, and stored-energy sources.

3.2.1.6. Igniters and Initiators. All devices used in igniting or directing the initiation of

non-nuclear explosive or pyrotechnic devices, fuzes, propulsion devices, stored-energy

sources, or dispersal and suspension devices.

3.2.1.7. Guns and Ammunition. All guns (e.g. large caliber, small arms, etc.) and

associated control, safing, and firing mechanisms, and all gun-fired ammunition (includes

aircraft guns and small arms). Ammunition propellant is certified for stability if it is not

in the Department of Defense inventory.

3.2.1.8. Miscellaneous. Flares and markers, photoflash devices, explosive dispensers or

decoy devices, explosives simulators, destructors, remotely piloted vehicles that are

intended to carry, launch, and fire or release non-nuclear munitions, demolition material,

Explosive Ordnance Disposal equipment using explosives or controlling the initiation of

explosives, chemical agents and dispensers, training and scoring items, targets that

contain hazardous components, flight termination system and other munitions-related

explosive items.

3.2.1.9. Propulsion Devices. Rocket motors and engines that produce thrust by release of

energy and used to propel any of the devices or mechanisms defined in paragraphs

3.2.1.1 through 3.2.1.8 above.

3.2.1.10. Support and Test Equipment. All handling, storage, test, maintenance, and

transport equipment for use with or in support of non-nuclear munitions, including

locally manufactured equipment, data scanners, and radio frequency identification device

systems and components. Test equipment includes commercially available equipment,

used for testing safety critical functions (for example, arming or firing circuits) of non-

nuclear munitions systems, subsystems, and components.

3.2.1.11. Directed Energy. Some devices and/or delivery systems considered to be

weapons or weaponized items are evaluated. This evaluation shall be done in accordance

with AFI 91-401, Directed Energy Weapons Safety. (T-1).

3.2.2. In accordance with AFI 51-402, Legal Reviews of Weapons and Cyber Capabilities,

the Judge Advocate General will ensure all weapons (not within a Special Access Program)

being developed, bought, built, or otherwise acquired, and those modified by the AF are

reviewed for legality under international law prior to their use in a conflict or other military

operations. General Counsel (SAF/GC) shall conduct legal review of each weapon developed

within a Special Access Program. (T-1).

3.3. Exclusions.

3.3.1. The Non-Nuclear Munitions Safety Board does not evaluate the following areas:

3.3.1.1. Explosive components of aircraft egress and life support systems.

3.3.1.2. Non-Airborne launched remotely piloted vehicles (for example: target, decoy,

and surveillance drones) except their explosive flight termination systems or unless the

vehicle is designed to deliver non-nuclear munitions. However, a non-airborne launched

remotely piloted vehicle is reviewed by the Non-Nuclear Munitions Safety Board at the

request of the program office or a Board member.

3.3.1.3. Nuclear, nuclear missile, or space systems requiring separate system safety

groups.

3.3.1.4. General purpose equipment such as ground transport and passenger vehicles and

commercial forklifts.

3.3.1.5. Aircraft-munitions interface equipment whose functional characteristics

(mechanical and electrical) are under configuration control of the aircraft Acquisition

Program Office. By contrast, interface equipment whose characteristics are under

configuration control of a munitions Acquisition Program Office is addressed in

paragraph 3.2.1.3 above.

Chapter 4

NON-NUCLEAR MUNITIONS SAFETY BOARD ACTIVITIES

4.1. Review/Approval. The following applies to all non-nuclear munitions systems,

subsystems, components, and associated support equipment the Board reviews.

4.1.1. Board approval is required prior to airborne testing of live-loaded uncertified

munitions and initiating devices.

4.1.2. Prior to entry of new non-nuclear munitions into the Air Force inventory, regardless of

source, a Headquarters Air Force certification for operational use is mandatory. Certification

is normally based on Non-Nuclear Munitions Safety Board recommendation. Safety

certification or approval by another U.S. military service or foreign government does not

replace Board review and certification requirements.

4.1.3. No munitions or related equipment items are released for operational use until

adequate technical data (maintenance, storage, loading, Explosive Ordnance Disposal

procedures, etc.) are available to the user. Non-Nuclear Munitions Safety Board will not

recommend final certification until final technical order and final hazard classification

actions have been completed.

4.2. Technical Safety The Non-Nuclear Munitions Safety Board is charged with

accomplishing the following technical safety activities:

4.2.1. Tailoring design safety criteria and standards and establishing safety performance

requirements for non-nuclear munitions systems, subsystems, components, and related items

the Board reviews and evaluates.

4.2.2. Identifying and evaluating hazards in the design of munitions systems, subsystems,

components or related items using the system safety engineering principles outlined in the

current revision of Military Standard 882 (MIL-STD-882E, Department of Defense Standard

Practice: System Safety). In addition, the Non-Nuclear Munitions Safety Board recommends

methods to reduce the risk of hazards identified during Board proceedings to obtain a level

acceptable to the Air Force. Where risk of hazards cannot be adequately reduced, the Board

recommends a risk assessment be accomplished and the residual risks be accepted by the

appropriate authority.

4.2.3. Recommending procedures and warnings to help protect personnel, equipment, and

property when hazards cannot be eliminated.

4.2.4. Developing safety recommendations which minimize risk during the life cycle of non-

nuclear munitions taking into consideration the mission requirements, employment concepts,

and operating environments.

4.2.5. Minimizing retrofit actions required to improve design safety. The Board

accomplishes this by identifying and including safety design criteria during the development

phase of munitions systems, subsystem, component or related item.

4.2.6. Using historical safety data and lessons learned from similar munitions programs to

help evaluate new designs.

4.3. Insensitive Munitions Technical Working Group. The Insensitive Munitions Technical

Working Group is an established subgroup of the Non-Nuclear Munitions Safety Board and

assists and acts on behalf of the Non-Nuclear Munitions Safety Board with respect to its role in

the Air Force Insensitive Munitions program. The Insensitive Munitions Technical Working

Group serves as a source of expertise to advise the Non-Nuclear Munitions Safety Board on all

matters pertaining to Insensitive Munitions program management and technical requirements.

The Insensitive Munitions Technical Working Group briefs current activities to the Non-Nuclear

Munitions Safety Board during regularly scheduled meetings.

4.4. System Safety Group The Non-Nuclear Munitions Safety Board functions as the System

Safety Group for non-nuclear munitions as defined in AFI 91-202, The US Air Force Mishap

Prevention Program. In its capacity as the Air Force non-nuclear munitions System Safety

Group, the Non-Nuclear Munitions Safety Board provides munitions safety guidance (see

paragraph 4.5.5), to the Acquisition Program Offices responsible for acquisition of non-nuclear

munitions, non-nuclear munitions systems and components under the purview of this instruction.

Chapter 5

CERTIFICATION, STUDIES, TEST, AND SAFETY STANDARDS

5.1. Overview. The Non-Nuclear Munitions Safety Board performs multiple actions in the

design safety process. These include, processes for certification and de-certification, design

safety approvals, performance safety standards, joint safety reviews processes, system safety

group and risk assessment. Non-Nuclear Munitions Safety Board design safety certification

action is required for nonnuclear munitions prior to entry into the Air Force operational

inventory and is accomplished through review of various safety studies and test results. In

addition, the board will not recommend final certification until user verified and validated

operations and maintenance technical data is available to the user.

5.2. Certification. A design safety certification is based on a Technical Munitions Safety Study

or Munitions Safety Analysis reviewed during a regular or special meeting.

5.2.1. The Technical Munitions Safety Study is a comprehensive safety study of non-nuclear

munitions, used to document safety engineering evaluations and to submit safety findings for

Non-Nuclear Munitions Safety Board review. The Technical Munitions Safety Study

contains sufficient information to fully support the certification recommendations formulated

by the Board.

5.2.2. The Munitions Safety Analysis is a less comprehensive safety study than the

Technical Munitions Safety Study and is typically prepared for munitions support equipment

and less complex systems (e.g. countermeasure flares, flight termination systems for drones)

that have a minor impact on safety. Like the Technical Munitions Safety Study, the

Munitions Safety Analysis must fully support Non-Nuclear Munitions Safety Board

positions. Although the Munitions Safety Analysis is not subject to Headquarters Air Force

approval after Non-Nuclear Munitions Safety Board review (except as noted below in

paragraph 5.2.5.), the Munitions Safety Analysis should not be used as the basis for Board

action when a certification issue regarding higher level management attention is expected,

regardless of the development status or intended use of the item under review. The Executive

Secretary is available to provide guidance as to the appropriateness of the Munitions Safety

Analysis versus the Technical Munitions Safety Study for any given item.

5.2.3. A non-complex review and approval or certification actions under Non-Nuclear

Munitions Safety Board purview may not require a Technical Munitions Safety Study,

Technical Munitions Safety Study supplement, Munitions Safety Analysis, or Test Hazards

Assessment Review (e.g. use of a modified bomb sling, flight testing of a practice bomb with

a spotting charge, or certification of small arms, or small arms ammunition). For such

actions, the Non-Nuclear Munitions Safety Board has delegated approval or certification

authority to the Executive Secretary. Each item certified by the Executive Secretary is

approved through the use of an Executive Secretary Letter. These letters are maintained on

file by the Executive Secretary. At each regularly scheduled meeting of the Non-Nuclear

Munitions Safety Board, the Executive Secretary will inform the Board of such approvals or

certifications accomplished subsequent to the previous meeting. (T-1).

5.2.4. The Chairperson and Non-Nuclear Munitions Safety Board members are provided the

draft edition of the Technical Munitions Safety Study or Munitions Safety Analysis in

sufficient time prior to the scheduled meeting to allow proper review within the members’

MAJCOMs. In no case is the review time to be less than 25 days (for 2 or less

straightforward weapons studies). For ambitious meeting agendas (for example, 4 or 5

studies for complex weapons), some of the draft Technical Munitions Safety Studies and

Munitions Safety Analysis are distributed 45-50 days in advance, to level the members’

review work load. Read-ahead information is provided for other (non-certification) meeting

business requiring a Non-Nuclear Munitions Safety Board decision. Such read-ahead

information is provided at least 14 days prior to the meeting. If any Board member states

insufficient time was provided for a proper MAJCOM review, then the item in question is

removed from the meeting agenda.

5.2.5. If during their Technical Munitions Safety Study or Munitions Safety Analysis

review, the Board members have questions or identify concerns, they inform the Technical

Munitions Safety Study or Munitions Safety Analysis preparing activity so that additional

information may be made available at the Non-Nuclear Munitions Safety Board meeting.

5.2.6. Following formal review of the draft safety study, Non-Nuclear Munitions Safety

Board design safety conclusions and certification recommendations are included in the

Technical Munitions Safety Study or Munitions Safety Analysis. The Technical Munitions

Safety Study is then prepared for release to Headquarters Air Force and Secretary Air Force

offices.

5.2.7. The Executive Secretary will maintain up-to-date reference material on the scope,

content, level of detail, and format requirements for the Technical Munitions Safety Study

and Munitions Safety Analysis and provide appropriate guidance to agencies charged with

preparing a Technical Munitions Safety Study or Munitions Safety Analysis. (T-2).

5.3. De-Certification.

5.3.1. There may be occasions when a previously certified non-nuclear munition or related

item’s system safety design fails to perform its intended system safety functions at adequate

levels. In such cases, the Non-Nuclear Munitions Safety Board shall recommend de-

certifying the system to AF/SE and advise the cognizant/Acquisition Program Office that

corrective action is urgently needed.

5.3.2. The appropriate Non-Nuclear Munitions Safety Board member(s), and Executive

Secretary will gather all relevant substantiating information relative to the safety design

issue(s) and present it to the full Board for review and possible de-certification decision.

5.3.3. De-certification recommendation, if warranted, will follow the same approval

procedures as any operational certification action. The Executive Secretary will issue

appropriate communication to the affected Acquisition Program Office and will maintain

appropriate guidance regarding de-certification procedures and re-establishment of

certification in the Non-Nuclear Munitions Safety Board Standard Operation Procedures

guide. (T-1). Those Acquisition Program Offices advised by the Executive Secretary of de-

certification action(s) are responsible to advise respective Foreign Military Sales customers.

5.3.4. Re-certification recommendation(s) will follow the same process as obtaining initial

design safety certification. The responsible Acquisition Program Office should provide

evidence and ensure corrective actions or design changes have been implemented to restore

adequate levels of design safety.

5.4. Test Approval

5.4.1. The Non-Nuclear Munitions Safety Board issues design safety approvals for testing of

uncertified munitions items listed in paragraph 2.2. and initiating devices (e.g. fuzes)

involving the airborne launch of munitions from Air Force aircraft and aircraft not in the Air

Force inventory flown by Air Force pilots. The captive carriage phase of such flight test

programs may be entered prior to Non-Nuclear Munitions Safety Board approval for the live

launch phase. Non-Nuclear Munitions Safety Board approval is not required for flight test of

new munitions that are inert when loaded.

5.4.2. The basis for the design safety approval for testing is the Test Hazards Assessment

Review conducted during a regular or special meeting.

5.4.2.1. Under extraordinary circumstances the Board members may be requested to

issue design safety approval for flight testing individually in lieu of a formal meeting. In

this situation, Board approval must be unanimous. (T-1). This procedure may be used

only with the agreement of the Chairperson and a quorum of the members.

5.4.2.2. The Board members and Chairperson will be provided read-ahead information at

least 14 days prior to conducting a Test Hazards Assessment Review. (T-2). Such

information may be a simple point paper for non-complex items, or it may be a

comprehensive technical data package for test munitions.

5.4.3. If a Non-Nuclear Munitions Safety Board design safety approval for flight testing is

issued conditional upon completion of follow-on actions, the Executive Secretary will

monitor these actions until their completion. (T-1). If Non-Nuclear Munitions Safety Board

flight test approval is not issued, the Executive Secretary informs the requesting agency of

the reasons for non-approval.

5.5. Safety Standards

5.5.1. The Non-Nuclear Munitions Safety Board is the Air Force focal point for the

development and/or adoption of design and performance safety standards for non-nuclear

munitions.

5.5.2. Once approved by the Non-Nuclear Munitions Safety Board, safety standards and

functions play a major role in determining a munitions design safety acceptability during the

Board certification process. This applies equally to munitions developed or procured for

performance or commercial specifications.

5.5.3. Attachment 3 lists standards currently approved by the Non-Nuclear Munitions

Safety Board and considered applicable to the design, development, test, and evaluation of

non-nuclear munitions intended for use by Air Force units.

5.5.4. The Executive Secretary maintains awareness of applicable national and international

standardization activities, including those in the private sector, and offer additional standards

for possible Non-Nuclear Munitions Safety Board approval as appropriate. See Attachment

3.

5.5.5. In its capacity as the Air Force non-nuclear munitions System Safety Group, the Non-

Nuclear Munitions Safety Board provides munitions safety guidance to Acquisition Program

Offices.

5.5.5.1. For Acquisition Program Offices responsible for acquisition of non-nuclear

munitions, this guidance can be on design safety, analysis, and testing matters that could

have a bearing on future certification. Guidance formulated by the Non-Nuclear

Munitions Safety Board will be documented in the meeting proceedings. (T-1). If an

Acquisition Program Office believes this approach might impact acquisition strategy, the

NNMSB may direct the Executive Secretary to provide the guidance to the Acquisition

Program Office.

5.5.5.2. For Acquisition Program Offices that maintain configuration control of aircraft-

munitions interface equipment (see paragraph 3.3.1.5.), the Non-Nuclear Munitions

Safety Board provides guidance to such offices relative to integration of specific non-

nuclear munitions with their aircraft-munitions interface equipment. If during the design

safety evaluation of a non-nuclear munition the Board identifies design characteristics of

aircraft-munitions interface equipment that could adversely impact overall weapon

system design safety, the Board will provide the Acquisition Program Office an

assessment of the risk associated with the design characteristics identified. (T-1). The risk

assessment will be documented in an Executive Secretary letter, endorsed by the Non-

Nuclear Munitions Safety Board Chairperson. (T-1).

5.5.5.3. All official correspondence associated with the Non-Nuclear Munitions Safety

Board’s role as System Safety Group for non-nuclear munitions and as advisor to aircraft

design authorities will be maintained by the Executive Secretary as part of the permanent

Non-Nuclear Munitions Safety Board records. (T-1).

5.6. Joint Safety Review Process.

5.6.1.1. Unless waived, or specifically tailored by the Non-Nuclear Munitions Safety

Board, if joint weapon systems and munitions are to be used by Air Force personnel, the

respective agencies must follow the instructions outlined in paragraph 6.2.1. for the

desired systems/munitions in order to support a review by the full Non-Nuclear

Munitions Safety Board voting panel in conjunctions with other Service safety review

Boards for approval/certification, as defined by this AFI. (T-1).

5.6.1.2. When the Non-Nuclear Munitions Safety Board Executive Secretary receives a

request for review by the Joint Safety Boards for joint service approvals of weapons

systems and munitions that are not used by Air Force personnel, the Executive Secretary

will reply that no board review is necessary.

5.6.2. To expedite a joint safety review, the convening of a special session or an electronic

review by specific members of the Non-Nuclear Munitions Safety Board will be decided by

the Board Chairperson. (T-1).

5.6.3. The Executive Secretary has authority to assign members to an Air Force review

group if needed to review joint weapons systems and munitions for Air Force or non-Air

Force use.

5.7. Risk Assessment. The Non-Nuclear Munitions Safety Board issues a risk assessment for

instances when urgent timelines are not sufficient to support the normal Certification/Test

Approval process. The intent of the risk assessment is to evaluate hazards based on information

gathered to support an urgent operational need and other quick reaction capabilities for military

operations to ensure the appropriate level of risk mitigation or acceptance is achieved or when

risk of hazards cannot be adequately reduced during the normal acquisition approval process.

5.7.1. The Board determines if risk have been identified and characterized in accordance

with MIL-STD-882E, Department of Defense Standard Practice: System Safety.

5.7.2. The Board ensures the risk acceptance authority has been properly identified in

accordance with DoDI 5000.02, Operation of the Defense Acquisition System, AFI 63-

101/20-101, Integrated Life Cycle Management, and MIL-STD-882E, Department of

Defense Standard Practice: System Safety.

Chapter 6

SAFETY STUDIES AND REVIEWS

6.1. Overview. The primary tool used by the Non-Nuclear Munitions Safety Board to evaluate

non-nuclear munitions and related equipment items is an independent safety study and safety

program review as set forth in MIL-STD-882E, Department of Defense Standard Practice:

System Safety. Application of MIL-STD-882E techniques provides assurance that non-nuclear

munitions and associated support and test equipment items, other munitions related items, and all

operating procedures and technical data meet the highest safety standards. The safety evaluation

process considers design, logistics, and operational requirements throughout a munitions item’s

life cycle. The safety study requires maximum use of existing safety documentation and lessons

learned.

6.2. Types of Non-nuclear Munitions Safety Studies and Reviews. The Acquisition Program

Office responsible for procuring or modifying non-nuclear munitions, including all non-nuclear

missiles and related items specified in paragraph 3.2., is also responsible for ensuring the

requirements of this directive are satisfied. These responsibilities include:

6.2.1. Ensuring a munitions item requiring Non-Nuclear Munitions Safety Board study and

review is identified to the Executive Secretary or his/her designated Systems Safety Engineer

early in the design or acquisition process, including Special Access Program positions as

required in accordance with AFI 16-701. This allows review and certification actions to

begin early enough to minimize any effect of the Non-Nuclear Munitions Safety Board

review on schedule and procurement costs.

6.2.2. Ensuring compliance with all required design safety standards (reference attachment

3) and that adequate resources are allocated for explosives hazard classification and

insensitive munitions action (including testing as specified in T.O. 11A-1-47, DoD

Ammunition and Explosives Hazard Classification Procedures and current revision of MIL-

STD-2105D, Department of Defense Test Method Standard: Hazard Assessment Tests for

Non-nuclear Munitions).

6.2.3. Ensuring appropriate safety studies (Technical Munitions Safety Study, Munitions

Safety Analysis, or Test Hazards Assessment Review) are accomplished at the earliest date

possible in the development cycle as outlined below. In addition, early reviews by the Non-

Nuclear Munitions Safety Board are highly desirable so impacts of safety related design

changes, if any, are minimized.

6.2.4. Designated Systems Safety Engineers will work with the Acquisition Program Office

to ensure:

6.2.4.1. A copy of the study or review documentation is submitted to the Executive

Secretary at least 45 days prior to the Non-Nuclear Munitions Safety Board meeting.

Final design drawings, electronics diagrams, copies of fault tree analyses, etc. are

provided by the responsible agency no later than 90 days prior to the Board meeting. (T-

1).

6.2.4.2. Review documents and a study or review presentation are provided at the

scheduled Non-Nuclear Munitions Safety Board meeting. (T-2). The purpose of the

presentation is to address design safety issues of the items under review and to respond to

any concerns or questions the Board members may have. In addition, guidance on

presentation scope, level of detail, and format should be requested from the Executive

Secretary.

6.2.5. Requests for release of information contained in a staff approved Technical Munitions

Safety Study, Munitions Safety Analysis, or Test Hazards Assessment Review are submitted

to the Executive Secretary.

6.3. Preparing a Technical Munitions Safety Study (see Attachment 2). The Technical

Munitions Safety Study is a detailed safety study of non-nuclear munitions and is used to

document safety engineering findings and to submit safety recommendations for Non-Nuclear

Munitions Safety Board review. A Technical Munitions Safety Study is:

6.3.1. Prepared for non-nuclear munitions and related items the Non-Nuclear Munitions

Safety Board maintains awareness of as specified in this instruction.

6.3.2. Prepared by an AFMC system safety engineering organization or by any other

organization possessing sufficient safety engineering expertise.

6.3.3. A document used to present only the necessary design/performance details required

for system evaluation and not as a source data for munitions. NOTE: Data in a Technical

Munitions Safety Study may contain proprietary and/or privileged information.

6.3.4. Usually prepared following the start of developmental test and evaluation, or

following the start of the initial operational test and evaluation portion of a combined

developmental test and evaluation/initial operational test and evaluation.

6.3.5. Reviewed by the Non-Nuclear Munitions Safety Board and approved by the

appropriate staff agencies prior to entry of production items into the Air Force inventory.

6.3.6. Forwarded to applicable staff agencies with the Non-Nuclear Munitions Safety

Board’s recommendations for coordination. Upon staff approval, a Board recommendation

becomes a directive on the specified action agencies.

6.4. Preparing a Munitions Safety Analysis. When the Acquisition Program Office decides

that munitions support equipment and less complex systems (e.g., countermeasure flares, flight

termination systems) has only minor impact on safety, the Acquisition Program Office may

prepare, with the concurrence of the Executive Secretary of the Non-Nuclear Munitions Safety

Board, a Munitions Safety Analysis instead of a complete Technical Munitions Safety Study.

However, the Board may direct that a complete Technical Munitions Safety Study be prepared

on the item in lieu of the Munitions Safety Analysis. A Munitions Safety Analysis is:

6.4.1. Needed to support a conclusion that a munitions item or modification of a munitions

item has only a minor impact on safety.

6.4.2. Required for newly designed or modified unique or peculiar support equipment used

with non-nuclear munitions. Staff agency review and approval of the Munitions Safety

Analysis is not required.

6.4.3. Prepared by an AFMC system safety engineering organization or by any other

organization possessing sufficient safety engineering expertise.

6.4.4. Not used as source data for munitions and should present only the necessary

design/performance details required for system evaluation. NOTE: Data in a Munitions

Safety Analysis may contain proprietary and/or privileged information.

6.5. Preparing a Test Hazards Assessment Review. A Test Hazards Assessment Review is

necessary before live airborne testing of uncertified munition items.

6.5.1. The intent of this assessment is to prevent danger to, or loss of, air/ground crew and

aircraft during live test of uncertified munitions and initiating devices.

6.5.2. Prior to live airborne testing, the Non-Nuclear Munitions Safety Board must approve

munitions to include items loaded with live energetic material such as bombs, warheads,

cluster bomb units, projectiles, rocket motors, flares, bursting charges, or similar devices. (T-

1).

6.5.3. Prior to live airborne testing, the Non-Nuclear Munitions Safety Board must approve

initiating devices to include fuzes, rocket motor arm/fire devices, flare safety and ignition

devices, guidance sections, and devices having an influence on initiation, such as retarders,

launchers, and suspension racks. (T-1).

6.5.4. The live flight test approval requirement does not prevent test of uncertified initiating

systems when the items are inert filled.

6.5.5. A Test Hazards Assessment Review contains a physical and functional description of

the item and sufficient analysis to ensure the item is safe for use by air/ground crew within

the controlled test environment. Review and approval of a Technical Munitions Safety Study

or a Munitions Safety Analysis by the Non-Nuclear Munitions Safety Board satisfies the

requirement for a Test Hazards Assessment Review.

6.5.6. A Test Hazards Assessment Review is prepared by an AFMC system safety

engineering organization or by any other organization possessing sufficient safety

engineering expertise as determined by the Non-Nuclear Munitions Safety Board.

6.5.7. The Test Hazards Assessment Review should not be used as source data for munitions

and should be considered to carry the same limitations on disclosure as other safety

documentation used expressly for mishap prevention.

6.6. Preparing a Risk Assessment. A Risk Assessment is for rare instances when urgent

timelines are not sufficient to support the normal Certification/Test Approval process, or when

risk of hazards cannot be adequately reduced to an acceptable level during the normal acquisition

approval process.

6.6.1. If urgent operational needs and other quick reaction capabilities are requested by

combatant commands to support an urgent military operation, the Program Manager will

submit a Risk Assessment request through the MAJCOM to AFSEC/SEW for Non-Nuclear

Munitions Safety Board coordination and approval. (T-1).

6.6.2. The Risk Assessment request will include a Residual Risk Analysis. (T-1). A Residual

Risk Analysis is an overall assessment of a system’s suitability for emergency operations

from a safety perspective. It should provide all information necessary to make informed risk

management decisions. The Residual Risk Analysis includes:

6.6.2.1. A risk analysis using the approach outlined in MIL-STD-882E, Department of

Defense Standard Practice: System Safety.

6.6.2.2. Recommendations and strategies to mitigate mishap risks exposed through

operations or maintenance.

6.6.2.3. A risk mitigation strategy approval by the appropriate Risk Acceptance

Authority. Determine the appropriate Risk Acceptance Authority using the highest

mishap category of the initial risks (while recommended actions are being incorporated

into the design) and residual risks (after all recommended actions have been

incorporated). Refer to MIL-STD-882E, Department of Defense Standard Practice:

System Safety and to DoDI 5000.02, Operation of the Defense Acquisition System to

determine the required mishap Risk Acceptance Authority.

6.6.3. The Risk Assessment request describes operational necessity, the scope of intended

use, and the period of time required to be excluded from the normal Certification/Test

Approval process.

6.6.4. If approved, AFSEC/SEW will provide documentation with the risk assessment to the

Program Manager. (T-1). During the risk assessment period, data should be collected on

safety related operational deficiencies and potential system improvements.

Chapter 7

INCORPORATION OF DESIGN SAFETY

7.1. Munitions Design Safety Standards

7.1.1. Mandatory design safety standards for all munitions are submitted to the Non-Nuclear

Munitions Safety Board for Headquarters Air Force approval (See Attachment 3 for

examples of applicable standards).

7.1.2. Munitions design safety standards incorporate a life cycle approach to ensure

munitions can be safely handled, stored, and operated in all environments the items can

reasonably be expected to experience throughout its life cycle. This includes ensuring

munitions meet the requirements of Hazards of Electromagnetic Radiation to Ordnance

certification.

7.1.3. Munitions design safety standards are given equal consideration along with logistics

and operational requirements.

7.1.4. The Program Manager must ensure design safety standards are followed and

appropriately tailored (in consultation with the System Safety Group). (T-1).

7.2. Munitions Design Safety Deviations .

7.2.1. Deviations from munitions design safety standards are authorized only with the Non-

Nuclear Munitions Safety Board’s recommendation and the approval of AFSEC/SEW.

7.2.2. Deviations from munitions design safety standards are not considered unless

alternative design concepts or procedures are provided, with the concurrence of the Non-

Nuclear Munitions Safety Board, and meet the intent of the applicable standard.

7.2.3. When munitions design safety deviation is either recommended or not recommended

by the Non-Nuclear Munitions Safety Board and approved by AFSEC/SEW, the applicable

staff agency is the final approval or disapproval authority pending discussion with the Board

and review of the associated Board documentation.

TECHNICAL MUNITIONS SAFETY STUDY INSTRUCTIONS

A2.1. Overview. A Technical Munitions Safety Study is a detailed safety study for a

conventional complex weapon system and forms the basis to obtain safety certification for

operational use. In general, a draft Technical Munitions Safety Study is furnished to Non-

Nuclear Munitions Safety Board for review and the Executive Secretary maintains up-to-date

preparation instructions for Technical Munitions Safety Study. The Technical Munitions Safety

Study document is divided into three distinct sections as follows: the prefatory pages, the report

body, and the appendices.

A2.2. Prefatory Pages. The prefatory section is a set of standardized formatted pages designed

to facilitate HQ USAF and Secretary of the Air Force distribution and approval. The prefatory

section includes i) Title Page, ii) HQ USAF Directives/Actions, iii) Foreword, iv) Abstract, v)

Table of Content, vi) List of Figures and Tables, vii) Recommendations of the USAF Non-

Nuclear Munitions Safety Board, and viii) Signature Page. NOTE: The Title page will have the

word “DRAFT” printed.

A2.3. Report Body . The study report includes the following sections: a) Purpose and Scope, b)

Criteria, Assumptions, and Limitations, c) Physical and Functional Description, d) Safety

Analysis, e) Testing, f) Technical Orders, Explosive Ordnance Disposal procedures, Explosive

Hazard Classifications, and Hazards of Electromagnetic Radiation to Ordnance certifications,

and g) Findings.

A2.3.1. Purpose and Scope. Self-explanatory

A2.3.2. Criteria, Assumptions, and Limitations. The criteria are the sources, requirements, or

guidelines on which the evaluation, assessment, study, or analysis is based. List the

assumptions that are an integral consideration in the safety evaluation. State the limitations

that are the bounds beyond which the report is not necessarily valid.

A2.3.3. Physical and Functional Description. The physical description should be based on

actual production representative hardware. It can be broken into any number of distinct

sections as necessary to provide a complete explanation of the components that make up the

system under review. Ensure safety devices/features and energetic components (e.g.

explosives, batteries, etc.) within the system and/or components are properly identified and

adequately described. The functional description is the logical description of the munition’s

operational cycle from storage to target, pulling together in a logical sequence the various

events/operations of components described within the physical description. Ensure all safety

critical functions are included in the sequence. A timeline figure may be used to clarify the

sequence.

A2.3.4. Safety Analysis. This section focuses on hazard analysis (include both safety-critical

hardware /software) and must be technically accurate and complete. Discuss the degree of

design safety of the weapon and provide a structured evaluation of the all significant credible

hazards applicable to the environment in which the weapon is intended to operate. This

section should include the following: a) Credible Hazards b) Safety Analysis Approach, c)

Safety Analysis Results, and d) Analysis Summary. Ensure that the hazard mitigation

features for each identified hazard is based on safety design features, substantiating analyses,

or summaries of analyses, and safety performance testing. The safety analysis section should

reference and summarize any Fault Tree Analysis, comparison of weapon design features to

Military Standards (e.g., MIL-STD-1316 Department of Defense Design Criteria Standard:

Fuze Design, Safety Criteria, etc.) and any other appropriate substantiating analyses. For

each hazard addressed, provide a statement as to how is the hazard adequately controlled

(design/procedures/etc) and whether they are eliminated, controlled, mitigated, or need risk

acceptance.

A2.3.5. Testing. This section provides a summary of the Qualification and performance tests

that substantiate the level of design safety. Appropriate tests are those that support the safety

conclusions relative to hazard mitigation design features. For each test address the

methodology (e.g. MIL-STD 331 Department of Defense Test Method Standard: Fuze and

Fuze Components, Environmental and Performance Tests), test asset quantity, test

configuration/level of assembly and, whether it is sequential or stand-alone testing. The test

to succinctly support the conclusions of the safety study.

A2.3.6. Technical Orders, Explosive Ordnance Disposal Procedures, Hazard Classification,

and Hazards of Electromagnetic Radiation to Ordnance Certification. This section contains

the status of availability and fielding appropriate technical orders, Explosive Ordnance

Disposal procedures, explosive hazard classifications, and Hazards of Electromagnetic

Radiation to Ordnance assessments and/or certifications.

A2.3.7. Findings. This section is where the author makes his/her recommendation(s) for

certification. This section must also list any actions the author feels must be accomplished

prior to operational use or final certification.

A2.4. Appendices . Include appropriate appendices that contain essential information to

support hazard analyses such as MIL-STD-1316, Department of Defense Design Criteria

Standard: Fuze Design Safety Criteria and MIL-STD-1901, Department of Defense Design

Criteria Standard: Munitions Rocket and Missile Motor Ignition System Design, Safety Criteria

comparisons, Fault Tree Analyses, etc. Also include applicable technical references such as

Systems Performance Specification, Test Reports used in the development of the Technical

Munitions Safety Study.

A2.5. Distribution . Studies may be distributed by hard copy, disk (CD/DVD), or e-mail. If the

information in the study is proprietary in nature, be sure to mark it as such and if sent

electronically, encrypt it or password-protect the information/study.

A2.5.1. The draft Technical Munitions Safety Study discussed in paragraph A2.1. above is

distributed only to the originating agency, the Non-Nuclear Munitions Safety Board

Executive Secretary, AFSEC/SEW, and the Non-Nuclear Munitions Safety Board members.

The Board members also may distribute it within their commands.

A2.5.2. After the Non-Nuclear Munitions Safety Board has approved the study and made the

necessary corrections, the Executive Secretary will add a section to the front of the study.

This section shows the Board’s recommendations and includes a signature page for approval

coordination.

A2.5.3. Replace the cover with one annotated by the words “AIR STAFF APPROVAL

COPY”. Forward seven copies to AFSEC/SEW for staff agency review and AF/SE approval

if sent as hard copy or on disk.

A2.5.4. Coordination functions are discussed in Chapter 7.

A2.5.5. When approved by AF/SE, the Executive secretary will publish the final Technical

Munitions Safety Study edition. Replace the cover with one annotated with the words, “AIR

STAFF APPROVED SAFETY REPORT”
