The partnership develops and adopts measures that add security but do not have a chilling effect on trade, a difficult balancing act. The partnership establishes clear supply chain security criteria for members to meet and in return provides incentives and benefits like expedited processing. John Padilla - A Jersey City native, began his career in 1996 as a co-op student working at the US Customs House of 6 World Trade Center. After gradu-

ating from Jersey City State College in 1998 with a BS in Criminal Justice, Padilla attended The Federal Law Enforcement Training Center (FLETC). Up-

on completion, Padilla was assigned to Newark International Airport. In 2004, Padilla moved to Seaport Operations Contraband (CET) enforcement

teams. In addition to his regular assignments, Padilla participated in overseas assignments involving training and outreach with International Customs

Agencies and the Trade community. In 2006, Padilla joined the Customs-Trade Partnership against Terrorism (C-TPAT) Newark field office as a Supply

Chain Security Specialist. Since then Padilla has conducted several hundred validations, presentations and trainings domestically and in over 35 coun-

tries worldwide. Padilla has served US Customs proudly for seventeen years. His dedication and commitment to his country make Padilla an important

asset to the agency and vital part of our homeland security.

Bradford Slutsky - Program Manager CBP Officer Bradford Slutsky is now in his 11th year with U.S. Customs and Border Protection. He has distin-

guished himself as an expert in cargo logistics, CBP release procedures, and cycle times. Previously as a Supervisory Officer Mr. Slutsky had oversight

of a unit responsible for communicating shipment status and issues with the trade community. As the CBP point of contact for the Port of New York/

Newark in various “problem resolution” units he has personally assisted hundreds of private entities to navigate the customs process. Throughout the

years he has communicated knowledge of cargo logistics to assist trade entities with meeting efficiency goals and has authored numerous information-

al messages communicating CBP requirements and recommendations. Bradford received his BA in Criminal Justice with a minor in Business Studies

from the Richard Stockton College of New Jersey. He has recently completed his MA in Human Resources and Training Development from Seton Hall

University.

Executive Message

Responding to uncertainty in customer demand without creating costly excess inventory is the main objective of SCM. We’re still lacking

strategic approaches to resolve this ongoing dilemma. Albert Einstein’s definition of insanity is: “DOING THE SAME TASKS OVER AND

OVER AGAIN AND EXPECTING DIFFERENT RESULTS”. This makes perfect sense in today’s typical business world.

So, how do we get there? “Do it differently from the way you are used to doing things if you want different results”. It starts with TEAM

BUILDING wherein, move the people from “I” to “T” mentality. “I” shaped people only understand their own functions but “T” shaped

people understand the process they are part of and also their functional strengths along with how their activities affects others.
