State Still Faces $1.8 Billion DeficitBy Jerry [email protected]

There is much relief at the ABCUSD offices after the passage of Proposition 30,

but it is tempered by what’s to come in the future. “The passage of Proposition 30 means there will no additional District budget cuts this year,” said ABC Assistant Su-perintendent of Business Services Toan Nguyan in the First Interim Report to the School Board for the 2012-13 school year.

He said the Board made a re-quired $6.4 million budget cut ear-lier this year and will not have to make any further cuts this school year. It will also not get additional funding this year from the state,” he stated.

On Jan. 10 the Governor will present his proposed budget to the state legislature for the fiscal year 2013-14. He said projections pre-dict there will be no further cuts

and the budget deficit days are behind us.” Toan said during the past five years the District has suf-fered massive budget cuts. “This year we have a flat budget [no ad-ditional budget cuts].

He said ABC’s revenue limit has increased by $257,563 due to an increase in ADA [average daily attendance of students last year], He said going into the new fiscal year the state still has a deficit of approximately $1.8 billion that is due from Proposition 98.

Board Member Olympia Chen commented she thought Toan was more optimistic than she concern-ing Proposition 98.

Proposition 98 was approved on Nov. 8, 1988 and requires a minimum percentage of the state budget be spent on K-14 education guaranteeing an annual increase in the state budget of 40 percent. However, it can be suspended by a two-third vote of the legislature.

Board Member James Kang asked how much funding the dis-

ChalleNGe Program. Rep. Na-politano serves as the “National Champion” for the cause in the US House of Representatives, while Sen. Landrieu oversees the cause in the US Senate.

The evening was hosted by

talk radio host David Cruz, from KTLK AM 1150 and included a reception, a silent auction, fol-lowed by a dinner program with live entertainment and a live auc-

the pending expiration of its cur-rent lease.

In other business the council approved an agreement with

the Conservation Corps of Long Beach for em-ploying “at risk” youth to perform landscape maintenance services at Cerritos city parks

and other facilities.Hal Arbogast, Direc-

tor of Public Works, said the Safe Neighborhood Parks Propo-sition of 1992 and 1996 provides maintenance and servicing funds to eligible agencies to offset in-creased maintenance costs result-ing from projects funded by Los Angeles County Parks and Open Space District grants.

He said the funds are col-lected by the County of Los An-geles and held in interest-bearing escrow accounts, which can only be used by an agency to offset the expenditures directly attributed to

Meeting in special session on Sept 17, the Artesia City Council unanimously agreed

to hire the firm of Kelly Associates Management Services for the re-cruitment of an Interim and later, a Permanent City Manager, to fill the vacancy of current City Manager Maria Dadian who officially retires on Oct. 19.

The agreement calls for Kelly Associates to advertise in several newspapers, interview and recom-mend candidates for the position to the Council. The City will shoulder costs for the firm, which will not ex-ceed $5,000.

Artesia Council Member Tony Lima figured the salary of the new City Manager would be between $120,000 to $122,000 annually.

The current City Manager salary is $134,094.02 per year according to city records although for several months there have been work fur-loughs for all full-time city employ-ees resulting in a 10% salary reduc-tion.

Lima stressed that prior to the selection of a permanent City Man-ager, it was of utmost importance the Interim City Manager who will be recommended by the management consultancy firm be chosen and actu-ally assume the job until the Perma-nent City Manager would have been selected and hired by the City. Most likely candidates for the interim position will come from applicants who retired from similar line of jobs, he said The Interim City Manager would probably be offered an hourly rate in the range of $80 to $100 on a part-time basis, said Lima.

On November 25, more than 150 Cer-ritos residents and friends gathered at Cerritos Park East to support K.Y.

Ma, as he kicked off his campaign for the Cerritos City Council elections to be held on March 5, 2013. Candidate K.Y. Ma, who currently serves on the City’s Community Safety Committee, received the support from Congresswomen Linda Sanchez and Cerritos City Councilmember Joseph Cho

Ph.D. In addition, Ma also received sup-ports from many ethnic group leaders in-cluding Chinese, Korean, Filipino, Indian, Pakistani, Latino and African American community.

Hubert Humphrey Democratic Club (HHDC) leaders and Labor Union repre-sentatives were also in attendance at the kickoff party, and pledged their support to Candidate K.Y. Ma.

Cerritos City Council, candidate George Ray kicked off his cam-paign with a gathering of supporters

at the home of Dr. Robert and Marianne . Hughlett. Ray, a resident of Cerritos for more than 43 years said he decided to run for a seat on the council because “I love this city and have concern that the slow recovery of a dismal economy and the ac-tions taken by State Government in recent years has put our city in a very difficult financial position. “

Ray said the number one goal to keep Cerritos great is to protect the financial strength of the city by expanding the busi-ness base that in turn will bring additional revenue to the city. “As the current Vice

President of the Cerritos Regional Cham-ber of Commerce, I have a strong connec-tion to and relationship with local busi-ness.”

Ray said part of his plan to keep Cer-ritos great is to promote safety by work-ing with the Cerritos Sheriff’s Department through the use of high tech solutions. He also plans to work with the malls to in-crease business through the “Shop Cerri-tos” Program and review city regulations that are a barrier to business growth. “I will find ways to increase maintenance of city streets and sidewalks for the safety of residents. I believe safe and beautiful streets are key in attracting new business to Cerritos,” he asserted.

CRIME SUMMARIESCERRITOSWeekly Crime SummaryNov. 26 – Dec. 2, 2012

For the third consecutive week 27 Part I felony crimes were reported to the Cerri-tos Sheriff’s Station. Residential and com-mercial burglaries increased, while robber-ies, vehicle burglaries and vehicle thefts dropped. Patrol deputies responded to 231 calls for service last week, down from 274 the previous one. The 2012 weekly average in calls for service is 270.

There were no robberies reported last week.

Residential burglaries rose from three to eight last week. Open/unlocked doors or windows were used as entry points in seven of the recent crimes. A window was shat-tered in one case. Cash, jewelry, computers,

iPhones, cell phones, and a Playstation were reported as loss items. The 2012 weekly av-erage in residential burglaries is now 5.1.

Many people like to display their Christ-mas tree in a front window where it can be shared with neighbors, and anyone walking by. Keep in mind that potential thieves can also be walking or driving by and that any-thing placed under the tree can be highly visible. Protect these items by not advertis-ing that they are available when you leave the home.

Commercial burglaries increased from four to seven last week. Four storage units were targeted resulting in the loss of kitchen items, electronics and other mis-cellaneous property. A suspect has been arrested in those crimes. Two lockers were breached where wallets, cell phones and ID were taken. Copper wire was stolen from a closed warehouse after the front door forced. The 2012 weekly average in “other structure”/commercial burglaries is 2.4.

Vehicle burglaries were down for the third week after three were logged. There were six the week before. All three of the burglaries last week were in high-volume commercial parking lots. A jacket, a stereo, wallets, clothing and a backpack were miss-ing. The 2012 weekly average in vehicle burglaries is 6.9.

Storing property in a car’s passenger compartment, especially leaving it in plain sight, is exactly what the vehicle burglar will be looking for. Vehicle burglars rarely enter your vehicle to just look around, but are instead attracted to an item that they can see from outside. And please keep in mind that a thin sheet of automobile glass is really very little protection. If your prop-erty is valuable and important to you, con-sider leaving it at home or taking it with you when you exit the vehicle. Remember, law enforcement officers seldom observe and stop a car burglary in progress, but you can

“Mang Ago” (meaning Sir Ago is a sign of respect to the elderly) is an 86 year-old Filipino American World War

II Veteran. He eventually chose to retire in his hometown in Bataan, Philippines, the starting place of the infamous “Death March.” He visits California occasionally. He walks every morning with his wife around the wide apartment compound where his daughter, a son-in-law and two grandsons, one in high school and the other training to be a mechanic are settled. They live in a $1,200-a-month two-bedroom apartment in Lakewood.

Mang Ago, as a duly recognized Fil-Am (short for Filipino American) World War II Veteran, received a lump sum of $15,000. He also has been collecting his approximately $500 a month pension and he is covered by Medicare for his health insurance. However, many of Mang Ago’s Filipino war compatriots are not as lucky. Many of them have passed away without being given due recognition. As a result, neither did they get the $15,000 lump sum nor the $500 monthly pension not even during their senior years. Sadly enough, their surviving spouses cannot receive the benefits posthumously.

That’s why last Nov. 11 on Veterans Day, the Justice for Filipino American Vet-erans (JFAV) and its allied organizations held a protest rally in Hollywood. The protest march took place in Hollywood and not in front of the Federal Building in Downtown LA as it usually does since 1997 “to bring it to the eyes of the entire world,” announced Arturo Garcia, JFAV

national coordinator. It was learned that as many as 25 allied organizations signed the JFAV position paper after the rally.

Garcia said, “After the post election victory of President Obama, JFAV wrote a demand letter asking the re-elected Presi-dent to issue an executive order for full recognition of some 43,000 Filipino World War II veterans and/or their surviving spouses who after 66 years remain unrec-ognized.”

In addition, a similar letter in the form of full-page ads were carried by newspa-pers on the 69th year anniversary of the historically-famous Leyte landing in the Philippines, on Oct. 20, 2012 also known as the “Filipino World War II Veterans Recognition Day” in the U.S. The rally organizers said their organization stopped the lobby in the U.S. Congress for HR 210 after the GOP-controlled House of Repre-sentatives refused JFAV hearing on the bill at the House Veterans Affairs Committee in August of 2012.

Appearing on tv this week, Garcia said, “In the meantime, Filipinos in Amer-ica could help by writing their respective Representatives in Congress to support HR 210 to bring justice to the Filipino war veterans and their surviving spouses.”

USA,” my FRIEND FROM FRUITCAKE, FLORIDA said. “You know this recession has affected many cities throughout the country.”

“That’s true,” I said. “It’s hit California Cities even harder than some, especially with the governor and legislature killing the state’s Redevelopment Agencies.

“Back in Fruitcake, we’ve had to cut back on a few of our civic programs. Not many people were happy about that, but when the funding isn’t there, we have no other choice.”

”You have a point,. I guess here in Cerritos we’re so use to having it good, we’ve become spoiled,” I said, “but most of our citizens un-derstand about necessary cutbacks, especially with the state continuously taking millions of dollars from the cities and has yet to show it can balance its budget without gimmicks.”

“Well,” he said, “in Fruitcake we look very carefully at the candidates and so far have elected people who want to serve the city and not use the council as a stepping stone for the state legislature or anything else they have in mind.” Changing the subject, he said, “I understand you’re visiting your brother in Florida over the New Year. Any chance you might drop in on Fruitcake?”

“I’ve been thinking about it,” I replied. “Are you going to be there or here in Califor-nia?”

“l’ll be home.,” he answered. “Fruitcake holds an annual New Year celebration in its Civic Center. It’s like a miniature Time Square in New York... without the ball. The residents turn out to celebrate the New Year with friends and neighbors and we top it all off with a big BBQ. Let me know if you’ll be there,” he said.

Just as suddenly, he again changed the sub-ject, “I see your school district held its annual reorganization of its school board Tuesday.

“That’s right. Celia Spitzer, who was the board’s vice president was unanimously named Board President for the coming year.”

“Were you surprised at the Board’s selec-tion of Vice President?

“Not really. The Board usually follows tradition and elected Sophia Tse, who held the position of Board Clerk this past year.” I said. “Lynda Johnson was elected to the clerk’s po-sition.

“Interesting, ” he said. “Well I have to be going. If I don’t see you before New Years Eve, have a Merry Christmas.”

“The same to you,” I said.

“Just curious,” I answered.“Well, now I have a question for you,” he

“That’s an interesting question,” I an-swered. “There are two seats available. The Mayor’s seat will be vacant because of term limits, and the other is occupied by Coun-cilmember Carol Chen who is seeking re-election to a second term. Six other candidates have taken out papers.”

“What are the issues,” he asked. “There are several,” I responded. “The city

needs people on the council who understand business and how to attract new businesses to Cerritos. Other issues include maintenance of city streets and sidewalks, tree maintenance, and most of all an understanding of the city budget.”

Vehicle thefts were down again from five three last week. All three were in high-volume commercial parking lots. A Honda, a Toyota and an SUV were stolen. The 2012 weekly average in vehicle thefts remained at 3.5.

Hondas, Toyotas and SUVs tend to dom-inate the list of the most commonly stolen vehicles in Cerritos. Regardless of how few

vehicle thefts are reported, we generally see one or more of each taken. This is again reflected in the statistics from last week. If you own one of these vehicles, taking every precaution to protect them is crucial. At the very least, we recommend that you invest in a steering wheel locking device. They are a good visual deterrent.

Did You Know?By Jessica Hews

Two weeks ago I wrote about de-toxifying for the

holidays. With the re-sponse I received from that column, I thought I would talk about the benefits of eating and drinking certain foods and beverages related to the holidays.

Sweet potato is a power food; high in vitamin B6 it can prevent heart attacks. A good source of vitamin C it produces col-lagen, which helps maintain skin’s youth-ful elasticity.

The potato also contains vitamin D, which plays a role in moods, energy lev-els, and helps build healthy bones; and iron, which plays a role in maintaining healthy stress levels, and proper immune functioning. A good source of magnesium known as “the relaxation and anti-stress mineral.”

Turkey is an excellent protein source as it contains 50% of your daily amount of selenium and vitamin B3. Selenium increases the amount of HDL cholesterol to LDL cholesterol ratio, which can keep your heart healthy, and B3 lowers LDL cholesterol levels as well

Those yummy whole cranberries pro-tect the digestive system and liver.

After dinner drinks have many benefits too. Did you know that caffeine (coffee) in-creases memory, detoxifies the liver, helps ward off Alzheimer’s, and eases depres-sion? If you drink 1 to 3 cups of coffee a day you are up to 9% less likely to contract diabetes than those who don’t drink coffee and regular coffee drinkers are 80% less likely to develop Parkinson’s disease.

For you tea drinkers, green tea has many benefits too. Green tea lowers LDL cholesterol, it contains antioxidants (cat-

A Year of Hope and OpportunityBy John P. Lyon

As my year as mayor comes to a close I would

like to extend Christmas greetings to everyone; but most especially to the residents and busi-nesses of Artesia. It has been a great honor and pleasure to serve as mayor, and this year more than anything has brought hope.

Whereas a few years ago, the situa-tion seemed very dire, this year has been a great one for Artesia. I started off my year as mayor branding it as the ‘Year of Opportunities’. In hindsight, it turned out to be quite fitting actually!

Perhaps the greatest event that occurred during my watch as mayor was the pass-ing of Measure M. Measure M basically updates a business licensing system that hasn’t been updated in 20 years! Whereas the largest businesses had an unfair advan-

tage, this new legislation treats all busi-nesses fairly and protects Artesia’s prized small business community. This was very critical for the survival of Artesia, and I thank the residents for passing it.

We have also had the pleasure of seeing the economy getting better, albeit far slow-er than anyone would like it too. However, I am pleased to report that sales in the city have been increasing.

Last month we visited Sacramento to speak with representatives of the Depart-ment of Finance regarding funding to fin-ish Pioneer Blvd. I believe those negotia-tions went well, and we will be hearing the result of those talks very soon.

In October, the City’s long standing City Manager Maria Dadian retired; the prospect of having a new city manager is also a great opportunity for Artesia.

There are many other things, like our new street sweeping company Nationwide Environmental Services, the dedication of Old Fire Station 30, our participation with America in Bloom, the near completion of the downtown parking lot, and the opening of our new Public Services Center. I am very proud of these achievements and I can go into much detail about all of them, but to save the Community News a little bit of space, I will not.

So again, I wish everyone a Merry Christmas and a Happy New Year. Good luck to the future mayor, and may his or her endeavors in the coming year be fruitful. I would also like to thank my staff, who have worked very hard this year in preparing the way for all these great successes.

First of its kind in Los Angeles, scar-less surgery is performed through the mouth to reduce stomach and help lose weight

HAWAIIAN GARDENS – Donna Jen-kins will eat a lot less this holiday season, thanks to a new procedure performed for the first time in Los Angeles called the Apollo that will reduce the size of her stomach without any incision.

Dr. Shayam Dahiya performed the Apollo procedure on Jenkins by going through her mouth and reaching her stom-ach with a tool that allowed him to tight-en it, reducing the size of her stomach to about the size of her thumb. Jenkins had a gastric bypass surgery about 10 years ago. Since then her “pouch” stretched in size and she began to gain weight again.

In this new procedure, surgeon Dr.

Dahiya reduced the size of her stomach without any surgery or openings in her abdomen. All of the adjustments to her stomach were performed through her mouth. The procedure took about an hour and was performed at Tri-City Regional Medical Center in Hawaiian Gardens, a nationally recognized center of excellence in weight loss surgery.

“Many people who previously had weight loss surgery stretch their stomachs back to their near normal size so they be-gin to gain weight,” said Dr. Dahiya, a leading weight loss surgeon in the south-ern California area. “This procedure is scarless since we go through the mouth and we don’t have to make any incisions or openings in their abdomen.”

Jenkins will return home in time for Thanksgiving. Dr. Dahiya said she will spend only one night in the hospital and return home the next day.

A reader wrote in and asked: Dear Ms. Hews: What are the benefits of spinach salad leaves? Signed Ms. Reisinger.

Thanks for writing in Ms. Reisinger,

that’s a great question! Dark leafy greens are far more nutritious than the typical iceberg lettuce, which consists of 95% wa-ter. Although the water in iceberg lettuce is important for hydration purposes, there is not a significant amount of vitamins or minerals otherwise. So choose spinach for your salad instead. Spinach is an excellent source of Vitamin K, Vitamin A, magne-sium, folate, iron, calcium, Vitamin C, Vi-tamin B2, potassium and Vitamin B6. It is also a good source of protein, phosphorus, Vitamin E, zinc, dietary fiber, and copper,

and omega-3 fatty acids. It is also loaded with flavonoids, which are antioxidants and contains lutein, which is a carotenoid that protects against eye disease. The min-erals will be better absorbed if consumed with a small amount of fat, such as olive oil.

CERRITOSContinued from page 1

By Rico Dizon

Barely two hours after he was sworn to duty as City Council Member with two others, Gerard Goedhart practically led

the La Palma City Council in pursuing cost-cutting measures to address the City’s fiscal budget that is about $2 million short in rev-enues during its regular meeting on Tuesday.

Gerard who used to be a City Council Member in Signal Hill and a Financial Direc-tor in the City of Los Alamitos, single-hand-edly made the three motions on three regular items in the agenda which included the drop-ping of proposal to hire a facilitator for the council’s goal setting process, a request for hiring-freeze in the City, and the elimination of Wi-Fi service in the Central Park.

A recommendation to award a contract and authorize the City Manager to execute an Agreement for facilitation services with Man-agement Partners, Inc. for the City Council’s goal-setting tasks instantly met opposition from Council Member Goedhart. He ques-tioned the need for a facilitator as “this job can be done by the City Manager and save the city the $5,300 that is supposed to be paid to Jan Perkins, senior partner of MPI, for a 24-hour advisory job.” He added, “We need all the savings we can get and quite frankly

I have no time to listen to a consultant.” His motion to veto the proposal was seconded by Former Mayor now Council Member Henry Charoen.

For his part, re-elected Council Member Steve Shanahan thought otherwise saying that “the City Council is facing an incred-ible challenges for the next 10 years and help from a highly- specialized consultant will be a big help to the City Manager who is rela-tively new in her position.”

Newly-elected Council Member Pe-ter Kim’s idea is to try first having the City Manager handle the facilitator’s role for the time being. When asked by former Mayor Pro Tem and now Mayor Steve Hwangbo if she really needs the help of a facilitator-consultant, City Manager Ellen Volmert said “yes” and that she wanted the City Council to feel comfortable in the goal-setting process before Jan. 2013. The City Council vetoed the recommendation, 4-1 with Shanahan’s “no.”

As regard his request to freeze hiring for the six open positions in the City, Goedhart said that except for the maintenance position all the open positions are new and not fund-ed. Councilman Kim said Council should have more discussion on the needed positions on a per departmental level and avoid micro management solutions. Goedhart said he is

not actually advocating micro management action but that he needs to see a semblance of plan and related costs in the open positions. Mayor Hwangbo said he sensed a feeling of frustrations from the Council but which Shanahan quickly dismissed as not surpris-ing especially with two council members just joining the meeting for the first time only 2 hours ago. Hwangbo asked the City Manager “what the consequences would be if we do not fill up a needed position, Volmert replied, “Overtime work from the present staff.”

Nonetheless, following Goedhart’s mo-tion to freeze hiring prior to more discus-sions, the Council voted 3-2 in favor of the motion.

A proposal to eliminate the Wi-Fi service at Central Park met several opposing views from Council members as well as from one senior resident. Majority of the members agreed that technology is part of life today and considering the minimal costs of only $200 per year, it should be made available in public places including the parks.

Shanahan and Hwangbo shared the same sentiment of “let us not deprive the residents of the quality of life they are currently enjoy-ing in La Palma.”

The Council voted 3-2 to pursue the plan to install Wi-Fi in La Palma’s Central Park.

La Palma’s New Council Member Spearheads Cost Cuttingtrict would receive from Redevelopment money. Toan explained the tax increment of the Redevelopment Agency goes to the county and state. Whatever increment we get the state will offset that amount. Kang also inquired about the three year unre-stricted general fund projections. He said for 2012-13 ABC revenue was projected at $114,404,161, 2013-14 the projection is $116,399,749 and for 2014-15 it’s projected at $119,375,292. Kang asked what the cause of the increases each year.

Toan explained this was the projected annual cost of living built into the budget. He said in a normal year, when the state has the money, the District always get COLA money. However, because of passage of Proposition 30, the County has assumed the COLA will be funded for the next two years. He said with the state slowly coming out of the recession it should be funded. In addition the state is paying back the educa-tion money it owes. They have been pay-ing 78 cents on the dollar.” Hopefully they will be able to pay back the money they owe us,” he said. “We’ll have a clearer picture after the Governor’s presents his budget proposal.”

Toan described the budget as being flu-id. This is why the Board receives a quar-terly report. “Once we receive the Gover-nor’s budget proposal in March, the Board will see different figures in the budget.”

affordable senior housing project, Cuesta Villas, that was to be built on the south-east corner of Norwalk and 166th Street where the ABC Administrative offices are presently located. The state says that any redevelopment funds, which come from local property taxes that weren’t allocated for projects, or low to moderate income housing needs to be returned to the taxing agencies. “This is not the case here,” Cer-ritos City Manager Art Gallucci asserted.

The loss of the $17.1 million in ques-tion would have a direct impact on the financial resources of the city and would require city officials to closely evaluate fu-ture operating expenses.

The State has also required the Rede-velopment Agency in 2011 to make pay-ments of $3.4 million and and additional $11.8 million in 2010 to the Los Angeles County Auditor as part of the “Supple-ment Educational Revenue Augmentation Fund” to help fill the State’s budget deficit. In addition, following the dissolution of all redevelopment agencies in California, the Cerritos Redevelopment Agency had been projected to receive $31.5 million in property tax increment but, the state took a large portion of those funds.

“I discovered much more than coffee in the Philippines. It was there that I met Emma. She was my guide as I searched for coffee. I have learned so much from her, she is an amazing woman and a wonderful mother.”

Emma’s home is in Mindanao, the sec-ond largest and easternmost island in the Philippines. Due to widespread poverty and religious differences, fighting between Mindinoa Militia and Philippine forces has displaced more than 100,000 people. Davao is the largest city in Mindanao and the Davao Doctors hospital is the most prestigious hospital in Mindanao.

Hylland utilized his extensive network and contacted his friend at the Davao Doc-tors Hospital to seek medical assistance for Nicole. However, they are ill-equipped to provide the medical attention that Nicole requires. “I have been a wreck, and have gotten very little sleep during these past several days,” Hylland said.

The Bohol Philippines Coffee Project has afforded Hylland with the opportunity to interface with some of the most impor-tant leaders in the sprawling island na-tion. “I had the pleasure of meeting United States Ambassador Harry Thomas at a baseball game and the honor of sharing coffee with Neric Acosta, Special Advisor to President Aquino. I have contacted their offices to request assistance for Nicole.”

Hylland’s non-stop efforts have led him to Dr. Jeremiah Tao, Director of Oculofa-cial Plastic & Orbital Surgery at the Uni-versity of California Irvine.

“Dr. Tao told me that he would be de-lighted to evaluate Nicole. He also informed me that that Congenital Anophthalmos and the associated orbit facial rehabilitation is an interest of his.” Hylland is hopeful that Nicole can be a successful case study for Dr. Tao.

Hylland’s next challenge is to secure emergency medical visas for Emma and Nicole. Hylland is a life-long resident of Norwalk and his best friend is James Ve-lasco, Santa Fe Springs Planning Commis-sioner. Hylland and Velasco played sports together and were coached by veteran Norwalk City Councilman Mike Men-dez. They also served in the United States Air Force together.

Hylland started the Cresson Neigh-borhood Watch Program; their last meet-ing was attended by nearly two-hundred neighbors. Hylland has also been a volun-teer coach and umpire. This past summer he became involved with LULAC and ar-ranged for them to receive coffee dona-tions.

“This is going to be a long, emotional journey,” Hylland said. “I never knew par-enthood could be so powerful in so many ways.”

LADY TITANS SHOOTOUT GIRLS BASKETBALL TOURNAMENT

By Loren [email protected]

WHITTIER – Scoring was definitely not a problem for the Norwalk girls bas-ketball team as the Lady Lancers rolled through their four opponents during last week’s Lady Titans Shootout Tournament hosted by Pioneer. Norwalk slammed the hosts 62-35 last Thursday evening to cap-ture the championship of this tournament for the second straight season.

It marked the fourth straight game of the tournament, and the regular season, that Norwalk had scored at least 60 points. Defensively, the Lady Lancers averaged less than 30 points a game.

“It just felt like four games,” said Nor-walk head coach Richard Drake. “It was four games that we need; four games that we could play all of the kids. It was a good way to get us ready for our tournament.

You never downplay anything. You always take your wins because in the end, it all goes towards CIF and the playoffs.”

Norwalk, which never trailed in the entire tournament, bolted out to a 12-2 first quarter lead which at times seemed to be more defense than offense. The Lady Lancers had 15 steals in the stanza with senior guard Brenda Venegas scoring a pair of baskets off of eight of her thefts for the game.

Norwalk built a 17-point lead midway through the second quarter before the Ti-tans reeled off nine straight points to end the first half. It was still an eight-point game early in the second half before Nor-walk put the game away with a 16-0 run. Norwalk would outscore Pioneer 26-8 in the third quarter, led by senior center Mai-ya Griffin-McNair’s 14 points. She scored a pair of baskets off of offensive rebounds, as did senior forward Elizabeth Hernan-dez. Griffin-McNair led everyone with 24 points, 12 rebounds and 12 steals while Hernandez, Venegas and senior forward Jazzlyn Gaxiola all added 10 points.

Norwalk began the tournament on

Nov. 26 with a 64-30 win over Covina as Griffin-McNair posted a career-high 30 points on 15 of 23 shooting from the field. She also had 12 steals. Hernandez, in her varsity debut, had 13 points and six steals. The next night, Norwalk slammed Gabri-elino 60-26 as Hernandez and senior guard Cristina Batarse each scored 12 points while Griffin-McNair chipped in with 10 points. Hernandez also had 10 steals.

Norwalk completed pool play action on Nov. 28 with a resounding 67-27 win over Alhambra as the team began the game on a 20-0 run. Gaxiola had a career-high 18 points while Batarse scored a career-high 14 points.

“It’s taken three years for these kids to learn [assistant coach] Emily’s [Osongco] offense,” Drake said. “They still don’t know it as well as they should. But they know it better than last year. They’re able to move and they’re able to run backcourt plays and we’re shooting a little bit better from the outside.”

Seven points was all that separated the Norwalk football team from an unde-feated regular season and a tie for sec-

On the court, the Norwalk girls volleyball team was one game out of a tie for second place and pulled off a couple of historic league victories to send the team into the playoffs for consecutive seasons. Those were a few of the highlights from this past fall football and girls volleyball teams in the area as the Los Cerritos Community News 2012 Fall All-Area Teams are announced.

Always stand away from the edge of platform; don’t skate or ride your bike on the platform, stairs or escalators; and always watch the gap between the edge of the platform and train.

lems in the tournament, the one negative was the minimal effort from the rest of the team. Norwalk got 37 points from the oth-er seven players who suited up, including a career-high 11 points from sophomore guard Jackie Aldana.

“We’re looking to find six, seven, eight and nine,” Drake said. “We know who the starters are. But you need to have people that can come in. Some people are going to get in foul trouble and you’re only as good as who your sub is. That’s what we’re try-ing to find right now and it seems to be changing every game.”

Griffin-McNair was named the tourna-ment’s most valuable player while Batarse and Hernandez were named to the all-tournament team.

John Glenn was also in the tournament and split its four games, defeating Gabri-elino 41-25 on Nov. 26 and Pioneer 41-38 two days later while losing to Alhambra 48-30 on Nov. 27 and to Gabrielino 49-29

last Thursday.“It’s definitely the beginning of the

season,” said Glenn head coach Linda Par-ra. “There were lots of inexperienced mis-takes. They’re not seeing the whole side of the floor that exists.”

In the second game with Gabrielino, the Lady Eagles had a 12-4 first quarter lead but went through a field goal drought of 10:46 in the first half. Still, they led at the half 19-17 with junior Myra Gomez scoring eight points. Then in the second half, Glenn went 6:53 without a field goal to turn a 29-21 lead into a 37-34 Gabrielino advantage.

“I think our defense was the defin-ing moment,” Parra said. “We have many breakdowns on defense. Even if we couldn’t make a shot, if we can play solid defense, the game would still be in control.”

Senior Angie Console led the Lady Eagles with 15 points, the highest total from any Glenn player in the tournament. Gomez added 11 points. Gomez also scored 18 in the first meeting with Gabrielino and 16 more against Pioneer. Like Norwalk, Glenn couldn’t get much scoring from its bench as only seven points were recorded

by the non-starters.“There are moments where they get

it,” Parra said. “And then it gets away from them. You can see they’re trying to do what I’m telling them to do. But there are so many errors in between those posi-tives.”

Glenn and Norwalk began action in its annual shared tournament this past Wednesday with Glenn playing Whittier and Norwalk matching up with its own junior varsity team as a pair of teams dropped out but only one new team was added late.

DB-Daniel Moreno (Norwalk) LB-Trent Coates (Gahr) LB-Devon King (Artesia) LB-Anthony Paul (Valley Christian)

Offensive Player of the Year-It was a record-setting season for Norwalk’s Rashaad Penny. The junior wingback rushed for 1,872 yards and scored a school record 30 touchdowns on the ground. In addition to the seven receiving touchdowns he caught, Penny now has a school record 53 career touchdowns and has one more season to go.

Co-Defensive Players of the Year-Most may know Norwalk senior Malcom McAllister as a bruising fullback. But McAllister is equally dangerous as an outside linebacker. There, he was second on the team with 51 tackles and led the team with 12 ½ sacks and two fumble recoveries. McAllister shares this honor with Valley Christian’s Clayton Granch. Although V.C. finished 3-7 with only two on the field victories, the senior linebacker led the Crusaders with 52 tackles, six and a half sacks and five passes deflected.

Coach of the Year-Although Artesia didn’t go to the playoffs, head coach Joe Veach turned the Pioneers from a one-win team in 2011 to a four-win squad in 2012. Had it not been for a missed extra point and a missed field goal against Mayfair, the Pioneers would have tied for second place in the Suburban League.

Player of the Year-Even though the team struggled through more adversity than in recent seasons, Cerritos senior outside hitter Arnelle Duru helped keep the Lady Dons in the upper half of the Suburban League and alive for a playoff spot. In a season that saw major injuries and players quitting, Duru was among the consistent players that kept Cerritos from completely falling apart.

Coach of the Year-In his first season as head coach of Norwalk, Jesse Gonzalez turned the Lady Lancers into a threat in the Suburban League. Gonzalez guided Norwalk to a 9-8 overall record, 8-4 in the league and a third place finish. It’s the first winning record for Norwalk since 2005 and the highest the program has finished since 2001.

A controversial birthday party to raise funds for jailed Los Angeles

County Assessor John R. Noguez on Thursday night is being defended by the at-torney and treasurer of the political committee that will be the recipient of the funds collected at the event.

Attorney Stephen Kauf-man, with Kaufman Legal Group based in Downtown Los Angeles has been the longtime campaign attorney and treasurer for Noguez. On an invitation for the event that was sent to Los Cerritos Community Newspaper, the address of Kaufmann’s law firm is prominently listed.

Friends and supporters of the jailed assessor will gather at Leonardo’s Night Club in Huntington Park to “celebrate John’s birthday,” the invitation states.

Noguez is the central fig-ure in what law enforcement officials call “the biggest po-litical corruption case in the past 40 years in Los Angeles County.” If convicted on the dozens of felony counts of money laundering, forgery and accepting bribes, Noguez could face 20 to 30 years in prison.

Kaufman told Los Cerritos Community Newspaper in an in-

terview Thursday morning that his firm is responsible for depos-iting the funds raised from the birthday party into an account called the “John Noguez for As-sessor 2010 Attorney’s Fees Fund”

in which he legally is responsible for maintaining and operating.

Kaufman said he “was not planning to attend” the party and claimed to know “very little about the details of the event.”

“I am an attorney for Mr. Noguez, but I will not comment about specifics on the event, and even if I did, I wouldn’t tell you anything,” Kaufman told LCCN.

When asked if he has been in contact with Noguez about the event, Kaufman said “you don’t know who I am, and I don’t even have to talk to you about this.”

The event for Noguez is be-ing held at Leonardo’s Night Club in Huntington Park. The owner of the establishment is Leonardo Lopez, who is one of the biggest financial supporters of Noguez and his political campaign coffers for more than a decade.

Campaign finance reports ob-tained through the California Sec-retary of State confirm that Lopez has poured in tens of thousands of dollars in campaign donations to various Noguez campaign related committees over the years.

In an email to Noguez friends and supporters earlier this week the email stated:

“You can help John by making a donation today to help him make bail. Some of you have questions about donations given that there are certain reporters who are ag-gressively contacting anyone who is supportive of John. We all want to respect each other’s privacy, especially as private individuals who are not public officials,” the email stated.

When asked if he was respon-sible for authorizing the email be sent to potential contributors,

Kaufman refused to comment. “I am not authorized to speak on this matter. I am the attorney for John, and I will not engage in a conversation with you about this event,” Kaufman said.

The Noguez birthday party invitation lists Kaufman’s law firm address, and campaign com-mittee identification information. “Please make checks payable to The Noguez for Assessor 2010 Legal Fees Fund, 777 S. Figueroa Street, Suite 4050, Los Angeles, Ca. 90017.”

“The reporters know we do not want to speak with them, but they continue to harass many of us still. If they want to speak about John, they should call his attorney. We are tired of them us-ing John to sell their newspapers as they face bankruptcy. We are especially tire of the illusions of grandeur of the pseudo-online news blogs run by trolls,” the email states.

“Therefore, if you donate $99.00 or less to the fund then your name will not appear on fi-nance reports that are due at the end of the year. If you donate a total of $100 or more, than your name will appear on the financial reports that are public record,” the email claims.

When asked about the $99 donation request, Kaufman said “are you serious? I am not going to respond to your questions about this or Mr. Noguez, this conversa-tion is over.”

The Angel Tree Program provides and delivers gifts of clothing and toys to fami-lies with children who are facing financial hardship during the Holidays. This past year alone, more than 1,500 Norwalk ele-mentary school children benefited from the Angel Tree Project.

Your help is needed now more than ever

you can help by picking up a clothing tag to donate a gift that will be distributed on the day of the event. Clothing tags are available at the following locations: Norwalk Arts and Sports Complex, Norwalk Senior Cen-ter, and Norwalk Social Services Center.

For more information, call the Norwalk Social Services Center at (562) 929-5544.

Residents in Norwalk are being urged to utilize a free “Christmas Tree Recycling Program” that is being offered by city of-ficials.

Starting December 26, 2012 and run-ning through January 19, 2013, Norwalk residents can have their Christmas trees picked up and recycled, and the trees will be reused by the Los Angeles County Sanita-tion District as compost and landfill cover.

Residents are being asked to place trees at the curb on the same day as trash is col-lected. A separate truck will collect the Christmas trees at a different time than the rest of the refuse.

Multi-family dwelling customers can recycle their trees by placing them out next to the regular trash containers. A separate truck will pick up the trees.

City officials also want to make sure that decorations, ornaments, tinsel, lights and metal stands are removed. Traditional wooden tree stands may be left on the base and flocked trees are acceptable.

Do not place your tree in a bag, and trees over eight feet need to be cut in half.

Each year, the City of Norwalk recycles more than 100 tons of Christmas trees.

For more information, please call the City of Norwalk at (562) 929-5964.
