Completion of the Fourth Five-Year Review for the

American Creosote Works, Inc. (Winnfield Plant) Superfund Site, Winnfield, Wino Parish,

Louisiana

Purpose/Objective: The Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), as amended by the Superfund An:tendments and Reauthorization Act (SARA) of- 1986, requires review of remedial actions addressing hazardous substances every five years to make sure the selected remedies remain proteCtive of human health and the environment. In late 2014 and 2015, the U.S. Environmental Protection Agency (EPA) conducted the fourth Five-Year Review of the remedy for contaminated ground water and soils asso­ciated with the American Creosote Works, Inc. (Winnfield Plant) Superfund site (the Site) in Winnfield, Louisiana.

Site Background: This former wood-treating

facility is located about a half-mile southeast of down­town Winnfield, in a mostly wooded area. EPA placed the Site on the Superfund pro· gram's National Priorities List (NPL) in October 1992. Primary contaminants of concern are polycyclic aro­matic hydrocarbons, volatile organic ~ompounds, dioxins and pentachlorophenol.

Cleanup Actions: Removal actions in the late

1980s addressed immediate threats to human health and the environment. EPA select­ed a long-term remedy to address remaining contarni­nation in a 1993 cleanup plan. Cleanup began in 1993. It included on-site incitM:ra­tion of -~ .contaminated

contaminated surface soil; in-place biological treatment of contaminated subsurface soil; and extraction, separa­tion and treatment of ground­water - and creosote. EPA completed incineration and smficial soil-related cleanup actions in 1998. EPA con­structed the groundwater and creosote extraction and treat­ment system and in-place subsurface soil bioremedia­tion systems in 1996. The systems continue to operate. EPA completed a new reme­dial investigation in April 2<H4. The inves.tigation veri­fied that the Site's treatment systems are not effectively addressing remaining conta­mination. It also discovered site-related soil contamina­tion outside of the Site's pre­viously established bound­aries. EPA anticipates modi­fying the 1993 cleanup plan to bring the previous remedy decision in line with current information.

Five-Year Review Prqtectiveness Statement:

The Site's remedy current­ly protects human health and the environment in the short term. EPA cannot make a long-term protectiveness determination until it per­forms additional evaluations and obtains additional infor­mation. EPA is currently evaluating the site-related risks identified in the 20 14 remedial investigation. In addition, EPA is developing a revised feasibility study that will be used to select a revised remedy for the Site. The revised remedy will replace the current remedy. It will also address any poten­tial risks identified by the 2014 remedial investigation. EPA will complete the revisel:l feasibility study and select a revised remedy in the near future. After selecting the revised remedy, EPA will issue a revised long-term protectiveness determination for the Site.

Five-Year ~eview Sche~ule: EPA completed the fourth Five· Year Review process for the Site in May 2015. The next Five-Year Review is required by May 2020.

Because of the severe weather which started shortly before the meeting was called to order, the municipal officers present had decided to proceed -quickly through the agenda in case electrical power was lost at the Town Hall.

On motion by Alderman Hayes, seconded by Alderman Howell, the Board members present voted unan­imously to adopt a Procurement Policy for com­pliance with_ the LCDBG program.

On motion by Alderman Hayes, seconded by Alderman Howell, the Board members present voted unan­imously to authorize Mayor Janet Fmklea to proceed with the procurement and selec­tion of professional services for the purpose of assisting in the development of the LCDBG application and implementation of the pro­ject.
