FROM THE BRIDGEWITH THE COMMANDING EXECUTIVE OFFICERS

Hafa Adai FRANK CABLE Sailors, friends and family,

It has been an exciting time for the FRANK CABLE team! I want to thank everyone that came to the ship’s Holiday Party. The Morale, Welfare and Recreation Committee did a great job putting the party together. With over five hundred tickets sold, putting an event of that magnitude together is a tremendous accomplishment.

In support of our families, the Family Readiness Group organized an outstanding Kid’s Christmas Party! Over two hundred and fifty children showed up, enjoyed the games and refreshments, and had the opportunity to win prizes. With the support of the Chief Petty Officers Association, the First Class Petty Officer Association and the Junior Enlisted Association, this event really highlighted what can be accomplished when everybody works together to achieve a common goal.

Earlier in the fall, the ship completed a successful visit to Yokosuka, Japan. This visit provided an opportunity for our

Hello Frank Cable Family,As we look forward to the upcoming New Year, I ask you to reflect on the many ac-complishments the FRANK CABLE Team made in 2013. To sum it up all you have to do is look at the number of advancements we had this year. Twenty-eight Sailors promoted to Chief Petty Officer and two hundred and twenty-nine promotions in the E-4 through E-6 ranks over the last two advancement cycles. That in my book is impressive, keep up the great work.

Again another busy time over the past quarter, and I would like to express my sin-cere thanks to all hands for your hard work in supporting FRANK CABLE’s mission. The ship deployed to Yokosuka Japan for a very successful port visit, was nominated as a finalist for the Large Ship Captain Cook Food Service Award, completed a Quality Assurance Assist Visit, Medical Readiness and RAD Health audits with flying colors.

Operational Commander, Commander Submarine Group 7, to see the ship and the FRANK CABLE team, and conduct some successful engagements with the Japanese Maritime Self Defense Force. I was very impressed with the crew’s professional performance while in Yokosuka and with the large number of Sailors that completed their warfare qualification during the underway.

We are planning an underway in January to maintain crew proficiency and to work on qualifications. As I write this, we are still working the details with our operational commander. We will let everyone know as soon as the details are finalized.

Once again, I would like to thank the FRANK CABLE crew for all of their hard work. Their efforts directly contribute to the effectiveness of the submarine force in the Western Pacific. Your support of your Sailor and the entire FRANK CABLE team contributes directly to the success of the ship and this important mission. Thank you and have a great winter in Guam! Respectfully, CAPT. Greetings FRANK CABLE Sailors, families and friends.

As December draws to a close it marks the end of several events in the life of the FRANK CABLE, her crew and families. We have completed a year that contained a significant number of chal-lenges for our crew that included a well needed extended underway with three foreign port visits within a six week period. This was vital to qualifications for the crew and our host nation in-teractions, an intense and challenging maintenance period and numerous mission certification and several very successful inspections that evaluated every aspect of the ship. But the most sig-nificant accomplishment was the crew’s ability to continue our submarine maintenance mission throughout this very challenging year. As we proceed into 2014, we will have an opportunity to perform our maintenance and submarine support mission in remote locations along with provid-ing the crew some much deserved liberty ports and underway qualification time.

As always, I am proud of the FRANK CABLE crew, their professionalism, accomplishments and dedication to mission accom-plishment. I would like to wish all of you a very safe and joyful holiday season, and a prosperous new year.

As we wrap up 2013, we would like to thank everyone who has served on our Frank Cable FRG and Advisory Board this year. Fur-thermore, we’d like to thank all of our Frank Cable Sailors and family members who have helped us with various activities, from vol-unteering at events to participating in fundraisers. Without your generous support, we wouldn’t be able to do so much-- thank you!We are kicking off the New Year with a new 2014 FRG Board! Congratulations to the following: President- Heather Dome, Vice President-Sarai Pagan, Treasurer- Leach Scholten, and Co-Secretaries- Lorell Hart and Kara Sexton.

For those of you unfamiliar with the Family Readiness Group (FRG), we are a non-profit organization for the families of the USS FRANK CABLE Sailors and MSC. We organize events that encourage friendship and support amongst our family members. When planning our monthly events, we try to keep everyone’s preferences in mind. We do things in the morning and at night, weekday and week-end, things with kids and things without.

Some of these events include:FRG Meetings: Held on the third Tuesday of every month. At this meeting we discuss business, upcoming events, important com-mand information, etc. We try to pair the meeting with a fun social hour or informational speaker. Spouses Luncheon: Usually a potluck held at someone’s house or other location. Or, lunch out at a restaurant. Play Group: Planned by our fabulous playgroup coordinator, who arranges a variety of activities at least once a month for mom-my/kid playdate. A Night on the Town: We meet at a different dining location each month, picked at our FRG meeting. This is an adults only event. In order to make this possible for everyone to attend, we hold this get together on the same night as the CDC has their Parents Night Out!Coffee Club: Held on the last Saturday of the month, we pick a random coffee shop around town to meet and enjoy some con-versation and friendship before starting the day.

In addition to our monthly gatherings, we hold two major events each year which include our Spring Fling and Kids Holiday Party. If you would like to know more about what the FRG is doing and when, please E-mail [email protected] to be added to our Social Roster. We look forward to seeing you all in the New Year!

Whether you are new to the island or have been here for a few years, spouses and families are always striving to make both military and island communities stronger with their volunteer efforts. Although this island may be small in size there are quite a few opportunities to donate your time. Keep in mind, these are just “some” of the options available here on island and that there are plenty more out there.Two opportunities to help give back to the military community are Navy & Marine Corps Relief Society and the USO. The Navy & Marine Corps Relief Society helps manage Naval Base Guam’s thrift store along with other programs to help and assist families with the Navy and Marine Corps. The USO focuses on the military community from all branches including Guam National Guard. The USO has various volunteer opportunities ranging from helping set up 5K runs and the annual Thanksgiving dinner, to helping maintain the actual center located down in the heart of Tumon.If you like animals you may find yourself interested in helping out GAIN. Guam Animals in Need is a non-profit organization dedicated to the prevention of cruelty to animalsand to the education of the public concerning matters pertaining to animals, and their welfare. Volunteer opportunities range from cleaning out kennels and helping maintain the animals to walking dogs and giving them some social time.A local organization you can volunteer with is Big Brothers Big Sisters of Guam. This non-profit organization serves youth on Guam from 8-16 years old. They do ask that adult volunteers are able to commit at least 6-8 hours a month and be able to build a relationship with a child for a year. Another local organization you can help out is the Salvation Army Thrift Store. Help is always needed in organizing the stores and donated goods.

Sailors in charge of safety aboard the submarine tender USS Frank Cable (AS 40) go above and beyond when it comes to saving time and eliminating potential stress for the higher chain of command of the ship.

They do this by creating a whole new safety reporting method for divisional safety petty officers and by compiling all safety self-assessment results for each program into a single summary grade sheet page for review by the chain of com-mand which saves leadership valuable time.

“The safety self assessment reports took a lot of time to sort through and could be confusing for the individual reading them. The new safety summary reports categorizes the discrepancies and gives the program an overall grade, which saves time,” said Senior

Chief Electrician’s Mate Duane Kiszak, the safety department’s leading chief petty officer. “The new (safety) report cards do away with potential stresses on the chain of command by not having to go through the entire report to try to figure out whether the program is within standards or not.”

Kiszak added that the self-assessment grade is unique to Frank Cable. The grades are put into a matrix that is provid-ed to the chain of command for quick reference of where the ship is doing good and where the ship needs improvement.

“We color code it and make it a marking system of one through five,” said Kiszak. “Green means good, yellow means there are some issues that need to be worked on and red means there are significant issues that need to be looked at.”

Kiszak said it also gave the chain of command a quick visual reference where the ship and its programs sit with a means of identifying items that need to be fixed.

“These reports and check-lists are unique to Frank Cable safety. As far as I know, Frank Cable is the only one with a format like this,” added Kiszak. “In our old method, we would turn over pages upon pages of discrepancy lists and it made it seem like we’re not doing so well. “This new method is sim-ple and easier to understand to help the chain of command concentrate on problem areas.”

Safety also developed what is called a divisional safety petty officer monthly report, a report that requires all divisional safety petty officers to inspect at least two of their divisional spaces every month, document the bi-weekly safety and ORM

training they are required to train on, and verify that they have updated the status of all safety and zone inspection material discrepancies. The report is approved by the safety petty officer’s division officer and routed to the safety depart-ment.

A checklist is provided with each monthly report that helps the safety petty officers inspect their spaces thoroughly includ-ing the eyewash stations and all personal protective equipment.

“The checklist helps guide the safety petty officers as they submit safety hazard reports and make updates into the ship’s safety/zone material tracker,” said Kiszak.

Frank Cable Sailors had the rare opportunity to see and hear from the Chief of Naval Operations, Adm. Jonathan Greenert. Greenert conducted a group re-enlistment, recognized Frank Cable’s newest Enlisted Surface Warfare Specialists and gave Sailors the opportunity to personally ask him questions ranging from what he does in his spare time to asking for his personal views on enlisted retention boards.

YOKOSUKA, Japan (Oct. 18, 2013) - Sailors from the submarine tender USS Frank Cable (AS 40) spent time with their Japan Maritime Self Defense Force (JMSDF) counterparts, Oct. 18, for a cultural exchange in support of Commander, U.S. Seventh Fleet’s theater security cooperation plan.

Sailors of the JMSDF Oyashio class submarine JS Yaeshio (SS 598) toured Frank Cable in the morning, followed by a barbecue picnic and friendly softball game between the two ships in the afternoon.

According to Capt. Pete Hildreth, commanding officer of Frank Cable, the visit helped improve relations with the submarine force of the JMSDF and improve the ability of the two navies to work in a collaborative manner.

“When we come into Yokosuka, (U.S.) Seventh Fleet pairs American ships with JMSDF ships,” said Lt. Cmdr. John Miyahara, Frank Cable’s command chaplain. “It is just simply a way to meet some of our allies and get to know them

and to do fun things together.”Miyahara added that the JMSDF were

interested in touring the ship because they are looking to expand their submarine force and to do so, they will need a platform like Frank Cable.

“The tour was very exciting,” said JMSDF Chief Sonar Supervisor Naoto Takano. “I was surprised it is a big ship with great factories.”

The rest of the afternoon gave everyone a chance to get to know each other and build camaraderie and solidarity between the two forces.

“The afternoon was just fun,” said Miyahara. “We connect, even though we are in forces of different nations, we are all in the naval service and that is a great thing to bring us together.”

The cultural exchange was a way to have a good time, friendly competition, and give both parties insight into one another.

“I definitely think it’s important that we intertwine with foreign nations, especially with the Japanese Sailors,” said Frank Cable Engineman 1st Class Floyd Johnson. “It’s a good way for us to see what they do. See what their culture is like, the similarities and at the same time, some of the differences. I think that we can learn from them just as much as they can learn from us.”

YOKOSUKA, Japan (Oct. 20, 2013) -- The submarine tender USS Frank Cable (AS 40) finished her five-day port visit to Yokosuka, Japan, where Sailors had the opportunity to interact with Japanese culture.Sailors participated in a cultural exchange with members of the Japan Maritime Self Defense Force (JMSDF) where both U.S. Navy and JMSDF Sailors brought food and enjoyed each other’s customs and company.“It gives both sides an opportunity to meet and greet each other and have some fun,” said Interior Communications Electrician 1st Class William Cronin.Cronin also said that each side had the opportunity to talk about their jobs and bond over common traits shared between the two.Frank Cable Sailors were also allowed to experience Japanese culture during their time off the ship.

“We were able to enjoy liberty in Yokosuka and have meaningful interactions with our host ship, the Oyashio class submarine JS Yaeshio,” said Capt. Pete Hildreth, Frank Cable’s commanding officer. “Particularly enjoyable was the picnic and softball game hosted by the JS Yaeshio. We were also able to take advantage of the surface ship simulator at Afloat Training Group Western Pacific, a capability we don’t have in Guam.”The port visit also provided the crew the opportunity to meet Commander, Submarine Group Seven, Rear Adm. Stuart Munsch, who was given a tour of Frank Cable by Hildreth.“Rear Adm. Munsch was able to tour the ship and discuss our repair capabilities with the Sailors who do the work, which I think he found useful,” said Hildreth.

POLARIS POINT, Guam (Nov. 1, 2013) -- The Commanding officer of the submarine tender USS Frank Cable (AS 40), Capt. Pete Hildreth, named the Frank Cable’s 2013 Senior Sailor of the Year (SSOY), Junior Sailor of the Year (JSOY) and Blue Jacket of the Year (BJOY) awardees for both the ship and repair units during a ceremony on Polaris Point pier, Nov. 1.

“To have the opportunity to stand in front of the crowd and accept the honor of SSOY made me feel proud of my team and my chain of command,” said Garza.

Both Garza and Sary said they believed that they were chosen as SSOY for the support they showed their junior Sailors.

“I supported my peers and I supported my fellow shipmates,” said Sary. “I worked very hard to help junior Sailors in their careers.”

Garza added, “You have to take care of your Sailors, work hard and be flexible when adapting to change.”

According to Weekfall, to make JSOY it takes a lot of responsibility and dedication to stand out among peers and be selected for each

award. “To be selected for SSOY, JSOY or BJOY, Sailors need

to work hard and stay motivated,” said Weekfall. “When you work hard, good things happen.”

“Showing up to work on time and doing your job is the bare minimum,” said Sary. “You have to step forward and give 110 percent, work a little longer and always support your leadership.”

All awardees received a Navy and Marine Corps Achievement Medal except for Sary. Sary is still in the race to be named Sailor of the Year for Commander, Submarine Squadron 15 and has the opportunity to be promoted to the rank of chief petty officer if he is

chosen as the Sea Sailor of the Year for Commander, U.S. Pacific Fleet.

All awardees said they were proud of their accomplishments and will continue to be positive examples among their fellow shipmates.

Frank Cable, forward-deployed to the island of Guam, conducts maintenance and support of submarines and surface vessels deployed in the U.S. 7th Fleet area of responsibility.
