As we begin the 2011/12 school year, we are reminded of our ongoing success and areas that still require much focus and attention.

Though we continue to be challenged by reductions in state funding, we remain committed to ensuring ev-ery student receives a quality education in Bethel. Our High Schools That Work and Making Middle Grades Work initiatives focus on engaging students with more rigorous learning, while differentiated instruction and programs like Response to Intervention are helping stu-dents achieve at all grade levels. A new math initiative, grade level teaming on late arrival days, and data driven decision-making are helping us become a strong school district, where achievement is our highest priority.

Beyond academics, our facilities are more supportive of our students’ learning than ever before. We are grateful to our community for supporting the 2006 bond. With your help, Spanaway Elementary will open in a new, beautiful building this year. An expansion of the Pierce County Skills Center, a replacement of Clover Creek, a modernization of Shining Mountain, and the new Bethel Learning Center will be completed very soon.

I am proud of everything we are doing to help children in the Bethel community and I am confident we are on the right track for continued future success. The possibilities are endless.

The Bethel School District designates a “core quality” for each month of the year. These values represent an important part of the district’s character education pro-gram.

This handbook and calendar is an annual publication for parents, community members, staff and students of the Bethel School District. If you have any questions about information in this publication or about other school re-lated matters, please contact our communications office at 253.683.6050. School delay/closure information Weather conditions and other emergencies may cause school closures or delays. If a cancellation or a delay is needed, the district will notify local television and radio stations. Changes will also be announced on the district hotline, 253.683.6001, and on the district website www.bethelsd.org. Families are encouraged to watch or listen to the following stations: KIRO (97.3 FM), KOMO (1000 AM), KOMO TV (Ch. 4), KING TV (Ch. 5), KIRO-TV (Ch. 7) and KCPQ TV (Ch. 13). If no announcement is made, schools will operate on normal schedules.

Emergency early dismissalIn the event that an emergency early dismissal is needed, children will be kept at school until their parents or an authorized adult can come to get them. Staff will remain on duty until all students have safely left the school. Information about the emergency will be available on the district’s hotline 253.683.6001 and website, www.bethelsd.org. In some cases, families may also be notified by phone by the district’s school messenger system. For a copy of these plans, contact your neighborhood school.

Schools may also be promoted through video productions. Families who do not wish the district to use their child’s photo in a publication or video production, should refer to the “Request to Prevent Dis-closure of Student Directory Information” form. Copies are available at your local school.

Notification of security camerasFor the safety of students and staff, the Bethel School District reserves the right to use cameras to monitor and document activities that occur on district buses and on school grounds. Individuals found in violation of district policies may face disciplinary action.

Voter registrationBethel School District is an authorized distributor of voter registration forms. Individuals who are interested in registering to vote can pick up a copy of the form at any of our Bethel Schools or at the Educational Services Center, located at 516 - 176th Street East in Spanaway.

Pesticide notificationAt least 48 hours before the application of a pesticide to school grounds or facilities, the district shall notify interested guardians, parents, and staff of the planned application in writing. The notice shall be posted in a prominent place in the building office in addition to being provided to those who have requested notifica-tion. If the application is not made within 48 hours of the notice, another notification shall be made prior to the application. This pre-notification is not required in the case of emergency application of pesticides to a school facility, such as an application to control sting-ing pests, but full notification shall be made as soon as possible after the application. Pre-notification is not required if the school grounds or facility will not be oc-cupied by students for two days following the applica-tion. Contact 253.683.6085 for additional information.

Technology The Bethel School District provides a wide range of technology resources to advance the educational mis-sion of the district. These resources include the dis-trict’s computers, network, email system, and Internet access. The district’s network is intended to enhance the quality of students’ education and to assist in the collaboration and exchange of information for educa-tional purposes, including instructional activities such

as classroom activities, student career development and research for educational purposes. Use of the district’s network is considered a privilege, not a right. All users must sign a Network Acceptability Use form and conduct themselves in a responsible, decent, ethical and polite manner while using the district’s network.

Family Access Parents and guardians can access a variety of student information through the Family Access portal on the district website. This password-protected system provides current information about atten-dance, schedules and grades, as well as student and family demographics. Please be aware that not all of the Family Access features may be available at all schools. A single Family Access password and user name will work for all children who live in your household, regardless of grade level or school of attendance. Supplemental servicesTitle I and the Learning Assistance Program (LAP) provide instruction for students, supplemental to their regular education program. Educational goals are de-termined for each student and are evaluated frequently through formal and informal assessments. Students are given extra support in reading or math to accelerate their learning, usually in individual or small group set-tings. Parents are notified of student progress several times throughout the year and are strongly encouraged to become involved in their child’s education both in and out of school. ChildfindIn compliance with Washington Administrative Code 392-172-100, this is a notification to district parents about Childfind. Childfind activities are conducted to locate, evaluate and identify students with a suspected disability, regardless of the severity of the disability, who reside in the district. Children from birth through age 5 who have trouble talking, walking, seeing, hear-ing, or following directions, he/she may be eligible for special education services through the Bethel School District. Bethel Elementary Learning AcademyThe Bethel Elementary Learning Academy (BELA) provides online, distance learning opportunities to students in kindergarten through the sixth grade. The program combines home-based instruction with online courses and face-to-face instructions from a certificated teacher. Courses include: math, language arts, his-tory, science, art and music. Late start daysTo help improve student achievement, the Bethel School District will hold several late start days through-out the year. On these days, schools will be delayed two hours to give staff time to meet in teams to collabo-rate across grade levels and/or departments. Time will be used to evaluate student work, compare lessons/strategies and determine ways to better meet students’ needs.

English Language Learner (ELL)Students who do not speak or read English, or who have limited skills in the English language may qualify for the district’s English Language Learner program. Contact your neighborhood school for more informa-tion.

Homeless studentsStudents without a permanent residence can im-mediately enroll in school without proof of residency, previous immunization and school records. They are provided free breakfast and lunch, transportation and school supplies. Qualified students include those who are living on the street, in a shelter, with friends or rela-tives due to lack of affordable housing, in temporary foster care, motels, vehicles, or campgrounds. Washington State assessmentsAll students are now required to take the Measurement of Student Progress (MSP), the High School Proficien-cy Exam (HSPE), and/or End-of-Course Assessments. The MSP is administered to students in third through the eighth grade, starting at the end of April and end-ing at the beginning of June. The high school HSPE exam and End-of-Course testing are offered at various times throughout the year. Successful completion of the HSPE or an approved alternative is still required for graduation. Life threatening conditions Washington state law defines how children with life-threatening conditions will be served. A life-threatening condition is defined as one “that will put the child in danger of death during the school day if a medication or treatment order and a nursing plan are not in place.” Such conditions could include a severe bee sting, food allergies, severe asthma, diabetes and severe seizures. A care plan prepared by a district registered nurse and a medication or treatment order from the child’s licensed health care professional are required before the child starts school. Contact your child’s school for more information.

Meningococcal DiseaseIn compliance with state law, schools are required to notify families about Meningococcal disease, which is commonly referred to as Meningitis. Meningitis is a rare, but serious, life-threatening infection of the brain and blood caused by a bacteria. About 75 people are infected each year in Washington. A vaccine is avail-able that can prevent up to 65 percent of meningococ-cal disease. The vaccine is recommended for children 11-12 years old and is also recommended for unvac-cinated teens and college freshmen that will be living in dorms, or group housing. The meningococcal vaccine is not required for school or college attendance. To prevent the spread of Meningitis: • Practice good hygiene by washing hands regularly,

covering coughs and sneezes, etc.• Do not share items that may spread disease and

other bacteria and viruses, such as eating utensils, glasses, cups, water bottles, drinks, lip-gloss or toothbrushes.

Medication at schoolPrescription or nonprescription medications (includ-ing cough drops) can only be taken at school if there are specific written directions from a licensed health care professional and signed written permission from a parent or guardian. Over-the-counter medications are not kept at school for student use. If your child requires medication during school hours, contact the school.

Human Papillomavirus (HPV) vaccineThe Human Papillomavirus or HPV is a common virus that is spread through genital contact. At least 50 percent of sexually active people will get HPV at some time in their lives. In some cases, HPV can cause cer-vical cancer or genital warts. And, since it often has no signs or symptoms, it can be easily spread. For boys and girls, ages 9 to 26, the HPV vaccine is an effective way to prevent four strains of the disease, which cause 70 percent of cervical cancers and 90 percent of genital warts. The vaccine does not protect against all types of HPV or other sexually transmitted infections. It also does not protect against any type of HPV an individual may already have. Research is underway to determine the length of the HPV vaccine’s effectiveness.The HPV vaccine is given as a series of three shots over a six-month period. HPV vaccine is not required for school entry in Washington. The vaccine is avail-able through doctor’s offices. Providers may charge an office visit and/or administration fee. Student immunizationsWashington state law requires children enrolling in pub-

lic schools to present proof of immunity to specific com-municable diseases. Immunizations shall be provided against hepatitis B, diphtheria, tetanus, pertussis, polio, measles, mumps, rubella and varicella. All students must have documentation of their immunization status on or before the first day of attendance. Exemptions can be made for medical, religious or philosophical reasons. The signature of a licensed health care pro-fessional is required for a medical exemption. Religious and philosophical exemptions require a parent or guardian’s signature. Immunization forms are available at all schools and through the Pierce County Health Department at 253.798.6500.

Student healthOur staff works hard to keep kids safe. If a child becomes ill while in school, the principal, health clerk, secretary or school nurse will contact the child’s par-ents or guardians. For this reason, families are encour-aged to keep their current contact information on file with the school.

Truancy LawWashington State law requires school-age children below 18 years of age to attend school. Parents/guardians should contact the school immediately to excuse all absences and tardies. When a student has unexcused absences, the school may take a variety of actions to improve a student’s attendance, including: conferences, disciplinary action, schedule changes, special program placement or other actions, as ap-propriate.If a student has either seven unexcused absences in any month, or ten unexcused absences during the school year, the school must file a petition with the Pierce County Superior Court regarding the truancies to enforce attendance. A truancy petition is a request to have the court order the student to attend school. If the student disobeys a court order to attend school, this could lead to civil penalties against the student and/or parents. These penalties may include detention for the student in a juvenile facility and fines for parents.

Student Rights and ResponsibilitiesIn compliance with Washington Administrative Code 180-40-225, parents can request a complete copy of “Student Rights and Responsibilities” from their school principal. This document includes student responsibili-ties and duties, student rights, attendance policies, procedures for short-term and long-term suspensions, expulsions and appeals, sexual harassment, bullying, and other prohibited conduct. Family Educational Rights and Privacy Act (FERPA) & Protection of Pupil Rights Amendment (PPRA)The Family Educational Rights and Privacy Act (FER-PA) is a federal law that protects the privacy of student education records. The law applies to all schools that receive funds under an applicable program of the U.S. Department of Education. FERPA gives parents and eligible students (over age 18) certain rights with respect to student’s education records. These include the right to: 1. Inspect and review the student’s education re-

cords. 2. Request an amendment to the student’s records

that the parent or eligible student believes are inaccurate.

3. Consent to disclosures of personally identifiable information contained in the student’s education records except to the extent that FERPA autho-rizes disclosure without consent.

4. File a complaint with the U.S. Department of Edu-cation concerning alleged failures to comply with FERPA requirements.

The Protection of Pupil Rights Amendment (PPRA) applies to programs that receive funding from the U.S. Department of Education (ED). PPRA is intended to protect the rights of parents and students in two ways:1. Ensures that schools and contractors make

instructional materials available for inspection by parents if those materials will be used in connec-tion with an U.S. Department of Education funded survey, analysis, or evaluation in which their chil-dren participate; and

2. Ensures that schools and contractors obtain writ-ten parental consent before minor students are required to participate in any U.S. Department of Education funded survey, analysis, or evaluation that reveals information concerning:a. Political affiliations;b. Mental and psychological problems potentially

embarrassing to the student and his/her fam-ily;

c. Sex behavior and attitudes;d. Illegal, anti-social, self-incriminating and de-

meaning behavior;e. Critical appraisals of other individuals with

whom respondents have close family relation-ships;

f. Legally recognized privileged or analogous relationships, such as those of lawyers, physi-cians, and ministers; or

g. Income (other than that required by law to de-termine eligibility for participation in a program or for receiving financial assistance under such program).

Parents or eligible students who believe their rights have been violated under FERPA or PPRA may file a complaint with: Family Policy Compliance Office, U.S. Department of Education, 400 Maryland Avenue S.W., Washington, D.C. 20202-5920.

Complaint resolutionAny citizen who has a concern about any aspect of the school program is encouraged to make that concern known using the following procedures. These proce-dures are to be followed in all cases except those for which specific communication patterns have been established. In cases of this sort (e.g., placement and program decisions for special education students) the specific procedure should be followed and it is the responsibility of district staff to inform patrons of the complaint resolution process. 1. Contact the school employee closest to the source

of the concern, express the concern, either orally or in writing, and ask for a response.

2. If the response does not satisfy the concerned citizen, an appeal should be made, either orally or in writing, to the immediate supervisor of the employee with whom contact was initially made.

3. If the concern has not been resolved below the as-sistant superintendent or executive director level, the matter should be referred to one of them orally, by appointment, or in writing. Complaint forms are available at the district office at the front desk.

4. At the discretion of the concerned citizen, any matter that has not been resolved at the assistant superin-tendent or executive director level may be brought to the attention of the school board.

Academic accountabilityThe federal No Child Left Behind Act, (NCLB), defines information that school districts must provide families with information about school and academic performance, in-cluding school improvement status, student achievement on state tests, and other related documents. Teacher Qualifications Parents of students in Title 1 designated schools have the right to request information about the personal qualifica-tions of their child’s or childrens’ classroom teachers. Title 1 schools must also notify parents of students who have been taught or are scheduled to be taught for four or more consecutive weeks by a teacher who does not meet the Highly Qualified Teaching requirements as defined by the No Child Left Behind Act. Harassment, Intimidation and BullyingThe district is committed to a safe and civil educational environment for all students, employees, volunteers and community members that is free from harassment, intimidation, and bullying. “Harassment, intimidation, or bullying” means any intentional written, verbal, or physical act motivated by race, color, religion, ancestry, national origin, gender, sexual orientation, mental or physical disability, or other distinguishing characteris-tics (whether the affected individual has the distinguish-ing characteristics or not), when the intentional written, verbal, or physical act: • Physically harms a student or damages the stu-

dent’s property • Has the effect of substantially interfering with a

student’s education • Is so severe, persistent, or pervasive that it creates

an intimidating or threatening educational environ-ment

• Has the effect of substantially disrupting the or-derly operation of the school

“Other distinguishing characteristics” can include but are not limited to: physical appearance, clothing or other apparel, socioeconomic status, gender identity, and marital status. Harassment, intimidation, or bullying can take many forms including slurs, rumors, jokes, in-nuendoes, demeaning comments, drawings, cartoons, pranks, gestures, physical attacks, symbols, threats, or other written, oral, or physical actions. “Intentional acts” refers to the individual’s choice to engage in the act rather than the ultimate impact of the action. Depending upon the frequency and severity of the conduct, intervention, counseling, correction, disci-pline, and/or referral to law enforcement will be used to remediate the impact on the victim and the climate and change the behavior of the perpetrator. Weapons/FirearmsIt is unlawful for any student to carry any firearm or weapon onto any school premises, school-provided transportation, or areas with facilities used exclusively by public schools. Students who violate the firearm pol-icy will be expelled from school for a minimum of one calendar year in accordance with RCW 28A.600.420. Parents must be notified of the planned expulsion and their rights to a hearing and appeal. Release of Directory Information to Military RecruitersUnder the No Child Left Behind Act of 2001, the federal government defines secondary student directory infor-mation as student names, addresses and telephone listings. Local school districts have an obligation to provide student directory information to Armed Forces recruiters. Unless a written request to withhold such a release is made by the parent or eligible student, the district may disclose this information. If you do not want your student’s information released to Armed Forces recruiters, please complete the Request to Prevent Disclosure form and return it to the school. Copies of the form are available in the Stu-dents Rights and Responsibilities Handbook. Second-ary directory information is usually made available to recruiters in October.

Rights and ResponsibilitiesSexual Harassment The Bethel School District strives to maintain a learn-ing environment that is free from sexual harassment. Sexual harassment of any student, staff member or volunteer is considered unacceptable conduct and will not be tolerated. “Sexual harassment” is defined as any welcomed or unwelcomed sexual advances, requests for sexual favors, and/or other verbal, visual, written, or physical conduct of a sexual nature, when: • Submission to such conduct is made a term or

condition of an individual’s employment; or is a stated or implied condition for obtaining an educa-tion, work opportunity or other benefit;

• Submission to or rejection of such conduct is used as the basis for employment decisions or is a fac-tor in an academic, work or other school-related decision affecting an individual; or

• Unwelcome sexual or gender-directed conduct or communication interferes with an individual’s performance or creates an intimidating, hostile or offensive environment.

Sexually harassing behaviors may include, but are not limited to: verbal harassment or abuse, repeated remarks to a person with a sexual or demeaning impli-cation, suggesting or demanding sexual involvement, display of sexually suggestive objects or pictures, stalking, or any other conduct that creates a hostile environment.Any district employee or student who believes that he/she has been subjected to sexual harassment has the right to file a complaint. Every reasonable effort shall be made to maintain confidentiality and protect the privacy of all parties, consistent with the district’s re-sponsibility to investigate and address such complaints. False reports or retaliation for harassment complaints will constitute a violation of district policy.Substantiated charges may result in disciplinary actions or the filing of criminal charges.
