MISSION

CCEDA is comprised of organizations actively engaged in revitalizing California’s neighborhoods, including resident driven community development corporations, local

governments, community action agencies and faith based institutions. CCEDA members produce results through a full range of community building strategies including real estate development-housing, retail and commercial-business assistance and lending,

social services, and job training and creation. CCEDA provides its members a clearinghouse for information and action that advances the field of community

economic development through training and continuing education, technical assistance, and advocacy on public policy.

EXECUTIVE DIRECTOR’S NOTE

Dear Friends and Colleagues,

It is my pleasure to present CCEDA’s 2016 Annual Report.

Since its inception, CCEDA has focused on innovating new and creative community economic development strategies to leverage local resources and empower locally-based organizations to more effectively serve their communities.

In 2016, CCEDA continued this important work by providing continuing education and technical assistance services, including 275 days of cumulative technical assistance services to community economic development organizations; in-depth training sessions that reached hundreds of practitioners; and, together with our partners at the local, state, and federal levels, advocated for the protection and expansion of key community economic development financing tools. While plenty of challenges still lay ahead, we are proud to highlight the important work CCEDA and our allies have achieved in 2016.

My sincere thanks to our sponsors, who make all of our work possible and to our many partners who broaden and amplify our work. Together, we have accomplished great things and we look forward to many more successes in the year ahead.

2016 IN SUMMARY

In 2016, CCEDA’s service and programmatic activities continued to focus on innovation and advancing the field of community economic development. CCEDA’s network of locally-based organizations continues to seek innovative solutions to augment their resources.

CCEDA’s three programmatic areas – Continuing Education, Direct Technical Assistance, and Policy, Advocacy, and Research – work in coordination to support the community economic development field.

In 2016, CCEDA helped secure expansion financing for RecycleForce electronic recycling, a social enterprise that trains previously incarcerated individuals in Indianapolis, IN, where 1 in 7 are currently under supervision of the corrections system.

CONTINUING EDUCATION

CCEDA shares innovative best practices that inform, support, and build on local resources. CCEDA’s nationwide relationships with many of the strongest community economic development organizations and its public and private sector funding resources provide access to the newest and latest project and financing strategies.

CCEDA also develops and provides capacity building tools and resources, online reference materials, and training sessions for community economic development organizations and practitioners.

CCEDA’s annual Teaching and Learning Conference brings together hundreds of community economic development practitioners every year.

CONTINUING EDUCATION

In 2016, CCEDA:

• Conducted and participated in 14 training sessions on current community economic development topics, reaching 415 practitioners around the country.

• Organized two sold-out, special trainings on Enhanced Infrastructure Financing Districts (EIFDs), a new financing tool for California.

• Co-sponsored and participated in five webinars covering diverse topics including using the Community Reinvestment Act to fund work, managing debt in real estate projects, and development of fresh food projects and kitchen incubators.

• Distributed ten newsletters with news from the field, funding opportunities, and training sessions for CCEDA members.

• Made resources available to the field, including our Community Economic Development Dictionary, comprehensive “how-to” guides, and case studies to share best practices in the field.

DIRECT TECHNICAL ASSISTANCE

CCEDA provides direct technical assistance, as well as on-demand assistance through the 911 Call Center to move specific CED projects forward.

CCEDA currently provides direct technical assistance services to 70 organizations.

The Fresno Food Hub is located in the first two floors of this parking structure. The building is owned by the City of Fresno and is the southern anchor of the Fulton Mall revitalization effort. The first floor (25,000 SF) will be a public market and the second floor (same SF) will include value-added food production and a culinary training program.

DIRECT TECHNICAL ASSISTANCE

In 2016, CCEDA:

• Provided direct technical assistance to 29 community economic development organizations on 34 active projects, including 19 projects in California and 15 projects in other parts of the country.

• Continued to assist 41 client organizations on various community economic development issues and projects.

• Provided more than 275 cumulative days of direct TA.• Added four new organizations as technical assistance

clients.

PUBLIC POLICYADVOCACYRESEARCHCCEDA works to expand the knowledge and influence of community economic development organizations and practitioners through public policy analysis, research, and advocacy.

As the community economic development field evolves, CCEDA continues to advocate in partnership with statewide and national leaders for policies that expand access to economic security and support healthy neighborhoods.

PUBLIC POLICY, ADVOCACY, AND RESEARCH

In 2016, CCEDA:

• Continued to advocate for protection and expansion of critical community economic development programs and funding sources at the state and federal level.

• Worked in collaboration with the California Association for Local Economic Development (CALED) and other state advocates to support CED programs and initiatives in California.

• Supported California AB 1335 (Atkins), which proposed the establishment of a permanent funding source for affordable housing in California.

• Organized training sessions on new California State financing tools and regulations for CED practitioners and local governments.
