GREEN GROUP AMENDMENT TO: Revenue and Capital Budgets 2010/11 (Revised), 2011/12 (Budget) and 2012/12 (Forecast) Key Decision 1. Executive summary 1.1 This report sets out amendments proposed by the Green Group to

the overall set of budget proposals which were agreed by the Executive at its meeting on 20 January 2011, for recommendation to Council on 17 February 2011, subject to changes proposed by the Executive following the publication of the Final Settlement.

1.2 The papers included here reflect the appropriate updates to the

Budget-Setting Report, Version 1 as updated at Strategy and Resources Scrutiny Committee on 17 January 2011 and the Executive meeting on 20 January 2011.

1.3 The appendices to this report present the Green Group budget

proposals in relation to specific budget items as follows :

(i) to add certain new items with consequential changes to revenue implications,

(ii) to delete certain proposals with consequential changes to

revenue implications

(iii) to increase the net revenue contribution to fund certain capital plan items

(iv) to use capital funding available to establish “Cambridge’s

Green Deal”, a programme for insulation and energy efficiency project for households in the City. This initiative is

aimed at reducing residents' energy bills, and at the same time reducing Cambridge's carbon footprint.

1.4 In preparing this amendment, the Green Group notes that Council

General Fund Reserves will change significantly from the Executives’s proposals, enabling the Authority to achieve the five core objectives behind the Green Group amendment, which are: (i ) to retain jobs

(ii ) retain service provision levels in the City

(iii ) to restore cuts made in grant funding

(iv ) to implement a range of targeted initiatives to address challenges faced by Cambridge residents, and

(v ) to do this by reducing the proposed level of Council General

Fund reserves over the period to a level that is considered sustainable over the longer-term (target level of £3.75m)

2. Recommendations 2.1 Changes to recommendations are highlighted in italics. Recommendations of the Executive to this Council, as agreed at their meeting on 20 January 2011, are amended as follows: Revenue Budgets 2011/12

3. Council Tax

3.1 No changes are being proposed by the Green Group. 4. Capital funding from Revenue 4.1 The Green Group are proposing that items identified in [Green Group

Amendment] Appendix 1 are funded from net additional revenue contribution to capital as identified in the recommendation.

4.2 In addition, the Green Group are proposing to use capital funding

available to establish “Cambridge’s Green Deal”, 5. Changes to the Housing Revenue Account (HRA) 5.1 The Green Group are proposing deletion of the Solar capital scheme

saving £208k of capital funding and reallocating this to pay for revenue items as identified in [Green Group Amendment] Appendix 1 [Appendix Q, page 259, refers] with a net saving over the period of £2,860 returning to balances.

Cambridge's Green Deal is an insulation and energy efficiency project for households in the City conducted and carried out by Cambridge City Council's workforce, to reduce residents' energy bills, and at the same time reduce Cambridge's carbon footprint thus meeting Cambridge's sustainable city objectives. The expertise of Cambridge's scientific community, will be drawn on via an energy audit of households, to asses the areas of the City in most need of such upgrading so as to determine an equitable starting point for the project. What is this template for?

Completing this template will help you to think about what the impact of existing or new strategies, policies, plans, projects, contracts, major changes in services or decisions may be on service users, residents and staff. It will help you to deliver better services by making sure that, as far as possible, they reflect the needs of all our citizens, and of our staff.

When do I need to do an Equality Impact Assessment?

You only need to do an Equality Impact Assessment if your strategy, policy, plan, project, contract, major change in service or decision is relevant to equality. The ‘relevance test’ in the General Guidance notes will help you to decide whether your activity is relevant to equality. The assessment is now a single stage rather than a three stage process as previously.

How do I use the template?

The template is easy to use. You do not need to have specialist ‘equalities’ knowledge to complete it. It asks you to make judgements based on evidence and experience. There are guidance notes to help you complete this template, which you can refer to. We anticipate that fewer people on low incomes will use City Council car parking facilities and people on low incomes may have their choices around arrangements for cremation and internment reduced. Yes – the Parity Fund project will help communities and individuals on low incomes, and vulnerable groups in gaining more facilities and activities. Cambridge’s Green Deal will also help those with high household energy bills to reduce these, and give more disposable income to them.

If yes, please indicate which groups will be affected and what the impact will be… The removal of the budget for the work relating to Travellers and the identification of a Travellers site in the city could adversely affect the progress of this project, possibly delaying the provision of a site and requiring continuing expenditure on eviction arrangements for illegal encampment into the future. The deletion of the Project Support officer post which has primarily been involved in taking forward the corporate equalities agenda may have long term implications for the extent of the support the corporate centre can give to the organisation of events celebrating equalities days/months and the production of publications such as the Guide to Services for Older and Disabled People and the Pink Guide. The closure of Roman Court and Seymour House are likely to have a medium term impact on those people who are decanted whilst refurbishment takes place but in the longer term the refurbishment will be advantageous to disabled people and older people on lower incomes. Reduction of Open Doors to a half yearly publication may mean that some residents may miss information pertaining to rent arrears. NO – Maintaining leisure grants, and EIP budgets as they are, and not cash limiting them will mean that groups are not excluded. The Parity Fund, and Cambridge’s Green Deal will also add positively to inclusiveness, and equality in the City. Making Drummer Street Toilets free of charge will allow homeless people to use their money elsewhere, other than being charged for toilet use, and upgrading toilets city-wide, including in disadvantaged wards, making them disabled-accessible will increase equality and promote inclusiveness in the City. Retention of jobs in Independent Living Services will mean better service provision for the vulnerable.

Mitigation Arrangements In considering the potential savings to be made Executive Councillors took the decision not to charge for domestic cockroach/mice/rat de-infestation, as this would have disproportionately affected those people on low incomes. They also decided not to maintain the out of hours dog warden service fee at £45 rather than increase it to £90 as requested by officers. The Executive Councillors also agreed that the rate of increase in the fee for discounted, out of peak time cremations (early morning, late afternoon) would be less than the standard rate increase to provide a more affordable option for people on low incomes. The Women and Homelessness Grant was removed as this organisation has now been taken over by a larger organisation and the original purpose of the grant has been lost. A review of utilities costs at Sheltered Housing schemes has lead to savings, some of which will be used to pay for specialist cleaning and improved health and safety measures that will benefit residents and staff. Roman Court is to be refurbished as a specialist home for disabled people. Seymour Court will be converted to provide 21 new affordable homes for older people. Open Doors reduction in publication is not anticipated to have a large impact, as there are other ways of communicating arrears information to tenants.
