OBJECTIVES

• Aims to influence change and obtain commitment and support from various stakeholders to make barangays free from child labor

• To move out child laborers from hazardous work and to prevent other children-at-risk of becoming child laborer

LEGAL BASISLEGAL BASIS

• It is the policy of the State to provide special protection to children from all forms of abuse, neglect, cruelty, exploitation and discrimination, and other conditions prejudicial to their development, including child labor and its worst forms;

• DILG Memorandum Circular 2011-133All Local Chief Executives (LCEs) and the Local

Sanggunian shall ensure that programs, projects and activities that will eliminate the Worst Forms of Child Labor are included in their respective Local Development Plans and formulate local legislations/laws to address child labor concerns

INDICATORS OF A CHILD LABOR-FREE BARANGAY

• No child below 15 years of age works, unless in the two (2) exemptions under Republic Act No. 9231– The child works directly under the sole

responsibility of his/her parents or legal guardian– The child’s employment or participation in public

entertainment or information is essential

INDICATORS OF A CHILD LABOR-FREE BARANGAY

• No child below 18 years of age is engaged in the worst forms of child labor as specified under Republic Act No. 9231

• Working children 15 to below 18 years of age work within the allowable hours of work and are paid the prescribed wages

INDICATORS OF A CHILD LABOR-FREE BARANGAY

• All children of school-age are attending formal school or alternative learning sessions

• Parents have economic activity to support the needs of their children

• Presence of functional Barangay Council for the Protection of Children (BCPC) which monitors any incidence of child labor

INDICATORS OF A CHILD LABOR-FREE BARANGAY

• Reports on incidence of child labor are immediately acted upon

• Local ordinances or resolutions to address child labor concerns are implemented

• Child labor concerns are included in the local development plan

A. Establish functional information system 1. Masterlist children in the barangay/maintain

information on children who are not attending school and those who are engaged in child labor

2. Conduct mapping of existing service providers in the barangay

B. Institutionalize and strengthen partnership 1. Establish or maintain a functional Barangay

Council for the Protection of Children 2. Obtain active community participation

through the formation of community watch groups or designation of barangay residents who can act as child labor monitors

C. Provide access to services 1. Facilitate the return-to-school of children who

are not attending formal school or alternative learning sessions

2. Facilitate access of families of child laborers to skills training and livelihood assistance for income-generating projects

D. Mainstream child labor agenda 1. Include the concerns of child labor in the

barangay development plan and allocate budget for the implementation of necessary projects and activities

2. Pass and implement ordinances and/or resolutions for the prevention and prohibition of child labor

E. Conduct advocacy activities 1. Conduct awareness raising campaigns on anti-

child labor law and other child-protection laws 2. Conduct parent effectiveness/responsible

parenthood/ family development sessions

F. Strengthen enforcement and compliance to laws

1. Ensure compliance to RA 9231, RA 9208 and other child protection laws

2. Immediately act on reports of child labor incidence

3. Collaborate with proper authorities the rescue of child laborer(s) and provision of appropriate post-rescue services
