Existing industrial land located along the riverfront provides an opportunity for alternate uses which capitalises on the area’s access to transport and open space. The Canterbury Masterplan (former and outdated Canterbury Council plan: Riverfront Precinct) has been prepared to guide the future of this centre. Given the strength of Campsie centre, opportunities should be considered for linking these centres such that they complement, rather than compete with each other. The future of the Racecourse needs to be considered.

The recommendation produced (#5) is of Department of Planning and Environment and council responsibility, with its primary action to “ensure this outcome is supported in the Sydenham to Bankstown Urban Renewal Strategy.” Canterbury metro station will provide an impetus for new employment and should be the location of all office floorspace along the Canterbury Road corridor and within its seven junction centres (Canterbury Town Centre is a junction). Due to geographic constraints, Canterbury metro station is the only opportunity for such cluster of office floorspace, and the Department of Planning must consider this opportunity within the

town centre.Canterbury Racecourse can achieve a decently sized cluster of office floorspace for the Canterbury – Bankstown region.

- The proposed accessibility benefits arising from the metro line will have significant positive impact on the future of employment uses on Canterbury Racecourse. There’s significant demand for small and medium sized office floorspace, only a few major anchors can enable the operation of a successful business park in Canterbury.

- As Sydney CBD continues a residential boom, office floorspace opportunity

will be lost. Due to such boom and rising rents, Canterbury offers opportunity for decently affordable option for agglomeration of businesses. Within the broader Inner West, Canterbury – Bankstown and South market, there are large gaps in the supply of office floorspace. Only Rhodes (which is already constrained and limited in terms of size) is accessible, whilst the South lacks complete 30 minute access to this area. Canterbury Racecourse is 35 hectares of opportunity, at the junction of three Sydney regions and a metro line and major arterial routes, A34 – Canterbury Road, easy access to A4 – Parramatta Road, A22 – Hume Highway and easy access from Sydney CBD via City West Link, Frederick St and Milton St.

Employment creation is essential to support population growth, with Campsie as being a district level strategic centre in the Greater Sydney Commission South District Plans. However, the importance of Canterbury as a centre which should complements Campsie and has a single large parcel of land on the racecourse site. This opportunity site has been outlined to capitalise on its strategic location, significant size of land (in single ownership) and transport upgrades to accommodate a business park.

- Future directions for Campsie: maintain and expand as a regionally significant retail district

- Future directions for Canterbury: Implement business park on the current

Canterbury Racecourse site to complement Campsie as a commercial/business hub

The meagre 8,700 jobs being planned for the corridor, with only 398 net additional employment proposed for Canterbury is insufficient, disregarding an employment strategy to promote business park use on Canterbury Racecourse. As the region pronounces ‘Canterbury – Bankstown’, Canterbury should also be an economic powerhouse; a key centre for employment creation and economic development servicing the Eastern section of the region, as well as the Inner West and St George/South areas.

- There is high demand for commercial floor space in Canterbury, highlighted in AEC’s employment lands analysis. With current demand rising, and forecast to increase dramatically as a result of at least 35,000 dwellings proposed, at least 4000 in Canterbury, business parks are feasible, and will meet future business and employment demands generated by unprecedented population growth.

- On page 12, the North West Rail Link Corridor Strategy outlines jobs growth

in the order of 49,500 whilst total number growth dwellings will amount to 28,800 by 2036. This represents a ratio of 1.71875 jobs per dwelling whilst Sydenham to Bankstown urban renewal corridor has 8,700 jobs proposed for 35,400 new homes, representing a ratio of 0.24576 jobs per dwelling. The dramatic contrast in jobs growth between these 2 regions exacerbate the need to investigate Canterbury Racecourse as a business park site. It may have similarities with the the existing Norwest Business Park, however smaller in scale and size with potentially different industries. Such rezoning to medium to high rise business and commercial uses on Canterbury Racecourse will supply thousands of much needed employment for this corridor.

- According to ABS Census data, unemployment for the suburb of Canterbury

was 7.1% in 2011, with City of Canterbury – Bankstown at 7.8%, much higher than median unemployment rate for Greater Sydney at 5.7%. Unemployment rate will forecast to grow if only 8,700 jobs will be created along this corridor. There is a rising demand for skilled-based jobs in Canterbury, however this demand is not being met with supply. Canterbury Racecourse presents as a catalyst for jobs growth; it will increase the jobs to dwelling ratio as it will have the capacity to generate thousands of new jobs subject to masterplanning.

Social Infrastructure Study) o Canterbury: 6.7% o Campsie: 9.7% o Belmore: 8.4% o Lakemba: 11.7% o Wiley Park: 11.3% o Punchbowl: 10.1% o Bankstown: 10.9%

- Many suburbs along the centre and western portion of Sydenham to Bankstown corridor have high unemployment. This is partially because of lack of access to local employment, with very limited job opportunities in Canterbury-Bankstown. This is exacerbated by the declining industrial and manufacturing industries in Canterbury and has resulted in hundreds of jobs losses in these employment sectors. Thus the corridor strategy must place emphasis on higher job targets, enabled by business park style employment creation on Canterbury Racecourse and surrounds. Campsie will continue to be a strategic, district and regional level retail centre whilst Canterbury is a destination for employment in emerging industries other than Campsie’s retail and medical strengths.

- Diversity of uses including science, medical, technological and educational related, rather than cookie-cutter ground floor retail and residential ‘mixed-use’ development.

Recommendations:1. Canterbury Racecourse be rezoned for employment and business park

uses, in line with the directions outlined in Towards 2032 Economic Development & Employment Strategy and Canterbury Road Review (2017).

2. A new separate masterplan for Canterbury Racecourse to include a mix of industries potentially including technology, science, health/medical, research and a university all of which can take advantage of a new business park.

3. Through significantly increased employment capacity on Canterbury Racecourse, increase the number of jobs to achieve a job to dwelling ratio that is close to 1 job per dwelling for Sydenham to Bankstown corridor and consequently achieve more sustainable planning.

4. Investigate the possibility of a net additional 8,000 jobs on Canterbury Racecourse, subject to masterplanning, building heights and densities.

5. Oppose any intense residential development on the Canterbury Racecourse site, however support a new retail presence on John Street, with the rest of the Racecourse rezoned for Business Park.

- Generally support for retail axis shift from the traffic heavy Canterbury Road to Robert and Jeffrey Street, however Broughton Street and John Street should also be recognised of accommodating retail uses on podium levels.

- What design changes and improvements to these existing streets will be

made to support retail and commercial offering?

- Note: design issues with existing streetscape: including the narrow nature of pedestrian footpaths, undesirable streetscape pavements, poor street and pedestrian lighting.

- The architectural design review by Tribe Studios (Page 13, Canterbury Station

Precinct) proposes a ‘public square located on the northern side of the new station entry.’ This recommendation by the architecture firm is generally supported but is not included on the land use plan map.

Recommendations:

1. Expand the retail axis to Broughton Street and John Street to form a retail grid rather than a linear retail street.

2. Provision for a public square at the new metro station entrance in Canterbury and the existing entrance

3. Create an appropriate domain and streetscape landscaping plan to deliver retail and commercial uses on Robert, Jeffrey, Broughton and John Streets with essential street lighting, essential pathway widening, road upgrades, street furniture and open plazas. Investigate the potential pedestrian-only open plaza for the whole of Robert Street.

4. Capitalise on the design interface between buildings and streetscape to ensure a quality, attractive urban outcome. Podiums of 3 to 5 storeys facing the street with slender tower form set back above.

- Cooks River needs integration with future station, retail district and commercial areas, including any development on Canterbury Racecourse

- Existing river health is unsustainable. The Cooks River foreshore unattractive and requires extensive improvements to stimulate vibrancy for all users, pedestrians, runners and cyclists

- The pollutants and silt on the river bed requires attention. It currently poses as

a significant visual and smell deterrent, where residents, pedestrians and cyclists are affected by horrible smell and lack of cleanliness.

ThefollowingrecommendationshavebeenputforwardforCooksRiver:

1. Sculpture and art along blank walls facing the Cooks River on existing development (Charles Street development)

2. Create visual interest on the Cooks River foreshore 3. Ensure future development on Close St and Canterbury Racecourse actively

responds to the Cooks River in a vibrant manner, unlike poor design considerations which have created dead-zones along Charles St/Cooks River

4. Landscaping treatment between river edges and town centre the encourages connection between recreational and sporting amenities with retail and commercial uses North of the station.

5. Activate frontages along Cooks River to create a potential day and night-life economy

6. Extra funding to support the ‘Fine Grain Analysis’, adopting all design principles highlighted in the report for Cooks River.

7. Build a new ‘Arts and Culture’ facility around Cooks River

- There is no detail on which specific routes will experience increased frequencies

- There is no new rapid bus route that connects existing and future

development along Canterbury Road to Canterbury Station despite more than 1,000 dwelling approvals along Canterbury Road.

- Existing bus routes 413, 428/L28, 444, 445, 487 and 491 all serve the

catchment area of Canterbury Station. All the above bus routes would require increased service frequency to cater for the expected population boom.

- Frequency increases for Canterbury are not shown on the Sydenham to

Bankstown Roads and Public Transport actions map, despite acknowledge increased bus frequency.

Recommendations:

1. Increase key cross - region bus routes (Route 491) to a peak hour frequency of a bus every 5 minutes. Emphasis on important North - South connections that are not served by the metro rail.

2. Improved bus services to Ashfield, Bankstown, Bays Precinct, Burwood, Hurstville and Parramatta Road.

3. Introduce a rapid bus route/feeder bus route along Canterbury Road (from Bankstown CBD to Sydney CBD via Canterbury Road, Canterbury Metro Station, New Canterbury Road and King St, Newtown). It should roughly run parallel to route 487, however is a direct route that feeds communities in high-rise developments along Canterbury Road corridor to Canterbury station for interchange with metro and North – South buses.

4. Increase frequencies across all other existing bus routes (Routes 413, 428/L28, 444, 445, 487).

5. Include the stated bus frequency increases (action T2 in Canterbury Station Plan) on the corridor – wide Roads and Public Transport Actions Map for Sydenham to Bankstown.

SchoolsandEducation Government announces funding for Canterbury South Public School Upgrade. However the amount of funding is unclear and what is being upgraded is unclear as well as future enrolment capacity. The plan does not provide any strategic guidance on the location of new or extensions to existing educational institutions. No proposal for a new tertiary education institute along the Sydenham to Bankstown corridor. There’s a TAFE college in Bankstown and a Western Sydney University Campus in Milperra. However WSU Bankstown Campus in Milperra is located well outside of the Sydenham to Bankstown urban renewal corridor. Access to the campus is limited from suburbs along the line, especially those East of Bankstown as it is more than 3 km south west of Bankstown. A tertiary institute gap amongst densely population suburbs in from Wiley Park to Marrickville is to be noted. A potential opportunity for a campus on Canterbury Racecourse exists, and could potentially integrate with a new employment centre (as recommended above). A new tertiary institute can service the Inner West, Canterbury – Bankstown and Southern Sydney. No funding for primary and secondary public schools including Canterbury Public School, Canterbury Boys High School, Canterbury Girls High School and Ashbury Public School. The plan does not provide any strategic guidance on the location of new or extensions to existing educational institutions. There will be at least 4000 additional dwellings proposed for Canterbury, yet the strategy state’s investigation of a potential site for a school. Clarification is needed for exact location of new school, with concrete plans for government acquisition of land to allow for such high-rise school to be built.
