The purpose of the Capstone Project is that a student demonstrates the ability to identify and solve a real-world problem in

ways that use a substantial amount of knowledge and skill acquired through the

Plan of Study coursework.

Enormous economic value in coal but…

The resettlement process often causes problems;

Private life and the social structures are highly assessed values;

Resettlement requires social responsibility and high levels of acceptance by all concerned parties;

Therefore, the approach must be interactive;

Involves active participation of the affected inhabitants;

Vattenfall Europe Mining AG from Germany: fourth largest power producer in Europe with extensive experience in the resettlement process;

Three Gorges Dam in China: one of the biggest hydropower-complex projects in the world, and perhaps most controversial development-induced displacement project in the world;

Serbia with similar lignite deposit conditions in Kosovo: resettlement process carried out by the company extracting coal

new indebtedness based on the existing property;

Maintaining and supporting of activities of clubs and associations;

Strategic concept for tenants with socially acceptable rents;

Maintaining and continuing of small enterprises;Resettlement within a short period

Three Gorges Project (TGP) the biggest hydropower project in the world;

Total period of construction is 17 years divided in three phases;

As of 13 October 2007, an estimated 1,400,000 citizens have already been displaced and have settled in neighboring areas with governmental aid;

The resettlement process completely managed by the Government of China;

The Government showed the ability and the will to complete such a huge project;

However the corruption and violation of human rights have occurred frequently throughout the process

Initial expropriation started in November 1985 ;

Four villages with around 1300 residents to be resettled;

Process is managed by Elektroprivreda Srbije (EPS);

Previous resettlements generally positive;

Necessity to resettle entire village because of mining operations;

The land expropriation hasn’t been completed yet;

Mining operations will approach first houses in 2010/2011

The process is managed by the Project Implementation Unit of the Ministry of Environment;

The International Financial Reporting Standards (IFRS) used for calculation;

The costs of coal at 12% IRR come to 7.51 EUR/t

The resettlement costs include the following:

Households with garden land Public Facilities Infrastructure within the villages Substitute measures outside the villages Land claim (farm land)

Total estimated cost around 130 million Euros over a period of 30 years;

Corresponds to 0.24 €/t or 3-4% of the cost price;

Referring to the households: ca. 178.000 € or 25,000 € per person until 2038 (5,200 inhabitants)

Costs are determined on the basis of previous resettlement process, comparisons with other cases and recalculations for the purposes of the Capstone Project

Planned resettlement of locations is a lengthy process;

Joint resettlement of a village would take at least 8 years;

Alternative options for faster resettlement:Cash compensation for assets and landRelocation to collective housing (apartment);Land for compensation within the municipality

Inventory taking, contract negotiations and conclusion of notary contracts for land swap with the private owners

Structural building measures for private owners, collective housing (apartments) and council housing

Kosovo needs to apply widely known tools and procedures for a sound and acceptable resettlement;

Because of time pressure, pragmatic solutions must be found to carry out the resettlement;

The future plans for the purpose of sustainable development of the country need to be properly communicated to the people affected;

Integration of affected people before, during and after the resettlement

The company operating with lignite extraction shall be fully responsible for the entire resettlement;
