    Teen parties go viralBY CATHERINE WATSON

    CASEY and Dandenong police are battling asurge in out-of-control parties often promotedthrough social media and attended by hun-dreds of drunk or drug-affected young people.

    Acting Senior Sergeant Brendan Michael,head of the safer suburbs taskforce based atDandenong, said an increase in alcohol-fuelledviolence in the city was matched by anarchyin the suburbs.

    He said most of the parties were organisedthrough Facebook, which heightened the risks.

    His comments come as police considercharges against a Pearcedale youth who organ-ised a pre-Christmas party that ended withabout 300 youths in the street.

    Neighbours estimated that well over 1000people attended the party, held in MiddleRoad on Friday, December 21. Several policeunits assisted by the police helicopter.

    Suburban Facebook parties are becomingquite the rage, Senior SergeantMichael said.

    Weve identified a couple of groups we

    know who target these parties and offer tohelp organise them.

    They advertise their services on Facebook,it becomes common knowledge and there isthe potential for gatecrashers and conflict.

    When you have hundreds of young peopleseverely intoxicated or affected by drugs, itquickly descends into complete anarchy.

    He said such party-goers were often aggress-ive, irrational and violent and respondingpolice had been pelted with rocks and bottles.

    Those people will be held accountable.They can be charged with affray or causingriotous behaviour.

    The state government is considering follow-

    ing the lead of Western Australia, where partyorganisers are held responsible not just forcriminal damage but for police costs in attend-ing out-of-control events.

    Weve had 10-12 units at some parties. Itsalso tying up ambulance services, particularlyon Friday and Saturday nights, Acting SeniorSergeantMichael said.

    He said his unit was proactive with parties.If we see a lot of kids moving in a general

    direction we know something is happening.We find out what the party is for, whether

    they have security, and remind them of theirresponsibilities and the consequences of beingheld accountable for damage and injuries.

    He said people could be charged with publicnuisance offences, as well as property damageand offences under Environment ProtectionAuthority regulations.

    Acting Inspector Steve Wood said officersresponse to such events could include thepolice air wing, canine unit, critical incidentresponse team, the safer suburbs taskforce andbrawler vans.

    The City of Casey could be a model society of toler-ance and social cohesion, so I am astonished that anelected councillor should encourage negative atti-tudes towards Islam.     CRANBOURNE East residents who helped fighta recent grass fire with buckets and hoses did agreat job but risked serious burns or even deathbecause of the unsafe way they were dressed, asenior fire officer says.

    The residents backed up fire crews battling toextinguish the fire threatening houses in Thun-derbolt Drive last Thursday week. But manywere wearing only shorts and thongs, whichoffered no protection from the flames or radiantheat.

    People need to ensure theyre adequatelydressed, senior station officer Darren Padgettsaid. Grass fires can move very rapidly. Some-times theres a significant amount of heat in theground even after the fire passes.

    He said the fire burnt about a hectare andcame within 10metres of houses on a new estate.

    It was very lucky it was the day before theheatwave. If wed had the wind we had the nextday it would have been a significant issue.

    Police are seeking help from the public in rela-tion to the blaze, one of two suspicious fires inthe area within an hour. Six fire trucks attendedthe first, in a storage shed and portable class-room associated with the Sikh temple in Evans

    Road, Lyndhurst, about 3pm. About 4pm, whilecrews were still battling that blaze, the alarm wasraised at Thunderbolt Drive.

    Crews attended from Cranbourne, Skye,Hallam, Hampton Park, Clyde, Devon Mead-ows, Berwick, Narre Warren North and NarreWarren. It took until 8pm to extinguish the fire.We had to make sure it was completely outbecause the next day was a day of total fire ban,Mr Padgett said.

    Detective Senior Constable Jacinta Cowton ofthe Casey crime investigation unit said policewanted to speak to anyone who saw anythingsuspicious before or after the fires.

    They would also like to speak to a man seenusing a smartphone to film the Evans Road fireas they believe the footage may be useful to theinvestigation.

    Police are also investigating a grass fire in Dan-denong South the following day. The blaze began

    at the end of Obec Mews just after noon. Fannedby a strong northerly, it travelled across the Dan-denong Bypass, where it burnt four hectares ofgrassland before it was brought under controlabout 3pm. At the height of the blaze, palls ofsmoke drifted over Cranbourne, Lynbrook andLyndhurst, sparking many calls to triple-O fromalarmed residents.

    Airconhazards

    A RECENT fire in an airconditioning unit inCranbourne should serve as a timely reminder tocheck units, firefighters say.

    Senior station officer Darren Padgett said theevaporative unit caught fire when it was switchedon. The owner was able to vacate the house andthere was limited damage.

    Mr Padgett said several fires had occurred inunits that have been the subject of product recalls.The units in questionBrivis Contour evaporativecooler and Brivis Profiler evaporative coolerwere installed between August 2001 and October2003. Brivis has urged people not to use the unitsuntil the rework can be completed.

    FLOWERS taped to a burnt tree andyellow tyre marks painted on theSouth Gippsland Highway by invest-igators mark the site of Victorias firstroad fatality for 2013.

    Ashley Appleton, 19, died about3am onWednesday, January 2, whenhis car smashed into oak trees oppos-ite Cranbourne police station.

    Acting Sergeant Daniel Wood saidwitnesses had seen Mr Appletons cartravelling at high speed throughCranbourne. Police believe he wasattempting to overtake another vehi-cle just past the Sladen Street inter-section when he lost control and hitthe median strip.

    The car crossed the road and hit atree, bursting into fire on impact. MrAppleton died at the scene.

    Police, CFA, SES and ambulancesattended. The road was closed totraffic until the following afternoonwhile police investigated.

    Tributes left at the site last weekpraised a wonderful person whowould be sorely missed.

    AN HMAS Cerberus naval trainingbase officer has been officially pun-ished for wearing service decorationshe wasnt entitled to and falsely claim-ing to be a returned serviceman.

    But Lieutenant Commander BrianFerries punishment cannot berevealed as the hearing was heldprivately, a Defence Departmentspokesman told the Weekly.

    As opposed to a general court mar-tial which is a public hearing, Sum-mary Authority hearings are notpublic. As such, and under Defencesobligations under the Privacy Act1988, no further detail can be provid-ed about the penalty.

    The spokesman confirmed thatLieutenant Commander Ferrie wasconvicted under the Defence ForceDiscipline Act of five charges ofimproper use of service decorationslast year [and] a punishment withinthe Superior Summary Authoritys

    power was imposed upon him. Lieu-tenant Commander Ferrie is pro-foundly sorry and has apologised forhis actions.

    CASEY Council inspectors seizedseveral dogs from a Cannons Creekproperty last month in a continuingcrackdown on alleged illegal puppyfarms.

    Inspectors also ordered veterinarytreatment for a number of horses at theproperty, which they visited on Decem-ber 20, accompanied by police.

    Casey community safety managerCaroline Bell refused to say what waswrong with the horses or how manydogs had been seized as the case was stillunder investigation.

    Pending the outcome of the investig-ation, charges may be laid and thematter referred to the courts.

    She confirmed the council was invest-igating a number of unregistered animalbusinesses for breaches of the DomesticAnimals Act, Prevention of Cruelty toAnimals Act and Code of Practice.

    A Tooradin man pleaded guilty in theDandenong Magistrates Court lastmonth in the first case brought underOscars Law, designed to stamp outpuppy farming.

    Derul Van Hollis and his businessDemfield Pty Ltd faced 115 chargeseach for breaches of the Code ofPractice for the Operation of Breedingand Rearing Establishments andDomestic Animals Act. Sentencing isscheduled for February 28.

    Casey Council is also investigating anunregistered domestic animal businessin NarreWarren.

    RSPCA inspectors visited theproperty in November and councilinspectors on January 3 to ensure thedogs had adequate water and shelter.

    A representative of the AnimalCruelty Hotline, Barrie Tapp, lastmonth said City of Casey was settingthe standard for prosecutions overanimal cruelty.

    ITS raining cats and dogs at the RSPCA Pen-insula shelter after a flood of strays andunwanted Christmas gifts.

    Senior animal attendant Rebecca Dobsonsaid January was the busiest month for thePearcedale shelter.

    Between Boxing Day and January 7, 58animals were surrendered by either their own-ers or members of the public who spottedstrays.

    After Christmas we get a lot of animalscoming through that have been gifts thathavent worked out, Ms Dobson said.

    We also get a lot of people going on holidaywho surrender their animals or who are strug-gling financially over the Christmas break.

    While dogs and cats are the most commonreturnees, the shelter has also been handedgoats, sheep, rabbits, guinea pigs and even,last week, a large duck.

    Ms Dobson said the influx was also due todumped kittens kitten season started a fewweeks ago and peoples cats are breeding outof control.

    She pleaded for owners to desex their anim-als and ensure their pets were microchipped.

    In 1998, Tooradin Football Club puton a tractor pull to raise a fewbucks for the club. Today, writesCATHERINEWATSON, its one ofAustralias biggest tractor pullevents and the glue that holds thevillage together.

    Julie Abrehart was ready for the noise. Shewas prepared for the heat and dust.Whatshe hadnt expected was the rush of adren-alin that surged through her the first time shedrove a hotted-up tractor down a racetrack.

    I was screaming as I went down the track,she says. I got off and I was shaking. Pureexcitement.

    The coastal village of Tooradin was equallyunprepared for the stimulation and economicstimulus of that most countrified of motorsports: tractor-pulling.

    In 1998, when Tooradin Football Club tookover the event from the Bass footy club furtherdown the highway, it didnt seem such a big deal.They thought it might be a one-off and raise afew bucks for the club.

    Fifteen years later the Tooradin Tractor Pull isstill roaring along and all the towns clubs andmost of its residents are involved in one form oranother. Last year, about $50,000 in profits wasdistributed to local sports clubs, the CFA, theschool and other community groups.

    Nowmarked into the calendar of aficionadosthroughout Australia, the event really took off in2005, after organisers introduced a truck showand shifted the tractor-pulling to the evening. Itsnow one of the biggest shows of its type in thenation and if that sounds like faint praise, youunderestimate the, ahem, pulling power of thesport.

    On Saturday, a crowd of anywhere between5000 and 10,000 very much depending on theweatherwill be at Tooradin to watch thecountrys best vehicles and drivers in action.

    It gets bigger and better every year, saysformer Casey mayor Colin Butler, a Tooradinresident. Its the talk of the town. Everyoneenjoys it andmost of the locals get involved. Thebig tractors make a hell of a lot of noise but itsonly for a couple of hours.

    Passing the signs promoting the event atTooradins Rutter Park, I had always envisaged atractor pull as a tug of war between pieces offarmmachinery. In fact, a single tractor competesat a time, dragging a sled as far as possible alonga 100-metre track before it grinds to a halt.

    Through a complex system of pulleys andweights beyond the comprehension of thisreporter the sled gets heavier as the tractorproceeds down the track. So eachmachine startswith a hiss and a roar but is soon groaning andstraining to pull the weight.

    You would think that such an arcane sportcould only have been invented by Australianswith their long-standing love affair with tractorsand the like remember the ride-onmowers

    that whizzed around the track during the open-ing ceremony of the Sydney Olympics? In fact, itoriginated in the US in the late 1920s, as farmersreplaced their horse teams with tractors.

    The Australian Tractor Pullers Associationwebsite states the first Australian event was heldat the Elmore field days in Victoria in 1976. Ithas developed over the years into a highlycompetitive and technical sport, where thedifference between first and last place may be assmall as one or twometres, the website states.Often, the top tractors are separated bymerecentimetres.

    The tractors in pulls like Tooradins come invarious sizes from those ride-onmowers to

    enormous and powerful John Deeres, as well ascustom-made tractors cannibalised from carparts. The smaller tractors have all been modifiedin different ways but all have V8 engines of somedescription.

    The Abrehart racer, provocatively dubbedLittleWilley, has a 318 V8 Chrysler motor. Its afamily racer. Julie, her husband Greg and their15-year-old twins, Raymond and Jack, all com-pete. No one says you cant drive because yourea woman or because youre 15, Julie says. Aslong as you put your foot down hard and dontpanic . . .

    Greg, a cabinet maker by trade, says hesalways been interested in motor sports but hadnever even heard of tractor pulling until it cameto Tooradin. I helped out for a couple of yearsthen I got the chance to drive one. It was such anadrenalin rush. And yet its a very safe motorsport.

    He says the tractors are susceptible to brokendiffs because theyre pulling such great weights,but they keep expenses down by being their ownmechanics. You could endlessly improve thembut when everythings going OKwe dont touchthem. There are some bigger and better tractorsout there.Were running in the middle orders.

    Its a competitive sport but marked bycamaraderie. If someones tractor breaks down,other contestants will often cannibalise their own

    tractors to provide parts and help to fix it.Julie says the sport is a valuable learning

    experience for the boys because they learn to takeapart an engine and put it together again. Theyrealso learning driving skills on the track. Youvegot these big V8motors. You can put your footdown on the track and its not serious. But yousoon learn how easily you can lose control.

    As the weight increases, the sled tends to veeroff the track and it requires a degree of skill and fearlessness to get it back. If you over-correct you can find yourself headed for thebank.

    On onememorable occasion early in hercareer, Julie found herself heading straight for thebank. Directly ahead was Greg, screaming at herto stopwhile she was screaming evenmoreloudly at him to get out of the way before she ranhim over. At the last second he jumped clear. Asthe race commentator drily remarked to her later,I think you could see the dollar signs if youbumped him off.

    A PROPOSED fee hike will gag residentsand pave the way for resource-richdevelopers to push projects through theplanning tribunal, critics say.

    Planning reform group Save Our Sub-urbs says the move by the Victorian Civiland Administrative Tribunal to raise itsfees would effectively silence locals.

    Neighbourhood residents groups wouldhave difficulty affording the steep costs.

    What it means . . . is a furtherdampener on people trying to oppose inap-propriate development, SOS president IanWood said.

    VCAT was supposed to be the cheapavenue of appeal for ordinary lay peoplewithout having recourse to legal assist-ance.

    From March, it is proposed that fees tolodge an objection with the tribunal willmore than quadruple from $322 to $1462if the development costs between $ 1 mil-

    lion and $5 million. By 2015 that feewould rise further to $2014.

    Fees for developments worth more than$5 million will also go up to $1462, from$1290.

    Mr Wood said developers who continu-ally resorted to using lawyers meant thatthe tribunals legal system, which wasnever meant to be user-pays, became morecostly over time.

    The cases that go to VCAT are the oneswhere developers are trying to push theboundaries. Theyve got the money to takeadvantage of it.

    The whole system encourages . . . morelegal action and its caused a logjam atVCAT which is just building and build-ing.

    But a spokesman for the Baillieu govern-ment blamed the previous Labor govern-ment for failing to keep VCAT fees in linewith the costs of running the tribunal,meaning an increasing share of costs hasbeen falling on taxpayers.

    Drowning victim a gentle giant

    Family man: Kelokolio Latu who lost his life last week atLysterfield Lake.

    CRANBOURNE West man Kelekolio Latu, whodrowned in Lysterfield Lake last week, has beenremembered by family and friends as a gentle giant,but with a wicked sense of humour hiding behind aquiet exterior.

    Mr Latu, 34, commonly known as Lio, dived intothe lake on the afternoon of January 6 to help his11-year-old daughter and 12-year-old nephew, whosedinghy had become stuck in reeds.

    After Mr Latu got into difficulties, two other mentried to help him but he disappeared in the water.Search and rescue divers recovered his body about8.45 pm.

    I sit every night and say to myself: why does theman up above take the good ones and leave the badones, saidMr Latus cousin DannyMaka.

    He said Mr Latus extended family gathered eachnight last week to pray in his memory. He describedMr Latu, father of two, as a big but gentle man whowas always happy.

    Bill Genner, of the Maroondah Rugby Club whereMr Latu played, remembered him for his rugby talentand as a mentor to young players. He said he was aquiet and reserved man but was known for this wick-ed sense of humour. You wouldnt meet a nicerbloke, he was very highly thought of and respected.

    He said the club planned a fund-raising event tohelpMr Latus family.

    Kite flying and the mass pounding of sticksduring a traditional Tamil dance will behighlights of the Thai Pongal celebration inCranbourne on Saturday.

    One of the Tamil communitys most importantannual festivals, Thai Pongal is a festival ofthanksgiving to nature, centred on the prepara-tion and serving of pongal, a sweet rice pudding.

    Narre Warren resident Siva Kulendrasingamsaid householders decorated the front of theirhouses with kolam, a design made on theground with rice flour and placed on a hearth toface the sun. The hearth is used to cook thepongal, which is served on a banana leaf.

    Tamils first celebrated Thai Pongal in Casey in2011 and last year invited the wider communityto join them for the celebrations. Mr Kulend-rasingam said about 250 people were at the BallaBalla Community Centre and organisers expec-ted even more this year.

    Besides teaching younger Tamils their tradi-tions, he said, they aimed to increase understand-ing of the Tamil culture in the wider community.

    The Tamil community used to be centred on

    Mt Waverley and Dandenong, but the numbersare growing very quickly in Casey.

    Saturdays celebrations include dancing, a freevegetarian lunch (including pongal, of course)and traditional games. Everyone is welcome.
