Executive Summary

TheMEDI@4SECprojectfocusesuponunderstandingtheopportunities,challengesandethicalconsiderationsofenhancingsocialmediauseforpublicsecurity:thegood,thebadandtheugly.Technologicalevolutionoftoolsandsolutionsrelatedtosocialmediahaveanumberofopportunitiesaswellasrevealanumberofchallenges.Societalacceptability,publicauthorities’capacityforadaptationandshiftincriminalbehaviourisdetrimentalfor the development of the current market. In addition to legal, ethical and policyobligationswhichtendtolackbehindduetothefastpacechangesinthemarket.

WorkPackage1(WP1)ofMEDI@4SECidentifiedthestate-of-the-artandpracticesinthesix different themes the project has been researching. While WP2 is the practicaladaptation and interactionwith thepublic sector. Thisdeliverable is oneof themainoutputsoftheprojectwhichwillnotonlyoutlinetheexistingsolutionsonthemarketbutwillrevealthefirstiterationoftrendsandupcomingevolutionsofsocialmediainthefieldofpublicsecurity.

Inthisreport,MEDI@4SECfocusedoncurrentsolutionsandupcomingtrendsonthreedifferentthemes:MonitoringandIntelligenceGathering,CommunicationandDecision-making.Attheendofthisreport,anAppendixwiththecatalogueoftoolsandsolutionsidentifiedhavebeenoutlined.

1. MonitoringandIntelligencegathering

Mainly focusing on the prevention of different crisis and hazards, these tools andsolutionshavesaturatedthemarket.Whetherall-sourcedsystemsandsoftwareorsocial

media embedded tools onmonitoring content online; whether covering Open SourceIntelligence (OSINT)orDarkWeb Investigations;whetherhighTRLorprocesses andmethodologies,theareaofMonitoringandIntelligenceGatheringisvastandwillcontinuetoexpandasdataderivingfromtheseactionsarecriticalforthewholelifecycleofacrisis.

2. Communication

TheinterestingtrendinCommunicationtoolsistheiradaptationtovisualisations.Helpfulforlocatingandmappingpotentialrisksandthreats,frombigdatatoDarkWebscrappers,publicauthoritiesnowhavethepotentialtovisualizeallthedatatheyobtain.InadditiontonewtechniquesevolvingaroundARandVRwherepublicauthoritiescanvisitasceneand transmit real time visuals to their experts in another location, two-waycommunicationhas evolved in a similarmanner. Informationdirected to citizens andcitizenssendinginformation,hasbecomeagreatsourceforintelligenceanddetectionofanomaly behaviour from criminals on the surface and DarkWeb. Additionally, socialmediahasbecomeoneofthemosteffectivewaysforauthoritiestowidelydisseminateinformationforawarenessraisingaswellasinstructionsduringacrisis.

3. Decisionmaking

Potentiallythenextwaveoftoolsandsolutionswillfocusondecisionmaking.WhenlegalandpolicyobligationsforArtificialIntelligenceareinplace,decisionmakingautomatedsystemswilluptakethemarket.CognitiveandHumanDecision-makingtoolshoweveraremeeting a lot of resistance, and while those could save time, speed operations andpenetratecriminalstrongholdswhenmeanwhileexchangereal-timeinformationforthefieldpersonnel;thelegalandethicalobligationsneedtobedevelopedfurther.

The questions, challenges and opportunities raised in this report provide insight forfutureresearchandrecommendationon futurestandardsandwillbe the focusof theupcomingpolicyandpracticeworkshop,InnovativeMarketSolutions,intheMEDI@4SECproject.

1. ntroduction

1.1 MEDI@4SEC

MEDI@4SECfocusesuponenhancingunderstandingoftheopportunities,challengesandethicalconsiderationofsocialmediauseforpublicsecurity:thegood,thebadandtheugly. The good comprises using social media for problem solving, fighting crime,decreasing fear of crime and increasing the quality of life. The bad is the increase ofdigitisedcriminalityand terrorismwithnewphenomenaemerging throughtheuseofsocialmedia.Theuglycomprisesthegreyareaswheretrolling,cyberbullying,threats,orlive video-sharing of tactical security operations are phenomena to deal with duringincidents.Makinguseofthepossibilitiesthatsocialmediaoffer,includingsmart‘work-arounds’iskey,whilerespectingprivacy,legislation,andethics.Thischangingsituationraisesaseriesofchallengesandpossibilitiesforpublicsecurityplanners.MEDI@4SECwill explore this through a series of communication anddissemination activities thatengageextensivelywitharangeof end-users tobetterunderstandtheusageofsocialmediaforsecurityactivities.MEDI@4SECwillseekabetterunderstandingofhowsocialmedia can, and how social media cannot be used for public security purposes andhighlight ethical, legal and data-protection-related issues and implications. Activitiescentre around six relevant themes: DIY Policing; Everyday security; Riots and massgatherings;Thedarkweb;Trolling;andInnovativemarketsolutions.MEDI@4SECwillfeedinto,supportandinfluencechangesinpolicy-makingandpolicyimplementationinpublic security that can be used by end-users to improve their decision making. Bystructuring our understanding of the impact of social media on public securityapproaches in a user-friendly way MEDI@4SEC will provide an evidence-base androadmapforbetterpolicymakingincluding:bestpracticereports;acatalogueofsocialmedia technologies; recommendations for EU standards; future training options; and,ethicalawarenessraising.

1.2 Work Package 2

TheroleofWorkPackage2(WP2)istoconductanincreasinglyfine-grainedusersurveytobetterunderstandstakeholders’concernsandneeds(Task2.2)beforehostingaseriesof themed policy and practice dialogue workshops that promote the effective andacceptableuseofsocialmediabypublicauthoritiesasappropriatetolocalcontext,aswellasfacilitatingdialogueandnetworkingbetweenkeypublicsecuritystakeholders(Task2.4).During thedialogueworkshopswewill keep an inventoryof existingand futuresocialmediatechnologies(Task2.3).TheresultsoftheworkshopswillallowustomakerecommendationsforsocialmediaandsecuritystandardsacrosstheEU(Task2.5).Allpartnersare involved intheWPbringingtheircomplementaryexpertise insocialandtechnicalresearch,impactandexploitationandpracticalexperience.

1.3 Deliverable 2.2

Thisdeliverablehastheaimtopresentacatalogueofexistingtoolsandsolutionsrelatedtosocialmedia.FocusingonthesixthemesofMEDI@4SECthiscataloguewillencompasstoolsandsolutionscurrentlyavailableonthemarketinaneasy-to-searchdatabaseforpublic authorities to use. This database will be on the MEDI@4SEC website as asearchableanddynamiccataloguewhichcanbeeditedbysolutionsproviderstoinformabout new tools and solutions. The processes and information described in thisdeliverable feed into both D2.9 (Recommendations for future research) and D2.10(Recommendations for the development of European Standards for the use of socialmediaforpublicsecuritypurposes).

1.4 MEDI@4SEC Innovative Market Solutions Workshop and Industry Day

OnSeptember26th,2018,MEDI@4SECheldaworkshoponInnovativeMarketSolutions(IMS)andaparallelIndustryDay.TheaimofthisWorkshopwastosupporttheworkofIMSinthefieldofsocialmedia,knowledgeexchangeandcommunityengagement.This6thandlastWorkshop,broughttogetherallpreviouslyrelatedtopicsandengagedoneofthecorestakeholdergroupsforsocialmedia,solutionproviders.

TheWorkshophosted58participantscoming fromvariousbackgrounds,but thecoreaudiencewerepractitionersaswellasindustryproviders.MEDI@4SECinanattempttocover the gaps which exist in the relationship between the two stakeholder groups,hosted several presentations of actual technology deployed on the field or futuretechnologiestodisruptthemarketinadditiontoprototypesanddemosfromEUfundedprojects.

Informationandopiniongatheredandanalysed fromthisworkshophasbeenused toupdatethelistoftechnologiesandtoverifythecontentofthisdeliverable.

1.5 Rational

D2.2willfeedintothetwoabove-mentionedreports(2.9and2.10)andassuchwehaveexpandedthescopeofthedeliverabletoincludetojustsolutioninthemarketplacebutintheformofacataloguealsolinkthistocurrentmarkettrends.Especially,inthefastpacemarketofsocialmedia,theconsortiumneededamechanismthatislookingatwhatisthere,whatisemergingandwhatchallengescouldcomealongwiththosetechnologiesand solutions. The reason for enriching this catalogue was thus to avoid focusing onspecificsolutions,asinthisspecificcasethepaceofgrowthisexponentialandsaturatesthemarketfast,butfocusongeneraltrends.

Specifically, to be able to extract recommendations for future research (D2.9), D2.2partnersalsoinvestigatedthecurrentresearchactivitiesataEuropeanlevel.Specifically,high-TRL(TechnologyReadinessLevel)projects thatcoulddrive theirprototypes intothemarketandcouldconstitutefutureuptake.Throughthisprocessgapsandneedswillbethoroughlyexpandedinordertouncovertrendsintechnologyandprocessesforthefutureofpublicsecurityandsocialmedia.

Additionally,toproposefuturestandardsforsocialmediaitisnecessarytounderstandthe technological andmethodological environment currently on a European, but alsointernational scale. Not for the purposes of comparability, but for the purposes ofmappingthetrendsintechnologyinordertomatchthemwithpolicydevelopmentinthisfield. And thus identify the security aspects that are in need of standards andstandardizationactivities.Also, lookingthroughEUprojects,theConsortiumidentifiedpre-existingworkandrecommendationsforpotentialstandardsthatwillfeedinto2.10.

2. Developing a Catalogue of Innovative Market Solutions on Social Media

2.1 Methodology

Inthissection,themethodologyusedforconstructingthiscatalogueandthecriteriausedtoshortlisttheavailabletechnologiesandsolutionswillbedescribed.Thefirststageofthisprocesswasthere-usageofthealreadyexistingMEDI@4SECresearch.Theexistingresearch is a combination of primary and secondary researchmethods. The primaryresearchincludestheinputfromtheworkshopsaswellasD2.1,whereasD1.2andD1.3is secondary research. For additional information and data necessary for D2.2ConsortiumpartnersconductedadditionaldeskresearchandwillupdatethedeliverablewiththeresultsfromWorkshop6.

To be able to deliver this catalogue and achieve its objectives, partners revisited thefollowingdeliverables:

After having collected the abovementioned information, partners revisited thedeliverables to assure that those were up to date. In fact, this second iteration wasconductedtwiceduetotheout-of-dateproductsuncovered.Asmentioned,themarketonsocial media solutions changes very fast. Also, within this second iteration it wasimportanttoevaluateiftheinformationalreadycollectedandanalysedinthefirstphaseoftheprojectwerestillvalidandrelevant.Byvalidatingthisdata,aclearunderstandingoffirsttechnologicalaspectsissortedandnarrowed.

Narrowingthetopicswasofgreatimportanceduetothesixthemesastheystand.Thebroaderthetopic,themostdifficulttoidentifyrelevanttoolsandsolutions.Someofthetopics,likeEverydayPolicingandDarkWebaretoovast.Togiveanexample,DarkWebcanincludedifferenttopics,butfromthisreviewitwasclearthatcybersecurityisnotoneoftheprioritiesidentifiedbypublicauthorities,butcybercrimeandcyberterrorism

areinfactmorerelevantforthistheme.Thus,thisprocessgavetheparameterswhichallowed for thedefinitionof thescope.Where topicsstartanduptowhatextend is itrelevantforpractitionersinthisfield.

Inthissecondphase,theconsortiumcreatedanongoingvalidationprocessinordertohave the most relevant and up-to-date data. After the drafting of each one of theWorkshopreports,eachpartnerwasresponsibletoupdatethecataloguewithadditionalinformationfromeachWorkshoptopicassignedtothem.ThepartnershadamonthafterthecompletionoftheWorkshopreporttoinsertallrelevantinformation.

Thefinalstageofthisprocesswasthere-assessmentoftherelevantinformationprovidedinthefirstphase.Theconsortiumalsowantedtoaligntheoutputofthiscataloguewiththe input expected from the Innovative Market Solutions workshop. That led to aredraftingofthegapsandneeds identifiedinthe firststageto themesandtechnologycategoriesidentifiedinthesecondphase.

The three themes chosen were consistent with the work outlined and objectivesanticipatedfromthiscatalogue.Hence,solutionscurrentlyonthemarketaswellascloseto themarket researchwith anticipated technological outputs and future trends thatcoulddisruptthemarket.

Anotherroundofdeskresearchwasalsonecessarytoenrichthecataloguewithsolutionsandtechnologiesupandcominginadditiontotrendsandforesightstudies.Tosortoutthemostrelevantsolutionsandtechnologies,weintroducedcertaincriteria.Duetothevastdomainofsocialmediatheresearchconductedcouldhaveincludedmoresolutionsandtechnologies,buttheconsortiumdecidedtofocusontheirrelevancetosocialmediawithinthesixmainthemesoftheproject.

Specifically,thethemetitlesare:

- InnovativeMarketSolutions–Solutionsonthemarket;- InnovativeMarketSolutions–Europeanfundedprojectsand- InnovativeMarketSolutions–Futuretrends.

ThefinaliterationofthecataloguewasamatchingexercisebetweenthethemesandtheoverarchingcategoriesofsolutionsandtechnologiesthatarealsousedfortheInnovativeMarketSolutions(IMS)Workshop.Thecategoriesare:

- Monitoringandintelligencegathering;- Communicationand- Decisionmaking.

Thesethreecategorieshelpsortthesolutionsaccordingtotheirusage.Whichmakesthecatalogueeasytosearchandtoidentifysolutions,especiallyforend-users.Thedetailsweacquiredwere:thenameofthetool,thecompany,featuresrelatedtosocialmediaandifthe technologyand/orsolution isoperationaland ifnot, ithasbeenclassifiedasonaresearchstage–whichincludesbetaversions,R&Dandprototypes.Thesewerecross-checkedwith typesof solutionsandtechnologies, specifically, socialmedia embeddedsolutions, software, hardware, mobile applications, dashboards and platforms. Thesedetailsandsolutionsasafinalsteparere-assessedaftertheIMSworkshopandIndustryDay,weretheConsortiumgottointeractandlistedtowhatisinthemarket,whatisusedbypractitionersandwhatwilldisruptthemarket.

2.2 Criteria

Asdescribedabove,thechallengewasidentifyingthemostrelevantsolutionsandtoolsdue to the broadness of the themes. Partners thus had to narrow down those fieldsaccordingtothefollowingcriteria:

1. Needsandpriorities:fromthediscussionduringtheworkshopsandtheforesightstudyconductedinD2.1,manypractitionerprioritieswererevealed.Soinsteadofcoveringeverysingleaspectofatheme,thecataloguewillfocusonpriorities.

2. Relevance: Every technology has to directly or indirectly be related to socialmedia.

3. Ethicallyandsocietallyacceptable:Ifsomeofthesolutionshavebeenchallengedfortheirunintendingorintendentethicalorsocietalimpact,thosetechnologieswillnotbementioned.

4. Market potential: The solutions and technologies have to be currently on themarketorifEuropeanfundedprojectswithhighTRL,thenasrecentaspossibleandnoolderthan2015.

5. Marketdeployment:technologiesandsolutionsaredevelopedandarebasedonneedsandrequirements.Ifonlyafewornoneexistforaspecifictheme,thatisatrendforpotentialfuturemarketopenings.

TheprocessfollowedbytheconsortiumisindetailmentionedintheSectionbelow.Atthispoint,itmustbenotedthatinordertohavethemostrelevanttoolsandsolutions,thecataloguehasbeendeliveredinseveraliterations.

3. Trends

This next section will in detail describe the trends in the current market tools andsolutions.Fromtheoutcomesof theprocessmentioned intheprevioussectionssomegeneralobservationsperthecategoriesandsomemorespecifictechnologicaltrendswillbedescribed.

3.1 Innovative Market Solutions on Monitoring and Intelligence Gathering

General Observations • ForthethemeofMonitoringandIntelligenceGatheringweobserveaplethoraof

solutionsandtoolsusedtoassistingatheringandprocessingavailabledatafromsocialmediatounderstandandvisualisethatinformationforsecuritypurposes.Thesefocusmoreonpreventionofpotentialincidents.

• The software and dashboards mentioned in the catalogue are exploitation ofintelligence from various sources and usually cover the whole cycle frommonitoring todecisionmaking.Except fromvisualisation,on-marketsolutions,softwareanddashboards,areusedfordatamining,analysisoflargeamountofdataonthesurfaceandDarkWeb,aswellasadvancedanalyticsinmulticloudandhybridenvironments.

• MostoftheEUfundedprojectsunderthisthemearehighTRLprojectsfocusingonspecificsecurity/lawenforcementneeds.Alotoftheprojectsareinterrelatedandhavenowstartedcreatingsynergiestoavoidduplication.

• ThemostpredominanttopicinthiscategoryareDarkWebsecuritysolutionsaswellasOSINT.

Specific Technological Trends 1. OpenSourceIntelligence

Collectingandcollatingmassamountsofinformationhasbeenamainstreampracticeforthepastfewyearsinthesecuritydomain,andthefutureofthispracticeischallengingand fascinating. Advances in automated gatheringwill bringmore value for differentindustries1, but with a privacy kick in place. Fake news and propaganda however isincreasingly becoming an issue for the gathering of such data and distort valuableintelligenceforsecuritypurposes.ThetrendsthusinOSINT,willfocusontechniquesandmethodstovalidateorextractonlytherelevantinformationnecessary.

2. DarkWebMonitoringtools

Even thoughcertainoperationshavebeenconductedon theDarkWebtobringdownmarketplaces,itisafactthatreplicationofthosecriminalplatformsisaswiftprocess.ToaddressthechallengeoftheDarkWeb,Gemaltointheir2017BreachReport,outlinedthatindividualdarkweb intelligenceoperations,can facilitateacollectiveoverviewofhowthosemarketsoperate,whatarethesecuritythreatsandeventuallypreventillicittransactions2.

3. AdvancedsocialnetworkdataminingtechniquesforDarkWebinvestigations

NewsystemsandsolutionstappingintotheDarkWebforanalysisofpotentialthreatsandchallengesareontherise.Tobeabletosecureindustry,infrastructuresandhumanbeingsthelatestevolutionsfocusonmonitoringandanalysisintheDarkWebtopreventbreachesandanalysepotentialsecuritythreats(ex.AlienVault,RecordedFutures).

3.2 Innovative Market Solutions for Communication

General Observations • Forthisthemealso,thereisanincreasingtrendinsocialmediaembeddedtools

and mobile applications. An even more specific trend is the integration ofAugmentedReality(AR)andVirtualReality(VR)inthoseplatformsformorereal-lifeexperienceforaudiences.However,thistrendhasincreaseddiscussionsonprivacyandfreedomofexpression.Especially,sincealotofGovernmentsdonotyetpossesslegalgroundsforAI3.

• ThereareseveralEUfundedprojectsthathaveproducedsofterresearchandwellashigh-TRLtoolsandsolutionsforpublicauthorities.Insomecases,duplicatingworkofpreviousprojects.Communicationstopicsseemtohaveproducedenoughresults,butaverylimitedamounthasactuallyreachedthemarket(ex.beALERTwas a European funded project and is currently used by the Belgian CrisisCentre4).

• Acurrentneedisforindividualactivitiestobeinteroperablewithwidersystemslike112.

• Social media related systems are nowwidely focusing on integrating citizensparticipation.Thereal-timedataprovidedbycitizensareagreatsourceoftwo-wayinteractionandinformationexchangewhilemakingisalotmoreefficienttoinformcitizensonongoingorpossiblecrisis.

Specific technological Trends 1. VirtualReality(VR)andAugmentedReality(AR)

VirtualandAugmentedrealityareon therise.Since late2017automatedsystemsaretakingoverforswifterandmoreaccuratecommunicationformanufacturing,healthandnowsecurity.Lawenforcementauthoritiesusedifferenthardware,softwareandmobileapplicationstovisitcrimescenesanddeveloppatternsaswellascommunicatewithoneanotherandexchangeinformationmuchfaster5.However,thesecurityrisksembeddedintheseplatforms,theiranonymityandencryptionsoftwarecanprovetobecomethenewrecruitmenttypeofplatform.Itmayprovedifficulttoforpublicsecuritypractitionerstopenetrateandobservesuchanenvironment.

2. VisualisingSecurity

Visual input is now mainstream in communication devices and will evolve with asArtificialIntelligencebecomesmainstreaminourday-to-daylives.Eitherforcollecting
