Tender for
CATERING SERVICES FOR STAFF & PATIENT ATTENDEES AT
DESIGNATED PLACES 1.0 INTRODUCTION :
1.1 The management of AIIMS, Bhubaneswar shall resort to the process of selection of a catering
contractor to run two (2nos.) of Canteens i.e. (i) Staff Canteen & (2) Patient Attendees Canteen
at two designated places in the Campus of AIIMS, Bhubaneswar. The Tender shall be in two-bid
system as mentioned below. The contract shall be for a period of 2(two) years from the date of
award of contract and extendable upto another 1(one) year on mutually agreeable terms &
conditions. First three months being on trial period and on satisfactory completion of the trial
basis the contract will automatically be extended for one year. On satisfactory performance
extension will be made year to year for a maximum of 3 years. However, in case of any defaults
or negligence under such contract the canteen committee may suggest to the competent
authority to impose fine or penalty against the contractor or termination of the contract finally.
1.2 Persons/parties having at least 1 year’s of experience in running Canteen/ Cafeteria/ Snacks &
Coffee in Government departments, Private/ Public undertakings and renowned educational
institutions including Hotel industries may apply along-with sufficient proof of their experience
with satisfactory performance certificates.
1.3 Tenderers interested in the above mentioned contract are required to submit their Tender documents
in the following manner.
a. Technical bid containing the documents as per the proforma enclosed.
b. Financial bid containing the rates/price in the proforma enclosed
1.4 TENDER FEE, EMD & SECURITY DEPOSIT : The Tender fee of Rs.1,000/- only should be deposited in
shape of Bank Draft of any Nationalized Bank drawn in favour of “AIIMS, Bhubaneswar” if tender papers
are collected from the office. However, the same can be downloaded from the website of AIIMS,
Bhubaneswar free of cost. EMD amounting to Rs.1,00,000/- (Refundable to unsuccessful bidders) in the
form of FDR/BG from a nationalized bank should be furnished with the Technical bid. The period of
acceptance of the bid shall remain valid for a period of 90 days from the date of opening of the Tender.
The successful bidder shall have to deposit security deposit of Rs.2.00 lakh in shape of irrevocable Bank
Guarantee favouring, AIIMS, Bhubaneswar.
1.5 Documents relating to Technical bid and Financial bid should be submitted in two separate envelopes
super scribed as “Technical bid” & “Financial bid”. Both the envelopes should be placed in a third sealed
envelope superscribed as “Tender for Catering Service of Staff & Patient Attendees” and must reach
the SPSO, AIIMS, Bhubaneswar, Patrapada by 30/01/2020. Submission of Technical & Financial Bid in a
single envelop leads to disqualification.

1.6 The Bidder shall bear all costs associated with the preparation and submission of its bid. AIIMS,
Bhubaneswar will in no case be held responsible or liable for these costs regardless of the conduct or
ouotcome of the bidding process.
1.7 The Bid will be opened on 30/01/2020 at 3:00 PM. Bidder or their authorized representative may like
to remain present at the time of opening of the bid. Names of the parties shortlisted for Financial bid
to be made on the basis of technical bid will be published in the website of AIIMS
(www.aiimsbhubaneswar.edu.in). Tenderers shortlisted for Financial bid may attend the opening of
Financial bid on the Date, Time & Venue as may be notified in the website in due course. Award of the
contract shall be made in due course.
2.0 GENERAL TERMS & CONDITIONS AND ELIGIBILITY CRITERIA FOR PARTICIPATING IN THE
TENDER.
2.1 General Terms & Conditions :
➢ AIIMS, BBSR shall not provide any kitchen or kitchen space to the successful bidder. The
bidders participating in the tender should have authorised base kitchen arrangements
outside which should be within 20 kms from AIIMS, BBSR campus.
➢ The vendors using the kitchens of other institutions/ organizations must have to submit
an authorization letter from the Head of that Institute/ Organization allowing him to
cook food for AIIMS, BBSR.
➢ Minimum 1 (one) year of experience in the food catering business in Govt./ Public/
Private organizations.
➢ Minimum service for 300nos. of plates each for breakfast, lunch & dinner in a single
service. Must have served Breakfast, Lunch, Dinner each 300 pax per day.
➢ Minimum turnover of the bidder should be Rs.1.00 crore during 2018-19.
➢ If felt necessary, members of the Kitchen Committee may visit the site of Kitchen of
eligible bidders for field assessment.
2.2 Two Canteens (Canteen 1 for Staff and Canteen 2 for Attendees of Patients)
Breakfast, Lunch, Evening Snacks & Dinner will be served.
2.2 Canteen Timings (24x7) : The Canteen shall run 24x7 days.
1 Breakfast : 7:00 AM to 9:30 AM
2 Lunch : 01:00 PM to 2:30 PM
3 Afternoon Snacks & Tea : 4:00 PM to 6:00 PM
4 Dinner : 8:00 PM to 10:30 PM
5 Packed Snacks item must be available : 24h x 7
2.3 The contract may be terminated by either party after giving a notice of one month. During
probation period (first three months) a notice of only one week is required to be given by
either side.
2.4 No compensation will be allowed due to fluctuation in the market rates of material and
labour.

2.5 The tenderer has to deposit a security deposit of Rs.2,00,000.00/- (Rupees two lakh only)
while signing the agreement. Money will be deducted from the amount in case of fine and/or
damage incurred by the contractor to the property of the institute. The rest will be returned
to the contractor after completion of the contract period.
2.6 The Contractor, whose tender is accepted, has to sign the contract within 20 days of issuance
of Work order, failing which the earnest money deposited by him will be liable to be forfeited
and treating the work order as cancelled.
2.7 The successful tenderer shall be required to enter in to an agreement with the institute. The
schedule of quantity and prices filled in by the successful tenderer and the conditions of
contract and the letter of acceptance of the tender shall be a part of the agreement to be
signed. The cost of stamp paper required for the agreement will be borne by the contractor.
2.8 The tenderer is not allowed to make additions/ alterations in the tender paper. Conditional
tenders shall not be accepted. All the pages of the tender document should be signed and
sealed by the bidder.
2.9 The Institute reserves the right to accept or reject any tender without assigning any reason
thereof. The tenders which do not fulfil all or any of the above conditions or incomplete in
any respect shall be liable to be rejected.
2.10 The Bid validity should be given upto 90 days from the date of opening of the Technical Bid.
3.0 GENERAL RULES PERTAINING TO THE DAILY FUNCTIONING OF THE CANTEEN:
3.1 Limited salad will be provided during lunch. It will comprise of lemon and any of the three
(Tomatoes, cucumbers, onions, beetroots, carrots). Mouth freshener (Fennel seeds and sugar) and
Pickle to be provided with every meal.
3.2 Coconut chutney & sambhar will be served with dishes (like idli, uttappam, Vada etc.). Ketchup
has to be provided along with dishes like Samosa, Paratha etc. Seasonal Chutney will also be
served with snacks items. Menu as decided by the authority will be strictly followed.
3.3 Extra items over and above the decided menu may be sold at extra prices if decided by the
Authority in consultation with the caterer.

5.0 GENERAL STRUCTURE OF THE CANTEEN MENU AT BOTH PLACES AND AVERAGE NO. OF

The following is the general structure of the menu. It is estimated that minimum of 200 nos. of
B/F, 400 nos. of Lunch & 400 nos. of Dinner shall be consumed per day.

6.0 ASSIGNMENT & SUBLETTING:
6.1 The contractor shall not assign the contract or any part thereof or any benefit or interest
therein or there under without written consent of the Institute. The Contractor shall be
responsible for the acts, defaults and neglects of servants, or workmen.
6.2 The Canteen premises (inside and outside) should not be used for any other purpose except
for running the canteen and that the walls and surroundings of the canteen should not be
used for display of wall posters, writings etc. The contractor is responsible for minor repair
and replacement works with electrical fittings, sanitary items without any expenses to the
Institute. Major structural changes will be taken up by the institute.
6.3 The Contractor should not transfer the management to any other individual or agency. The
manager of the Canteen should be present at the premises and supervise the day-to-day
affairs of the Canteen and shall not give scope for any complaints whatsoever. In case any
such irregularities, the contract may be terminated finally after serving one month’s notice
by the Administration of AIIMS BHUBANESWAR to the Contractor. The notice during the trial
period of probation will be for only one week.
7.0 SCOPE OF CONTRACT
7.1 The contractor shall maintain the quality of preparation of food. Quality oil (Sunflower or
Branded Mustard Oil) is to be used in preparation of meals. The contractor shall maintain
the working hours of Canteen as laid down by the Canteen Committee. The contractor
shall maintain FULL HYGIENIC CONDITIONS in the Canteen, in the storage, and serving of
eatables and in keeping the floor, furniture, utensils, crockery, cutlery neat and clean, so as
to maintain the standards and aesthetic values in the Canteen. Contractor should make
arrangements for visible storage of prepared food the items in hygienic condition. The
garbage, peel-offs etc. should be disposed of as per norms of Bhubaneswar Municipal
Corporation at the cost of the Contractor/ Caterer. If felt necessary, the canteen committee may
take sample of foods served for lab analysis at Govt./ reputed food testing laboratories.

7.2 The staff and the Caterer will have to be provided uniforms with ID cards by the contractor
during working hours and they will be required to wear the uniforms and cap during working
hours positively. Such persons should be free from contagious disease and maintain proper
wearing of clean garments.
7.3 The contractor shall carry out the work in accordance with this contract and with directives
of Canteen Committee and to the satisfaction of the administration through Canteen
Committee. The Canteen Committee from time to time may issue the further instructions,
detailed directions and explanations which are hereafter collectively referred to as Canteen
Committee’s instructions in regard to the Canteen management.
7.4 The Canteen should run in the name of ‘AIIMS Canteen’’ and no other name should be used.
7.5 The Canteen Committee or its members shall have every right to inspect the Canteen without
any notice and can seal the canteen in case of violation of terms and conditions. The staff of
the canteen shall be the sole staff of the contractor and no relationship of master and servant
shall exist between AIIMS, Bhubaneswar and such staff.
7.6 The Canteen should run 24hrsx7days in a week. The Institute shall however, reserves the
right to revise the timings.
7.7 The canteen Committee has right to terminate the lease by giving one month’s notice if it
feels necessary to do so. In such case, the lessee shall forego a portion/ whole of the
performance guarantee as decided by the committee.
7.8 The decision of the Authority of the Institute with regard to any matters pertaining to the
Canteen shall be final. The Canteen Contractor shall handover charge of all furniture,
fixtures, fittings etc., in good condition to the Institute when the contract is terminated.
7.9 The Canteen Contractor shall pay the cost of damage, if any, caused to the premises, fixture,
fittings etc., during the period of contract. The Canteen Committee may also authorize any
other person to inspect the central canteen.
7.10 The contract will be in force from the date of leasing the Canteen and expire on completion
of contract period and no notice by Institute is necessary and the Canteen Contractor shall
leave the Canteen premises with his employees immediately after completion of the
specified date and shall not re-enter.
7.11 The All India Institute of Medical Sciences (AIIMS) permits the Contractor to utilize water and
electricity and sanitary fittings, kitchen equipment and furniture, for the purpose of carrying
out their obligations under this Agreement. However, any extra requirement to be arranged
by the Vendor/ Contractor.

7.12 The contractor will be required to pay rent each for Canteen 1 and Canteen 2 towards
license fee. Electric charges will be charged as per actual unit of consumption through a
meter to be installed in the canteen or actual consumption to be calculated as per the
load. The rent will be fixed as per the norms of CPWD.
7.13 The lessee will have to execute contract agreement in the prescribed proforma on non-
Judicial stamp paper worth Rs.100.00.
7.14 The rates for the items quoted by L1 Bidder and accepted by the Canteen Committee itself
shall remain fixed for entire period of contract. The rates for each item that are to be served
at the Canteen are to be displayed and the lessee shall have to serve those items only at the
rates accepted and the quantum fixed. A menu chart accordingly should be displayed at the
Canteen. The rates approved will not be revised during the tender/ lease period without
prior permission of canteen committee.
8.0 CONTRACT DOCUMENTS
8.1 The contract documents are to be taken mutually explanatory of one another and in case of
ambiguities or discrepancies the same shall be explained and clarified by the Institute who
shall thereupon issue to the contractor their interpretation and direction in what manner
the work is to be carried out.
9.0 REMOVAL OF WORKMEN
9.1 The contractor shall employ skilled and experienced persons in running the canteen. No
child labour will be employed by the Contractor in the canteen and the Institute shall be at
liberty to object to and require the Contractor to remove from canteen any person
employed by contractor in running the canteen who in the opinion of the Institute is
unbecoming of being employed in the Institute canteen such persons shall not again be
employed in the canteen without the specific permission of the Canteen Committee.
10.0 COMPLIANCE OF STATUTORY LIABILITIES
10.1 Minimum Wages: The contractor shall ensure that wages paid to his employees confirm to
the provisions of the Minimum Wages Act and other social security like EPF, ESIC etc.
10.2 The contractor shall be totally responsible for all statutory liabilities including those relating
to Weights and Measures and Prevention of Food Adulteration.
10.3 The vendor whose tender will be accepted (hereafter called the contractor) shall have to
deposit Rs.2,00,000/- (Rupees two lakh only) towards Performance Security with the
Institute which shall be refunded after expiry of the contract period plus two months. The

EMD of Rs.1,00,000/- shall however be refunded on receipt of Performance Security.
11.0 SETTLEMENT OF DISPUTE
11.1 All disputes related to canteen lease, rent, electric bill, management, maintaining hygiene
and abiding rules and regulation framed by canteen committee shall be settled amicably
between AIIMS, BBSR Canteen Committee and the Contractor. If required an Arbitrator
shall be appointed on mutual consent in accordance with Arbitration & Conciliation Act
1996. Any legal dispute if so arise shall be subject to courts of Bhubaneswar jurisdiction
only. The Management of AIIMS, Bhubaneswar reserves the right to cancel the Tenders
without assigning any reason thereto.
12.0 PENALTY CLAUSE
12.1 In case of violation of the following rules, the penalty charges on the Caterer shall be followed.
a. Non-availability of complaint register on the counter/discouraging Staff/ Public/ Visitors from registering complaints a fine of Rs.500/- on every occasion.
b. For single complaints of insects and/or foreign object cooked or found in dish any food items would invite a fine of Rs.500/- on the caterer.
c. For single complaints of unclean utensils in a day would lead to a fine of Rs. 500/- on the caterer. d. If Canteen Committee agrees that certain meal was not cooked properly then a fine of Rs.500/-
would be imposed on the caterer. e. Fine on any discrepancy (personal hygiene of workers, misbehaviour by workers etc.) will lead to
fine of Rs.500/- on caterer for every instance.
f. Absence of the proprietor or his representative in the Canteen Meeting on prior information will attract a fine of Rs. 2,000/- on caterer.
g. In case it is found that if three such fines do not have any effect in abiding by the terms and conditions mentioned in the contract, the contract may be terminated finally after serving fifteen days notice by the Administration of AIIMS BHUBANESWAR to the Contractor. The notice during the trial period will be only one week.
h. Using of brands not mentioned in the contract without prior permission and adulteration shall invoke a hefty fine as decided by the Canteen Committee.
i. Severity of hygiene failure shall be assessed and decided by the Canteen committee and fined appropriately. In case of gross failure/negligence a severe penalty will be imposed.
I undertake to serve the items mentioned above at 5.0 maintaining the quantum indicated therein. Branded oil and spices only to be used for the preparation of meals and other food items. I have read all the clauses of the Tender document and undertake to be abided by the same.

The Committee will verify the following parameters and assign marks :

• Cleanliness & hygienic condition of the kitchen, service area, dining etc.

• Garbage disposal, Exhaust system etc.
(The vendor should arrange for the site visit within 2 days of information by email from AIIMS, BBSR. Non compliance to the mail/ no site visit will award 0 marks in the category at Sn. 5)
Note : Bidders claiming number of years of experience in food and catering industry must submit experience letters & IT returns. The Balance sheets and certified report of turnover from the CA and all other relevant documents must be given for necessary evaluation under the table above. Evaluation : 70% weightage shall be given in the Technical Evaluation & 30% weightage shall be given in the Financial evaluation.

Evaluation (70% Technical weightage + 30% Financial weightage) : A. Technical : Total marks obtained x 70% will be the Technical marks. (Example : Bidder scoring 80 his technical score will be 80x70% = 56) B. Financial : All the individual prices quoted by the bidder will be added and that will be treated as QUOTED PRICE. The Lowest QUOTED PRICE shall be given 30 (full marks). Likewise the scores of all the qualified bidders shall be derived from the formulae [L1 Price/ Quoted Price x 30]
Example : Bidders Quoted Prices let (Total :x = 110, y = 120, z = 130). So L1 price will be 110 and
the score of x will be 30. Then the other 2 Financial scores of the bidders will be : 110/120 x 30 &
110/130 x 30 i.e. 27.5 & 25.38 respectively.
The Bidder meeting the minimum eligibility criteria and with the highest marks (i.e. the total of technical evaluation marks and financial evaluation marks) shall be deemed as the successful Bidder and shall be considered eligible L1 Bidder for further process. If there will be a tie between two bidders, the highest income tax paid in the current financial year 2018-19 by the bidder will be treated as the successful bidder.
