This past year continued to be a year of change for Catholic Welfare Services (CWS), the most significantbeing the amendment of the CWS Constitution to take into account the earlier formation of the CatholicSocial and Community Council (CSCC) which was set up to be the umbrella body for catholic charities.The amended Constitution empowers CWS to become more responsive to the changing needs of thecommunity regardless of race or religion. While the CSCC plays its role as an enabling body for catholiccharities, CWS will focus on direct services to the poor and needy in Singapore.

We are honoured to have our former President, His Grace the Archbishop, Most Reverend Nicholas Chiaas our Patron under the amended Constitution. We also welcomed new members to the Board of Governorswho would be able to contribute their years of experience and expertise to guide us into the future. At thesame time, we bade farewell to Monsignor Eugene Vaz our former Vice President, and Sr. Maria Lau, ourformer Executive Committee member who now serve as Directors on the Board of the CSCC.

CWS income for the year ended March 31 2008 was substantially lower than the previous year. This wasdue mainly to CWS receiving only $1,000,000 from the Charities Week Campaign as had been agreedwith the CSCC. The Charities Week Campaign was a collaborative effort between the two organizationswith the CSCC taking the lead.

Although the Charities Week Campaign is no longer a project of CWS, we are free to receive donationsfrom our benefactors and donors to continue to provide direct services to the needy in Singapore.

For the year ended March 31 2008, CWS provided a grant of $732,190 to the CSCC specifically to fundthe operations of Family Life Society, Morning Star Community Services, Catholic Aids Response Effortand Marine Parade Family Service Centre. From the next financial year, these organizations will applydirectly to the CSCC (and not CWS any longer) for funding.

The main projects of CWS continued to run smoothly as detailed in this annual report. We remain ever-mindful of the needy around us and we will initiate new projects to cater to those needs. Our new Boardof Governors and staff will meet for two days in the beginning of 2009 to formulate our strategic directionas we strive to improve.

On April 20th 2009 Catholic Welfare Services celebrates its 50th birthday. We are in the process of planninga year of events during 2009 as a means of not only celebrating, but conveying our deep gratitude to allour benefactors and friends for their untiring support over the years.

We extend our sincere and heartfelt thanks to all our friends, benefactors and supporters and assure youof our dedication to the poor and needy. We will strive to do even better in the years ahead and lookforward to your continued support as we continue to improve our direct services to the needy.

Set up in 1959, Catholic Welfare Services Singapore (CWS) started with providing food relief to thepoor. Today, CWS has grown to be the Action Arm of the Catholic Church of Singapore, initiating,assisting, co-ordinating and carrying out social services to alleviate poverty and distress among thepeople of Singapore, regardless of race or creed.

CWS was founded on the Spirit of the Good Shepherd - leading people to love and fulfillment and theSpirit of the Good Samaritan - helping those who have fallen along the way.

The CWS was officially registered as a Society in 1961 (Ref: Registrar of Societies 87/59), and as aCharity on 29 June 1985 under the Charities Act of 1982 (Ref. Registration No. 0198). It became aMember of the National Council of Social Services Central Fund (General Fund) w.e.f. 1 January1997 (Ref: 97-007).

In 2006, CWS became a member of the then newly formed Catholic Social and CommunityCouncil which was set up to serve as the umbrella body for the Church’s charitable works.

CWS now focuses on its role of providing direct services to the poor and needy. The Constitution ofCWS was amended and approved by the authorities on August 22 2007.

CWS aims and objectives are:

(a) To enhance and uphold the dignity of the human person at all times bearing in mind how thedignity of all persons is realized and expressed in social and economic structures.

(b) To initiate, assist and organize such forms of relief and schemes of social service which wouldalleviate poverty and distress amongst the people of Singapore irrespective of their race orreligion.

(c) To provide, with the prior written approval of the relevant authorities, high-quality directservices by initiating, operating , managing and evaluating programmes and/or institutionscatering to:

• the Sick and Aged-Sick

• Youth

• Elderly

• Families

• Ex-Prisoners

• Persons afflicted with HIV/AIDS and their families

• Children

• Foreign Workers in Singapore

• Any other needy persons in Singapore

(d) To liaise with other catholic, social, welfare and community organizations and Singaporegovernment organizations in order to provide the best possible care to the marginalized

(e) To initiate programmes that will create employment and generate income that willcontribute towards the self-sufficiency of the needy.

Information & Referral

CWS provides information and referral services toindividuals and families, especially to those whorequire additional professional assistance outside thescope of the CWS. We assist in providing relevantresources to meet the individual needs.

Casework

Financial assistance, such as monthly financialsupport, food rations, supermarket vouchers andreimbursement of medical expenses were providedto lower income families. We provided assistance toreferrals from our Catholic churches and schools,Community Development Councils and familyservice centres, as well as walk-in cases.

In addition to the statistics provided below, 28families were assisted from the Ee Peng LiangFamily Relief Fund. This fund was used to helpfamilies tide over a difficult period. For example,when the bread-winner of the family lost his job, weprovided living expenses until a job was secured, orwe assisted with emergency payments to reinstateelectricity in their homes etc.

This past year we recruited a Community ServiceWorker whose main task was to conduct home visitsto our clients. In this way we were better able toidentify the needs of our clients as well as verify theinformation provided by them. Where we thoughtnecessary, we liaised with a professional counsellorto encourage dialogue with our clients. This wasespecially helpful to those of our clients who neededmore than just financial assistance.

Networking

Networking helps us to work with people in a moreefficient and effective way. CWS networks withCommunity Development Councils, the Institute ofMetal Health, hospitals and family service centres, StVincent de Paul Conferences, churches, the EurasianAssociation and other social service agencies. Throughnetworking, our social work section now has a small poolof compassionate employers who were willing to employour referrals almost immediately.

Scholarship Aid to Primary and SecondarySchool Students and ITE Students

Our Scholarship Aid Programme assists children ofneedy families to continue their primary and secondaryeducation. Our monthly cash aid to them helps withthe payment of school fees, transportation and foodallowance. The assistance given in December duringschool holidays aids the students with the purchase oftext and exercise books as well as art materials and insome cases, uniforms when required.

In addition, CWS contributed $6,000 to the Instituteof Technical Education (ITE) to support 86 needystudents. This amount represented 50% of the totalquantum granted to the students by ITE in their ITESpecial Student Assistance Scheme for NeedyStudents.

Financial Assistance to Students in OtherInstitutions

CWS also assisted eight students, predominantly fromthe local polytechnics, with pocket money. Some werealso given subsidies for school fees. All these caseswere evaluated individually and assistance was grantedbased on the degree of need.Casework Statistics for Period 01 Apr 07 - 31 Mar 08

The Food Relief Programme started in 1959 to provide supplementary food, such as rice, cooking oil etc. tothe needy and their families. Today, the programme reaches out to more than 50 institutions. Besidessupermarket vounchers given out every quarter to the beneficiaries, cash grants are also given out half-yearly. At headquarters, we maintain a small stock of dry food to be given to the needy who approach us fordirect assistance.

St. Joseph’s Home was set up by the Catholic Welfare Services in 1978 to provide shelter, care and love for theaged and destitute, regardless of race or religion. With the need to care for patients with advanced illness, theHospice was started in 1985. In 1993, we moved to our present premises, with bigger facilities for our residents.

This year, we turn 30! For 30 years, we had benefited from the dedication of the Canossian Sisters, staff, thepool of volunteer doctors, nurses and other caregivers. This generosity from donors and benefactors have all inone way or another brought much joy and relief to our residents.

Several activities and outings were organized for ourresidents last year. Two of such activities worthmentioning are the outing to East Coast Park andour Open House.

During the week of 3-8 July, staff and volunteers tookturn to take different groups of our residents for aday in the sun and breeze at the East Coast chalets.There were lots of good food, games and fun, makingit an affair truely memorable for all.

On 14th October, an open house cum mini food andfun fair was organized to raise awareness of the Homeand its facilities. Family members of residents,volunteers as well as staff were treated to a day offeasting and fun activities like airbrush tattoos, jumbleand craft sales and karaoke singing.

We will continue adding “variety” to all our liveshere at St Joseph’s Home in the coming years.

We have around 70 regular individual volunteers whoassist in our daily programmes and interact with ourresidents.

We also have corporate groups that provideentertainment and meals to our residents annually.Others came for a specific period, such as for pastoraltraining. In year 2007/08, about 15 new volunteers(individual / groups / corporate) were added to ourvolunteer family.

To the many volunteers, we extend our sincere thanksfor their kindness and generosity.

Our Home also supports the Ministry of Education’sCommunity Involvement Programme (CIP) andCharacter Moulding Modules. During the year, wereceived around 320 visits from:

• 31 schools/institutions, including CHIJ Kellock,UWCSEA, NUS, NTU, Ngee Ann Polytechnic,Nanyang Ploytechnic, Singapore Boys’ Home,NJC Boarding School, ACS International etc

• 13 companies/organisations, e.g. Lions Club(Tanah Merah), Siemens, SCDF, Luxasia,National Steel Asia, SAF ATEC Group,Goodwood Park Hotel etc

• 16 groups from churches & Catholic studentsfrom various Tertiary Institutions.

Nursing Department

One of our main focuses is to know family members/relatives of our residents in depth. Our social workermeets the family members for pre-admissioninterviews and on an ad-hoc basis. We also holdregular family conferences with staff from theNursing Department and the social worker, to provideupdates on resident’s condition, potential problems(nursing / medical), end of life issues, etc., as well asto gather from relatives their expectations for theirloved ones at St. Joseph’s Home.

Rehabilitation Department (Physiotherapy &Occupational Therapy)

Our Rehab Department conducted a review on thecases of falls in 2007. A report, with valuablerecommendations on appropriate approaches to someof the issues highlighted, was submitted to themanagement for follow-up actions.

We are working with ASTAR to design and producea movement monitor device, which will send a soundalarm to alert staff when unusual level of activity isdetected in high-fall-risk residents. This device willcome in useful to prevent residents from getting outof bed or chair without proper assistance. A test unitwas used on one of our residents and we are awaitingfeedback from ASTAR for further action.

Our other main focus is dementia care. Both externaland internal training will be targeted at this topic.Two of our staff had attended a course on Introductionto Dementia. We will continue our collaboration onthe Dementia Care Mapping (DCM) project with theAlzheimer’s Association. We also hope to participatein the 24th Conference of Alzheimer’s Internationalin March 09, which will provide us with a platformto network with international delegates andcaregivers, to share their invaluable experience in thespecialised area.

St. Theresa’s Home

St. Theresa’s Home was established since 1935 and was managed by the Little Sisters of the Poor. On July 1st

2003, Catholic Welfare Services, Singapore succeeded the Little Sisters of the Poor in the management of theHome and the care of the aged and sick residents. Pastoral care for the residents is now provided by theBrothers of Mercy and the Infant Jesus Sisters.

St. Theresa’s Home is now a nursing home licensed by the Ministry of Health, Singapore. It has a capacity for200 residents.

St. Theresa’s Home is an institution of Catholic witnessing of Christian love and care for the disadvantaged,destitute and aged sick in our community. We provide a pleasant atmostphere for our residents in their twilightyears. We continually strive to improve their quality of life through comprehensive nursing and a well-balanced programme.

our residents. In the urgent need of medicalattention, the residents will be referred to thenearest hospital. A Medical Board comprisingof specialist doctors are also at hand to renderthe best medical care for the residents.

Therapy

There are daily physiotherapy and occupationaltherapy sessions for the residents. Music therapysessions are held on Fridays with a team oftalented musicians and singers. Dog therapy isalso provided once a week by the members ofthe Singapore Kennel Club.

St. Theresa’s Home provides residents with anenvironment of peace and tranquility to help themrecuperate from their current illness and physicaldisability. Our goal is to nurse the residents back tohealth so that they can return to their families. Forlong term residents, we look after them as best we canso that they can enjoy their golden years with us.

As a Catholic nursing home, St. Theresa’s Homeprovides holistic nursing care catering to the residents’physical, emotional, social and health requirements.

Villa Francis Home for the Aged

Catholic Welfare Services Singapore succeeded the Franciscan Missionaries of the Divine Motherhoodin the management of Villa Francis Home for the Aged in 2001. In July 2006, the Canossian Daughters ofCharity was appointed to manage and operate Villa Francis Home under the Catholic Welfare ServicesNursing Homes Management Committee. Villa Francis provides a home for the elderly sick and destitute,regardless of race or religion.

Our structured rehab programme has an individualrehab care plan for both active and passiveresidents with schedules for physiotherapy,occupational therapy, diversional therapy activitiesand bedside therapy.

The “Resident of the Month” Award has motivatedactive and consistent participation among theresidents and we have achieved an attendance rateof above 90%.

To further enhance the quality of our care, we stronglysupport and facilitate on-going education andformation of our staff. As an ITE approved trainingcentre, 14 of our foreign nursing staff successfullycompleted the “ITE Skills Certificate in Healthcare”in May 2007.

There are complex issues dealing with dementia,palliative and psychiatric residents. Together with themedical and allied professionals from the restructedhospital, family members of our residents and ourvolunteers, we can make a difference for everyresident in their twilight years.

St. Vincent Home

Mission & ObjectiMission & ObjectiMission & ObjectiMission & ObjectiMission & ObjectivvvvvesesesesesEstablished in 1979, the Home’s mission is tooperate as a Sheltered Home in a residentialarrangement catering to the needs of the ambulantelderly. Residents manage their own activitiesof daily living and exercise their own choice oflifestyle. Social interactions and recreational areorganized regularly for them.

Under the charge of a supervisor and a welfareofficer, the Home has a peaceful atmospherewhere residents are encouraged to help to lookafter one another. The residents interact well witheach other and enjoy freedom of movement.Often they are occupied with activities such asexercises, games, reading, listening to the radio,outings, etc., to enable them to lead a rich andfulfilling life.

The main objective of the Home is to provide ahome for the ambulant elderly destitute SingaporeCitizens and Permanent Residents above 60 yearsof age who have no immediate relatives to takecare of them.

St. Vincent Home is a Community Home catering to destitute Singapore citizens or permanent residentswho have reached the age of 60 year or above, having no next-of-kin to care of them. They must be ambulant,fit for communal living and free of any infectious diseases or other medical problems. Admission is veryselective, and only genuine and deserving cases are admitted. The Home is funded by Catholic Welfare Servicesand the Society of St Vincent de Paul, and the generosity of other benefactors.

Residents are encouraged to take part in, and beinterested in the activities made available to them.Those who are physically fit and ambulant assist byperforming light duties, such as sweeping, moppingand cleaning and helping the Home neat and tidy.

Apart from food and lodging, residents are suppliedwith things like face towels and other toiletries.

The residents are entertained quite often by theconferences of St Vincent de Paul, students fromCatholic schools as well as from non-catholic schools,Junior Colleges, other church denomination groupsand well -wishers.

During their leisure, residents get to listen to radio aswell as Redifussion, watch TV or video and readEnglish newspapers provided by the Home.

Those in need of medical attention are provided forby attendance at appropriate Government outpatientclinics, or other medical clinics.

Good Shepherd Centre began at Jalan Shaer in 1986 as a halfway house for women drug addicts and prisonerswho had already served their time but had no place to go to. While helping these women who were small innumbers, we also responded to an increasing need in another group of women and their children who wereexperiencing violence in their families. As the demand for this service increased, there was a need for abigger place and Good Shepherd Centre moved to its current location in the void deck of a HDB flat inSeptember 1990. Since then, we have also opened our doors to migrant workers who were abused by theiremployers or agents.

On 1st January 2003, after much discernment, we also transferred the residential programme of Rose Villa toGood Shepherd Centre. Rose Villa was opened in 1962 in response to the growing number of unmarriedmothers who approached the Good Shepherd Sisters for shelter. Rose Villa provided them a temporaryshelter during their pregnancy and for some the one-month confinement period.

Poverello Teen Centre

Poverello Teen Centre is a project by the Franciscan Missionaries of Mary, sponsored by Catholic WelfareServices Singapore. It was set up in 1999 as a drop in Centre for youth at-risks from 12 to 21 years of age as thetarget group. The Centre aims to help youths to develop their potentials and skills, instilling in them values ofself-worth, discipline and responsibility, to prevent and reduce delinquent behaviour. The Centre also providescounselling and therapeutic help for youths and families in need.

Japanese Drum - Twice weekly training in learningthe skilful art of Japanese Drum. During the year,we had performed in numerous occasions such asin companies events, PAP Community Day, NationalObservance Day, as well as Hai Sing Catholic Schoolon their Annual Speech Day. It is a value programmethat centres on team spirit and inculcates self-esteem.

Soccer - weekly training which aims not only tobring out the soccer talents of the youths but also awhole lot of emphasis on healthy competitive spirit,teamwork and discipline. Our team participated infriendly matches with other youth agencies andneighbourhood teams.

Creative Talents – weekly sessions of Guitar andSwimming provide an outlet and opportunity forhidden talents, and enhance self-esteem.

National Youth Achievement Award gives youthsthe motivation to strive towards self development andachieving through Community Service, SkillTraining, Challenging Physical Recreation, andExpeditions/Explorations. Emphasis is placed ondetermination and self actualization. Gold awardrecipients for the year went to Berwin Tan and WangJunyong.
