This proposed change to the Miami-Dade County CDMP has been submitted by South Dixie and 122, LLC for +1.59 gross acres (+1.59 net acres), located in Section 15, Township 55, Range 40, and which is bounded by SW 122 Street on the south and the Busway/South-Dixie Highway corridor on the east. This proposed change seeks to redesignate the subject property from “Estate Density” (at 1 to 2.5 du/acre), to “Low-Medium Density” (at 6 to 13 du/acre). The gross and net new trips resulting from the proposed change are outlined below.

Vehicular Access The Amendment Site is well served by the existing regional roadway network, and is situated on the west side of the Busway and is accessible from SW 124 Street to SW 84 Avenue to SW 122 Street. SW 124 Street is an east-west 2 lane Collector Roadway which provides access to South Dixie Highway on the east (a State Principal Arterial) and to SW 87 Avenue on the west (a State Minor Arterial). SW 124 Street intersects with US-1 and the Busway Transit Corridor providing regional access to/from the Amendment site. Transit Access The site is adjacent to exceptional local and regional transit access provided by Miami-Dade Transit and the Busway Corridor with MDT routes 31 Busway Local, 34 Busway Flyer, 38 Busway Max, 52 and 252. Route 136 is located 1 block west of the Application Site with service along SW 87 Avenue which connects to the Dadeland South Metrorail Station on the north and the Falls Shopping Center on the south. Miami-Dade Transit recently opened a new Busway Station at SW 120 Street. Traffic Concurrency Standards Pursuant to the Miami-Dade County Concurrency Management System, all study area traffic count stations on roadways adjacent to the Amendment Site have been found to operate at acceptable levels of service during the peak hour period for the Year 2020 Short Term Planning Horizon, accounting for existing traffic, previously approved committed development traffic, plus the traffic from the Amendment Site. Available capacity and acceptable levels of service are maintained for the adjacent count stations and the study area roadway segments, meeting the traffic concurrency standards from the Miami-Dade County CDMP.

Introduction and Site Location This proposed change to the Miami-Dade County Comprehensive Development Master Plan (CDMP) has been submitted by South Dixie and 122, LLC for +1.59 gross acres (+1.59 net acres), located in Section 15, Township 55, Range 40, and which is bounded by SW 122 Street on the south and the Busway/South-Dixie Highway corridor on the east as depicted in Figure 1A. Trip Generation for the Amendment Site A trip generation analysis has been prepared for the approved and proposed land use designations for the daily, AM peak hour and PM peak hour timeframes using the rates and equations from ITE Trip Generation, 9th Edition. The analysis uses ITE LUC 230/231 for the 20 townhomes proposed (based upon 13 du/acre), compared to 3 single family dwelling units permitted (based upon 2.5 du/acre). The trip generation analysis is provided in Tables 1A, 1B and 1C below to reflect the trip generation for Proposed Uses, Approved Uses and the PM peak hour trip comparison for the proposed change. A summary of the Gross Trips and the Net New Trips for the proposed and approved land uses are provided in Table 2 below for the Daily, AM peak hour and PM peak hour timeframes. Since the site is currently vacant, the CDMP Amendment Transportation Analysis will utilize the full traffic impact of the units proposed.

CDMP Amendment Transportation Analysis A CDMP Amendment Transportation Analysis has been prepared to examine the future transportation impacts resulting from the proposed modifications to the CDMP, examining the adequacy of the transportation infrastructure within the five year - short term (Year 2020) planning horizon. The transportation analysis includes a concurrency analysis for an evaluation of short term traffic conditions as required for Small Scale Amendments to the CDMP. The study area includes the first directly accessed traffic count stations on the arterial and collector roadway network bounded generally by SW 97 Avenue the west, SW 136 Street on the south and SW 77 Avenue on the east and SW 112 Street/Killian Drive on the north as depicted on attached Figure 2A. The transportation analysis evaluates the adequacy of the existing and funded public facilities to support the infrastructure demand for the proposed Amendment incorporating the following: Transportation improvements from TIP 2015 identifying funded improvements for the Short Term Planning Horizon; Identification of the planned transportation improvements from the LRTP 2040 (for information only); and the Existing local and regional transit service in the study area. Programmed Transportation Improvements - Programmed transportation improvements from TIP 2015 reflect funded roadway projects that will result in network lane expansion or network improvement and rehabilitation between the Years 2014 and 2019. The improvements within the study area are identified on Figure 2A and Table 3A.

Planned Transportation Improvements - Planned transportation improvements from Priorities II, III and IV of the Long Range Transportation Plan (LRTP) 2040 have been established as the cost feasible transportation infrastructure that will be in place by the Year 2040. The planned transportation improvements within or adjacent to the study area are identified on Figure 2A and Table 3B.

Existing Transit Service - Miami-Dade Transit provides local and regional transit access adjacent to the site via MDT Route 136 and the Busway Corridor providing additional access to the following routes: 31 Busway Local, 34 Busway Flyer, 38 Busway Max, 52 and 252 (see Figure 2B). Route 136 is located 1 block west of the Application Site with service along SW 87 Avenue which connects to the Dadeland South Metrorail Station on the north and the Falls Shopping Center on the south. A summary of weekday and weekend service headways are provided on Table 3C. Miami-Dade Transit recently opened a new Busway Station at SW 120 Street.

Traffic Concurrency Analysis – Year 2020 Short Term Planning Horizon A traffic concurrency infrastructure analysis for the Year 2020 short term planning horizon has been prepared to examine the concurrency status of the surrounding roadways consistent with the Miami-Dade County traffic concurrency criteria and guidelines. Pursuant to the analysis performed herein, adequate capacity has been found to exist at the first directly accessed and secondary traffic count stations located adjacent to and surrounding the project site. Each traffic count station has been found to maintain adequate available capacity for the short term planning horizon to accommodate the traffic impacts for 20 townhomes which is the maximum number of units that would be permitted by this CDMP Amendment. The addition of 16 Gross PM Peak Hour Trips does not exceed the available roadway capacity assigned to the surrounding traffic count stations by Miami-Dade County and FDOT using the latest count data available which reflects Year 2013 traffic counts from FDOT and Year 2014 traffic counts from Miami-Dade County. Pursuant to the Miami-Dade Concurrency Management System, all study area traffic count stations on roadways adjacent to the Amendment Site have been found to operate at acceptable levels of service during the peak hour period, accounting for existing traffic, previously approved committed development traffic, plus the traffic from the proposed Amendment Site. Available capacity and acceptable levels of service are maintained for the adjacent count stations and the study area roadway segments, meeting the traffic concurrency standards from the Miami-Dade County Comprehensive Development Master Plan. Based upon these findings, adequate existing and funded transportation infrastructure are maintained for the short term planning horizon to support the development program proposed by this Amendment. The traffic concurrency infrastructure analysis is presented in Table 4 and includes the information listed below.

Traffic Count Data Traffic counts for roadways under both County and State jurisdiction reflect peak hour period traffic count data from the years 2013 or 2014 using the most recent data available from FDOT and Miami-Dade County. Adopted LOS Standards and the Maximum Service Volumes The adopted level of service standards for each County count station are provided by Miami-Dade County in their traffic concurrency database. The maximum service volumes for the County count stations have been obtained from the Miami-Dade County ArtPlan calculations provided in the June 30, 2014 Traffic Concurrency Count Station Database. The maximum service volumes for the State count stations are based upon Table 4 for the Two-Way Peak Hour from the FDOT 2012 Quality/LOS Handbook. Development Order Trips The development order trips for each count station has been obtained from the Miami-Dade County using Committed Development Data updated in September of 2014.

Project Assignment The project traffic assignment to the surrounding study area roadways has been established using the Miami-Dade County Cardinal Distribution for Zone 1183 as obtained through interpolation for the Year 2020 using the Year 2005 and Year 2035 Cardinal Directions from the 2035 Long Range Transportation Plan (LRTP). The assignment and distribution of the 16 gross PM peak hour trips are provided using the figures listed below.

Total Traffic Conditions The Concurrency Analysis presented in Table 4 identifies the total peak hour period traffic at each of the first directly accessed count stations and the remaining capacity still available after the addition of the traffic for the Amendment Site. Table 4 addresses the Year 2020 Short Term Traffic Conditions for the count stations and/or roadway segments outlined below.

Conclusions for the Traffic Concurrency Analysis for the Short Term Planning Horizon The determination of available capacity and level of service for each of the first directly accessed traffic count stations is made after incorporating the total project traffic from the proposed Amendment Site. Pursuant to the Miami-Dade County Concurrency Management System, all study area traffic count stations on roadways adjacent to and surrounding the project site were found to operate at acceptable levels of service during the peak hour period, accounting for existing traffic, previously approved committed development traffic, plus the total project traffic for the proposed Amendment Site. Conclusions Vehicular Access The Amendment Site is situated on the west side of the Busway Corridor and is accessible from SW 124 Street to SW 84 Avenue to SW 122 Street. SW 124 Street is an east-west 2 lane Collector Roadway which provides access to South Dixie Highway on the east (a State Principal Arterial) and to SW 87 Avenue on the west (a State Minor Arterial). Transit Access The site is adjacent to exceptional local and regional transit access provided by Miami-Dade Transit and the Busway Corridor with MDT routes 31 Busway Local, 34 Busway Flyer, 38 Busway Max, 52 and 252. Route 136 is located 1 block west of the Application Site with service along SW 87 Avenue which connects to the Dadeland South Metrorail Station on the north and the Falls Shopping Center on the south. Miami-Dade Transit recently opened a new Busway Station at SW 120 Street. Traffic Concurrency Standards Pursuant to the Miami-Dade County Concurrency Management System, all study area traffic count stations on roadways adjacent to the Amendment Site have been found to operate at acceptable levels of service during the peak hour period for the Year 2020 Short Term Planning Horizon, accounting for existing traffic, previously approved committed development traffic, plus the traffic from the Amendment Site. Available capacity and acceptable levels of service are maintained for the adjacent count stations and the study area roadway segments, meeting the traffic concurrency standards from the Miami-Dade County CDMP.
