Whilst services in CECA National, CECA (Southern) and CECA (South West)continue to be developed, subscriptions have been kept for another year at2008 levels with a minimum subscription of £1,200 (+ VAT) and a maximumsubscription of £30,000 (+ VAT). The subscription model is based on amultiplier of 0.045% of civil engineering turnover.

The current subscriptions model remains under close scrutiny by theChairmen’s Strategic Forum and the Executive Management Board.

We continue to explore alternative funding and appropriate sponsorshipopportunities.

The finances of CECA (Southern) and CECA (South West) have been carefullymanaged, with quarterly reporting to the Board. A copy of the audited AnnualAccounts for the year to 31 December 2016 has been sent to all membercompanies.

SCHOOLS ENGAGEMENT

CECA (Southern) and CECA (South West) continue to look at ways ofimproving the industry’s engagement with schools.

• Aspirations Academies TrustCECA (Southern) continues its good relationship with the AspirationsAcademies Trust (AAT). With heavy emphasis on science and technology, AATaims to transform their schools and tackle the ‘employability gap’, by betterequipping school leavers with the skills needed by employers. It aims tocreate schools that deliver life opportunities, 21st century skills, highaspirations and self-confidence.

AAT has jointly developed a number of projects with CECA (Southern)member, BAM Nuttall, for their Y12 students. They launched their AspirationsEmployability Portfolio at their Tech City College in Islington. During a recentOfsted inspection the inspector commented it was the best example ofpreparing young people for employability that he had seen in any school.CECA is hopeful that a model approach will evolve, which other members andschools can adopt, leading to improved engagement with our sector generally.

Members can get involved with AAT in several different ways, such asmentoring, providing internships, running workshops/competitions. More real-life projects are required. All activities have different time requirements, so canbe tailored to suit. The objective is to raise the profile of civil engineering andimprove the work readiness of students for employment in our sector.

• Enterprise Advisor NetworkCECA (Southern) has met with the Senior Skills Officer – Careers EnterpriseCoordinator, within the Employment and Skills team at Essex CountyCouncil. Essex CC are participating in a new national programme on behalfof Essex schools and businesses – the Enterprise Advisor Network- which isaimed at ensuring that young people are equipped with the skills necessaryto begin building for a successful career. The Employment and Skills Boardconsiders that one of the 7 key sectors for growth in the county isconstruction. Essex CC’s role is to match secondary schools with seniorrepresentatives from businesses and organisations – operating as anEnterprise Adviser - in order to inspire young people and provide them with alasting skill-set. Essex CC are aiming to link an Enterprise Adviser with everysecondary school in Essex. Volunteer Enterprise Advisors are needed.

• Tomorrow’s EngineersCECA (Southern) and CECA (South West) are due to meet with ‘Tomorrow’sEngineers’ to discuss how we may be able to collaborate. The Tomorrow’sEngineers Employer Network has been set up to support employers andorganisations in engaging with young people through school activities anddeveloping a talent pipeline that will address the current skills shortage inSTEM and engineering careers.

Members are invited to get involved in and help develop our SchoolsEngagement programme, by providing ideas, contacts and a little of their time.

CONSTRUCTION LAW AND COMMERCIAL HELPLINE

This Helpline provides contract law and commercialadvice and is available to members of CECA(Southern) and CECA (South West). The free of chargetelephone and email service is provided by Bezzant Ltdand provides members with an opportunity to speakdirectly to experts, thereby obtaining clear andpractical advice based on their extensive experience.

The Helpline Service is available Monday to Fridayfrom 9.30am to 4.30pm. To assist the advisors CECAmembers should provide clear and concise informationon the issues they seek assistance with.

As I approach the end of my first year as Chairman, it is appropriate to reflect onwhat has changed in the few short months since I took over from Lee Rushbrooke.

This year we celebrated our 20th Anniversary and in that time CECAestablished themselves as an influential and persuasive voice for both ourmembers and the wider industry. However, what is more important now is howwe propose to change and adapt our Industry and meet the country’s needsover the next two decades.

We must continue to evolve and reinvent our industry to meet the changingneeds of our customers and support the continued growth and resilience of theUK economy. We must continue to identify more innovative ways of workingand collaborating to deliver increasing value for money. We must communicatethe social and economic benefits of our work more effectively. Only by doingso will we retain public and Government confidence to secure sustained levelsof investment in UK Infrastructure.

The referendum result on 23 June is clearly far-reaching, although the immediateimpact was relatively mild for most CECA members. Some schemes ‘paused’whilst customers re-assessed their business cases, but many then proceededquietly. Consumers appeared largely unphased, and the realisation dawned thatthe demand for infrastructure improvements remains as urgent as before.

The Transport Secretary, Chris Grayling, addressed CECA’s highly successful20th Anniversary Conference in November. His message was upbeat withregards to the Government’s Infrastructure spending plans, and the recentlypublished Housing White Paper will add increasing demands for the promptprovision of the associated critical transport and utilities infrastructure.

I am delighted to welcome all new members to CECA (Southern). In recentmonths, we have seen an upsurge in enquiries and membership and I lookforward to meeting you all at one of our events. In addition to new members,we must address the aging pool of our industry’s skilled resources, by makingconstruction a more attractive, enjoyable and flexible place to work foreveryone and the FIR Initiative is an essential part of this journey.

Welcome also to Paul Santer, our first South West Regional Director. CECA(South West) Chairman, Peter Marsh, and I see Paul’s appointment as animportant milestone for CECA as we prepare to meet the challenges and graspthe opportunities for our members in both regions.

CLIENT LIAISON MEETINGS

CECA (Southern) continued its regular programme of liaison meetings withNetwork Rail IP Southern. Meetings were also held with Heathrow Airport,Southern Water, Thames Water, Cambridgeshire, Gloucestershire, Kent andSuffolk County Councils.

ENGLAND’S ECONOMIC HEARTLAND STRATEGIC TRANSPORT FORUM

This forum allows partners to work together with one voice when formulatingand executing the infrastructure strategy for the Heartland region, whichincludes Buckinghamshire, Cambridgeshire, Northamptonshire and OxfordshireCCs, working with the Department for Transport and Highways England. CECAis represented on this forum by Adam Tuke, Industry Affairs Director.

REGIONAL SUPPLIER CONFERENCE

This event, held in London on 21 June, gave members a chance to engage withsuppliers as part of the Infrastructure Leadership Programme, which isdeveloping proposals to support companies in delivering major upgrades to theUK’s infrastructure in the coming years. The conference included presentationsfrom Anglian Water, Highways England, England Economic Heartland StrategicAlliance Transport Forum and the Greater Norwich Growth Board Partnership.The event also included some bite-sized learning opportunities to providedetails to supply chain companies of recent changes in policy; these includedthe Modern Slavery Act and illegal working in the UK.

LOCAL ENTERPRISE PARTNERSHIPS (LEP)

CECA (Southern) has maintained selective contact with the LEPs, pendingidentification of those most likely to become conduits for workload. Currently,the Executive Director attends the Forum of the Coast to Capital LEP andvarious South East LEP events.

The CECA (Southern) Annual Dinner took place atthe Lancaster London on Tuesday 1 November, whichwas exactly 20 years to the day that CECA(Southern) Ltd was incorporated. We were delightedto welcome almost 500 people to the event tocelebrate this special occasion. CECA (Southern)entertained over 50 key representatives fromindustry and associated bodies and we were alsopleased to have the Chelsea In-Pensioners inattendance.

The CECA (Southern) training awards recognise exceptionally talented newentrants to our industry, as well as those that have served the industry wellover the years. Winners receive a certificate and a cheque for £500. The 2016awards were presented at the 20th Anniversary Dinner in London by CECA(Southern) Chairman, Richard King.

CONTRACTUAL SEMINARS

We continued our very successful programme of contractual seminars. Thetraining was provided by Mark Bezzant, Director, Bezzant Ltd. Bezzant Ltdspecializes in construction law and commercial matters and Mark is highlyrespected in the industry for his vast experience and specialist knowledge.These seminars are free to members and include comprehensive notes for each seminar. CECA MANAGEMENT DEVELOPMENT PROGRAMME

This programme is designed for middle and senior managers operating in a civilengineering environment. Six full-day workshops were held with the aim toprovide each manager with the tools and techniques for them to bring aboutchange and development, on both a personal and business level. In addition,the programme provided an opportunity for managers to consolidate theirlearning by obtaining a QCF Level 6 or 7 vocational qualification inconstruction recognised by CSCS and professional institutions. The sixworkshops were complemented by two site visits from a qualified andexperienced assessor.

MOCK TRIAL ‘MANAGEMENT OF CONTRACTORS’

This innovative and engaging half-day event, held in London on 14 June, wasled by Kirsty Gomersal of Clyde & Co. It provided delegates with an insight intothe mechanics of a trial and the opportunity to see experienced advocates ‘inaction’. It demonstrated the challenges faced by those who have to giveevidence in Crown Court, with delegates assuming the role of the Jury. The trialfocused on a case against a company who allegedly ‘failed to ensure the healthand safety of specialist contractors on site’ and ‘properly co-operate and co-ordinate with contractors’. Whilst the scenario is based on an actual case, theissues that arise relate to matters such as competence, training, auditing andreview of procedures. The aim of the session was for delegates to understandan organisation’s responsibilities for the safe management of its contractorsand to appreciate that delegation of tasks to a contractor does not mean thatresponsibility for health and safety is delegated.

OverviewCECA (Southern) will continue to support members of allsizes, providing unique access to clients, LEPs, localgovernment and fellow members. We will also ensure thatSouthern members have the opportunity to influenceCECA's national stance on a number of key issuesincluding:

• fair payment

• efficient procurement practices

• better supplier engagement

• CITB Levy and proposed Apprenticeship Levy

• Skills improvement and recruitment of key resources

• Behavioural and Cultural developments

Our programme of training courses has been reviewed for2017 to include a range of relevant topics of interest topersonnel at all levels.

Membership• Increase membership levels generally to maintainbalance between larger and smaller members.

• Provide more opportunities for member participation inIndustry Affairs

Client/Supplier EngagementWe will be working to refresh the annual regional supplierevents, by changing the format to provide morecollaborative opportunities for participants, includingclients.

More emphasis will be placed on Client Liaison meetingsin 2017. Efforts are being made to expand the client list,with the aim of accessing the more reticent clients.

LEP EngagementWhilst good relations have been established with keyregional LEPs, there is more work to do in terms of raisingLEP awareness of the need for investment in basicInfrastructure, rather than ‘vanity projects’. Members willbe encouraged to participate directly in their local LEP byattending briefings and Forum meetings and, whereappropriate, by applying for relevant senior LEPappointments.

Schools EngagementMuch work is needed to build on the limited progress todate. We will continue to work with receptive localauthorities and Academies Trust organisations with a viewto developing a wider range of contacts and processes.

CECA was instrumental in setting up and populatingCITB’s “GoConstruct” website and this collaboration willcontinue. Members are encouraged to provide materialfor posting on this website.

Training, Recruitment and Development of PotentialCECA (Southern) will continue to provide focussedtraining programmes for members. Each will be developedspecifically for civil engineering contractors, with contentdesigned to fill gaps in what is available elsewhere. Tomitigate the growing funding challenge, CECA will exploreopportunities to collaborate with other organisationsoperating in our sector.

Behavioural, Cultural and Occupational Health IssuesCECA (Southern) is fully committed to “Stop. Make aChange”, scheduled for 18 April 2017. Many major clientsand our members are supporting stand-down events thatday on sites across the UK, where discussions will covermental health, respiratory illness, fatigue and plant safety.Our role will be to maintain momentum for theremainder of 2017 and beyond.

CECA’s lead on Fairness, Inclusion and Respect willcontinue to be strengthened, through various eventsthroughout the year.

My second year in post as Chairman is now coming to an end. Reflecting on thisperiod and how it has flown by, I have been thinking about what has changed andwhat remains the same. It has been encouraging to see that CECA (South West)members have been reporting an increase in activity in both tender enquiries andprojects going to delivery as we finally seemed to come out of recession.

Major clients moved forward with fresh optimism, including EDF whocommitted to Hinkley Point C (several weeks before the new Theresa May ledgovernment finally gave its support to the scheme). The title of ‘largestconstruction project in Europe’ will therefore be leaving London as this schemeis to be built in our patch. This may prove a mixed blessing for the region, asever increasing numbers of staff and operatives are attracted to Bridgwater.And then along came Brexit! The unforecast result seemed to catch everyonecold and threw us back into uncertain times.

Both Hinkley and Brexit will provide opportunities for us to upskill our resources,attract new talent into the industry and, as can be seen in the blend of staffmobilised to date, provide an opportunity to improve the diversity of ourindustry as we march towards the end of the second decade of the 21st century.

Training and diversity have been key drivers for my term. We need to attractthe brightest and most industrious talent into the construction sector andexciting new projects such as Hinkley will assist in this process by raising theprofile of the industry on the social media platform.

There remain significant challenges in terms of attracting, recruiting (andretaining) the best young talent into our industry which has long beenregarded as a secondary career option in schools, tarred with the dirtymanufacturing label. Schools encourage their most gifted pupils to enter nobleprofessions such as medicine and law. We therefore need to support schoolcareer events and programmes for vocational learning and I am pleased thatCECA members have become increasingly involved with schools, academiesand universities. Here in the South West, we have engaged with Bath Universityand continue to support University of Plymouth students in finding industrialplacements with members.

The industry remains buoyed-up by future government plans and the highly-publicised national infrastructure investment which the economy needs, evenmore so with Brexit. The road and rail programmes should realise significantinvestment in our infrastructure, bringing opportunities for all. The recentlyannounced government support for housing will deliver further opportunitiesas well as challenges, particularly with regard to resources (regionally,nationally and from the slightly more remote European pool), putting pressureon wages, construction materials and plant.

I have enjoyed a hectic two years as Chairman of CECA (South West), meetingmembers from across the peninsula as well as in our other CECA regions. It hasbeen my pleasure to represent our members over the last 12 months and Imust thank Kier (my employer), our past Chairman and current Vice Chairmanfor their invaluable support during this period. I would also like to wish JonBenton every success for the coming two years in post as our new Chairman.

Finally, I’m very pleased to welcome Paul Santer as our new Regional Directorfrom the beginning of 2017 and view his appointment as indicative of thegrowing confidence and potential that the South West is experiencing.

CECA (South West) continued its regular programme of liaison meetings withNetwork Rail IP Western. Meetings were also held with Bristol Water, SouthWest Water, Wessex Water, Dorset County Council, Gloucestershire CountyCouncil and Wiltshire Council.

SOUTH WEST REGIONAL SUPPLIER CONFERENCE

This supply chain event was held in Exeter on 22 September and gave membersa chance to engage with suppliers as part of the Infrastructure LeadershipProgramme, which is developing proposals to support companies in deliveringmajor upgrades to the UK’s infrastructure in the coming years. LOCAL ENTERPRISE PARTNERSHIPS (LEP)

CECA (South West) maintained contact with the newly formed LEPs, inparticular the Heart of the SW LEP and the West of England LEP, and there areplans in 2017 to increase this level of engagement.

CARDIFF AND VALE COLLEGE STEERING GROUP COMMITTEE

CECA (South West) presented to this steering group in April 2016. The SteeringGroup consists of UCATT, Cardiff and Vale College, Job Centre Plus, Bridges toWork in Wales and Community First. The aims and objectives of the Group is totrain unemployed, disadvantaged workers and upskill existing employees toaddress the needs of Hinkley Point C, Hinkley Point Supply Chain, Hinkley PointBackfill and major projects in Wales.

LIAISON WITH THE UNIVERSITY OF PLYMOUTH

CECA (South West) continues to have strong ties with the University ofPlymouth in a relationship that has been ongoing in excess of ten years. Inaddition, there are a number of member representatives who sit on theUniversity of Plymouth Industrial Advisory Committee.

HEADSTARTCECA (South West) has supported the University of Plymouth’s ‘HeadStart’event since 2009. HeadStart is backed by the Royal Academy of Engineeringand is aimed at Year 12 students showing exceptional ability in mathematicsand science, and an interest in and aptitude for engineering. They spend 5 daysin residence at the University, when they are exposed to various branches ofengineering, including civil engineering. CECA (South West) and memberssupported the event by holding an evening session in July. Due to the interestand commitment shown in previous years by CECA (South West) members, theevent now focuses almost entirely on civil engineering. James Walton, who is agraduate engineer with Suttles, gave a thought-provoking presentation to thestudents on his career to date. The informal discussions afterwards with otherrecent entrants and senior CECA member representatives generated excellentfeedback from the students and the HeadStart supervisor.

INDUSTRIAL PLACEMENT AWARD 2015/16CECA (South West) was pleased to make an awardto Plymouth University undergraduate, PeterBoden, who was judged Best University IndustrialPlacement for his placement year with Dyer &Butler Ltd, whilst studying for an MEng (Hons)Civil and Coastal Engineering Degree at theUniversity of Plymouth. Peter was presented withhis Award at the Annual Lunch in Torquay inOctober.

LIAISON WITH THE UNIVERSITY OF BATH

CECA (South West) has recently forged a similar relationship to that with theUniversity of Plymouth with Bath University.

INDUSTRIAL PLACEMENT AWARD 2015/16CECA (South West) was delighted to make the inaugural award to BathUniversity student, Alexander Relf, for his outstanding performance during hisplacement year with Skanska as part of his BEng course in Civil andArchitectural Engineering. Alexander also received his award at the AnnualLunch in Torquay.

LECTURE SLOTCECA (South West) members, BAM Ritchies and HOCHTIEF (UK) ConstructionLtd, presented to about 60 civil second year students at the University of Bathwho are applying for placement years. The aim of the lecture was to give anoverview of the types of roles for civil engineers and included somepresentations from newly qualified graduates with their experiences.

MOCK TRIAL ‘MANAGEMENT OF CONTRACTORS’

This innovative and engaging half-day event, held in Bristol on 19 October, wasled by Kirsty Gomersal of Clyde & Co and provided delegates with an insightinto the mechanics of a trial and see experienced advocates ‘in action’. Itdemonstrated the challenges faced by those who have to give evidence inCrown Court and members attending assumed the role of the Jury. The trialfocused on a case against a company which has allegedly ‘failed to ensure thehealth and safety of specialist contractors on site’ and ‘properly co-operate andco-ordinate with contractors’. Whilst the scenario is based on an actual case,the issues that arise relate to matters such as competence, training, auditingand review of procedures. The aim of the session was for delegates tounderstand an organisation’s responsibilities for the safe management of itscontractors and to appreciate that delegation of tasks to a contractor does notmean that responsibility for health and safety is delegated.

OverviewConstruction output in the South West is predicted togrow by more than 3% per annum in the five years to2021 (the second fastest rate in the UK after Wales). Theregion will benefit massively from major investment innuclear new build at Hinkley, the ambitious A303improvement programme by Highways England andongoing flood defence and coastal engineering works.CECA (South West) will play its part in supportingmembers to meet the challenges, as well as theopportunities, posed by these strategic infrastructuredevelopments.

In addition to ongoing direct liaison with key clientorganisations, CECA (South West) will continue tosupport members in maximising employee skills andattracting new entrants at all levels.

To deliver the above, we need to increase membershipand provide a more regular local presence to representthose members. The appointment of a dedicated newregional director for the South West at the beginning ofthe year will improve the delivery of these servicessignificantly whilst extending the influence of CECA(South West) across the region.

Membership• Visit all existing members before end Q2 to receivefeedback on how CECA (South West) services can beimproved.

• Increase full membership by 5% compared with 2016levels.

• Increase associate membership by 5% compared with2016 levels.

• Improve member participation in quarterly meetingsand events by 20%.

Supplier Engagement• Host and improve at least one regionalclient/supplier/supply chain engagement event.

• Build on existing links with EDF, the unions and otherorganisations involved at Hinkley C power station.

Collective Voice for the South West• Collaborate with relevant representativeorganisations, including local MPs, to influence policyand spending decisions.

• Attend industry functions and other regional events toraise CECA’s profile and establish it as the local ‘voicefor infrastructure’.

LEP Engagement• Strengthen current links with Heart of the South WestLEP and West of England LEP.

• Establish functional links with the remaining four LEPsin the region.

Client Engagement• Arrange a minimum of 6 client liaison meetings toidentify work opportunities for all members.

Communication with Members• Maintain timely flow of Market Intelligence bulletins.

• Update and engage members in issues including thefuture of CITB and the Apprenticeship Levy.

Training and Development• Continue Management & Development (NVQ)courses.

• Maintain member support service via Head of Training& Development.

• Establish effective working links with restructuredCITB in the South West.

Schools and Colleges Engagement• Maintain links with Plymouth and Bath universities.

• Establish new links with colleges and schools in theregion and encourage greater member engagementwith them (focus on two schools for this year andbuild from this base in subsequent years).
