Our new Strategic Directions - brief, but critically important!

Setting Strategic Directions is one of the most important things an organisation must regularly do. Like navigating an aircraft, setting strategic directions ensures that we are on course for our chosen destination, by the safest and most effective route.

Mallee Family Care sets its directions every three years. This triennium is particularly important, because of the great challenges faced by the nation, the Mallee Region and the organisation. Families are under pressure with the recession, with the challenges of drought and the pressure faced by horticultural industries. Funders and donors, private and public, are under budgetary pressures that make it harder for them to give as generously as usual.

Setting Strategic Directions is ultimately a governance responsibility of the Board of any organisation, and the Board of Mallee Family Care takes the final responsibility for the directions set here. However staff and stakeholders have been involved in the development of the directions, which reflect their hands-on experience of our organisation’s work and its clients’ needs.

The Strategic Directions are also set within this document in the context of Mallee Family Care’s history, mission, values, goals, policies and service charter. These, like the processes of involvement, are the indispensable context of our chosen directions.

Finally, we have tried to adopt a simple and straight forward set of Directions so everyone can see where we are heading and where their contribution fits in. If we all know where we are heading, we will be most effective in getting there.

Celebrating 30 Years

Birthday GreetingsAfter stepping down from the management of Mildara Wines I felt moved to give back to a community which had been so good to me and my family. It led me to a long and happy association with Mallee Family Care. I thought that my business skills would be of use to this welfare agency which was already held in high regard. I came to appreciate an organisation which was every bit as professional, business like and determined as the one which I had left.

I was privileged to serve as its President for 10 years and I congratulate the organisation on its completion of three great decades.

I came to know Mallee Family Care in my period as Chancellor of La Trobe University. I was delighted to find an organisation that knew that lack of support at secondary school hindered many kids from reaching their potential.

The establishment of Chances for Children was their way of doing something about it and I was pleased to commit the university to support their efforts.

I am delighted to serve as a patron of Chances for Children and I feel sure that the next thirty years will be just as fruitful.

While I have known about Mallee Family Care since its very beginnings, my association with the organisation really developed in my years as Chair of the Sunraysia Rural Water Authority. We were unanimous in our view that children and water are our regions most precious resources and that both need to be cared for, and developed.

Mallee Family Care’s relationship with our water authorities was indicative of their belief that partnerships were imperative to the growth of strong and capable communities.

Under Vernon’s stewardship, Mallee Family Care became a place where ideas flourished. Many times in the last thirty years, I recall telling Vernon that his vision was doomed. But somehow, he enchanted politicians, bureaucrats and community members with his persistence, bloody mindedness and chutzpah.

I’m proud to be associated with an organisation which never takes no for an answer.

The combination of being a new graduate in a new agency in an under serviced region held many adventures. After some agency training in budget counselling, the word got out that I might actually have something useful to contribute.

One gentleman came to see me wanting help filling in his tax return. Filled with enthusiasm I was happy to assist and we got on famously up until question 4, “When did you last lodge a return?” I asked. “I reckon that would have been about 1954,” he said. Given that this predated my own existence, I did what any reasonable worker might do, and referred him on to a more experienced practitioner.

I welcome that fact that the last thirty years have enabled Mallee Family Care to develop its own bevy of talented and skilled practitioners.

Celebrating 30 Years

The thirtieth birthday celebrations of Mallee Family Care remind me of my discussions with the Social Welfare Department in the 1970s about the needs of children and families in the Mallee Region. I was keen to see how Melbourne Family Care might lend a hand.

I’m very proud of what has been achieved since that time and I have been pleased to support the development of that work.

Like its Executive Director, I have been privileged to have worked in a period of great change and I’ve been delighted to assist Mallee Family Care in their endeavours.

Owned and supported by the people of the Mallee, Mallee Family Care has grown steadily, supporting and enriching families across the region.

Mallee Family Care is a very unusual organisation. It involves the whole community – the old and the young, the haves and have nots, men and women.

It does serious community work supporting the needy and collecting generous donations, but it is keen to have fun in the process.

I remember attending two annual fund raising dinners where dancing, singing and celebrating were always evident.

My involvement in Mallee Family Care has been a real pleasure and I wish them all the best in the next thirty years.

But Mallee Family Care is like that . . . . . it’s hard not to get involved.

The delivery of these programs accounts for the employment of around 150 staff and a volunteer army of around 500 dedicated supporters.

presidents reportI would be remiss if I did not commence this Annual Report without reference to our 30th Birthday. It is clearly a milestone which deserves recognition of the individuals and the events that have together made possible this remarkable journey. It’s also a milestone which has not escaped the attention of the media or the reflections of staff in our fortnightly newsletter. I for one have enjoyed the stories of our Executive Director and his colourful recollections of those earliest days. Who could have imagined that a decision back in 1979 to outpost a representative of the then Melbourne Family Care could have led to a large regional agency with a multitude of programs throughout North West Victoria and South West New South Wales.

It was fitting that at the start of this special year we celebrated a toast (and a roast) for our Executive Officer, Vernon Knight. In a recent newsletter, Vernon recounted his early days and his arrival in Mildura with little more than pads, pens and a daunting assignment. “Far too many children were being sent from the Mallee to institutions in Melbourne as a consequence of the absence of those services which might enable them to remain connected to their biological families and their communities of origin.” It was sobering to read Vernon’s account of those times and the challenges of establishing an “outpost” long before mobile phones, fax machines and computers. While 30 years may seem a short time in some senses, many of the changes which we take for granted are difficult to comprehend. I guess those reflections also remind us of the importance of ensuring that the early

history of Mallee Family Care is preserved for posterity. Recognising its importance, a former Past President and Patron, Richard Haselgrove urged the Board to write the history before memories dimmed and stories got lost. To assist this important project Richard established a fund which resulted in the engagement of a nationally acclaimed historian Professor Rob Linn. Rob has authored around 40 histories and his work to this stage has evidenced that he was clearly, the right person for the job. Over the year, Rob has had numerous discussions with many of those who played vital parts in establishing and developing our organisation and I welcome the fact that these interviews have now been preserved.

(Rob is also the historian for the National Library and his interviews will ultimately find their way into the national archives.) It is my hope that the history will be launched at this year’s Annual Meeting and I invite you to reserve a copy of what is destined to be, an important Mallee story. The book has been entitled “Harder the Ground, Softer the People”. I’m told it was a statement made to our Executive Director early in his life in the Mallee when he reflected on the integrity and the gentleness of those who inhabit our farming communities. Vernon tells me that the words have never left him and that the communities that he grew to know and love have always demonstrated those qualities. But Mallee Family Care has never been an organisation content to live in the past and we have again this year revisited our Strategic Plan.

While the Plan sets directions for the period 2009 - 2012, the Board is fully aware of our need to think in years not months, and decades not years. So the Plan is only a signpost of where we plan to head and how we hope to get there. We were assisted in this process by Professor Bill Russell who many will know as the Chair of the Nowingi Toxic Dump Panel and a keen ally in Victoria’s rail freight development. As a former Chair of the Food Bowl Campaign Committee, I well know the intellect and the balance that Professor Russell was able to bring to the determination of a vibrant and sustainable future for the Mallee. Elsewhere in this Annual Report you will read that we have affirmed the vision, the mission and the values which have guided us over the past three years. Our strategic directions have added further priorities which will serve to guide our efforts in the foreseeable future. The first three of those directions are seen to be our highest priorities and we have established working groups comprising Board and staff to think about the best means to their attainment. I will take a moment to reflect on these priorities and signal the measures already adopted to help us on this journey.

SustainabilityRecognising that the work of Mallee Family Care is destined to be ongoing, our immediate priority is to ensure the Association’s “financial and functional sustainability”. There are number of aspects to this task but the most adventurous is the Board’s plan to consider a merger with Sunraysia Murray Group Training. Most businesses recognise the need to achieve a ‘best return’ for investment and the importance of ‘economies of scale’. While interest in a merger with a training organisation serves to support that proposal, we see the potential of a service network

Celebrating 30 Yearswhich begins in the first instance with the identification of need, support for the most vulnerable and the provision of opportunities which will ultimately lead to independence and self determination.

Early InterventionThe second of our strategic interests is the need to focus on prevention and early intervention. In the words of our Strategic Plan, it is seen that this will best be brought about through an “orientation to community development”. While the intention of the plan is to ensure that all aspects of the agency’s work take account of the principles of community building, the past year has seen a significant initiative with the opening of the Tony Vinson Centre. In obvious recognition of the contribution which Professor Vinson has given to both Mallee Family Care and our region, the naming of the new centre is a fitting tribute to a number of new and important projects. This work commenced with the establishment of Chances for Children but has now progressed to include Reading Discovery, specialist support for children with learning disabilities (the Portland House Project), industry based Mentoring and an e-based learning program for children at risk of disengaging from mainstream education. The new centre clearly confirms Mallee Family Care’s desire to pursue programs and priorities which far exceed the parameters of government funded services.

Professional DevelopmentA third but no less important priority in our agency’s strategic directions is our commitment to professional development. While this commitment is ongoing in terms of opportunities for training and further education, our continued use of a climate survey has worked to better inform our management in relation to the measures which will enhance our professional practice and increase employment satisfaction. In line with this objective has been the introduction of a Performance Management Program which encourages staff to increase

their skills and seek recognition through set standards of professional practice. But it is not just staff who define the agency’s skills base with the result that earlier this year, a comprehensive governance training program was provided for members of the Board. We are indeed fortunate to have a Board with diverse skills and a Board which devotes its time to learning opportunities. These opportunities were timely given a “changing of the guard” with the retirement of a number of members and the recruitment of new talent. Retiring from the Board this year were Liz Maffei (Past President and Life member), Rosanne Kava, Jan Richards, Karen Newkirk, Tom Byrne and Michael Adamson. New additions to the Board include Margaret Thomson, Brian Wood, Selfet Kuzu, Peter Greed and Keith Richards. There is no doubt that a measure of Mallee Family Care’s success is reflected in the calibre of those who have willingly toiled to guide its activities.

Growing the NetworkFrom the outset, Mallee Family Care has maintained a commitment to outreach to the many communities which together form the Mallee. Our very earliest days remind us that our first new office outside Mildura was Kerang, arguably our most distant location. Our Director argued that anything less than an early commitment to the farthest outposts ran the risk that we might never get there. As you will see from the list of our current locations, this initiative has been replicated many times. In fact, Mallee Family Care has opened on average a new office location every two years. Most recent of course is the Marie Schlemme Centre, a home for a myriad of services in Swan Hill. Successive financial statements over the past 30 years evidence steady growth in what businesses would generally refer to as capital value. In the case of Mallee Family Care, these figures are more appropriately a measure of the community’s investment in its wish for better outcomes for children and families. Maintaining this growth and making ends meet is no small task in tough times and I pay tribute to the management and our Audit Committee for their stewardship of the community’s trust. The challenge for future Boards will be their need to address the accommodation needs we now face as a result of the growth of our work in the Shire of Wentworth.

Commitment to Best PracticeSuccess is never accidental and Mallee Family Care can reflect with pride on the measures adopted over time in its commitment to best practice. I particularly acknowledge my Board colleagues who evidence that commitment

through their time and devotion to shaping the policies and practices so vital to the culture of our organisation.

Keith’s contribution to Mallee Family Care and his welcome recognition is a timely reminder of the enormous contribution of our many volunteers. As you will see from their listing earlier in this report, their activities are quite diverse but without their support, we probably couldn’t exist. In the course of the year, Board members participated in a weekend of governance training and a ‘beating of the bounds’. This was no small order when one considers the time commitments of those involved. The work of the Audit Committee will be separately reported but I again acknowledge their time and expertise and the leadership of Ross Lake who has been actively involved in Mallee Family Care from its very inception. In addition to the annual audit which monitors our financial health, the Audit Committee has instigated a series of internal reviews which have randomly analysed many aspects of our agency’s balance sheet. These reviews have given us good reason to have confidence in our management practices. Another aspect of our quality control is a detailed review of our work at each of our sites and I’m pleased to report that we have again maintained our accreditation under ISO 2001. This accreditation is undertaken in addition to the requirements of Government contracts. While much of this has been ongoing in terms of our work in Victoria, our developing role in New South Wales has required and achieved even more qualifications.

Although we recognise the importance of the paper work, it goes without saying that the ultimate measure of our professional practice is what happens at the coal face.

Much of this work is face-to-face and private and its quality can only ever be reflected in the skill of our practitioners.

Speaking UpIt has become increasingly impossible to capture a year in the life of Mallee Family Care in the course of an Annual Report. With a staff of nearly 150, a volunteer army of around 500 and a wide range of programs operating in a region the size of Tasmania, this report can do little more than glimpse the highlights.

I was especially thrilled when one of our number, Keith Richards was recognised with a Medal of the Order of Australia in the Queen’s Birthday honours.

Celebrating 30 Years

Various program publications and our websites will hopefully open more and equally important windows. That said, it is not just the scope of those services which define Mallee Family Care but equally, our efforts in building community, speaking out and pioneering. The quest for greater equity in opportunity and remedies to disadvantage has encouraged Mallee Family Care’s advocacy in support of regional education, our opposition to the Federal Government’s planned changes in relation to youth allowance, given its potential to further disadvantage young people from rural areas and our representations to the Victorian Government’s enquiries in relation to the development of regional centres for the future.

Mallee Family Care made direct representations to the Victorian Government in support of indigenous education and the Government’s liveability enquiry. In consideration of the importance of this work, our strategic plan now prescribes that each area of our work will seek to identify the part that it can play in community development. In many ways, the issue which defines the last 30 years has been the transition of community building from something which we should do, to something which we must do. Accordingly, we must measure our efforts, not only in terms of individual well-being, but also in terms of our contribution to the building of our most liveable communities. Anne MansellPRESIDENT

financial reportAudited General Purpose Financial Statements

Mallee Family Care Inc. has prepared a General Purpose Financial Report for the year ended 30 June 2009 which has been audited by WHK Audit Services. The audit was conducted in accordance with Australian Auditing Standards and in the opinion of the auditors, the financial report presented a true and fair view of the financial position of Mallee Family Care as at 30 June 2009 and its financial performance and cashflows for year then ended.

A PDF version of the audited Financial Report for the year ended 30 June 2009 will be posted on our website, www.malleefamilycare.com.au and will be available for down load by interested parties.

The financial performance and financial position outlined in those audited financial statements are summarised in the tables which follow.

Overall contract funding for program delivery has increased by around 8% for the year to 30 June 2009. This is in large part due to a reconfiguration of the Dareton Out of Home Care program which has resulted in considerably increased funding. In coming years the new funding package will significantly enhance our service provision capabilities in South Western New South Wales. Additional one-off funding for Family Relationship

Services (service delivery bonus) and the Murray Mallee Community Legal Service have also contributed to the increase in program revenues.

The increase in program delivery costs is due to higher employment costs, which are up by 14% (or $817,000) over the previous year. This increase reflects three contributing factors: the 4% increase received by all staff under the Mallee Family Care Collective Agreement; an increase in staffing numbers in a range of programs areas including the

expanded program at Dareton and also in Community Development projects and in the Victorian funded Family Services area; and, a full year of operations under the Agency’s upgraded management structure (operating since February 2008) which has been put in place to provide a basis to properly managing Mallee Family Care’s continuing growth into the future.

The 2009/10 budget reflects ongoing expansion, especially in program areas funded by the Federal and New South Wales

governments. Total income is budgeted to reach $11 mil for the year, an increase of over $2 mil from the 2009 year. It is essential to have proper structures and resources in place to ensure that the additional activity is properly managed and controlled.

This planned expansion continues the growth trend which has become evident over the past 10 years as illustrated in the graph on the next financial page.

Turnover has increased from $3.8 mil in 2000 to almost $9.7 mil in 2009, which represents compound growth of 11% pa over the period. The graph also indicates a sound record of profitability with a trading deficit reported in only one of the past 10 years. While the surpluses reported are not large, the results indicate the Agency’s ability over the longer term to work within the resources available and to redeploy any excess funds towards meeting its community development objectives. The financial position clearly indicates the emphasis during the 2008/09 financial year on developing the Agency’s operational properties. Construction of the Tony Vinson Centre at 94 Lemon Ave was completed over a four month period during the year. This building now houses the Agency’s Community Development Unit. In addition, the Agency’s new home in Swan Hill, The Marie Schlemme Centre, was completed to the point where staff were able to move in just prior to the end of June 2009.

This construction activity, amounting to just under $1.9 mil, was financed solely from the Agency’s own cash resources, without recourse to debt funding. Proceeds from the sale of an investment property and the Agency’s former office complex in Campbell Street Swan Hill (in the 2007 and 2008 financial years respectively), together with funds generated from the Agency’s own fund raising activities all contributed to cover the building construction costs incurred during the 2008/09 financial year.

As a consequence the cash balance has fallen by $1.35 mil from June 2008 to June 2009. However, our financial projections indicate that this

level of cash reserve will be sufficient to meet our future working capital requirements and will not jeopardise the ongoing viability of the Agency.

Last year I wrote …. “Risk management in any organisation is too important to be left to too few.” I have not changed my opinion with respect to this and in reviewing this year’s activities and considerations of the audit committee now in its fourth year of operation at Mallee Family Care, it’s easy to see the significance of its role.

Combined with the decision making of the Board, the direction of the Chief Executive, the Financial Controller and independent auditors, Mallee Family Care continues to enjoy a comprehensive and diverse oversight to both advise on, and review those processes within MFC which work to ensure a coordinated and appropriate response to many risk issues.

The agendas of our 2009 meetings show the Audit committee continuing to proactively identify a growing workload and an increasing number of issues. The committee has responded with advice and/or guidance requests from the executive or Board on a monthly basis.

Issues canvassed and reviewed during this year included…

• The management of Long Service Leave provisioning issues

• Audit Reporting and Audit Program issues

• MFC accommodation needs and issues

• The Senate Inquiry into Disclosure Regimes for Not-for-Profit Organisations

• Badging protocols with respect to contractual obligations in government contracts

• Supervision of family members issues

• Review of both Internal and External audit processes and results and Budget performance

• The review of MFC’s constitution and the Three Year Strategic review

• Various Service Agreement issues

• The CEO’s Performance Review and

• A recent merger proposal

I should remind everyone again that Audit committees are not decision making entities but they are essential in facilitating objective and confidential self assessment of agency processes, and are a very useful reservoir of skill and knowledge to assist senior management in its diverse roles.
