CEMCDO DIGEST

CEMCDO Digest is the official publication of the City Economic Management and Cooperative Development Office (CEMCDO) published quarterly. On its first issue, the digest featured the structure, functions and services of the department so as to inform and educate its current and potential customers and partners.

CEMCDO Digest also aims to give its readers substantial information regarding the programs and activities of the department all year round. This is to enhance participation in various the activities and promote the city of General Santos as an investment hub and tourist destination in the south.

ABOUT THE COVER

A new building known as the One Stop Shop building was built in 2014 and a space was allotted to CEMCDO making our transfer official on July 2016 and culminating with the blessings of the building and the offices’ therein, on September 2, 2016 to herald that we have

arrived at last after so many exoduses. And finally, we have our house to call our own thus ending a pretty good journey.

It is my pleasure to congratulate your office for coming up with a series of sensible and informative media such as this digest.

The CEMCDO indeed has long been an implementing arm of the City Mayor’s Office in steering the tourism and business environment of General Santos towards economic diversity and competitiveness. Your tenacity in pursuing meaningful partnerships with local and national government agencies through the years has brought remarkable goodwill and prosperity in the form of more investments and opportunities for our city.

As a result, there is an increased migration of people from all over the Philippines to our city. They carry with them the confidence that they can establish safe domiciles and live a more pronounced quality of life here. Their optimism was made possible by your concerted efforts to improve the livability and competitiveness aspects of our city through sound economic management, the groundwork of the initiatives that you have set in motion in the past years.

This influx of migration has brought about unexpected series of changes that may have put a strain on our government’s capability to provide quality public service. However, increased migration equates to a more diversified pool of human resource from which we can produce more champions that will bring recognition to our city.

It is my hope that the continued publication of this digest will increase even more awareness of the bustling business climate of our city. Likewise it will help our partner agencies to push together and align more closely with the investment priorities of the local government. Only through this close synergy can our city proceed further.

MessageThe CEMCDO Digest, now on its third issue, seeks to continue our commitment to inform our stakeholders of the plans, activities, and accomplishments of the agency.

The current issue features the administrative unit of the department, being the life-blood of the office’s operations and instrumental in the improved service delivery of the department. The Admin unit also provides the working divisions with their needed support and logistics in order for them to carry their functions well.

Recently, as part of the continuing developments in the office, the City Economic Management and Cooperative Development Office (CEMCDO) finally found its home at the newly-built GSC Investment Action Center. Alongside with it are the improvements of the systems and automation of processes in the office. These development allows the department to improve the quality of services it offers and widen the horizons for investments promotions, tourism and enterprise development of the city.

THE TITLE IS A SEMBLANCE TO A TITLE OF A POPULAR SONG BY A SUPER GROUP CSNY in the 1970s but setting aside, it is a longing that finally we settled for a permanency we can call our house at the new green building—General Santos City Investment

Action Center. Indeed the exact location is at the third floor, and finding its way is easy as when stepping out of the elevator and at the end of the storey-stair, there is the office spic-and-span and brilliantly attractive and trendy. And more than we can ask for, there is a caption of City Economic Management & Cooperative Development Office aka CEMCDO beaming in a signage in dark blue colors. There should no more misleading insofar as the address of the office from now on. Actually, we changed addresses as fast as formula cars run in a race. From this situation, it could make the case that we were deprived of a base when the

office started its journey in the year 1998.

That year without considering the years past, started a journey of not a few stops when the office was transferred to the area now occupied by the learning center

coming from the heel of the cityhall building toward the inner corner southwest portion of the city mayor’s office. But our stay here was short-live as just after the middle of the said year saw us fused with the Department of Trade & Industry in their provincial office at the Venso Building besides the Land Bank of the Philippines along the National Highway. Matter–of-factly, they embraced us and hand-in-hand we worked with the staff of the said national office. In 1999, another move occurred when DTI transferred to its present building at South Osmeña Street, which resulted to the dispersal of the 3 divisions and 1 section. The Economic Policy, Research

and Investment Division and administrative section joined the DTI, while the other 2 divisions find its way to 3 offices (and agency as the case maybe) allowing for the Special Projects and Cooperative Development Division to become an addition to the City Social Welfare and Development Office and the Tourism, Cultural Promotion and Development Division went, with its staff, to the city mayor’s office and the Area Development Project Office-Project

Management Unit of the Department of Agriculture located at the InsularLife Building, Pioneer Avenue respectively.

Our stopovers would involve few more as the years passed-by taking into account the office-areas that were occupied and contracted. The year 2004 ushered with the re-emergence of CEMCDO as a whole by way of returning to the fold of the people sharing some commonalities. Needless to say, we were united at a hospital building now serving as the DJPRH administrative office. We held office at this location in 2004. It is there that we’re beginning to see

the writings on the wall appearing at last CEMCDO will be one unit again. And true to form, people kept coming back; even the staff assigned at the City Environment and Natural Resources Office obliged enthusiastically to come back. (And pardon the slip but we did lose track of the assignment of the staff during the shuffle beginning with his first transfer to the said office, and thus not mentioned in the year in review.) Truly, a sort of a homecoming; reminiscence of the year 1998. In the next two years—2005 and 2006, still finding no space to take us in the confines of the city hall or any space owned by the local government, we moved to engage to lease a commercial one-storey space beside Phela Grande Hotel owned by the same hotel. Because of space limitation and later to realize our movements seemed being curtailed at that; we did not stay long enough, of which we began looking for a space that would suit our increasing needs. It appeared that there was restlessness in our part judging from the short stint in each setting and the constant transfer from one to the other. But make no mistake about it because it just happened sans full intention to do so; the moves came as a call of the time requires, probably we have to move to advance. The next 10 years from 2006 to 2016, stability reigned in the circumstances as we remained at Dadiangas East Barangay Hall without the thought that someday somehow we will be uprooted here.

And then, the eventuality came. A new building known as the one stop shop building was built beginning in June 2013 and a space was assigned and allotted to CEMCDO making our transfer inevitable starting sometime in July 2016 and culminating with the blessings of the building and the office, in particular, on September 2, 2016 to herald that we have arrived at last after so many exoduses.

Last but hardly the least, the aforesaid title speaks well for us that we have our house to call our own thus ending a pretty good journey.

PAPERWORK IS STACKED EVERYWHERE. NOT A FEW PEOPLE ARE WAITING TO see you. The phone keeps ringing every now and then where somebody is at the end of the line wanting to talk to you. And the minutes on the clock continue to tick by. There seems to be not enough time to get things done. But there is. Just like anything else, your time could be managed. Perhaps you only need to learn.

One-day has twenty-four hours yet. And making the most of these hours

spent at work requires being in control and striking a balance. Even the best organized people face a constant dilemma, that is: priorities. So priorities must be established. But often it is difficult to decide what should be done first and what should be done at all. Learning to effectively manage time can be a lifesaver and can ease the burden of having to choose between several crucial tasks. If more quality time is available, one will be probably more effective and function under less pressure. Another solution many people have tried successfully is setting aside a block of time each day to handle basic works. Indeed, this does away with distractions that turn up and prevent the completion of more urgent priorities.

There could be no dillydallying to save time. So that, moving papers around and setting them up as tasks to complete later is just a waste of valuable time. It is much better to try to handle each piece of paper that comes across your table only once. In deciding what to do, there are two rules to follow: first, pre-set works and don’t let anything to

distract to get them done; and second, do little things first and then work on the bigger works. It’s a question of setting priorities; to tackle the quick and easy things first, and then have fewer things to do, of which taking the pressure off, easing what is called “mental mind-set.”

Getting around prioritizing needs an organized schedule and self-discipline. Everyday should be planned out, and the plan carried out. In planning your own time, be aware of the time of the other people because as important as your time, theirs’ are too.

Although these rules may appear simple, but a small number of people actually follow them, and as a result they spend more time than necessary. In hindsight, it’s almost possible to save time. Try it. Or, as Phil Knight—one of the founders of NIKE shoes with the swoosh inscription, says . . . . . Just Do It! [email protected]

CEMCDO WIDENS ITS PROMOTIONAL HORIZON

THE CITY ECONOMIC MANAGEMENT AND COOPERATIVE DEVELOPMENT OFFICE aka CEMCDO, with its three divisions—Economic Policy, Research and Investment Division (EPRID), Tourism Cultural Promotion and Development Division (TCPDD) and Special Projects and Cooperative Development Division (SPSDD), in coordination with the Department of Tourism (DOT) Region 12, the Department of Trade and Industry (DTI) R-12 and other national and local government agencies in the SOCCSKSARGEN region, presented the “Treasures of SOX” at the Travel and Trade Expo on April 11-14, 2016 at the Activity Center of Glorietta Mall, Makati City.

Participants showcased not only SOCCSKSARGEN’s tourism potentials but also its investment/business opportunities, products, and services. One of its components is the investment mission cum investment matching which was spearheaded by the DTI. Presented to two big private investors were two tourism

related project concepts as follows: 1) General Santos City East Coast Ecotourism Development Plan and 2) Bagongbuhay Ecotourism Village. The presentation also highlighted the economic situation of General Santos City and its potential to attract investments even those which are not directly related to tourism. This was indeed an ideal venue for showcasing our business/investment potentials to investors from outside our region. The activity was capped by a network reception session wherein a big presentation about Region 12 and its investment potentials for tourism was conducted, and business matching took place wherein meetings between potential investors and our project proposal proponents were arranged to discuss existing projects in details.

As a finale, visit to companies engaged in tourism related activities ideal for replication were toured and inspected.

SOX Regional Brand repaired, renovated, repainted and reinstalled

at the Gensan Airport Grounds

This regional brand SOX project was the output of a fruitful partnership between the Department of Tourism XII and LGU Gensan through the CEMCDO & CEO.

CAAP signified their intention to develop the site by improving and developing the area with their 300 thousand budget. Landscaping, benches and ornamentals were among those indentified to beautify said site.

Launched CEMCDO Official Website

The trend of social media promotions is now deeply felt and believed to be the cheapest and easiest way to reach out the other side of the globe. For us to go global, the Tourism Division initiated the idea of coming up with an official website for Tourism, but eventually widened the coverage including the whole department.

June 20, 2016, the official website was launched during the flag raising ceremony for all LGU employees. CEMCDO hosted the event, and coincided the launching of the website.

Conducted Tourism Trainings and Seminars

The Tourism Division of the City Economic Management and Cooperative Development Office (CEMCDO) in its continuing effort to achieve its vision of General Santos being a prime tourist destination in Mindanao has been creating promotional programs and providing assistance to tourism stakeholders in enhancing tourism activities. The Tourism Division strongly advocates the idea that the city could be more economically sound and established through tourism.

The office planned to conduct more activities that will aid in promoting the investment and tourism potentials of the city and conducting trainings and seminars is one of them.

The following fourteen (14) trainings and seminars were conducted to all tourism sector stakeholders which aims to provide information of what the city is employing to maximize its investment and tourism potentials:

TOA & TRE Orientation June 15, 16, 17 (half day per batch)

1. Streetfood Kulinarya on May 26-27, participated by street food vendors;

2. Effective Customer Service on June 2, participated by accredited hotels and restaurants;

3. Water safety & Rescue training on June 6-9, participated by GSC Tour Guides and Tourism Organizations;

4. Basic Tourism Statistics on June 10, 2016, participated by hotels and CEMCDO staff;

5. TRE orientation on June 15-17 (5 batches), participated by Tourism Related Establishments, e.g. Hotels, Inns, Pension Houses, Travel Agencies;

6. IGN on June 21-24 (4 batches), participated by Day Care Teachers from the 26 Barangays;

7. First Aid Training for Tour Guides on June 30, participated by Tourism Organizations.

Aside from the fourteen (14 ) Division seminars accomplished, the Acting Division Chief was also commissioned by DOT XII to conduct Tour Guiding & Reception Techniques with application – in Cotabato City, for the Cotabato City Tourism Stakeholders

Three establishments in Gensan were awarded by no less than DOT Secretary Ramon Jimenez, as Halal- Certified establishments. Greenleaf Hotel, Hotel San Marco and Family Country Hotel and Convention

HALAL CERTIFIED ESTABLISHMENTS IN GENSANCenter, were given certification for passing the requirements. Gensan has the most number of halal- friendly establishments in the region.

The certificates were awarded during the Madrid Fusion in Manila, last April 7-9, 2016, where two of Gensan’s best ways to serve tuna ( Sashimi & Litson na Tuna) were among the chefs of the world’s favourite.

SOX TRAVEL AND TRADE FAIRThe city government through the CEMCDO participated the DOT XII initiated 2016 SOX Travel & Travel Fair at Glorietta activity center, Makati City last April 11-14, 2016. An 11-man delegation from Gensan took charge in the Destination Booth Selling, Market Research, Business to Business Selling, Products Display, and Tour Operators Product orientation to interested visitors of the city.

The activity produced P21Million in sales, through bookings, orders and planned tours.

Launched THE FLAVORS OF SOX

Launching was done at SM City Gensan, April 28, 2016

The Madrid Fusion Event in Manila, where the flavours of Madrid, Spain and the rest of Europe were showcased, Gensan’s cuisine entry, the famous Tuna Lechon and Tuna Sashimi were crowd drawers.

As an offshoot, DOT XII also launched the flavors of Sox at SM City Gensan. All the winning cuisine from each Province, City of the region were showcased and were launched as the region’s officials flavors.

Gensan Tri 51.5Gensan Tri 51.5: GEK 2016 is a two-day nation-wide triathlon event. It is a multi-disciplinary race that consists of 1.5 km swim at Queen Tuna Park, 40 km bike and 10 km run around General Santos City’s business district and its surrounding barangays covering a 51.5 km route. Engr. Emerald P. Signar –Race Director/Assistant Department Head of the City Engineer’s Office said that the event is considered as the first triathlon event in the country that has no registration fee. There were approximately 150 participants consist of 121 participants from individual category

from different age groups and 10 relay groups. Participants from different cities or region such as Butuan City, Cagayan de Oro, Camiguin Island, Davao del Norte, Davao City, Cebu City, Cotabato City, Taguig City, Koronadal City, Malaybalay, Pasig, South Cotabato, Tagum City, Surigao del Sur and General Santos City came to participate making it a nation-wide event.In the awarding ceremony done on June 26, 2016, Engr. Riza Marie T. Paches expressed gratitude to all agencies that took part of the event and to the sponsors which contributed to its success. Jonard Saim and Noemi Galeos won the 1st prize in over-all male and female categories. The event was a great help especially in promoting and introducing General Santos City as the adventure sport haven destination in the region. City officials, tourism stakeholders, investors and residents of the city are informed that General Santos City is now being competitive in multi-sport events.

What We Received The city received an award from the Department of Tourism XII, that the city ranked First among the SOCCSKSARGEN City/Provincial LGUs in 2015 in terms of Tourist Arrival and number of Accredited Tourism Related/Oriented Establishments (TOEs/TREs), to wit: • Tourist Arrival – 1,204,459 • Accredited Establishments – 43

Corn is one of the major crops that the Philippines produce. Socsksargen area comprises of South Cotabato, Sultan Kudarat, Sarangani and General Santos City supplies approximately 25% of corn grain requirement of the Philippines. All the major corn seed companies have established their plants in General Santos City. Corn is planted and harvested all year round and

there is abundance of corn husk that is left on the field to rot. Corn husk, however, is a good craft material that can be made into many things like dolls, flowers, decors, bags, slippers, papers and others.

Corn husk craft making is an old Indian craft. The craft was introduced in the Philippines in the eighties when the fashion for natural materials and country look design were in demand. But very few have availed of the technology and nobody took pains in developing corn husk like other indigenous materials. Except for corn husk doll, other countries also failed to create new

design using corn husk. Mexico and her neighboring countries are producing corn husk flowers but their appearance cannot compete with artificial flowers made of silk or rubberized cloth.

According to Ms. Mila Evangelista, the designer and entrepreneur in cornhusk craft project started in General Santos City

and Sarangani Province in 2003 and then saturated in the area of South Cotabato and Sultan Kudarat. She said about 12 to 15 groups within SOCKSARGEN area approximately about 100 crafters started to produce cornhusk crafts that were sold during town fiestas and government sponsored events and fairs. In 2004 to 2006 cornhusk craft exhibit was the main attraction during General Santos City Fair.

Unfortunately, the momentum was not sustained in cornhusk craft making. Cornhusk craft is not an easy business according to Ms. Evangelista, “ It took time and money to

develop the right design, technology and one’s skills ”. Unlike food, it is not the priority of the buying public.

Why should we make cornhusk craft an industry?• We have abundance cornhusk materials.• We have many people who are jobless

and can make the craft as their means of livelihood.

• There is a market for the cornhusk craft.• It is cheap to produce.• It does need a special skill.• It has a social and economic impact. It

can be used as a tool for alue formation of our citizen.

• It is fitting to our Filipino artistic nature.

Market Statistics showed that artificial flowers and Christmas decors have a multi billion dollar market. 2001 statistic of US market posted 6.4 billion dollar for christmas decors while artificial flowers had 2 billion dollar sales. Probably the global market for christmas decors would reach 20 billion dollar mark. A small slice of the market for our corn husk craft will surely boost our export industry that will be felt not only by the businessmen but by the workingmen, the barrio folk who are making the craft.

Our office, CEMCDO under the Special Projects and Cooperative Division in partnership with the City Tourism Council took the lead in implementing various trainings and seminars on cornhusk craft making in different barangays of the city.

The local government through the City Economic Management and Cooperative Development Office under the Special Projects and Cooperative Division (CEMCDO-SPCD) conducted the training on balloon making last June 24, 2016 held at Tierra Montana Hotel, National Highway, General Santos City. The

trainer, Ms. Sheila L. Gensola is an Alternative Learning System instructor from Dadiangas West Central Elementary School this city.

There were thirty-three (33) interested participants coming from eleven (11) barangays of which thirty are females and three are males participants.

Program started with a prayer followed by national anthem in powerpoint presentation. Acknowledgement of participants and guests and introduction of trainer by Ms. Adelyn c. Yucamco. Registration of participants and filling out of participants profile form by Ms. Arrianne B. Aniversario.

Welcome message followed by Engr. Riza Marie T. Paches, Acting Department Head of CEMCDO.

The activity started by describing the trainer the materials and type of balloons needed in every type of occasion in balloon making. The metallic type of balloon is usually

used for indoor and the standard size can either be used indoor or outdoor activity. Six designs were taught by the trainer namely pacifier, butterfly, fish, flowers (rose, ordinary and connecting balloons) teddy bear and pillars (tower and cartoon character).The trainer, Ms. Gensola said in balloon making, it will show the emotion of the maker; balloons will pop up if the heart of the maker is not on what she’s doing/doesn’t love what she’s doing or she is tired.

Participants bought another set of balloon materials for them to practice and master the things they learn in the training for their future goals to engage in this type of business.

Impression of the participants followed and almost were very glad and grateful for the opportunity given by the city government to participate this kind of training. After which distribution of certificates of attendance and appreciation was also given to the participants and trainer respectively. The activity ended with prayer and group picture taking.

The different balloons made by the participants were directly brought for display to the city’s event at Robinsons Mall to decorate the stage. Overall, the activity was splendid which builds self-esteem and provides an avenue to those interested to engage in business.

Accessibility, Efficiency and Transparency – a CPMS promise

The CEMCDO Performance Monitoring System (CPMS) is a computerized approach to monitor daily the progress of tasks and activities for the success indicators (SIs)/ sub-success indicators (SSIs) in the Office Performance Commitment Review (OPCR) and the Individual Performance Commitment Review (IPCR). The SIs in the OPCR will be monitored on a projects, plans and activities (PPA)/SI basis. Uploading of modes of verifications (MOVs) on completed or SIs will be handled by the individual staff. Each staff will be

assigned a space in the system to enter specific tasks done daily and to MOVs of completed works or satisfied SSI. The division chiefs and the immediate supervisors can easily access all uploaded MOVs for evaluation and rating. It will also lead the way to do coaching for an employee whose targets are unmet. The Department Performance Management Team (DPMT) can easily rate the success indicator online. It is a paperless rating strategy, since they can view uploaded

MOVs in the computer screen. The system will take good care of the calculation for the final rating of an employee. At the end of the semester – the employee prints his/her IPCR with their final rating. All previous MOVs are also accessible together with its final rating. The system also serves as the digital library of employees’ performance. CPMS can be accessed through local area network and even in the internet, using gadgets with internet connectivity. –Mon Capada

CEMCDO Performance Monitoring System is a web-based application developed to efficiently monitor the performance of CEMCDO staff. The system was developed based on the processes and procedures of the Strategic Performance Management System (SPMS). In other words, CPMS is a computerized version of SPMS.
