ABOUT THE COVER

Competitiveness takes center stage on this issue as efforts are being done to gain confidence in this field. The pillars shown in the cover are descriptions of what competitiveness should be. And what an appropriate office—CEMCDO—to lead the local government in its pursuance of this effort and carry the cudgels in drumbeating competitiveness in the city. The office is up to the challenge as it continues to respond to the requirements of the National Competitiveness Council (NCC) in tandem with the Regional Competitiveness Coordinating Committee (RC3) that works at the regional level at Region 12 to help improve local competitiveness. Actually, competitiveness is about standards as well; raising the standards, of which the city has the characteristics to assert. By the looks of it as the home of the champions, competitiveness permeates the city; as such champions are competitive; in that matching up with not a few cities should pose less obstacle to hurdle. Without a doubt, we are competitive at most. Finally, more to the essential of competitiveness could be drawn from Stephen Curry of the champion Golden State Warriors of the National Basketball Association and the league record 3-point shooter; whose goal is not just shoot a 3-point but to shoot more and more in a game. Then, do it again and again every time and raise the standard thereat.

CEMCDO Digest also aims to give its readers substantial information regarding the programs and activities of the department and the city all year round. This is to enhance the participation in the activities and to promote the city of General Santos to be an investment hub and tourist destination in the country.

Message from the Department Head

Greetings!

General Santos City has maintained its economic growth for the past years, making it one of the most competitive cities in the country today. Just recently, the city was recognized by the National Competitiveness Committee as 15th Highly Urbanized City, which concludes that indeed the city has constantly been improving its competitiveness.

Today, various programs of the city government are focused on the promotion of the economic and sustainable development and the advancement of the public welfare. This, in return, would tantamount to the increased participation of various sectors to achieve the development that we always wanted.

The City Economic Management and Cooperative Development Office (CEMCDO) present to you the 5th quarterly issue of the CEMCDO Digest. This issue will present to you, our valued readers, the activities and accomplishments of the department on the last quarter of 2016 that have contributed to the role we play in the economic development of the city. Along with our partners from the private sectors and national government agencies, we give you our contribution towards the improvement of the lives of the Generals.

VANTAGE VIEW FROM INSIDE OUT ON CITY’S COMPETITIVNESS [email protected]

2016 CITy COMPETITIVENESS rANkING

WHILE THErE IS the impression teeming with jubilation over the award of rC3—regional

Comeptitiveness Coordinating Committee, of which the National Competitiveness Council (NCC) works in the regional level, ranking the city 15th in highly urbanized cities category, the likelihood believing that we have arrived joining the top echelon category should be restrained because once the thinking permeates we are there, we will not be there long, other cities will take us out. Similar to what happened after the Philippine Cities Competitiveness ranking Project (PCCrP) 2002 wherein really there had been a steady declined in the ranking that city is hard pressed in barging to land among the top 10 category since. But, it is a challenge as Gensan has several attributes to bounce back to being the top tier competitive city given that it is the financial and trading hubs of Region 12, and it has a fair weather climate; plus the environment is being nurtured to attain competitiveness again in not too far distance. Matter-of-factly, the challenges are too great to be sitting around being satisfied with where we are (and/or were, as the case maybe). We are the home of the champions, a city at that; as such we should

compete to gain upper hand to win the coveted top ranking and belong to the company of the ten most competitive cities in the country, at least.

Going over the competitive indexes and bringing out one of the these [the other two are economic dynamism and government efficieny]; it is the index infrastructure that the score was very low as the ranking showed no. 24 coming from the spot no. 17 in 2015, and indeed the city fared poorly in this category considering the factors therein. There is a need to reverse this however, following what Dr. Federico M. Macaranas, now core faculty of the Asian Institute of Management (AIM) and then executive director of the institute policy center’s 2006 program on PCCrP, articulated and to quote as follows: Foremost is the appreciation of the fact that the “Basics Form the Bedrock” of competitiveness. The provision of adequate infrastructure—roads and bridges, power, water telecommunications, among others, is a requisite of competitiveness. While there is certainly nothing wrong with dreaming big for one’s city, neglect of these basics can effectively block a city’s drive to realize its development vision (sic); Philippine Daily Inquirer, Making cities competitive p. GENERAL SANTOS CITY COMPETITIVENESS REPORTBy: Troy Torrecampo

Competitiveness is considered a key criterion in assessing the success of companies, industries

and countries. Hence, increasing levels of competitiveness is essential to any economy as a country must perform well both in the domestic and international arena in order to survive.

According to the World Economic Forum, competitiveness is defined “as the set of institutions, policies and factors that determine the level of productivity of an economy, which in turn sets the level of prosperity that the country can achieve. Moreover, competitiveness can be defined as gaining long-term stability and growth to improve the welfare and living standards of people. If these countries or regions want to be successful in competition arena, they must have competitive advantage which means creating and sustaining superior performance.

Philippine CompetitivenessThe creation of the National Competitiveness Council (NCC) through Executive Order No. 44 series of 2011 mandates the development of strategies and programs to improve the country’s global competitiveness ranking. The government recognizes that to fully account for the country’s competitiveness ranking, it must capture the full impact of economic growth and competitiveness of

the country at the local level. In particular, cities and

municipalities are the forefront of the delivery of services, infrastructure and activities that signify economic growth. A core

strategy in converging the national and local drive for

competitiveness is the creation of regional Competitiveness Committees (rCCs) under the regional Development Councils (rDCs).In the Philippines, competitiveness among its provinces, cities and municipalities have been measured and assessed through the National Competitiveness Council (NCC) of the Philippines and the regional Competitiveness Committee (rCC). It seeks to implement national government initiatives down to the regional level for the improvement of the country’s competitiveness. The current 17 rCCs throughout the country are considered as the building blocks

toward national competitiveness. With close coordination with NCC, it executes activities aimed to promote reforms and growth at the regional level. These activities contribute to the overall competitiveness of the regions, which in turn contribute to diversification of investment and job opportunities, creation of new wealth, growth of middle class in different parts of the country, and to the overall attractiveness of the country as an investment site.

One of the key projects conducted through collaboration with the rCCs is the Cities and Municipalities Competitiveness Index (CMCI). The CMCI is an annual ranking of Philippine cities and municipalities developed by the National Competitiveness Council through the regional Competitiveness Committees (rCCs) with the assistance of the United States Agency for International Development. The framework of the CMCI is drawn from the goal to make the country globally competitive through measuring local competitiveness based on four major criteria: (1) Economic Dynamism, (2) Government Efficiency, (3) Infrastructure, and (4) Resiliency. This measurement tool is positioned to empower the local government units (LGUs) to gauge their current level of competitiveness against global standards, identify areas for improvement and growth, and launch reforms and initiatives to further boost local competitiveness.

General Santos City CompetitivenessThe year 2016 showed a steady but slow progress for General Santos City in terms of competitiveness. reeling from a slide in the national competitiveness rankings by placing 17th Most Competitive City in 2015 CMCI, which measures indicators covering the Cy2014 data, the city strives to improve its national ranking and regain its lofty billing as one of the top local economies in Mindanao. The Highly-Urbanized Cities (HUC) category is considered as the most competitive category among the 5 categories in the national rankings of LGUs. It has a total of 34 participating LGUs, the least number among all categories, of which 16 HUCs are located in the National Capital region (NCr).

During the 4th regional Competitiveness Committees (rCC) Summit held at the Philippine International Convention Center (PICC) on July 14, 2016, General Santos City was ranked 15th Most Competitive City, HUC category out of 34 total HUCs. The city improved by two notches from last year’s ranking by virtue of placing no. 10th, 12th, and 24th in the economic dynamism, government efficiency and infrastructure pillars respectively. The 2016 CMCI survey used the Cy2015 data coverage of the survey.

GENERAL SANTOS CITY INVESTMENT FORUM 2016By: Gladys Joy Jimenez

In the advent of economic diversification, General Santos City explores other opportunities aside from the agro-industrial and

agri-fishery produce. It sets resilient industries in investments, tourism and services for sustainable development, particularly in agriculture, trade, communication and logistics.

That said, an Investment Forum was initiated to invite potential investors and other stakeholders where investment opportunities and business potentials in the city were presented. It also highlighted the cost of doing

business, inherent business resources and supportive local governance and policies. It was also a venue to distribute and present the Investment Portfolio, a promotional material that contains basic yet important investment information and served as a guide for potential business locators in the city. A total of 110 kits were given which contained copies of promotional materials such as the General Santos City Investment Code of 2015, General Santos City Investment Priorities Plan, the General Santos City Public-Private Partnership Code, Special Economic Zones brochures, and promotional CDs

containing investment and tourism-related presentations.The forum became a venue which raised issues concerning various investment activities in the city such as connectivity in the ASEAN, IT industry, land issues and other matters.

Assistant Secretary to the Office of the Cabinet Secretary (OCS), Mr. Jonas George S. Soriano, was the guest of honor during the Investment Forum. He highlighted the plans and programs of the current administration of President rodrigo r. Duterte which focused on the Ten Point Economic Agenda of the President.

On the other hand, Mr. Ernie Tomas of the Mindanao Development Authority (MinDA) presented various projects that are intended for the development and interconnectivity in Mindanao.

A presentation of investment opportunities in the region were also presented by various speakers from the Department of Industry (DTI), Department of Tourism (DOT), and Department of Agriculture (DA). Also, presentation on economic zones available for locators was done by the rD Development Corporation for the rD City, GenSan EcoZone, and Mabuhay IT Park.

INFORMATION AND EDUCATION CAMPAIGN 2016by: roy John Malaluan

The City Economic Management and Cooperative Development Office, through the Investments Division, conducted the Invest

in Gensan: An Information Education Campaign on November 24, 28 and 29, 2016 at Ameliyah’s Place, General Santos City.

This activity was presented in three batches intended for barangay officials, government councils, academe, and potential investors. Four topics were discussed including the General Santos City Economic Situationer, the Investment Code of 2015, General Santos City Investment Priority Areas,

and the General Santos City Private Partnership Code. The aim of the program is to educate the selected stakeholders of the investment opportunities and incentives the city is offering and to address specific concerns of the potential investors in the city.

A total of 76 participants took part in the IEC and this will be done on a yearly basis so as to update the stakeholders of the new trends and opportunities when it comes to investing in the city.

Topics during the IEC 2016

1. General Santos City Economic Situationer

The General Santos City Economic Situationer was presented by Mr. roy John Malaluan, PDO II. He presented the overview of General Santos City and SOCSkSArGEN region’s economy and relevant statistical data. Also included in the situationer are the imports and exports of the city and region, and the status of the support facilities in the city.

2. General Santos City Investment Code of 2015

Mr. Wilfredo M. Guerra (Economist III) and Mr. Joselito Q. Torrecampo (CP I) presented the General Santos City Investment Code of 2015. In their discussion, they mentioned the specific incentives that the city’s potential investors could avail and the

qualifications and requirements for it.

3. General Santos City Investment Priorities Plan

Mr. Charles U. Pesodas, PDO II, presented the General Santos City Investment Priorities Plan. He enumerated the Investment Priority Areas of the city and what are the sectors and industries that could avail of the program of the city government.

4. General Santos City Public-Private Partnership Code

Ms. Antoniette Gay T. Llido-Velasquez (TOO II) is the resource speakers on the General Santos City Public-Private Partnership Code. She discussed the mainly the contents of the code, including the process of PPP, projects eligible, projects in the pipeline, and also the PPP variants.

8TH YAMAN AWARDSby: Willie M. Guerra

yaman Awards is an initiative of the local government that recognizes the contributions of the local micro, small and

medium entrepreneurs (msmes) and the primary cooperatives in the economic growth and development of the city. It honours the men and women entrepreneurs and the movers of primary cooperatives, who demonstrated their winning vision, determination and innovative mindset that empowered them to transform industries and communities to a positive social and economic change. This years’ awards will also feature segments on people (Who’s-Who) who distinguished themselves bringing fame and honour to the city.

Yaman Awards was conceptualized in 2005 as a search for outstanding entrepreneurs of General Santos City who exemplified the wealth and spirit of a true entrepreneur. It acknowledged successful entrepreneurs who had taken the business acumen to the next level and translated ideas into viable and sustainable enterprises and cooperatives. These are the people who found creative ways and

exemplified services that benefited the community.

This year’s 8th Yaman Awards was held on November 26, 2016 at the Phela Convention Center, National Highway, this city. It revolved around the idea of “co-existence, innovations, integration and solidarity as it highlighted the city’s annual “Business Month” celebration popularly known as “yaman Gensan”, an acronym for “yabong Maliliit na Negosyo”, and the annual celebration of the city’s “Cooperative Month”. It focused on the micro, small and medium entrepreneurs (msmes) and the primary cooperatives who actively contributed in the socio-economic growth and development of the city.

“Co-existence” is a move we were grateful to have adapted between and among our msmes and cooperatives with the combined efforts of creating a better economy. As we went for innovations, we bridged the gap of being able to keenly integrate our values, aspirations, and sales efforts, both products and services, in order to pump-up the economy and the community.

This years’ 8th yaman Awards revolved around the theme: “Bridging Innovation, Generating keenness towards Integrated Services for msmes and cooperatives. BIGkIS or “pagbibigkis” is an act of bonding the driving force of the msmes and cooperatives towards solidarity.

The 8th yaman Awards categorized the awards into micro, small, and medium enterprises (msmes) with legal business operations at General Santos City and whose capitalizations were spelled-out as follows: P3,000,000.00 and below for micro, P3,000,001.00 to P15,000,000.00 for small and P15,000.001.00 to P100,000,000.00 for medium enterprises. Nominees vied for awards under two (2) categories, the Major Awards namely: Entrepreneur of the year and Cooperative of the year Awards under Micro, Small, and Medium Enterprise/Cooperative categories and Emerging Entrepreneur of the year category. On the other hand, Special Awards covered the Local Taxpayer of the year; and Loyal Enterprise of the year

A Selection Committee for each, the business and cooperative sectors were created composed of the various concerned organizations and groups namely: Small and Medium Enterprise Development Council, Inc (SMEDCI), General Santos City Chamber of Commerce & Industries, Inc. (GSCCCII), South Cotabato Filipino-Chinese Chamber of Commerce & Industries, Inc. (SCFCCCII), City Bankers Association of General Santos (CBAGS), Philippine Export (PHILEXPOrT) for the business sector and , Cooperative Development Authority (CDA), City Cooperative Development Council (CCDC), Gensan Cooperative Federation (GENCOFED) and Land Bank of the Philippines (LBP). The selection process was validated by no less than the prestigious firm in the field of accountancy, the Sysip Gorres Velayo & Company (SGV).

With the support of the Association of Barangay Council of the city and the

various concerned groups and agencies in the nomination process, a total of 312 nomination forms were distributed and 89 application forms were processed with the deadline of nomination and filing of Yaman Awards applications extended to October 30, 3016. Thirty-seven (37) businesses and twenty-one (21) cooperatives for a total of fifty-eight (58) yaman Awards applicants passed the initial validation. results of the on-site inspection/interviews were tabulated and evaluated by the Sycip Gorres Velayo ( SGV-official Yaman Awards Tabulator) and came out with 37 finalists (of which 21 finalist are from the business sector and 16 finalists from the cooperative sector).List of finalists and winners in the 8th yaman Awards:

Under the people segment, this years’ awards night featured Generals who, in their own special ways and achievements have brought honor, fame and glory to the city.

1. JOSELV E. ALbANO: a very young and budding Summa Cum Laude, BS Biology graduate of the Ateneo de Davao University, scion of Attys. Joemar and Elvie Albano (corporate owners of the Holy Trinity College of General Santos City), was awarded Best in Applied research during the 2016 BPI-DOST Science Awards. His research, “Molecular Detection and Expression of merA and Mercury reduction by Pseudomonas putida“, bested dozens of other applied studies from all over the country recognized by the Bank of the

• 1st rank Among The Top Ten Transportation Cooperatives With Largest Paid-Up Capital Of 2013, Office Of Transportation Cooperative (Otc);

• 2nd rank Among The Top Ten Transport Service Cooperatives With Increase In Amount Of

Assets Of 2012-2013, Office Of Transportation Cooperative (Otc);

• 2nd rank Among The Top Ten Transportation Cooperatives With Largest Assets Of 2012-2013, Office Of Transportation Cooperative (OTC).

The 8th yaman Awards Night was the most attended awards’ activity with 572 attendees. Held at the Phela Convention Center, registration started with a lively bandoria accompaniment from the acclaimed General Santos City High School Performing Arts. Ushered in a red carpet reception by beauties in gown and handsome men in barong, the guests and had their fill of photos at the Photo Section and wiled away the hours at the Pica-Pica Section with an assortment of finger food and drinks.

Nominees and their families, representatives from various agencies and organizations, officers from the national and local government units gleefully joined together as they exchange pleasantries and partake of the festive meal of the Awards Night. Despite the unprecedented number of attendees, the additional food that was immediately cooked was served in time for the dinner without adversely affecting the program schedule.

Dance and song presentations caught the awe of the audience as they applauded each and every performance gracefully rendered. Spirits soured high as they were as they were given a glimpse of the previous yaman Awards Night, “Throwback Presentation” of the 6th and 7th yaman Awards (2014-2015).

All these was highlighted by the unveiling of a life-sized trophy, the proclamation of winners and the awarding of trophies and cash prizes.

CONSUMER MONTH CELEbRATIONby: Pearl Siangco

In harmony with republic Act 7394 known as the “Consumer Act of the Philippines” which protects the general welfare of the consumer, and republic Act 7581

known as the “Price Act” which upholds the interest of the consumer by stabilizing prices of the basic necessities, the local government of General Santos City through the City Economic Management and Cooperative Development Office (CEMCDO) in cooperation with the Department of Trade and Industry (DTI), General Santos City-Consumer Welfare Council Inc. (GSC-CWCI) and Integrated Barangay Affairs (CMO-IBA) spearheaded anew this year’s observance of the annual Consumer Welfare Month Celebration with the theme “Consumer Protection: A Shared responsibility.”

October 5-6, 2016. GSC Task Force LPG Monitoring and Enforcement which involves inspection of business establishments on compliance of existing consumer laws was led by the respective enforcing agencies around the city together with the Task Force LPG composed of members from City Administrators Office, Business Processing and License Division, Bureau of Fire Protection, GSC Police Office, Consumer Welfare Council Inc., Department of Energy, and Department of Trade and Industry among others.

October 7, 2016. Diskwento Caravan: Presyong Panalo Para sa Mamimiling Pilipino held at Barangay Apopong Gymnasium facilitated by the Department of Trade and Industry.

October 12, 2016. Consumer’s Assembly at Gaisano Mall Atrium with series of activities where conducted: S.U.P.E.r.

Consumer’s Forum, Consumer’s Info Exposition with activities on Audio Visual Presentation Contest participated by senior high school students, Quiz Show or the Quiz Bee Competition participated by high school students from 9 different schools, Amazing race joined by different barangay representatives, and Information Exhibit involving different concerned agencies to educate the constituents on consumer rights and responsibilities through exhibit.

October 19, 2016. regional Quiz Bee and Bagwis Awarding held at robinson’s Place Gensan facilitated by the Department of Trade & Industry Regional Office.

Consumer Information Caravan and

#kabarangay Project (kaalaman, kaligtasan, kalidad na Produkto sa Barangay) recognizing the students and parents’ role in the society as an effective instrument of change through advocacy held at different schools and barangays of the city.

November 15, 2016. Consumer Welfare Month Culmination and Awarding Ceremony at East Asia royale Hotel, National Highway, General Santos City. A way of expressing gratitude to stakeholders who have continuously supported the undertakings. Followed by the Consumer Protection and Advocacy Seminar discussed by Ms. Mary Ann M. Morales, Division Head, TDD, DTI 12 with the topics on “Gabay konsyumer sa Pasko”. Then the last part was the awarding of certificates, plaques and prizes for the winners of activities held during the month.

On its 15th year celebration of National Cooperative Month (NCM) throughout the country with the theme “Cooperative

the Catalyst of Change through Poverty Alleviation and Social Transformation” and in its pursuit to seek and encourage wider participation of all sectors within society in nation-building through the cooperative movement, the local government unit (LGU) of General Santos City through the City Economic Management & Cooperative Development Office (CEMCDO) under Special Project & Cooperative Division (SPCD) showed its support in the various activities conducted such as trainings, seminars, and sport fest that promotes and encourages good camaraderie and sportsmanship.

The month long celebration together with the 56 Cooperative took part in all activities arranged by the LGU. The inaugural of the event occurred on October 2, 2016, as the morning started

with a fun run under the senior and junior category, thereafter an enjoyable work out led by a Zumba instructor was sponsored by the Health Care MPC. A short program was graced with the presence of Mr. Genaro Balofiños, an official representative of Hon. Vice-Mayor Shirlyn B. Nograles, who acknowledged and gave inspirational messages to the sector, and the three staff of City Councilor Lagare witnessed the entire ceremony. respective cooperative, together with the resource speaker Mr. Fred Fredeluces.

On October 27 – 28, 2016, a seminar on Basic Accounting for Non-Accountant was facilitated by Ms. Phoebe Montefalcon.

On October 29, 2016, the cooperative culmination activity was conducted around 1:00 pm at SM Trade Hall, with highly anticipated awarding participated by different cooperatives of the city, and the presence in the closing ceremony of Mr. Genaro Balofiños as official representative of Hon. Vice-Mayor Shirlyn Bañas–Nograles assisted by Dr. Emilio Escobillo, CCDC Chairman and Engr. riza Marie T. Paches, the acting Department Head of CEMCDO. The distribution of the certificates, trophies, medal and other prices of the competition were given to the winners and runner-ups to the participating cooperative with the assistance of Mrs. Emilia Bair, CDS II from CDA rXII. Another milestone has been celebrated by the cooperatives that still continually impact the lives of thousands of families and communities which plays a vital role in nation-building towards advancement of growth and development both social and economical.

4TH qUARTER ACCOMPLISHMENT REPORT ADMIN SECTION By: melvstolibs

The last quarter of 2016 was the most promising year for the

admin section. This was manifested by the strong performance of the ADMIN even though they experienced some ups & down due to the office operation.

December 12-13, 2016 admin section facilitated the conduct of the year-end operations review, wherein each division rendered their accomplishment report vis-à-vis targets. The morning session was held at CEMCDO conference room and the afternoon session was held at Isla Jardin del Mar resort at Gumasa, Glan, Sarangani Province.

The program started with a prayer followed by the message of the acting department head Engr. riza Marie T. Paches. The activity flow was strictly

followed. There were moderators assigned for the 2-day activity, presenters’ per division, documentors,

consolidator of report and the panelist. The awards and

recognition was headed by the Acting Assistant Department Head

Ms. Beng TW. Batilong, in coordination with the admin officer of CEMCDO Ms. Shirley T. Cunanan.

The moderator explained the process flow of the presentation. Each division presented their accomplishments for July to December of 2016 vis-à-vis targets, issues and concerns and other related to their report. The panelist were encouraged to ask questions on the report while the rest of the staff were also allowed to ask questions related to the report.

of the event. At 3:00pm the staff were readied for the continuation of the presentation of accomplishments by the admin division, since the three divisions has already rendered their reports in the morning of December 12. The report focuses on the procurement of supplies and office equipment, fund balances vis-a-vis total budget of the office and supplies inventory which is done through the SPMS program. Indeed the services of the administrative section has leveled-up.

After the presentations by the admin section, the staff were instructed to write down their wishes, gratefulness

and will be either personal or office related thoughts. All of their wishes

were dropped at a designated glass and the moderators thoroughly read what has been written by the staff in the piece of paper.

The second day of the operations review started with a prayer, followed by a short recap of what transpired on the 1st day of the operations review. This was followed by a personality test introduced by the department head known as the tibeton test which reveals

your personality, priorities in life etc. after which the acting department head gave the department’s direction for 2017 OPCr targets; likewise presented the vision reality gaps of the competitiveness cluster during the LGU planning workshop recently attended by the department heads of the LGU.

Closing remarks was rendered by the acting assistant department head, emphasizing the importance of “TEAMWOrk” and keeping open communication and cohesiveness among all staff.
