Center for AgricultureThe Center for Agriculture in Bulloch County is a $4.2 Million multipurpose facility that is cur-rently in the construction stage. It is expected to be complete in early 2018.

The facility will boast a covered main arena with 54,000 square feet, a covered practice arena with 38,500 square feet, and a livestock barn featuring 218 stalls.

GovernmentThe facility is owned and operated by Bulloch County. Bulloch County operates under a County Manager form of government. The County Commission is composed of a Chairman and six commission members. The Chairman and Commission members are serve four-year terms. The Commission enacts local legislation, adopts the annual operating budget and sets policy. The County Manager is responsible for the day-to-day operations of the County and reports directly to the Board of Commissioners.

Center for Agriculture ManagerThe Center for Agriculture Manager is a managerial position responsible for managing, directing and supervising services for the Bulloch County Agricultural Complex. Work involves marketing, scheduling, and managing local and regional events, supervising subordinate personnel, manag-ing food service and cashier operations and maintenance and security of all Complex facilities and grounds. General responsibilities include establishing goals and objectives and evaluating their progress, determining long term facility needs, developing marketing program to maximize facility use, and reviewing and approving personnel, equipment and material requirements. Duties include personnel management, budget development and monitoring; interacting with community and complex users; scheduling, supervising and monitoring all facility events, safety and grounds maintenance functions.

Duties, Functions & ResponsibilitiesThe following duties and responsibilities are normal for this position; they are not to be construed as exclusive or all inclusive:• Directs and manages all aspects of the Bulloch County Agricultural Complex.• Plans, organizes, and works with departmental staff to implement programming during un- scheduled times on complex facilities.• Schedules all facility events and works with users to establish user contracts and monitor fulfillment by the complex staff and renter.• Develops and maintains annual budget for the Agricultural complex. This includes constant monitoring of cost control and revenue collection. Reviews and conducts the purchase of all equipment and materials and supplies; prepares forecasts of revenues and expenditures; prepares recommendations for the establishment of fees, charges and operating schedules.• Develops maintenance schedules and supervises and coordinates all maintenance activities, including all arenas, stall barns, grounds, RV campsites and buildings.• Develops staffing plans for all scheduled events including pre- and post-event functions required to prepare the facility for events and programs. Manages department personnel including staff appointments, transfers, progressive discipline, performance evaluation for subordinates and terminations. Oversees the training of all personnel through seminars, classes, workshops and on the job training.• Designs, develops and implements administrative practices, policies and procedures and detailed emergency action plans related to Complex operations. Develops the implementation of risk management practices regarding health and safety standards in accordance with all applicable codes, ordinances and regulations.• Develops and Coordinates marketing plan for Complex along with Department Marketing Coordinator, and promotes the facility through community relationships, professional affilia- tions and public/private partnerships.• Maintains partnerships with community groups and organizations and networks with commu- nity resources to ensure that a wide variety of community events utilize the complex.• Maintains accurate records of all programs, events relative to attendance, cost/revenue and contractual compliance.• Supervises, coordinates and directs subordinate personnel engaged in event operation, recrea- tional programming, maintenance and security of complex facilities and grounds.• Participates in the preparation of departmental goals and objectives, annual work programs and corrective action plans; evaluates progress toward accomplishment of assigned objectives.

Education & ExperienceThe following standards express the minimum background of training and experience desirable as evidence of applicant’s ability to qualify for this position. Other training or experience, if evaluated as equivalents, may qualify an applicant for this position. Bachelor’s degree in Business or related field preferred. Experience sufficient to thoroughly under-stand the diverse objectives and functions of the complex in order to direct and coordinate work, usually interpreted to require a minimum of 5 years of progressively responsible experience in a similar multi-use facility and thorough knowledge of agricultural and equine organizations. Any other combination of education and experience sufficient to fully prepare the candidate for the requirements of this position may be deemed acceptable.

Necessary Knowledge, Skills, and Abilities• Thorough knowledge of the principles and practices of agricultural facility management, methods, and supervision. • Thorough knowledge of the operational safety and maintenance requirements of community event facilities and associated grounds and support facilities.• Thorough knowledge of personnel management laws and practices.• Thorough knowledge of the principles and practices of supervision,organization & administration.• Thorough knowledge of record keeping and budgeting procedures.• Thorough knowledge and experience managing an Agricultural Complex designed for hosting local regional and statewide events.• Thorough knowledge of current trends and developments in the field of equine event marketing, booking and event management.• Ability to adapt facility maintenance and setups to a wide variety of programs, events and to public needs.• Ability to plan, supervise and coordinate the work of subordinates in a manner conducive to full performance and high morale.• Ability to express ideas effectively, both orally and in writing.• Ability to exercise sound judgment and discretion in establishing, interpreting and applying policies and procedures.

Ideal CandidateThe ideal candidate should have a thorough working knowledge of the agricultural-related event industry including organizations and associations involved in shows and events. The candidate should have facility management experience and a strong financial management background. Some experience with retail sales; food and beverage sales; and marketing/branding would be beneficial.

This individual must be a fun, forward thinking, business-minded leader who is actively involved in the community. The ideal candidate must exhibit strong coordination and relationship-building skills in working with the entire organization and set a positive example of competence, profession-alism, customer service and work ethic for the organization and the community.

The ideal candidate will be a motivational leader who inspires the seasonal and part-time staff to achieve excellence. Effective communication along with strong collaboration and team building skills will be necessary for this individual to be successful; advanced written and oral communica-tion skills are imperative.
