REVIEW OF NOVEMBER.Fundamental conditions remained unchanged dur-
ing November. The outcome of the Presidentialelection operated in no way to check the activity ingeneral trade. On the contrary, the volume of busi-ness grew steadily larger, and new orders were appar-ently placed with greater avidity than before. Nev-ertheless, with the election concluded, there came inthe public discussions a realizing sense of the possi-bilities which the results involved, inasmuch as theydenoted a complete change in the executive admin-istration of the National Government and also a com-plete change in the economic policy of the country.The election contained no surprise, except, perhaps,that the vote cast for Theodore Roosevelt as the headof the Progressive Party proved somewhat largerthan expected, and was to that extent discouraging.With the Republican Party split, Woodrow Wil-
son, as Democratic candidate, received an over-whelming majority of the electoral vote. PresidentTaft got the electors from only two States, with fourvotes each, namely, Utah and Vermont, while Roose-velt carried Minnesota, Michigan, Pennsylvania,South Dakota, Washington and California, having90 votes altogether in the Electoral College, thoughwith the election in California very close and a possi-bility that some of the Wilson electors might pullthrough. The remaining States, with 433 electoralvotes, went to Mr. Wilson. The latter, however,was in a decided minority on the popular vote, get-ting over 1,000,000 less than Roosevelt and Taftcombined, and falling 2,000,000 short of a majoritywhen the votes of the Socialists and other candidatesare counted. Roughly, Wilson got not quite 6,200,-000 votes, Roosevelt came second with about 4,000,-000 and Taft third with 3,300,000 votes.The Democratic Party, besides electing its Presi-
dential candidate in the person of Mr. Wilson, alsocarried the Lower House of Congress by an over-whelming majority, and succeeded in wresting fromthe Republicans so many of the State legislatureshaving new Senators to elect as to give the party con-trol of the United States Senate, too, after the 4th ofMarch. Hence, with the inauguration of Mr.Wilson, the Democrats will have possession of allbranches of the Government and be able to carryout the party program and the legislative policiesto which the party is committed. Public discussionin that respect converged mainly upon the possi-bilities as to the changes in tariff duties on imports,the Democrats being pledged particularly to a re-vision of the tariff in the direction of lower duties.As the country has been living under a protective

tariff system for half a century, with the exceptionof a short time during Mr. Cleveland's second term,it was natural that some solicitude should be feltas to the nature and extent of the reduction to bemade in existing duties. After more or less agi-tation in the newspapers of the question whether itwere best to wait before undertaking revision untilthe regular session of the new Congress in December1913 or convene Congress in extra session soon afterthe accession to office of President-elect Wilson,the latter, on the evening of November 15, announceddefinitely that he would call an extra session notlater than April 15 for the purpose of enacting anew tariff law.As already stated, however, all this was without
effect upon the growing industrial expansion.Nor did the developments in connection with thewar in Southeastern Europe have any influence,apparently, to arrest the onward movement. TheBalkan allies achieved further victories, the Greekstaking Salonica and the ranks of the Turks werefurther decimated by the ravages of cholera. Inthis state of things the Turks proposed to the Powersat the beginning of the month that they arrangeterms of peace. The Balkan States, however,insisted that negotiations must be conducted directlywith them. To this the Turks were forced to accedeand a direct appeal was made to General Savoff,commanding the Bulgarian army before the Chataljaline of fortifications defending Constantinople.A temporary cessation of hostilities was then agreedupon. On Tuesday, November 19, King Ferdinandof Bulgaria, in reply to a dispatch from the TurkishGrand Vizier, sent a note reading as follows: "The ,Bulgarian Government after agreeing with theallied cabinets of Servia, Montenegro and Greece,informs the Porte that plenipotentaries have beenappointed with instructions to arrange, with theCommander-in-Chief of the Turkish armies, the con-ditions of an armistice and subsequently to proceedto the conclusion of peace." The original peaceterms proposed by the Balkan Allies were deemedtoo harsh by the Turks and occasionally it seemedas if the negotiations might fail. But Bulgariashowed a conciliatory disposition, evidently recog-nizing that Turkey would be able to make a stubborndefence and offer prolonged resistance in front ofConstantinople, and doubtless feeling also that anyfurther advance in Turkish territory would involveextra risks in view of the prevalence of the choleraepidemic. Thereafter the negotiations really pro-gressed quite satisfactorily and early in Decemberthe protocol for an armistice was signed, the Greeks,however, holding off.But while there was little fear of the renewal of the
war, great anxiety was occasioned by the growingfriction in the relations between Servia and Austria.More than once during the month it seemed as ifthis friction might lead to the involvment of the greatEuropean Powers, Russia backing Servia and Germanyand Italy standing behind Austria. Austria refusedconsent to Servia gaining an outlet on the Adriaticand both Austria and Italy were apparently deter-mined that Albania must be granted autonomy orremain a Turkish province with a Christian Governor.All through the month the tension between Austriaand Servia intermittently increased and relaxed.Reports had it that all the Austrian reserves hadbeen summoned to their colors and it was alsorumored that Russia was mobilizing on an extensivescale.. But Servia persistently refused to respectthe wishes of Austria and on November 28 the Serviantroops, without resistance, occupied the Port ofDurazzo, . which had been the objective point ofthe Servian campaign. Austro-Hungary, on itspart, continued to make spectacular preparationsin the way of mobilization, and on the evening ofthe day mentioned (November 28) the Parliamentaryleaders at a meeting decided to permit the AustrianPremier's three bills dealing with matters connectedwith the military mobilization to go to committee
without the customary first reading. What servedto make the relations between Austria and Serviamore acute was an incident concerning the AustrianConsul when the Servian troops captured theAlbanian town of Prisrend. The Consul, namedProchaska, was in some way wounded and ceasedabruptly to communicate with Vienna after the fallof the town. It was charged that he had beenmaltreated by the Servians, and Austria demandedan investigation. Fortunately the safe arrival ofProchaska at Uskub, Albania, on November 26was reported.On the London Stock Exchange and the Continent-
al bourses general recoveries from the previousmonth's excitement and weakness were noted withthe prospect of the early termination of the war,though apprehensions regarding possible troubleon account of the disturbed relations between Serviaand Austria at times checked the recovery; but suchreactions were only temporary. Considerable re-purchases were made of American securities soldthe previous month on European account. Britishconsols November 30 were reported at 75 7-16,against 73 11-16 October 31. The Bank of Germanyon November 14 advanced its minimum discountrate from 5 to 6% and on November 15 the Bankof Austro-Hungary made a similar advance and theBank of Denmark moved up from 5 to 532%.Advances in rates were likewise made by the EastIndian banks.An important event of the month was the award
announced on November 25 of the arbitrationboard which had been appointed to pass upon thedemands of the locomotive engineers on the roadseast of Chicago and north of the Ohio River, forincreased wages. The award partook of the charac-teristics of arbitration decisions in general, in beinga compromise. The arbitrators announced thatthey had been unable to arrive at a conclusion regard-ing the ability of the roads to pay increased compen-sation, but that they had reached the conclusionthat there should be recognition of the principlesof a minimum standard of wages to apply to allroads irrespective of earning power or financialability. As a result of this standardization of wages,the pay is to be alike on all roads for the same classof service, the standard on the smaller roads beingraised to that of the larger roads, and it is estim-ated that this would involve a yearly addition ofonly $2,000,000 to $3,000,000 per year instead ofthe $7,172,546 per year that would have been addedto the expenses of the carriers had the demands ofthe engineers been granted in full. The weakerroads, however, are called upon to bear almost thewhole of the burden. The award is made to dateback to May 1 1912.The New York money market tightened during
November. After the bound in call-loan ratesOctober 31 to 8%, the rate November 1 went stillhigher, touching 9%. The interior demand forfunds was active and there was severe calling ofloans in view of the 1st of November disbursements.After this the tension was somewhat relaxed, butthe latter part of the month as high as 12% waspaid for call money on two days and on November 29some call money was put out at 20%.

The foreign exchange market showed a downwarddip in rates the greater part of November and thelatter half of the month there was a resumption ofgold imports, about $2,250,000 being engaged inthe open market in London. The weakness wasdue to a pressure of grain and cotton bills and in

Notwithstanding the further expansion in tradeand some remarkably encouraging returns of railroadearnings for the month of October, the course ofthe stock market during November was weak and apretty general decline of prices ensued. Before theelection, November 5, the market was inert, buton the day after that event, namely November 6,there was as the first effect quite a rise in prices,with St. Paul common the feature in the upwardmovement. American Beet Sugar, however, waseven on that day decidedly weak and suffered a big
break, owing to -fears of adverse tariff legislationas the result of Democratic control of all branchesof the Government. After November 6 a generalweakening tendency developed. While the country'sindustries appeared indifferent to the prospects ofadverse tariff legislation, the stock market seemed tothink that tariff legislation might prove unsettlingand there were also fears that with the Democratsin undisputed control such legislation might be moreradical than was desirable. In the last week of themonth, the award of the arbitration board in thecase of the demands of the Locomotive Engineerswas not entirely viewed with favor, especially as thecarriers were confronted with demands for increasesin wages by other classes of employees. Nor wasthe growing tightness of the money market astimulus to rising prices. While most of the in-dustrial stocks evinced a downward tendency, U. S.Rubber shares were an exception, on reports oflarge earnings by the company.

The following tables furnish a complete record of the New York Stock Exchange transactions for the past month andShe year 1912. They need no extended introduction, as they are self-explanatory. The tables embrace every security(excepting only State bonds) dealt in on the Exchange. We give bonds first, using the classification adopted in the officiallist. All quotations in the column headed "Price about January 2 1912" were made on that date, except those in italics,which are the nearest in January 1912. The black-faced letters in the column headed "Interest Period" indicate in each casethe month when the bonds mature.
In accordance with the new rule adopted by the New York Stock Exchange, all quotations for interest-paying bondsare at a price to which accrued interest must be added. The exceptions to the rule are income bonds and bonds on whichInterest ;s in default. This method of quoting bonds became effective January 2 1909.
