Monthly Summary to the Cabinet in respect of Central Ground Water Board for the Month of NOVEMBER, 2018

1. IMPORTANT POLICY DECISIONS TAKEN AND MAJOR ACHIEVEMENTS DURING THE MONTH:

(a) Significant Findings from Aquifer Mapping Programme:

During the month of November, a total of 12 High discharge exploratory wells have been drilled in the States of Jhanrkhand (2 wells), Andhra Pradesh (4 wells), J&K (2 wells), Karnataka (1 well), Rajasthan (1 well), Maharashrtra (1 well) and West Bengal (1 well). The location details and discharge is outlined as under :

Village Bedia, Block -Jama, district – Dumka, Jharkhand with fracture encountered at 54 m below ground level (bgl) and discharge of 12 lps.

Village Bhanderbera, Block -Nala, district – Jamtara, Jharkhand with fractures encountered at 48, 59 and 69 m bgl and discharge of 12 lps.

Village T. Sundupalli & Mandal, Kadapa District, Andhra Pradesh where Potential aquifer zones with high discharge of 6.8 lps has been encountered at 147 m bgl in granite (hard rock formation)

Village Shanti Nagar Sidhout Mandal, Kadapa District, Andha Pradesh where Potential aquifer zones with high discharge of 6.71 lps is encountered at a depth of 151.40 m bgl in shale/limestone (hard rock)

Village Madharam, Mandal Singareni, Khammam District, Telangana where Potential aquifer zones with high discharge of 3.28 lps has been encountered at a depth of 107 m bgl in granite (hard rock) formation

Village Krimchi, Udhampur district, J&K where a significantly high discharge well has been constructed with potential zones encountered in depth range of 39-45m with discharge of 15 lps ( highest reported discharge by CGWB in Middle Siwalik formation ).

Village Meandhar in Poonch district of J&K where potential zone has been encountered in the depth zone of 35-96 with discharge of 10 lps in Lower Siwalik formation of Miocene age and siltstone of Murree formation.

Village Kittur, Bailahongal taluk, Belagavi District of Karnataka with a cumulative yield of 9.00 lps and productive fractures zones encountered at depth of 83.60-84.60, 114.10-115.10, 126.30-127.30 mbgl.

Village Adhao, Chikhaldara taluka, Amravati District in Maharashtra with a yield of 3.17 lps in fractured massive basalt with productive zones encountered at 42-44m bgl and 162-163 m bgl.

Village Kayasara, Block-Dag, Jhalawar district of Rajasthan where high discharge well has been constructed in Basaltic formation with discharge of 15 lps. Observation well constructed at the site has also yielded a discharge of 15 lps.

Village Napapara, Puncha block, Purulia district of West Bengal with fracture encountered at depth of 184.3 mbgl with a yield of 4 lps,

The Reports of Aquifer Mapping and Management plan (NAQUIM) have been shared with 25 District Collectors in 25 districts in Haryana and Punjab States.

(b) Training Programmes conducted by National Ground Water Training & Research Institute (NGWTRI).

Numbers of training programmes have been conducted by RGNGWTRI, Raipur and various Offices of CGWB (under the aegis of RGNGWRTI) during October 2018 for imparting training to ground water professionals, semi-professionals and grass root stakeholders. Three types of training courses conducted as Tier-I, Tier-II & Tier-III are as follows.Tier-I: Tier-I training courses are conducted in RGI, Raipur to impart training to ground water professionals and semi-professionals. Four Tier–I training courses have been conducted in October 2018 at RGNGWTRI, Raipur, wherein 46 persons got the training. A total of 33 Tier–I training courses have been conducted till Nov., 2018 against the annual target of 40 trainings, wherein 570 persons got the training. Tier-II: Tier-II training courses are conducted in Regional Offices for District level Officers and Officials of State Govt. Depts. for imparting knowledge and skills on principles of ground water, data generation, collection methodology and analyses for management of ground water resource. So far 10 Tier-II trainings were conducted against the annual target of 20, wherein 269 persons got the training.Tier-III: Tier-III trainings are imparted to the grass root level stake holders on basic skills of ground water and data collection and assistance in the field studies. During the month of Nov 2018, one Tier-III training programme was conducted and imparted training to 125 persons. Against the annual target of 50 trainings, so far 36 trainings programmes are completed in which 4888 trainees have participated.

(c) Visit of Hon’ble Minister/ Secretary/ Chairman/ Members: Sk K C Naik, Chairman, CGWB, attended “Innovation Camp: Water in Urban areas” on 28 th Nov.,

Sri Akhil Kumar, Joint Secretary (IC&GW) & CVO, Govt. of India, visited Kolkata and held a meeting with the Principal Secretary, Govt. of West Bengal, on 30.11.2018, in connection with Pradhan Mantri Krishi Sinchai Yojana (PMKSY) scheme, 2015 – 2020.

Shri Akhil Kumar, Joint Secretary, Ministry of Water Resources, River Development and Ganga Rejuvenation, Govt. of India visited CGWB, State Unit Office, Ranchi on 28.11.2018.

Sh. G. C Patti, Member (HQ) visited NWR, Chandigarh on 03rd November, 2018 regarding necessary arrangements for organizing one day workshop on “Rejuvenation of Springs for Water Security through Springshed Development in Hilly Areas of the Country” at Shimla.

Sh P K Purchure, Member (E) CGWB attended meeting of watershed component of PMKSY at Deptt of Land Resources, New Delhi on 20 Nov., 2018.

Sh. Jagmohan Gupta, Joint Secretary (FA) MoWR, RD & GR, Govt. of India visited CGWB, WR, Jaipur on 19-11-2018 to review the physical and financial progress of Drilling activities under NAQUIM through outsourcing under packages 2, 3 and 4, Rajasthan.

Shri Rakesh Sharma, FAO, CGWB inspected EW/OWs constructed under NAQUIM through outsourcing in Phase-I at Thiruninravur and Avadi HVF area, Thiruvallur district, Tamil Nadu on 16.11.18

Shri Rakesh Sharma, FAO, CGWB FAO, CGWB, Faridabad visited Hyderabad on 19.11.2018 and inspected outsourcing works.

(d) Workshops/Seminars/ Lecture/Talk:

1. Shri G.K.Roy, Scientist D, CGWB delivered an invited talk on rain water harvesting and ground water recharge in a meeting of GSI at Ranchi on 24.11.18. The meeting was chaired by DG, and DDG, GSI.

2. 17 officers of CGWB participated in a two-day exposure visit to ICRISAT, Hyderabad on 19 th and 20th

November, 2018 for understanding the watershed management practices.

3. Sh G C Pati, Member, CGWB HQ , Sh P K Purchure, Member (East) & other senior officers attended workshop on Springshed Management at India Habitat Centre, New Delhi organised by Dept of Science & Technology & Swiss Agency for Development and Cooperation (SDC)

(e) Publications

1. CGWB, KR Region Thiruanathapuram, released two Aquifer Mapping and Management Reports of Trivandrum and Palakkad district (2017-18)- 5926 sq.km and two Special Study Reports carried out as per the direction of Secretary, Water Resources, Govt. Of Kerala (i) Special Study Report on Post Flood Hydrogeological Scenario in The Flood Plain Areas of Pamba River Basin and (ii) Special Study Report on Post Flood Hydrogeological Scenario In The Flood Plain Areas of Periyar River Basin

(f) Meetings with State Departments / Organisationsi. Sri Akhil Kumar, Joint Secretary (IC&GW) & CVO, Govt. of India, held meeting with the Principal

Secretary, Govt. of West Bengal, on 30.11.2018, in connection with Pradhan Mantri Krishi Sinchai Yojana (PMKSY) scheme, 2015 – 2020.

ii. Sh S.K. Sinha, Suptd Hydrologist, CHQ Faridabad and Sh Amlanjyoti Kar, Superintending Hydrogeologist, CGWB, ER attended a meeting on 16.11.18 at GSI, Kolkata, with ADG Mission-III on sharing of NAQUIM data with GSI as per MoU.

iii. Regional Director, WCR, Ahmedabad along with Senior Officers attended the meeting with Shri B. N. Navalawala, Advisor to the Chief Minister, Gujarat to discuss the latest findings regarding Palaeochannel in Kachchh District on 16.11.2018 at the Sachivalaya, Gandhinagar.

iv. Regional Director, WCR, Ahmedabad along with Senior Officers attended meeting with Dr. R. C. Jain, Advisor, Gujarat Water Resources, Development Corporation Limited, GoG, Gandhinagar in respect of Ground Water Resources Assessment for the state of Gujarat as on 2017 held on 14.11.2018.

v. Meeting of the State Level Committee for Re-estimation of Ground Water Resources of Kerala, convened on 29.11.2018 and Secretary, Water Resources Department, Government of Kerala approved the estimation of Dynamic Ground Water Resources of Kerala as on March 2017.

vi. Shri G.K. Roy, Scientist-D, SUO Ranchi attended Meeting of Shri Akhil Kumar, JS, MoWR,RD&GR, with Jharkhand State Government officials on PMKSY-HKKP in Nepal House, Jharkhand on 28.11.2018.

vii. Sri A.K.Agrawal, Regional Director, MER, Patna met with Shri K.K. Pathak, IAS and Principal Secretary, Minor Water Resources Department, Government of Bihar on 27.11.2018 and briefed him about the design of Pradhan MantriKrishiSinchaiYojna-HarKhetkoPani (PMKSY-HKKP).

viii. 2nd State Level Coordination Committee (SLC) Meeting of Andhra Pradesh was held on 16.11.2018 at Amaravathi, under the Chairmanship of Sri. Shashi Bhushan Kumar, IAS, Secretary, Water Resources Department, Govt. of Andhra Pradesh in which the draft Ground Water Resources estimations of Andhra Pradesh as on March, 2017 was approved.

ix. 3rd State Ground Water Coordination Committee (SGWCC) meeting of Andhra Pradesh was held on 16.11.2018 at Amaravathi under the Chairmanship of Sri. Shashi Bhushan Kumar, IAS, Secretary, Water Resources Department, Govt. of Andhra Pradesh. The Committee approved NAQUIM Reports of Prakasam (parts) district (5,851 sq.km) and Godavari Delta area (6,950 sq.km) of Andhra Pradesh State.

x. Tripartite agreement among CGWB, WAPCOS and Minor Irrigation department, Govt. of Andhra Pradesh was signed on 05.11.2018 for implementation of Aquifer rejuvenation project in Pulivendula Mandal, YSR Kadapa District, Andhra Pradesh State at YSR Kadapa district, AP.

xi. Tripartite agreement among CGWB, WAPCOS and Rural Development department, Govt. of Telangana was signed on 03.11.2018 for implementation of Aquifer rejuvenation project in Bachannapeta Mandal, erstwhile Warangal district, Telangana State at Hyderabad.

xii. GWRE 2017 SLC reconciliation meeting for the state of Nagaland held on 29.11.2018 in which the estimation of Dynamic GW Resources of Nagaland based on GEC 2015 was approved.

xiii. Regional Director and senior officers held discussion and pursued Chief Engineers, WRD, Assam, Meghalaya and Nagaland for early submission of project proposal under PMKSY revised guidelines on 28/11/18, 29/11/18 and 30/11/18

xiv. A meeting was held with BAARC Officers/Scientists on 12.11.2018 regarding Impact of Irrigation on Ground Water Resources through Isotopic Method in Regional Director’s Chamber, Bhujal Bhawan, Chandigarh.

xv. Sh. Anoop Nagar, Regional Director along with Sh. M. L. Angurala, Sc “D” attended the 6 th

meeting of Executing Committee (Constituted by NGT) on 15.11.2018 under the Chairmanship of Hon’ble Justice in the Conference Hall, Punjab State Council for Science and Technology, Chandigarh.

xvi. Sh. Anoop Nagar, Regional Director along with Sh. Tarun Mishra, Sc “B” attended the meeting held under the Chairmanship of Member Secretary, Punjab Pollution Control Board regarding Discussion about CGWA Guidelines and NOC matters on 16.11.2018 at PPCB, Patiala.

xvii. Sh. Anoop Nagar, Regional Director along with Sh. Dinesh Tewari, Sc D and Sh. Tarun Mishra, Sc “B” attended the Meeting regarding Discussion on Enactment of Haryana State Ground Water Management & Regulation Bill on 19.11.2018 under the Chairmanship of Director, Agriculture & Farmers Welfare in the Office Room, 1st Floor, Krishi Bhawan, Sector-21, Panchkula.

xviii. Sh. Anoop Nagar, Regional Director attended the meeting regarding Preparation of Action Plan for Polluted River Stretches as per NGT orders dated 20.09.2018 in the matter O.A. No. 673 of 2018 titled More River Stretches are now critically polluted held on 21.11.2018 in the Conference Room of HSPCB, C-11, Sector-6, Panchkula.

xix. The Second meeting of the State Ground Water Co-ordination Committee (SGWCC), Delhi for Re-estimation of the Ground Water Resources - 2017 was held on 22 nd November, 2018 at 10:30

Participation in 10thAgrovision, Nagpur from 23rd to 26th November 2018.

CGWB, Central Region, Nagpur along with Division VI participated in the 10 th Agrovision held at Reshimbagh Ground, Nagpur from 23rd to 26th November 2018. The theme of the 10th Agrovision was "Linking Farmers to New Technologies". Agrovision2018 is organised under the able guidance of its Chief Patron, Shri Nitin Gadkari, Hon’ble Minister for Road Transport & Highways, Shipping and Water Resources, River Development & Ganga Rejuvenation, GoI and Dr. C.D. Mayee, Chairman - Advisory Council, Agrovision. Agrovision is supported by Ministry of Agriculture & Farmers Welfare, GoI, Ministry of Food Processing Industries, GoI and Govt. of Maharashtra.

9. Bridge cum Bandhara Site Field Visit:-

Sh. S. Bhattacharya, I/C Regional Director, Dr. P. K. Jain, Suptdg. Hydrogeologist and Sh.S.K.Bhatnagar, Sc-D made field visit on 29-11-2018 at Sawardi village, Wardha district, Maharashtra and inspected the site for Bridge cum Bandhara for the implementation of scheme of storage and utilization of water in stress area. WAPCOS officials along with members of Gram panchayat accompanied during the field visit.
