Welcome to the Pennsylvania Coalition of Public Charter Schools’ Charter School Directory and Resource Guide!

About Us

Founded in 2005, the Pennsylvania Coalition of Public Charter Schools (PCPCS) represents charter

schools throughout the Keystone State. As the state’s largest and most active charter organization,

PCPCS advocates for both brick-and-mortar and cyber charter schools. Our work spans across the state

including regional training events, school tours, legislative engagement, and media relations.

Our Mission

The mission of the Pennsylvania Coalition of Public Charter Schools is to strengthen public education for

Pennsylvania students by supporting and advocating for high quality public charter schools.

The Coalition is a nonprofit 501c3 organization with membership open to public charters schools and

public charter school supporters including families, community leaders, and business leaders. Click here

Our Work

To support our mission, the Pennsylvania Coalition of Public Charter Schools:

• Advocates for reform-minded charter school laws

• Promotes the public charter school movement

• Fosters communication among its members to ensure that best practices and up-to-date

information is shared among our schools and their staffs

• Supports and assists its members in the development of their professional managerial skills and in

the advancement of public charter schools

• Establishes working relationships with other education reform organizations, professional

organizations and government agencies seeking to improve the quantity and quality of educational choices for parents.

I am pleased to introduce you to our newest publication, the 2018 Pennsylvania Coalition of Public

Charter Schools (PCPCS) Charter School Directory & Resource Guide. This Charter School Directory &

Resource Guide lists all Pennsylvania public charter schools, PCPCS business sponsors, PCPCS Leadership,

as well as other valuable information for public charter schools.

PCPCS is the state’s largest and most active charter organization, and our mission is to strengthen public

education for Pennsylvania students by supporting and advocating for high quality public charter

schools. PCPCS advocates for both brick-and-mortar and cyber charter schools and our work spans

across the Keystone State and includes regional training events, school tours, legislative and legal

engagement, data analytics, and media relations.

Each year, PCPCS solicits contributions from sponsors to help underwrite the important work that we

are doing to advocate for charter schools, leaders, parents, and students. We work with companies,

individuals, and organizations throughout the Keystone State to provide services and information to

charter schools. These partnerships are an important part of the services that PCPCS offers to members.

As you read through the information presented in this directory, please take a moment to learn more

Brian Leinhauser is a founding Partner of The

MacMain Law Group, LLC. He concentrates his practice

in the areas of Charter School law, labor and

employment matters, non-profit and religious institution

representation, and small business law.

As a former high school teacher, Brian brings a

practical and results oriented perspective to the

representations where education institutions are

involved. He leads the Education Law Practice at The MacMain Law Group where he combines

years of legal knowledge, with the practical experience of having attorneys who have worked for

schools, colleges and universities. Public and private universities, colleges, and K-12 schools

face special challenges relating to a multitude of issues. Title IX compliance, investigations, and

litigation present unique responsibilities on colleges and high schools in a complex and sensitive

area of campus life. Special Education, employment contracts and negotiations, student safety

and discipline, and property issues are some of the many areas that are addressed by our

Education Law Practice.

The MacMain Law Group serves schools throughout Pennsylvania and New Jersey in

various capacities ranging from comprehensive preventative counseling, the creation and/or

review of policies and procedures to providing outside general or consulting legal counsel to the

daily “quick-questions” and issues that arise and demand immediate guidance. These include

questions regarding compliance with state and federal law, including Title IX and Title VII. We

also provide training on how to handle student disciplinary issues and counsel and advice on

maintaining the delicate balance required when student behavior is being examined and

discipline is being considered.

We have assisted charter schools in applications for new charters, hearings before local

Boards of school directors, appeals to the Commonwealth Charter School Appeal Board, and

defending non-renewal and revocation proceedings. He is familiar with the Pennsylvania

Charter School Law and all its obligations and requirements applicable to such institutions,

having represented charter schools in the Commonwealth for years. Brian also provides all

education institutions with advice on legal issues that face them including regulatory compliance,

real estate, litigation, employment, special education and governance. He has advised clients on

managing and conducting internal investigations and how to address student disciplinary

investigations and hearings while following the directives from state and federal Departments of

Education and the Office of Civil Rights. Brian has advised clients on Title IX and student safety

issues.

Brian has spoken at conferences and seminars advising private and public employers in

best employment practices, policy review, and matters involving employment discrimination

claims and advised school clients on policies regarding student contact, disciplinary

enforcement, and special education matters.
