Internationally renowned as ‘the birthplace of radio’, Chelmsford was home to the work of Guglielmo Marconi, his pioneering discoveries and first radio factory.

Chelmsford is a vibrant 21st century community of 165,000 people, renowned for its world class events such as the v festival and the World Scout Jamboree in 2007, to innovative festivals like ESSEXstreetdiversions and The 3foot People festival.

Ranked as one of the top 10 places to live in the uk, a recent national study found that Chelmsford residents are the happiest in the country, enjoying a fulfilled life. located at the heart of Essex, the town is surrounded by attractive countryside with the Essex coastline, the longest of any county in the uk, close by.

Superb infrastructure

london’s airports are all within comfortable travelling distance with london Stansted only 30 mins drive away. Seaports at harwich and felixstowe are a similar journey time from Chelmsford to the north. A fast, direct rail connection links the town to the main Olympic site at Stratford, in just 25 minutes. Motorway routes provide quick and convenient access to transport gateways through Essex and onto london and the wider region.

In 2009, Chelmsford Borough Council revised its Olympic action plan which includes sport, culture, tourism, business, transport and volunteering. This plan emphasises the partnerships required to deliver many of the Council’s proposals.

Chelmsford’s successful bid to lOCOG for approved Pre-Games Training Camps status was co-ordinated by the Chelmsford Sport Consortium, comprising Anglia Ruskin university, Writtle College, Essex County Cricket Club, Chelmsford hockey Club, new hall School, Great Baddow high School and Chelmsford Borough Council.

The Essex Strategic Board for 2012 (ESB) represents Essex’s interests at regional and national levels. ESB is focused on securing a legacy from london 2012 and Chelmsford shares that aim, working in delivery groups addressing six prime objectives, as shown in the diagram above.

nations and Regions East (nRE) co-ordinates the work of counties (including Essex) throughout the East of England. Work undertaken by Chelmsford feeds into nRE before going on to lOCOG - together with work from other uk regions.

nations and Regions East aims to create a sustainable legacy beyond the sporting landscape, including economic development and regeneration, skills and employment, education, tourism, culture, and health.

Developing a healthy borough

Chelmsford Borough Council continues to invest in a range of community sports projects, establishing Chelmsford as an active, healthy and successful sporting borough. london 2012 provides a major opportunity for people in the borough to achieve even more.

Catering for adults and children, our notable projects have received acclaim from regional and national sports bodies and generated high participation levels:

• The Chelmsford minigames - introduced in 2008, this event introduces 1800 primary school pupils to the drama of the Olympic Games every year. Including an opening ceremony with schools parading as Olympic countries, the event features sporting competitions and a medal ceremony running over three days. By 2012, our aim is that every local primary school child will have taken part in this annual event. This event has been awarded the coveted Inspire mark by lOCOG.

• Get Back Into… a programme of coaching sessions encouraging adults to take up a new sport or rediscover a previous interest has proven very popular. Sessions have helped many older people experience activities for the first time like climbing, trampolining, Tai Chi, ice skating, netball and badminton.

• mountain Bike racing has taken off in Chelmsford in a big way with the introduction of a six race series called ‘Mud Sweat and Gears’, catering for children as young as 10 years old, up to adults and older people. A programme of cycle coaching with teenagers has also led to a new Secondary School Mountain Bike Series.

Plenty more to achieve

looking forward, the successful Chelmsford Minigames will be replicated across Essex using Chelmsford’s model as best practice template and plans are in place to ensure elite sports people have equipment specific to their training needs within their local clubs.

Coaching of gifted and talented young people will be expanded to run throughout the school holidays and all year round. There is also a volunteer drive to encourage people to support local sports clubs or help form new ones where there is a need.

What will be the legacy?

• A more active and healthy population with people enjoying taking part in sport

• Children inspired by the Olympics and the events in which they have taken part

• An increased number of volunteers regularly giving up their time to support others

• An increased number of real opportunities to take part in sport with pathways to ensure that anyone from any background and any ability can fulfil their sporting potential

Pre Games Training Camps

hosting an Olympic nation will provide a huge boost to sport in Chelmsford, extending hospitality to people from different background and cultures.

Chelmsford is working closely with Essex County Council and other training providers throughout Essex to offer a strong package of venues that represent an attractive proposition to national Olympic Committees and Paralympic Committees.

Danny Crates and uk Trade and Investment representatives are supporting Chelmsford in this task. The Council remains confident that it has the facilities and location to attract Olympic and Paralympic athletes ahead of the Games.

With so much planned leading up to 2012, Chelmsford will embrace the Olympic spirit to continue developing an active and healthy approach to sport. We know that children are inspired by the Olympics and are keen to try out new events and activities. The Council continues to open up pathways to ensure residents from all backgrounds and levels of ability can fulfil their sporting potential.

Chelmsford leads the way in delivering an innovative cultural events programme to local people and those from further afield. Working in partnership with local businesses and the community, Chelmsford Borough Council supports local creative talent; showcasing work of high artistic quality to engage and inspire the local community.

In recent years, events in Chelmsford have achieved regional cultural significance. Its community festivals attract large audiences from around eastern England and beyond. Its mix of cultures makes Chelmsford Borough a vibrant and distinctive place to live, work and visit:

• The 3foot People Festival - the uk’s only festival for children aged under 5 - bringing magic and wonderment to over 6000 pre-school children and their carers each summer. The town’s Central Park is transformed into a tented village with dozens of activities for young people to experience including crafts, singing, dancing, science, live animals and storytelling

• The Fling - Festival of Assorted Amusements. The award winning, adult equivalent to the 3foot People festival. featuring a fabulous cast of talented artistes, performing cabaret, music, poetry and comedy, adults can immerse themselves in a world of innocent fun and delight, living for one evening through the eyes of their inner child

• ESSEXstreetdiversions - International festival of Street Theatre. Attracting theatre companies from across the world to Chelmsford town centre to showcase high quality outdoor performance at this popular free arts festival.

The County’s cultural capital

Chelmsford’s expertise in delivering cultural events has led to the Borough Council event managing two major, Olympic cultural highlights - ‘East meets West’ in Brentwood (2008) and ‘Essex Global Gala’ in Chelmsford (2010) - each part of Inspire Mark festivals.

In 2012, the spectacle of the Olympic and Paralympic Games takes place just 25 minutes from Chelmsford. Many participants including athletes, spectators and visitors from all over the world will want to be part of the celebration.

Between now and then, Chelmsford will be enhancing its distinct, innovative approach to public events, developing ambitious celebrations, ready to welcome the world in 2012.

The heartbeat of Essex

These efforts will culminate in a large-scale festival in July 2012, to coincide with the final steps of the Olympic Torch Relay, a week prior to the Opening Ceremony of london Games. This ambitious open air event will be held in hylands Park, Chelmsford and will bring together the very best of Essex culture, mixing

performance with music and fireworks in front of a gathered audience of thousands.

The legacy of these outstanding celebrations will establish Chelmsford as the Essex capital of cultural events.

Showcasing Essex

Tourism in Essex is valued at £2.5 billion annually and is set to prosper when the eyes of the world turn to london in 2012. Chelmsford’s attractions, natural beauty and historic places of interest are sure to capture the attention of Olympic visitors. We will work with regional tourism, accommodation and marketing campaigns to maximise the value of Olympics related tourism to the local economy, taking advantage of Chelmsford’s true gateway location.

rail: Chelmsford rail station is at the heart of the town centre providing a fast, frequent, convenient and direct connection with Stratford International and london liverpool Street stations. up to six trains per hour provide a connection to Stratford in 25 minutes and to liverpool Street in 35 minutes. As 14th busiest uk station outside of london, Chelmsford rail station provides direct connection with the Chelmsford bus interchange, a high quality local service and a direct connection to london Stansted.

air: london Stansted is within easy reach of Chelmsford at around 30 minutes. A direct, high quality bus service connects Stansted with Chelmsford and is available every hour. london Stansted is Britain’s third-busiest airport, offering flights to more than 160 destinations in over 30 countries.

road: Chelmsford is located in the heart of Essex, just 30 miles from central london. Chelmsford’s proximity to the Olympic Park in Stratford presents local businesses with an excellent opportunity to join the london 2012 supply chain, providing goods and services benefitting from the economic impact of the Games.

Opportunities exist through competitive tendering or sub-contracting, and through the increased demand for products and services. Prospective employees will also benefit from the knock-on effects, developing new skills through volunteering opportunities.

The excitement around the Games is set to give rise to increased use of temporary structures and sports equipment with greater demand on food, clothing and furniture. Smaller firms may wish to bid for sub-contracting work from larger companies who are awarded the main Olympic contracts, and look out for supply chain opportunities.

People travelling to Stratford may prefer to drive part of the way and complete their journey by train as road access to the Olympic Park will be severely restricted in 2012. Recruitment Process

volunteers will come from a range of communities and backgrounds. Applicants will be selected who bring passion, enthusiasm and energy to the Games.

Previous experience is not necessary but applicants must commit to:

• Volunteering for a minimum of ten days at either or both the olympic and Paralympic Games

• Attend a minimum of three training sessions

• Be eligible to volunteer in the UK

• Pass all security checks (all applicants are required to be aged 18 and over).

The detail of national and local 2012 volunteering programmes will be announced later in 2010 and 2011.
