DECLARATION OF THE APPLICANT

1) I/We have taken note of the contents of all “Guidelines/Instructions to the applicant” furnished along with the application.

2) I/We have made proper Rain Water Harvesting Arrangements and will maintain the same properly also in

future. 3) a) I/We have constructed proper Diaphragm Chamber Arrangement and will maintain the same properly

also in future. (applicable cases as in Clause 8(b) of “Guidelines/Instructions to the applicants” )

b) I/We know that Sewerage System is meant only for conveying liquid Toilet Waste. I/We therefore hereby undertake that, I/We shall not discharge Solid/Kitchen Waste into the Sewer System and in case of violation, CMWSS Board will disconnect my/our sewer system.

4) I/We hereby undertake not to suck water from the CMWSS Board’s Water Main directly using Electric

Motor. 5) I/We, agree to pay Penalty in case of default, if any, as noticed by the Executive Engineer concerned or by

any authorized authority.

6) I/We hereby undertake to make payment to CMWSS Board on demand in future by CMWSS Board in case I/We paid less amount during connection towards Deposit/Initial amount, connection charges etc.

7) I/We declare that this is a new building constructed by demolishing the old building and the old water/sewer connections were already disconnected (for demolished building only). I/We have paid the necessary Tax and Charges for the Old building.

8) I/We hereby undertake to promptly report the Additional Construction, Change of Utility of the building

after availing Water/Sewer Connections and I/We will make payment of necessary charges to CMWSS Board on demand for the above.

9) I/We, declare that, I/We have paid arrears of Water/Sewerage Tax and Charges payable to CMWSS

Board. 10) I/We agree to forego the Connections and Deposits/Initial amount/Initial Connection Charges, etc., in the

GUIDELINES / INSTRUCTIONS TO THE APPLICANTS

( FOR NEWLY ADDED AREAS )

1. Applicants are requested to read the application form and note down the details of Water and Sewer Connection Deposits/Initial amount/Initial Connection Charges, etc., of erstwhile Local Bodies newly added to Chennai city thoroughly and then fill the application form.

2. a) All buildings shall be given Metered Water Connection. The water connection bore size will be decided by the respective Executive Engineer of the area as per the existing norms and Meter Testing Charges has to be paid by the applicant as per the existing norms.

b) The size of the Sewer Connection will be decided by the Executive Engineer as per the existing norms.

3. a) The applicant has to supply required materials having ISI mark for road portion work. In case of water

connection, the applicant should use only MDPE Pipes. In case of sewer connection, the applicant should use only S.W./P.V.C. Pipe with ISI mark.

b) The expenditure towards labour/staff for cutting and refilling, laying of pipes, etc., for road portion house service connection has to be borne by the applicant. The labour/staff work will be provided by CMWSS Board. c) The road cut restoration charges etc., to be given to other organizations have to be borne by the applicant.

4. Connections will be effected only after obtaining permission from the Authorities concerned such as

Corporation of Chennai/Highways Department/Traffic Police Department.

5. a) While paying water/sewerage charges the Flat Owners/Associations have to pay the required charges considering each Flat/Apartment as a separate consumer as per respective category even though a single Water Connection is given for the Multi-Storeyed Buildings.

b) In case some of the flats are not occupied, the promoter / flat owners association has to pay water/sewerage charges till the flats are occupied by the owners or sold by the promoter. In Multi-Storeyed buildings whether all the flats are occupied or not water/sewerage charges have to be paid for all the flats from the date of effecting connection by the Promoter / Flat Owners Association.

6. Procedure to submit the application :-

a) Consumer to receive the Water/Sewer application with challan, which is available at CMWSS Board

Head Office Registration Wing, all Area Offices and all Depot Offices of Newly Added Areas. The Water/Sewer application form for Newly Added Areas can also be downloaded from the CMWSS Board's official Web site http://www.chennaimetrowater.tn.nic.in/.

b) The application is a self contained one wherein details are provided.

c) CMWSSS Board has dispensed with the system of licensed plumbers for submission of water/sewer applications. The details furnished in the application shall be self certified by the applicant.

d) Consumer to fill the application, challan with signature and submit the same with enclosures (Please see the Clause 11) at the CMWSS Board Head Office, Registration Counter functioning at No.1, Pumping Station Road, Chintadripet, Chennai – 600 002 between 10.00 a.m to 1.30 p.m. on all working days in person or send it by post for verification of the application.

e) The official working in Registration Counter at CMWSS Boards’ Head Office will verify the application and on verification, the filled challan by the applicant will be recommended to the Canara Bank for acceptance of the payment by the applicant.

f) The payment of Initial Connection Charges/Deposits/Initial amount etc., can be made only at Canara Bank Branch at CMWSS Board Head Office located at No.1, Pumping Station Road, Chintadripet, Chennai – 600 002.

g) The filled up application form along with paid receipt for the payment of Initial Connection Charges/Deposits/Initial amount etc., and necessary enclosures must be registered at the Registration Counter of CMWSS Board Head Office before 3.00 p.m. on all working days in person or send it by post. Applicants are requested to get the acknowledgement from the Registration Counter after registering their applications.

h) The centage and other charges may be made at respective Area Office through Demand Draft drawn in favour of CMWSS Board or at Canara Bank Branch at CMWSS Board Head Office located at No.1, Pumping Station Road, Chintadripet, Chennai – 600 002.

7. Connection will be sanctioned, pending inspection based on the voluntary declaration of the information furnished by the applicant.

8. a) Water/Sewer Connection shall be effected only to the buildings which have proper Rain Water

Harvesting Arrangements.

b) Sewer Connections can be effected to Hotels, Marriage Halls, Cattle Yards, Educational Institutions, Hospitals with Laboratory and Diagnostic Facilities, Hospitals with Inpatient Facilities, Hostels, Guest Houses, Cinema Theatres, Factories and Restaurants including Canteens, any building/premises housing any of the above facilities provided they have a proper Diaphragm Chamber to arrest the Solid Waste/Kitchen Waste.

9. If any addition or deviation or alteration in area of construction and change in usage of building are made in future, it should be informed to CMWSS Board for regularization within three months time failing which connections will be disconnected.

10. At the time of connection or at a later date, if the vital information/Documents furnished by the applicant

are found to be forged or wrong, no connection will be effected or if the connections were effected already, the same will be disconnected and the connection charges, Deposits etc., already paid by the applicant will be forfeited.

11. The following documents are to be attached along wi th the application (Enclosures) :-

i. Copy of plans sanctioned by CMDA/Corporation of Chennai/Local Authority.

ii. Copies of acknowledged letters seeking assessment of Property Tax, Water and Sewerage Tax. (If the building is not assessed)

iii. Copy of Notice issued for Assessment of Property with Floor-Wise Assessment details/Latest house tax paid receipt.

iv. Proof of having paid Taxes to erstwhile Municipality/CMWSS Board Taxes / Charges up to date in the case of assessed building. (Photocopy to be enclosed)

v. a) While applying for Water Connection, if Sewer Connection is already availed, the details such as

Registration Number of Sewer Connection with copy of the challan for having paid the connection charges or the copy of Sewer Service Charges paid should be produced.

b) While applying for Sewer Connection, if Water Connection is already availed, the details such as Registration Number of Water Connection with copy of the challan for having paid the connection charges or the copy of Water Service Charges paid should be produced.

vi. Statement of Information about the Category and Floor Wise Area details for each dwellings/ Flats /

Apartments has to be enclosed in a separate sheet. (Specimen copy enclosed)

vii. Declaration of Rain Water Harvesting Arrangements. (Specimen copy enclosed)

viii. An Indemnity Bond in the specimen copy attached to be enclosed on a Non-Judicial Stamp Paper of Rs.20/- incorporating the conditions and the same to be attested by the Notary Public.

ix. Copy of Completion Certificate issued by the CMDA, wherever applicable.

Temporary connection conditions till the completion of the building construction and after that I /

We agree to regularize the additional construction and applicable connection charges will be paid

by me / us depending upon the nature of the building for regularizing the connection.

4. In case of making any additional construction in future, I/we will follow the rules and regulations of

CMWSS Board and same will be reported to CMWSS Board and applicable connection charges

will be paid to the Board through an application with mandatory condition like assessment /

approved plan / completion certificate whichever is applicable. For any lapse in doing so, I agree

to disconnect my/our premises water and sewer connections at my/our own cost and agree to

forego Initial connection charges/Deposits/Initial Amount etc.,.

5. I/We agree to inform CMWSS Board in case of change of utility for regularization within three

months time, failing which I/We agree to disconnect water and sewer connection at my/our own

cost. I/We agree to pay necessary charges on demand by CMWSS Board.

6. In the event of any objections raised by the Corporation of Chennai or CMDA, regarding the

construction of the above building, I / We agree to disconnect the water and sewer connection at

my / our own cost.

7. I / We further declare that I am/ We are aware of tariff structure.

8. I / we will pay water / sewerage taxes and charges promptly.

9. Availing water / sewer connection is not my/our right and agree to forego the Water and Sewer

connections and connection charges for any lapse in payment of Water / Sewerage Tax and
