On behalf of the CHES BC Chapter Executive and members, I would like to welcome you to Penticton and the 2012 CHES BC Annual Education Conference and Trade Show. This year the Trade Show and Education forum features the theme of “Achieving Quality in Healthcare”. The Conference Education Committee has put together another fantastic educational program that will inform delegates of the many opportunities to Achieve Quality in Healthcare.

I would like to offer a special welcome to our Sponsors and Exhibitors. Without their support this Conference would not be as successful as it is. As a Clinical Operations Executive for the last several years, Arden has worked extensively with Facilities Management and other support services departments. From her perspective, the importance of establishing great partnerships with Facilities Management is a critical component to the smooth operations of our Hospital and Services and ultimately for the provision of a high quality care level. Arden’s presentation will focus on what good customer service should look like, both from the perspective of a Clinical Operations leader, and most importantly, for the patients we all serve. She will also introduce some ideas for creating excellent customer service models, drawing on the most recent literature, and how those could be tailored to the healthcare environment. This presentation describes the Monitoring-based Commissioning process as a method for evaluating and optimizing the energy performance of LEED buildings during the first year of operation. This relatively new process consists of collecting, storing, analyzing and reporting energy use data to optimize energy performance by giving end users the ability to make informed, effective energy decisions. The methodology is elaborated through a case study of a typical hospital project utilizing synergies between building energy simulations, measurement and verification and the commissioning process.

This presentation will outline the highly evolved relationship between Fraser Health’s Facilities, Maintenance & Operations and Sterile Processing Departments; how this relationship came to be through SPD’s implementation of ISO 9001:2008; the benefits of this relationship and ISO accreditation in general; the struggles of implementation, and current efforts to maintain standards and continuously improve; the organizational pitfalls, and the necessary day-to-day coordination; what we look like now—our communication structure; our team, and its development; philosophies—past, present and future; our goals, achievements, learning outcomes, and perception of the future.

Session 2B: Water, Mould & Sewage - Sweat the Small Stuff Speaker: Graham Dick, Certified Restorer™ and a Certified Mold Professional™ ; Genesis Restorations Ltd.

This seminar is about the complexities and challenges involved in performing restoration & renovation work safely and effectively. Every facility has a plan for catastrophic events but it is the small events which happen frequently, that often go under-reported and under-mitigated. There is little standardization on procedures for small damage events. It is the little details on large and small jobs that get missed causing pathogen exposures to occupants. I will review the top 10 issues and also look at faster ways to achieve dry standard, the use of positive and negative pressure in drying and more efficient procedures for decontamination of building materials after a sewer (cat 3) escape. There are few things that combine the four sciences of biology, chemistry, physics and psychology, stir it all together, throw it against the wall and then say ‘Figure it out, be quick, be efficient, get results, and make everyone happy.’ This is about taking the theory and standards and making it very practical.

Performance Engineering – Commissioning for a Digital Age will be targeted towards the case studies and lessons learned from two large healthcare facilities projects recently completed. This will be jointly presented by the owner and commissioning provider to offer a unique and in-depth review of the entire commissioning process and the integration and turnover of the facility to the operations and maintenance teams. The primary focus will be to impart real-world facts, findings and take home opportunities and enhancements to all participants.

Ted Spearin, Energy Manager at Interior Health Authority will deliver a practical presentation that will showcase how effective DDC system management can greatly improve the energy efficiency of a hospital. Ted brings years of industry experience with Honeywell to his role of Energy Manger and will share some of his learning’s with the participants. In addition to the DDC information, Ted will also de-mystify the use of VFD’s and how they can be used and implemented to improve performance, save energy and generate incentives from BC Hydro. CHES members are constantly challenged to meet legislated and code requirements while working within their budgets. This session will focus primarily on the maintenance aspects of Canadian Standards Association (CSA) standards. While often cited during the design stages, CSA standards are often forgotten after health care buildings have been built and their front doors are open to the public. The newest ventilation and medical gasses standards issued by CSA both contain significant changes in their maintenance chapters which are often referenced by Provincial legislation. Facility Managers are faced with hundreds of different documents each day, and sorting through all of the language can be a daunting task. Come and find out what you NEED to know to keep your facility working safely and efficiently.

The goal of this presentation is to provide current information and relevant experience regarding Amine use to the target audience to assist in making informed decisions within their facility as to Amine use for steam boiler system protection. After providing the audience with a basic understanding of the chemistry involved with Amine usage in Steam Boiler systems, the IPAC Chemicals presenters will list the areas of Amine application and identify potential areas of concern within the hospital environment for Amine usage. With the Industry Standards understood, we will list the Pros and Cons of using Amine treatment, and identify control options to minimize risk.

This session will introduce attendees to the new national standard for health care facility design and construction: CSA Z8000-11 Canadian Health Care Facilities. This new standard was published in September of 2011 and will influence every element of health care facility planning, design and construction in Canada. The presentation will give listeners the background they need to understand the new standard and how it will impact their work. CSA Z8000-11 provides requirements and guidance from concept to construction. It is intended to be used by all facilities providing health care services regardless of type, size, location, or range of services. It was developed for use by architects, engineers, planners, project managers, contractors and builders, commissioning teams, facility managers, maintenance managers, infection prevention and control personnel, and other health care professionals. If you are involved in the planning, design or construction of health care buildings, you will be affected by this standard.

Session 5B: What's in a Label? Speaker: Tim Cole, Director of Environmental Initiatives and Product Development ; Forbo Flooring Systems

Facility managers need to make sure they make the right choices when selecting products to lower the environmental footprint of their facilities. With numerous environmental labels and certifications in the marketplace today, it is difficult to decipher what they measure and their relevance as it relates to building products. This presentation will review topics such as single vs. multiple attribute certifications, third party labels, LCA’s and the LEED rating system.

Session 6A: The Human Face of Infection Prevention during Construction Speaker: Dr Elizabeth Bryce, Regional Medical Director, Infection Control, Vancouver Coastal Health /Vancouver Acute

Infection prevention and control is vital in both the planning stages for healthcare facilities as well as during construction. From an infection prevention perspective, planning focuses on design that minimizes cross-transmission of microorganisms and encourages good infection control practices while during construction the goal is to provide the best possible protection for patients, visitors and staff members. Those involved in implementing infection prevention guidelines seldom experience the “human face” behind these measures. This session will use clinical vignettes to illustrate the importance of why we have matrices and guidelines and attempt to present the human aspect of why we do what we do.

Session 6B: Updating or Designing Containment Solutions for Healthcare Facilities Speaker: Matthew Crouch, Hns.B.Sc., National Segment Manager, Life Sciences & Containment; CAMFIL FARR GROUP

Proper filtration and procedures for isolation and containment spaces, is a possible area of concern addressed by the new CSA standard. Many sites, both older and newly designed, are not meeting these requirements. However, this can be remedied with the systems to meet standards and protect patients and staff – the key is to understand the options available that can fit into existing mechanical spaces without compromising safety or ease of use.

Thank you to all of our Conference Speakers KEYNOTE ADDRESS SPEAKERS: Arden Krystal, Executive Vice President and Chief Operating Officer holds executive leadership responsibility for all nine of PHSA’s agencies, as well as the Chief Nursing Office, Population Health, the Surgical Patient Registry and the Redevelopment Project at BC Children’s Hospital and BC Women’s Hospital & Health Centre. Ms. Krystal is an Adjunct Professor at the UBC School of Nursing and holds a Certified Health Executive designation from the Canadian College of Health Leaders, a Masters of Health Administration from the University of British Columbia, and is currently enrolled in the Harvard Business School undertaking the Managing Health Care Delivery program. She is also the Editor of 2 Chapters in the upcoming publication “Leading and Managing in Nursing; 1

st Edition, Elsevier Press.

Arden has a broad range of experience as a healthcare professional and has served in a variety of leadership roles during the course of her career. Prior to joining PHSA in April 2012, she held the position of Vice President, Clinical Operations at Fraser Health, and was the clinical executive sponsor of the Surrey Hospital and

Redevelopment project.

Brent Alley MAIBC, MRAIC. Assoc AIA

Brent Alley is the Executive Director of Quality and Risk Management for the Health Authorities Lower Mainland Facilities Management department, a consolidated facilities group managing the health care facilities for three Health Authorities within British Columbia. He started working for Vancouver Hospital and Health Sciences Centre in 1998 on its re-development and after the absorption of the Hospital into the Health Authority system has been with the successor organizations for the past 12 years. In addition to the Quality Control and Risk Management portfolios he is responsible for Facilities Standards, Staff Education and Training, Research and Development and Special Projects. Prior to his role in Quality and Risk Management, he has served as Executive Director, for Capital Projects for LMFM, Executive Director of Facilities and Property Management for Vancouver Coastal Health, and as Director and Executive Director of Facilities Planning & Construction for the Province of British Columbia. He has been involved in health care projects all over the province, including Prince George, Quesnel, Kelowna, Chilliwack, Port Alberni, New Westminster, and Vancouver just to name a few. An Architect by training he originally joined the health care system after 10 years in the private sector where he worked as an Architect and Project Manager with Bobrow Fieldman Architects in Montreal and New York, Thompson Berwick and Pratt Architects and RPG Partnership in Vancouver, Edmonton, and Calgary. He is a graduate of the UBC Faculty of Applied Science where he received his professional degree in Architecture in 1979, and later became a registered Architect in British Columbia. He has served on the Board of the AIBC and been active in many of the inter-professional committees including the Committee for Healthcare, documents and standards committees.

Vince Aalten, PE, Sales and Service Manager for IPAC Chemicals Limited, has been working in the water treatment industry for 5 years. As a Second Class Power Engineer with 18 years experience in large industry, Vince was introduced to the industry on all levels. With a strong mechanical background, Vince is able to provide a value added approach to the chemical industry for customers of IPAC Chemicals. Applying his knowledge of the Power Engineer’s daily activities and challenges, Vince is able to smoothly transition between mechanical systems and chemical needs to determine the best approach to system protection. Dr Elizabeth Bryce, Regional Medical Director, Infection Control, Vanc. Coastal Health/Vancouver Acute Dr. Bryce holds dual qualifications in Internal Medicine and Medical Microbiology. She is a Clinical Professor at the University of British Columbia and has been on staff at Vancouver Hospital and Health Sciences Centre since 1983. She is the Regional Medical Director for Infection Control at Vancouver Coastal Health and has practiced as a Medical Microbiologist at Vancouver General Hospital for the last 15 years. Dr. Bryce is a co-chair of the Canadian Nosocomial Infection Surveillance Program under the auspices of Public Health Agency of Canada and is a reviewer for the Health Canada Steering Committee on Infection Control Guidelines.

Gordon D. Burrill, P.Eng., FASHE, CHFM, CHC is President of Teegor Consulting Inc., an international consulting firm specializing in healthcare engineering and construction. He spent 13 years as a design engineer, followed by 7 years as the Director of the Engineering for a New Brunswick Health Authority in Canada before branching out to Teegor Consulting Inc. in August of 2004. He is a Registered Professional Engineer with 25 years experience in the design, construction, operations and maintenance of healthcare facilities. He is member of Standing Committee on Building and Plumbing Systems to the Canadian Commission on Building and Fire Codes, a member of the Canadian Society for Civil Engineering, a member of the National Fire Protection Association’s Health Care Section, a former Council Member of the International Federation for Hospital Engineers and Past President of the Canadian Healthcare Engineering Society. Gordon is currently the vice-chair of the Canadian Standards Association’s Technical Committee for Health Care Facility Engineering and Physical Plant, chair of their Technical Subcommittee for Infection Control during Construction, Renovation or Maintenance of Health Care Facilities and vice-chair of their Technical Subcommittee for Design and Construction of Canadian Healthcare Facilities.

Tim Cole – Director of Environmental Initiatives and Product Development / Forbo Flooring Systems North America. Obtaining his BFA degree and then working toward his Masters in Marketing and Communicative Arts and Design at Virginia Commonwealth University, Richmond VA. Tim has been with Forbo for the past 21 years and involved in the flooring industry since 1970. Since employed by Forbo he has been fortunate enough to undertake many challenging responsibilities in many different departments both in North America and in Europe. Tim’s responsibilities have ranged from Technical Rep to Sales Manager to Director overseeing the Technical, Marketing and Customer Service in North America, then spending time in Europe as Product Innovation Manager for the linoleum division. Currently Tim is responsible for environmental initiatives and product development, as well as the development of all training programs for Forbo North America. He participates in Forbo Flooring Systems International Technical Committee, a member and international PR representative of the Forbo Flooring Environment Group, as well as on the editorial team for Archidea A&D publication. He has served on the Executive Committee and Board of Directors for the US Green Building Council for 8 years (USGBC 2010 Board Chair), and the Alliance for Sustainable Built Environments (ASBE President), Current Board Member CAN DO Development Organization for North East PA, the Chairman of the ASTM Resilient Flooring Committee, a member of the ISO Flooring Committee, a member of the ASTM and ISO Sustainable Building Committees, and on the advisory committee for The Institute for Market Transformation to Sustainability (MTS), and with his extra time presents at various conferences on sustainability issues.

EDUCATION SESSION SPEAKERS cont’d: Matthew Crouch, Hns.B.Sc., National Segment Manager, Life Sciences & Containment - CAMFIL FARR GROUP. Even as a young man, Matthew was fascinated by science; he enjoyed the study of physics, chemistry and modern psychology. His first encounter with research was in high school, where in he was employed as an eco-toxicologist at the Canadian Center for Inland Waters research facility. This curiosity peaked in University; instigating him to change majors after first year, transferring from Psychology into the Biochemistry program. After completing his undergraduate degree, with a specialty in Genetic Engineering, Matthew settled into life as a lab technician.

Something was missing, however. Matthew’s scientific curiosity was tempered with a drive for something more; success in the business world. Interested in taking on a new challenge; attempting to merge his passion for both fields, he left academia to take on various roles in the Biotech community. This included one of his greatest challenges - move into hurricane Katrina ravaged Louisiana and help the researchers there get back on their feet. Adventure, new challenges, and travel – he found them all, and then some. But when the job was done, the next challenge called him back home to Toronto, managing the needs of Canada’s largest hospitals and most prestigious scientists. Under the banner of Roche, Matthew provided solutions and consultation for the nation’s best and brightest researchers.

Needing to step outside his comfort zone yet again; but still boarding his expertise, Matthew then took up arms with the global air-filtration leader, Camfil Farr. Specializing in healthcare, life sciences and hazardous / biological containment, he assists end-users, contractors and consulting engineers in the design and implementation of filtration solutions, coast to coast. Matthew also works with end-users in all disciplines who wish to lower their energy consumption, operate green, and minimize carbon footprint. He is actively involved with the ASHRAE, ISPE and CHES organizations. Marc Dagneau, I have specialized in sterile processing maintenance first as a technician and now as a regional coordinator for the last six years. Together with Mitch Weimer, FHA FMO Director, and our management and technical teams, I have been working to standardize our procedures, policies, parts supply, documentation, database building and equipment maintenance reporting. The primary objectives of this initiative are risk mitigation, uptime, and quality outcomes. My skill set comes from a somewhat diverse variety of life experiences, formal education, hands-on mechanical experience and technical management training. I have a Bachelor of Arts degree with a major in English literature and a minor in professional writing, which I paid for by working with my hands. During breaks in my formal education, I travelled extensively throughout Europe, Asia, North Africa and North America, which I believe adds a worldly depth to my perspective on things and my dealings with people. After graduating from UVIC, I started a family and challenged my 4

time I earned at Ridge Meadows Hospital. I quickly gravitated to sterile processing maintenance and the diligent documenting that is attached to this kind of maintenance in an ISO 9001 accredited region. Brenda De Jong, RN, OHNC, COHN(C), Clinical Advisor, Occupational Health and Safety Brenda is a Registered Nurse and a Canadian Certified Occupational Health Nurse with over 10 years of experience in clinical “bedside” healthcare and over 20 years of expertise in workplace health and safety programming, ergonomics, infection control, and healthcare design and construction coordination. She has worked on Emergency Department, Surgical Day Care and Intensive Care Unit design and redevelopment, and she has provided organizational and occupational health and safety consulting services in BC and across Canada with a client list that includes many healthcare organizations. She now works on healthcare project design as a clinical and health and safety advisor with CEI Architecture. Brenda brings a unique perspective of clinical understanding, awareness of staff and patient safety and knowledge of evidence-based design and Lean design to her work with clinical planners, architects, and engineers on a variety of BC healthcare projects.

Graham Dick is a Certified Restorer™ and a Certified Mold Professional™ from Vancouver, BC. He owns and operates Genesis Restorations Ltd. a restoration firm specializing in water damage, mold remediation, sewage, asbestos and various other contamination issues for the past 22 years. Taking a special interest in healthcare, Graham is a strong resource in mitigation planning for damage events. Currently, as a vendor for Fraser Health in BC, Graham has handled a wide variety of decontamination and restoration events throughout the region. Graham has taken the CHES Healthcare Construction Course and the CSA Practical Applications in Infection Control During Construction & Renovation of HC Facilities.

Graham has been involved at a regional, national and international level in a number of industry associations as presenter, trainer, board member and officer, and has served on numerous committees through the years bringing a unique perspective to the projects he works on.

James Goodall is the Managing Principal of Stantec’s Performance Engineering divisions. As a power and process engineer, design and maintenance millwright and commissioning and validation specialist, James has dedicated his 30 years of global experience to the continued advancement of the Performance Engineering field. James is considered one of the foremost subject matter experts in this area and has developed one of the most advanced and efficient performance validation programs in the world today. In leading the industry forward James has gained a unique multifaceted portfolio of experience from military/aero-space and heavy industry programs to advanced healthcare and hardened bio-containment facilities. Working with Stantec Consulting, James and his international teams continue to innovate and develop the fields of new and re & retro commissioning, reliability centered maintenance and advanced sustainable operations concepts for today’s high-performance facilities. Boban Ratkovich is the Principal of CES Engineering Ltd. He is a Registered Professional Engineer in BC, Certified Energy Manager and Certified Building Energy Simulation Analyst under American Association of Energy Engineers. Boban is also LEED Accredited Professional. Boban has over 20 years of experience in building systems commissioning. Boban’s services focus around holistic approach to the building systems commissioning, combining building systems energy analysis and measurement and verification into the total building commissioning process. Boban teaches “Energy Codes and Standards” course under Sustainable Energy Manager Associate Certificate, funded by BC Hydro Power Smart program at the British Columbia Institute of Technology. He presented number of Commissioning Papers at the international and domestic industry conferences. He continues to provide commissioning awareness and education training to public and private companies and groups. Boban is a member of the Board of Directors for the Building Commissioning Association Western Canadian Chapter & is also CSA Committee member for developing a new version of the CSA Z318 Healthcare Building Commissioning Standard and Health Care Facility Operation and Maintenance Standard as well as a member of the expect review committee for the consolidation of the Canadian Biosafety Standards. Mike Royal, BSc, Account Manager for IPAC Chemicals Limited, has been working in the water treatment industry for 17 years; 14 years with IPAC Chemicals. Mike’s strong chemical background and experience with boiler systems operating at varied pressures gives him the ability to assist facilities with water treatment planning and execution. Mike has a long history of ensuring his customers receive the focus and attention they need in order to optimize their systems, and reduce the costs associated with water treatment within their facilities.

Ted Spearin is a registered Professional Engineer, Certified Sustainable Building Advisor, and currently a Certified Energy Manager at the Interior Health Authority. Ted has developed a strong background in automation and control of building management systems and industrial processes while working at companies such as Care Systems Services Ltd, IAT Industrial Automation and Honeywell over the past 25 years. Ted’s passion for the outdoors is coupled with interests in climate change, sustainability issues and the conservation of resources.
