Four members of theGeauga County Chapter of theOhio Horsemen’s Council toldRussell Township trusteesWednesday they want tobecome the “eyes and ears” forlaw enforcement in the UpperChagrin Valley Preserve.About 150 acres of woods
and pasture was given to thetownship in 1996 by Lucia Nash,said Trustee Jim Dickinson. The main access to the prop-
erty is on Fairmount Road, hesaid, adding the trustees at thetime put the property in theWestern Reserve Land Cons-ervancy. The township is required to
preserve, protect and maintainthe property in its scenic andnatural state. No one is permit-ted to operate a motorized vehi-cle on the property or camp inthe woods, Dickinson said. However, he said there has
been flagrant violation of theeasement by a number of indi-viduals and the township policedepartment doesn’t haveenough manpower to patrol theacreage or access for policevehicles.Kathryn Sickling of Bain-
bridge Township, president ofthe local chapter of the OHC,said the group has been veryinvolved in developing trailsthrough much of Geauga ParkDistrict and has been called into search and rescue for missingindividuals.“We’d like to become the
equine courtesy patrol on the(Upper Chagrin Valley Pre-serve) trails,” she said.She proposed forming a
mounted monitoring group toencourage safe trail use,describing it as a proactive pilotprogram between the conser-vancy and the township.“We would report infrac-
tions to the (police) departmentpoint of contact,” Sickling said.“We would handle things in theway they want them handled.”Riders could take pictures of
trespassers and call the incidentand location in to the police,who could handle it from there,Dickinson said.Sickling said an OHC
equine patrol is active inCuyahoga County with one per-son assigned to manage thepatrolling of each park. The chapter would also be
willing to organize a work partyto trim branches back from thetrails like they do for theGeauga Park District. “Our purpose would be to
patrol and contact the appropriate
person in your organization”when illegal activities are seen,Sickling said, adding they wouldalso work with the township toalert the owners of propertynear the conservancy abouttheir activities.“We’d like to promote good
trail etiquette and help lost hik-ers,” she said. Sickling asked that a bridle
or saddle pad tag be approvedby the board so everyone wouldrecognize who they are.OHC member Nora Stanton
said she has ridden through thepreserve and there are creekson the land that have beendamaged by ATVs.“It’s a beautiful piece of
land that needs to be taken careof,” she said. “We’re availableand we want to help.”Dickinson said he has been
in touch with John Leech,WRLC chairman, on the matterand others on two issues.First, compaction of the soil
is forbidden, but an analysis ofriding trails made about 12years ago shows that horses donot compact the soil enough tocause serious erosion, Dick-inson said.Also, access to the Upper
Chagrin Valley Preserve needsto be restricted to permittedindividuals, he said. The bridle tag would iden-
tify the volunteer equine patrolunit as permitted.Trustee Justin Madden said
he appreciates the group’s offerand asked about the dangeroussituations they may encounter,such as noisy ATVs.“We would need direction
from the police chief on how tohandle different situations,”Sickling said. “We can call onthe phone. We’re not trying toget hurt or be tough with any-body.”
The riders would fill a pas-sive role as the “eyes and ears”for the police, taking picturesand describing what whey seefor a report, Dickinson said,adding then the chief would fol-low up.“We can contact that person.
We’re not asking you toenforce,” he said. Sickling said keeping the

When Gov. John Kasichsigned the 2014 budget sent tohis office last month by theOhio Senate and House ofRepresentatives, he increasedthe cost to taxpayers for anynew or replacement levies by12.5 percent over what it wouldhave been last year.Russell Township officials dis-
cussed the elimination of thecombined 12.5 property tax roll-back on new tax dollars effectivenext year at last Wednesday’smeeting.Trustees and Fiscal Officer
Chuck Walder had planned andtaken steps to place four levieson the Nov. 5 ballot: a 1.5-millpolice continuing replacementlevy; a new continuing 1.1-millroad levy; a new five-year 0.25-mill cemetery levy and a 1.5-mill general fund levy.Trustees approved certifi-
cates of need for all four levieson June 19 in an effort to helpmake up for the funding short-falls the township is facingbecause of Kasich’s previouscuts to intergovernmental fundsto local governments.“It was a shock to lose about
20 percent of our budget,” saidTrustee Jim Dickinson. Beginning in 2014, the
township will receive $571,000less in intergovernmental fund-ing, he said.
Also, the elimination of theestate tax, which often yieldedabout $200,000 per year for thegeneral fund, will add to thehardship.During the public hearing of
the township’s 2014 budgetWednesday, officials talkedabout how the levies, if passed,would help untangle some ofthe funding streams from thegeneral fund to the depart-ments.“We have too many pockets
feeding various entities,” Waldersaid. Dickinson said the reorgani-
zation of department fundingthat would be made possible bythe levies will make the town-ship budget and spendingprocess more transparent.For instance, the cemetery
costs came out of the generalfund budget, he said. By having a cemetery levy as
a separate funding stream, any-one can see how much it coststo maintain the cemeteries. At a previous special meet-
ing, trustees discussed otherstreamlining and cost-savingoptions such as putting thetownship maintenance person-nel under the road departmentHowever, the decision to ask
Russell voters to approve fourlevies was made before the roll-back elimination was on thetownship radar.
W a l d e rsaid Wednes-day the state’s$62 billion,two-year bu-dget signedby Kasich onSunday willhave signifi-cant effectson taxpayers.“There will
be no change in revenue to thetownship” because the rollbackfor existing and renewal levieswill remain, he saidHowever, three of the four
levies trustees proposed for theNov. 5 ballot are for new moneyand he recommended takingthe 1.5-mill general fund levyoff the ballot.
“It appears to be the safestlevy to take off the table, rightnow,” Walder said. “All theother levies are absolutelyvital.”Money for the general fund

helping the district since 1996without an issue.“The park (board) really
appreciates that we keep oureyes and ears open,” she said. “Ithink they really count on us.”Madded said he’d be

horses into “a lot of situations;they ride at events to helpmounted police forces raisemoney and in parades.” “This is a work in progress,”
Dickinson said, adding hewould like to see horse trailsfrom South Russell connect tothe preserve in the future. Part of the trail would go
through his farm in Russell, hesaid.“It’s like putting a jigsaw
puzzle together,” Dickinsonsaid.

Shout OutI am a new resident of
Chester Township and I wantedto give a shout out to its resi-dents. My car recently broke down
at the corner of Caves andMayfield roads heading homeacross the street from the CavesSunoco Gas Station. I called for assistance and
my friend was on his way. In the meantime, approxi-
mately six or more cars stoppedto see if I needed assistance. I was blown away by the
neighborly and friendly peoplethat live in this township. Not to mention, the wonderful
crew at the gas station. I wasable to have my car pushed intotheir parking lot with the helpof another gentleman whostopped to help, in a white workvan, holding an ice cream conewhen he was walking towardsmy vehicle to assist my friend. The following morning, I
phoned the station and spokewith Mike. He was extremelycourteous and my car wasrepaired by noon at a very rea-sonable price. My hat is off to these people
who cared and this friendlytownship.
