Introduction  During  the  first  week  of  June  2015,  a  team  consisting  of  the  Director  of  OEEM  and  two  staff  engineers  from  the  Department  of  Transportation,  Communication  &  Infrastructure,  traveled  to  meet  with  Chuuk  State  officials.    The  team  discussed  the  FSM  National  Government’s  continued  support  for  their  ongoing  typhoon  relief  efforts.    The  goal  and  mission  of  this  endeavor  was  to  primarily  identify  schools  with  relatively  minor  damages  that  may  be  repaired  in  a  timely  manner  for  the  beginning  of  the  next  school  year  with  the  funding,  technical  and  possible  logistical  assistance  of  the  FSM  National  Government.    For  the  purpose  of  this  report  and  so  as  not  to  exclude  any  schools  in  need,  the  facilities  requiring  more  extensive  repairs  are  also  included  for  future  consideration  and  are  noted  with  an  asterisk  (  *  ).        In  addition  to  the  meetings  with  State  officials,  the  engineers  conducted  school  and  dispensary  inspections  in  conjunction  with  the  continuing  relief  runs  in  the  Chuuk  Lagoon.    The  Indie  Trader  ship  was  chartered  by  IOM  and  was  offered  as  the  vehicle  of  transportation  to  the  Lagoon  islands.    This  report  is  a  compilation  of  the  inspections  conducted  in  June  2015  as  well  as  those  assessments  performed  in  April  2015.    Please  reference  the  report  titled,  ‘Typhoon  Maysak  Preliminary  Storm  Damage  Assessments  of  Critical  Infrastructure’,  for  additional  support  information.

Recommendations  In  preparation  of  these  recommendations,  we  attempted  to  list  schools  and  other  facilities  in  the  order  of  repair  magnitude  from  the  most  minor  to  the  most  critical.    Materials,  labor,  mobilization  (i.e.,  location  accessibility)  and  school  population  have  been  considered  for  the  compilation  of  this  list;  however,  it  is  only  intended  to  serve  as  a  guide  for  timing  and  progress  of  repair  work  and  not  a  strict  order  of  completion.    Other  factors  may  influence  the  order  and  timing  of  repairs.      At  this  time,  only  the  Chuuk  Lagoon  has  been  evaluated.      Due  to  the  larger  population  of  students  affected  and  ease  of  location  in  relation  to  acquiring  materials,  it  is  suggested  to  complete  repair  works  on  Weno  Island  first.    The  following  assessed  schools  have  varying  degrees  of  damage:    Table  1  –  Weno  Island:

Conclusions  –  A  Way  Forward    The  FSM  National  Government  wishes  to  assist  in  the  typhoon  recovery  effort  sustained  from  Typhoon  Maysak.    In  an  effort  to  provide  immediate  support  and  assistance  to  those  public  facilities  in  need  of  repairs,  the  Department  of  Transportation,  Communication  &  Infrastructure  should  work  in  conjunction  with  the  Office  of  Emergency  and  Environmental  Management  to  discuss  logical  procedures  to  move  forward  and  to  arrange  the  procurement  of  materials  recommended  in  this  report.    These  materials  would  then  be  delivered  by  national  government  marine  vessels  to  the  appropriate  islands  and  facilities  and,  under  TC&I  or  Chuuk  State  Planning  supervision,  request  local  volunteers  to  assist  with  the  repairs  to  the  schools  and,  if  possible,  the  affected  dispensaries  as  well.    The  majority  of  these  facilities  are  on  private  or  leased  land  and  therefore,  would  require  the  cooperation  of  the  landowners.      Another  option  is  to  bid  the  work  out  to  local  contractors  to  procure  materials  and  repair  the  schools  in  time  for  the  start  of  the  next  school  year.    This  option  would  require  additional  time  to  prepare  bid  documents  as  well  as  advertising  the  project(s).    Contractors  have  more  professional  expertise  and  theoretically,  would  produce  a  higher  quality  product.    Land  ownership  issues  may  cause  delays  although  in  the  interest  of  repairing  the  public-­‐use  facilities,  this  would  seem  to  be  unlikely,  however,  the  possibility  exists.    TC&I  is  available  for  further  assistance  for  the  mission  to  repair  schools  and  other  facilities  damaged  by  Typhoon  Maysak.    We  stand  ready  to  provide  our  expertise  as  required  in  light  of  the  pending  of  the  new  school  year.
