Based on the included recommendation from Captain Sagan, Lieutenant White obtainedproposals from three separate vendors. Each vendor provided pricing for replacement of allduty weapons and compatible holsters needed for carry. Below is a table with the purchaseoptions based on the quotes received:

The FY 2019 Replacement Fund includes $32,000 for replacement handguns. There aresufficient funds in the fund balance to cover the additional cost.

13. Maryland Criminal Intelligence Network Site (MCIN)
Suggested Action: The Greenbelt Police Department is seeking to join other local lawenforcement agencies in the Maryland Criminal Intelligence Network Site (MCIN). TheMaryland Criminal Intelligence Network Site is a grant funded by the State of Maryland to theCity of Hyattsville whose primary purpose is to develop a robust information structure that willenable the cross-jurisdictional sharing of accurate and actionable intelligence to identifycriminal networks efficiently and effectively. 14. Greenbelt 20 Minute Cleanup Initiative Suggested Action: Mr. Byrd requested that this item be included on the agenda. The proposed motion is to encourage Greenbelt residents to pick up litter anywhere inGreenbelt for twenty minutes sometime this April.
Mr. Byrd further suggests the City can collect information on public participation by havingresidents do their pickups and then email Jason Martin with their results, including• the number of people who participated• how many bags of trash/recycling that they collected.
15. WMATA Trail Update Suggested Action: Mayor Jordan requested this item be added to the agenda. Ms. Hruby willbe in attendance to provide an update.
In summary, Woodlawn has been working on submittals to the Prince George's CountyDepartment of Permitting, Inspections and Enforcement (DPIE) and to Maryland-NationalCapital Park and Planning Commission (M-NCPPC). Specifically, Woodlawn has submitted aStormwater Management Concept plan to DPIE and have addressed all comments. Conceptapproval is pending an NRI equivalency letter in lieu of an NRI plan from M-NCPPC. They arealso preparing a Site Development Plan to be submitted to M-NCPPC after the concept hasbeen approved. M-NCPPC is requiring that the trail be located in an easement held by theCity, or on property owned by the City in order for the project to be eligible for MandatoryReferral. Staff will be working with Woodlawn and Mr. Pounds on this issue in the comingweeks. Woodlawn has completed the required photometric study and is working on finalizinglighting details. Electric service continues to be an outstanding issue, and needs to befinalized so that trail engineering can move forward. WMATA has provided a cost estimate forit to provide power to the entire length of the trail, but the estimate was exorbitant andWoodlawn is exploring options. At this time it is estimated that the project is approximately 3to 4 months behind schedule. WHEREAS, Earth Day was first celebrated on April 22, 1970, with the goal of inspiring
environmental awareness and encouraging the conservation, protection, and appreciation of our
nation’s natural resources; and
WHEREAS, it is the responsibility of each of us to safeguard the environment by recognizing
that all human life depends upon the Earth and upon one another for our mutual existence, well-being,
and development; and
WHEREAS, Greenbelt supports the Climate Change Initiative goals of the Metropolitan
Washington Council of Governments and the State of Maryland’s Greenhouse Gas Reduction initiative;
and
WHEREAS, Greenbelt takes many steps to protect and enhance our natural surroundings
through a variety of positive actions, including community cleanup events, planting projects, refuse and
recycling initiatives, and educational forums and workshops; and
WHEREAS, Greenbelt is recognized as a Tree City USA by the National Arbor Day Foundation,
a Maryland Smart Energy Community, a Sustainable Maryland Certified Community, and an
Environmental Protection Agency Green Power Partner, and has pledged to continue increasing its
recycling rate, expanding its fleet of alternative fuel vehicles, promoting green building and complete
street techniques, increasing energy efficiency, improving air quality, and preserving its open spaces;
and
WHEREAS, the City established the Greenbelt Advisory Committee on Environmental
Sustainability and a Green Team to study, investigate and advise Council on environmental issues
impacting Greenbelt; and
WHEREAS, Greenbelt proudly recognizes all who participate in Earth Day for their proactive
dedication to shaping a better future.

second week of April as NATIONAL PUBLIC-SAFETY TELECOMMUNICATIONS WEEK to
recognize the importance of the role of communication personnel in police and safety departments.

WHEREAS, these “unseen first responders” are invaluable in emergency situations and
deserve special recognition for providing outstanding service to the officers in the Department and
the citizens in the community; and
WHEREAS, the officers of the Greenbelt Police Department must rely on the
Communications Specialists to provide timely and proper information and to give immediate and
appropriate responses to the citizens in the community; and
WHEREAS, the Communications Specialists in the Police Department’s communications
unit must be ever alert and reliable to provide accurate information and dependable, efficient, and
speedy support to the officers of the Department, as well as a calm presence in emergency
situations and sensitive manner to the needs of citizens in distress; and

Leon Scales, Leon T. Scales II, was born and raised in Hyattsville City, MD, where at a young age he showed a passion for uniting people of all ages, and ethnic backgrounds. Graduate of Northwestern High School, in 2010, and the Prince George’s Municipal Police Academy in 2013, Leon Scales comes from the Bladensburg Police Department after 5 years of Duty. Leon comes with supervisory experience, specializing in Crisis intervention, and community relations. Leon also served as the FOP President of Bladensburg Lodge 148, and was highly regarded as a true team player! The City of Greenbelt has always been a memorable location for Leon, for it being the site of his marriage proposal, at the Roosevelt Center! Leon is excited, and motivated to bring high energy, compassion, and a willingness to change lives in the city of Greenbelt! His dedication to community and commitment to service, Leon is eagerly anticipating to suit up and be apart of the Greenbelt Family! ADVISORY PLANNING BOARD REPORT NO. 2019-03
REPORT TO COUNCIL March 21, 2019
SUBJECT: Windsor Green Community Center
Pre Application DSP-081010-02
BACKGROUND:
G.E. Fielder and Associates submitted application materials for the Windsor Green
Community Center Detailed Site Plan (DSP) for Parcel R owned by the Windsor Green
Homeowners Association. The subject property is located at 7474 Frankfort Drive,
Greenbelt, Maryland, 20770 which is on the Southwest corner of the intersection of
Greenbelt Road and Frankfort Drive. The north side of the subject property fronts Greenbelt
Road (MD 193). The current development was built in the early 1980s.
The DSP provides for the removal of two (2) of five (5) tennis courts as well as the
grey concrete wall fronting Greenbelt Road, and replacing them with a mix of features and
amenities that will make the community center more current in terms of user needs. The
plan also outlines the revitalization of the existing building, plaza, play space and the
addition of Bocce and volleyball. In addition, it provides ADA access to facilities, bicycle
parking and a water fountain.
ANALYSIS:
Representatives from G.E. Fielder and Associates presented to a joint meeting of the
Advisory Planning Board (APB) and Parks and Recreation Board (PRAB) on March 20,
2019. Following the presentation, the Board met to discuss the DSP details for Windsor
Green Community Center renovation. City Staff informed the Board that the DSP meets the
requirements of Prince George’s County Code as well as the Prince George’s County
Landscape Manual. In general, the Board is supportive of this plan. However some issues
were raised during the session. The concerns raised were:
The plan proposes that the maintenance yard be relocated to the north end of the
parking lot. The concern is that this would make it visible from Greenbelt Road.
The plan proposes a sight tight fence but there was some discussion about whether it
could be situated at a different location.
The plan could do more in terms of Stormwater Management (SWM). The Board
mentioned several ideas that could be explored including: pavers which could help
with permeability, rain barrels in appropriate locations (possibly like those
implemented at the Youth Center owned by the City of Greenbelt), cisterns, and
even further reduction of impervious surfaces specifically the parking lot. The
parking provision exceeds requirements and in addition is not highly used by

residents which creates an opportunity for reducing the number of parking spaces
(impervious surfaces).
The fence along Greenbelt Road will have plantings to screen it. It is not clear if the
proposed plants will provide adequate/proper screening and the board recommends
that this be reviewed for improved screening. The screening of the fence is
important because it is the viewshed afforded to most people living or traveling
through Greenbelt who are not Windsor Green residents. Beautiful and hospitable
landscaping in this area will be a civic asset.
The Board is aware that the applicant is awaiting Stormwater Management Concept
plan approval from the County.
RECOMMENDATION:
The Board recommends City Council support the Windsor Green Community Center
DSP with the following comments:
1) The Applicant should consider providing more creative elements for SWM
including:
a. Pavers that can help with permeability
b. Consider using rain barrels or cisterns
2) The Applicant should consider reducing parking spaces/impervious surfaces.

A RESOLUTION TO AUTHORIZE THE NEGOIATED PURCHASE OF REPLACEMENT
SERVICE WEAPONS FOR THE POLICE DEPARTMENT
WHEREAS, the Police Department is seeking to replace 75 service handguns because the
current weapons are eleven years old and in need of replacement; and
WHEREAS, Police staff have researched and have identified Smith & Wesson M&P 2.0
9mm pistol as the most suitable weapon; and
WHEREAS, three companies provided proposals for the Smith & Wesson M&P 2.0 9mm
pistol; and
WHEREAS, the Atlantic Tactical of New Cumberland, Pennsylvania has submitted a
proposal for the Smith & Wesson M&P 2.0 9mm and gear in the amount of $39,033.60; and
WHEREAS, the FY 2019 Replacement Fund Budget includes funds for the purchase of
replacement service weapons; NOW, THEREFORE
BE IT RESOLVED by the Council of the City of Greenbelt, Maryland that the City
Manager be authorized to negotiate the purchase of 75 service weapons and gear from the
Atlantic Tactical of New Cumberland, Pennsylvania at a cost of $39,033.60.

The Greenbelt Police Department is seeking to partner with the Community Advocates for Family &
Youth, Inc. (CAFY) whereby CAFY will provide services to the victims of crime that occur in the City of
Greenbelt.
BACKGROUND on CAFY
In 2003, Mrs. Arleen Joell founded the community based organization Community Advocates for Family
& Youth, Inc. (CAFY) to help minimize the judicial impact on children, who through no fault of their
own, had to testify in adult court. In 2005, CAFY partnered with the Prince George’s County Police to
provide victim advocate and support services to the crime victims in Prince George’s County. Since then
CAFY has partnered with other law enforcement agencies to include the Laurel Police Department, Bowie
Police Department and Bladensburg Police Department where through a combination of staff and
neighborhood volunteers serve to educate and support more than 3500 survivors of crime and their
families. CAFY acts as the liaison between the Police Departments and community by helping reduce
trauma and stabilize victims back into his/her environment and help hold offenders accountable.
Establishing these partnerships in the community is a vital effort towards working collaboratively and
cohesively in addressing crime and offering appropriate services to victims.

Criminal Intelligence Network Site (MCIN). The Maryland Criminal Intelligence Network Site is a grant
funded by the State of Maryland to the City of Hyattsville whose primary purpose is to develop a robust
information structure that will enable the cross-jurisdictional sharing of accurate and actionable
intelligence to identify criminal networks efficiently and effectively. The MCIN program is intended to
enhance coordination among public safety partner agencies to ensure that tactics, resources and
intelligence are integrated for targeting criminal networks and gangs who are involved in the distribution
of illegal drugs, the use of firearms in the crimes of violence, human trafficking or other inherently violent
criminal enterprises through enforcement, prevention, intervention and re-entry strategies. MCIN will also
focus on criminal gang activity in and around local schools in an attempt to provide for a safe learning
environment for the students by keeping gangs out of the schools. It is envisioned that the MCIN will take
the form of a state-wide network of criminal justice agencies focused on identifying, disrupting and
dismantling criminal networks through collaboration and comprehensive data sharing both locally and
statewide.

Suggested Action:Mr. Byrd requested that this item be included on the agenda. The proposed motion is to encourage Greenbelt residents to pick up litter anywhere in Greenbelt for twentyminutes sometime this April.
Mr. Byrd further suggests the City can collect information on public participation by having residents do theirpickups and then email Jason Martin with their results, including• the number of people who participated• how many bags of trash/recycling that they collected.

Suggested Action:Mayor Jordan requested this item be added to the agenda. Ms. Hruby will be in attendance to provide anupdate.
In summary, Woodlawn has been working on submittals to the Prince George's County Department ofPermitting, Inspections and Enforcement (DPIE) and to Maryland-National Capital Park and PlanningCommission (M-NCPPC). Specifically, Woodlawn has submitted a Stormwater Management Concept plan toDPIE and have addressed all comments. Concept approval is pending an NRI equivalency letter in lieu of anNRI plan from M-NCPPC. They are also preparing a Site Development Plan to be submitted to M-NCPPC afterthe concept has been approved. M-NCPPC is requiring that the trail be located in an easement held by the City,or on property owned by the City in order for the project to be eligible for Mandatory Referral. Staff will beworking with Woodlawn and Mr. Pounds on this issue in the coming weeks. Woodlawn has completed therequired photometric study and is working on finalizing lighting details. Electric service continues to be anoutstanding issue, and needs to be finalized so that trail engineering can move forward. WMATA has provideda cost estimate for it to provide power to the entire length of the trail, but the estimate was exorbitant andWoodlawn is exploring options. At this time it is estimated that the project is approximately 3 to 4 monthsbehind schedule. It should also be noted that the WMATA Connection Agreement has been reviewed by Mr.Pounds and needs to be scheduled for City Council review.
