Explanation: The number of days to repair a street lighting fault has increased as resources have been redirected to prioritise the delivery of the new LED lighting programme, which is funded by the Welsh Government prudential borrowing initiative. This is a 3 year programme and will start to see a big improvement to our time taken to repair street lighting. Whilst the level of service has dipped there has not been a significant increase in the number of complaints. These factors include: car parking offers in NCP car parks funded by the BID; the general economic downturn affecting city centres; the growth of internet shopping. Action: The signage to park and ride at Fforestfach is being improved and all the Park & Ride facilities will continue to be actively promoted. Discounted season tickets and alternative payment methods will be available once new payment equipment is in place at Park & Ride sites. These improvements will be advertised and promoted. Explanation: Target missed. There has been an unexpected increase in the number of end of tenancies (E/T’s) received totalling 1,713 which has been the highest number for 9 years. In addition, 68 properties formerly leased for asylum seekers were returned to the stock for letting as a result of the contract ending with Border Agency UK. However, performance improved on the previous year in that the number of lettings increased by 133 to 1,656 which is the second highest number in 9 years. This equates to just under 32 lettings per week. Lettings also increased each quarter as follows: 323; 421; 442; 470 Action - In order to meet next year’s target a number of initiatives will be introduced together with possible revisions to the current structures for delivery. Explanation: There have been changes to the contractual arrangements since April 2012 which have affected how we count items of equipment delivered. A number of items of equipment previously counted have not been included in the past 12 months which has affected this indicator. The increased focus on more specialist and often bulky items which cannot be kept in stock has led to increases in the length of time to deliver. Action: we will continue to work with partners to monitor performance. Given the new contract for equipment provision (which has been agreed jointly agreement with NPBC and ABMU) specifies a delivery standard of 7 days, any target below 7 days will resent a challenge and will incur additional costs to the service. Explanation/Action: The voluntary nature of participation by the public of existing waste recycling initiatives means that the outcome of the PI is not solely in the hands of the council. Measures being undertaken to try and meet the target for 2013/14 include campaigns to: 1. Boost public participation in the recycling services provided. 2. Increase recycling rates at the Civic Amenity sites. 3. Boost the recycling rate being achieved by the Trade Waste Services. 4. Encourage waste minimisation 5. Boost re-use rates. 6. Introduction of scheme to sort residual waste. Possible alternatives to land filling residual waste are also being explored. Explanation: This year’s result is significantly lower than achieved last year. The main reasons for this are: - library visits across the UK are

down by 4% on last year and by 10% over the last 5 years – Swansea is also experiencing a drop

- the population of Swansea based on the latest mid year estimate increased by 5,000 in a year which does have a significant impact on the result.

- as previously recorded the virtual visits that are permitted to be included in this measure are significantly down against target and whilst the library has thousands of other virtual usages (i.e. social media) these cannot be included under the current government definitions.
