Title: Disproportionate Minority Contact in Juvenile Justice - $55,556
Background:
Charlottesville has received a Juvenile Accountability Block Grant (JABG) from the Virginia
Department of Criminal Justice Services (DCJS) to fund the collection and analysis of local data
at each point of contact in the Charlottesville juvenile justice system to support the efforts of the
Disproportionate Minority Contact in Juvenile Justice Task Force to reduce disparities over a
sustained period through a collaborative and systematic approach. The City will enter into a
contract with the Community Psychology Department of the University of Virginia to provide the
research and data analysis including informational interviews at each contact point in the juvenile
justice system. The grant period is from January 1, 2013 through December 31, 2013. The total
grant award is $55,556, which includes a required local match of $5,556 to be provided by
Community Attention.
Discussion:
Based on arrest and juvenile court data, it is evident that minority youth are overrepresented in the
Charlottesville juvenile justice system. The research activity supported by this grant will assist the
City’s Disproportionate Minority Contact in Juvenile Justice Task Force in its efforts to determine
the causes of the over representation and how best to intervene to reduce these disparities over a
sustained period through a collaborative and systematic approach.
Community Engagement:
The Disproportionate Minority Contact in Juvenile Justice Task Force has engaged the
community through the inclusion of many community members on the task force and will
continue to engage the community during the grant process through the collection of data at the
points of contact in the juvenile justice system.
Alignment with City Council’s Vision and Priority Areas:
Approval of this agenda item aligns directly with Council’s vision for Charlottesville to be
America’s Healthiest City and contributes to their 2012-2014 priority to provide a
comprehensive support system for children. Community Attention’s programs provide residential
and community based services that prevent delinquency and promote the healthy development of
youth. The research funded by this JABG grant will positively contribute to City Council’s
priority to provide a comprehensive support system for children.
Budgetary Impact:
The terms of the award require a local match of $5,556 (10%) which will be provided by
Community Attention.
Recommendation:
Staff recommends approval and appropriation of funds.
Alternatives:
If the grant funds are not appropriated, the Disproportionate Minority Contact in Juvenile Justice
Task Force would not be able to effectively conduct this research.

WHEREAS, the City of Charlottesville has been awarded $50,000 in Federal Funds
from the Virginia Department of Criminal Justice Services, and $5,556 in Matching Funds for a
total award of $55,556 for the Disproportionate Minority Contact in Juvenile Justice research;
and
WHEREAS, the grant award covers the period from January 1, 2013 through December
31, 2013.
NOW, THEREFORE BE IT RESOLVED by the Council of the City of
Charlottesville, Virginia, that the sum of $55,556 is hereby appropriated in the following
manner:
