and Elizabeth Lamb Park” and refer the item back to Commission for concurrence. As part of their motion, Council also directed the Commission to go through a process to identify naming opportunities for both Mr. Ciarelli and Mr. Higgins. On November 9, 2016 Commission approved the Council’s recommendation and referred naming opportunities to the Park Naming and Memorials Committee. The Committee conducted meetings on February 22 and April 5, 2017 to review options. Since there currently no parks available for naming, the Committee’s review focused on park features and other public city-owned facilities. Options discussed included the Warner Dock, areas of existing parks, Junior Lifeguard Headquarters, the Beach Public Services Center (BPSC and the Park Tree Landscape Yard.(PTLY) The Committee took into consideration Mr. Higgins’ history with the City’s lifeguard system. Mr. Higgins’ and his family have a long history in the City. He played an important role in the introducing the sport of surfing in Huntington Beach. He was also the first Lifeguard Chief in the City and is credited with developing the Lifeguard Department. They focused on the Beach Public Services Center since the Junior Lifeguard building was officially named the “Marine Safety Education Center – Home of the Junior Lifeguards” by the Commission and City Council. The BPSC is located on the sand of the City Beach, adjacent to the service road, between Lifeguard Headquarters and the pier. The building is utilized for beach related classes and activities and by the Police Department for their Summer Beach Detail Unit. The PTLY is located within the east side of Central Park, adjacent to Gothard Street. The facility houses staff and equipment for the Parks Trees and Landscape Division of Public Works. Given Mr. Ciarelli’s history working in the City’s Public Works Department, the Committee felt the PTLY was an appropriate facility to be named in his honor. Mr. Ciarelli was a key figure in the former “summer weed crew” program that was part of the Park Maintenance Division. The program provided summer jobs for youth. During the park naming process, several comments were made from residents on the influence Mr. Ciarelli had on them while working in the program. Mr. Ciarelli was a resident of Huntington Beach from 1934 until his passing in 2015. He played a role in the surf culture in the City and was very active in youth sports programs over several decades. Should Commission accept the recommendations by the Park Naming and Memorials Committee, the action will be taken to the City Council for final approval. Environmental Status: N/A Attachment(s):

ROLL CALL & PLEDGE OF ALLEGIENCE Commissioner Miller called the meeting to order at 4:06, at which time roll was taken and the pledge of allegiance was said. PUBLIC COMMENTS - None

RESOLUTION NO. 2004-90 – Dominguez directed Committee’s attention to the attachment saying that the modified language is noted in red as follows:

1.) Second paragraph - add “and other park amenities” after “park play equipment”. 2.) Section 1. - Add “and other amenities” at the end of the sentence. 3.) Section 5 – Add as a final sentence, “In addition, other individuals or other names

maybe proposed”. 4.) Section 9 – Modify the language to read: Replace the current language with

“That the recommendations for park/pier memorial naming be processed through the Community Services Commission and shall have the approval of the City Council”.

Dominguez stated that if Committee agrees to the changes, the item will go before Commission at the May meeting and then on to City Council for final approval thereafter. Commissioner Schuetz asked for the reasoning behind the change. Dominguez stated that there is a conflict in direction and wording in these sections. Changes are for clarification on the naming criteria and process.

Committee Chair Miller called for a motion. MOTION: Schultz moved to accept the recommended changes to update the language in Resolution 2004-90 as presented. Commissioner Gasparian seconded the motion. Ayes: Gasparian, Miller, Shultz, Sterud Noes: None Abstain: None Absent: Carchio NAMING RECOGNITION Dominguez provided background on LeBard and Franklin schools respectively saying that James Franklin was the first principle at Franklin Elementary. Dominguez referred to the attached information on LeBard saying that he was once a City Council member. Franklin Elementary is located in Westminster and scheduled for demolition. It’s currently in the entitlement stage in the Planning Dept. The developer will deed one acre to the City, and at this time, staff is suggesting that the name process be delayed until the park is completed. Discussion ensued on prior naming projects and processes. Dominguez provided a slide presentation on other potential naming opportunities with maps of the locations, including the Park Tree & Landscape yard.
