Part 1 - Decisions by the Cabinet The following decisions have been taken by the Cabinet (or individual Cabinet Members), and will be implemented unless the call-in procedure is activated. Rule 15 of the Policy and Review Panels Procedure Rules requires a call-in notice to be signed by any 5 members of the Council. Influenza Vaccination for Portsmouth City Council Staff.

DECISIONS: the Cabinet Member for Health & Social Care agreed:

1. All PCC staff, including school staff, should be provided with access to seasonal influenza vaccination, which will be funded by individual services and schools, but co-ordinated by the Portsmouth Public Health Team.

2. The model of provision will include vaccination sessions provided in the Civic Offices by commissioned occupational health services and provision of flu vouchers for staff to obtain influenza vaccination in local supermarkets and pharmacies.

Fees and charges for led sessions for schools - Museums

DECISION:

(1) That from September 2014 charges for led sessions for schools are based on price per pupil as shown in Appendix A.

(2) Noted that the proposed pricing structure will ensure that the delivery cost of all sessions will be recovered and potentially generate a contribution to overheads.

(3) That future charges are based on a price per pupil rather than a price per session.

Portsmouth Museums Annual Update

DECISION: that

(1) The achievements of Portsmouth Museums in 2013/14 are noted.

(2) Current live D-Day related projects - D-Day +Youth and D-Day 70‘Launching the Invasion’, are completed in accordance with funding agreements with Arts Council England and the Heritage Lottery Fund respectively.

(3) The development phase of D-Day75, the project which will transform the D-Day Museum, is delivered and a round 2 application submitted to the HLF in autumn 2015.

(4) Projects and opportunities that complement and add value to agreed plans for the D-Day Museum - especially where they engage young people and / or deliver the wider corporate learning and wellbeing agendas should proceed subject to external funding.

(5) Lest We Forget - the community engagement project and exhibition that commemorates the start of the First World War - is delivered in accordance with the Council's agreement with the Heritage Lottery Fund.

(6) The service continues to recruit and train volunteers - especially at Cumberland House - to support and enhance services for visitors in accordance with 'Invest in Volunteers' standard.

(7) The service continues to prepare for Accreditation and prepares a policy and plan for Care and Conservation of the Museum Collections and reviews the Learning and Access Policy.

(8) The museums loans box service - renamed Wonder Boxes - is re-launched starting with the natural history boxes in September 2014.

(9) The museum archives, works on paper, and herbarium are relocated as part of the Archives relocation from Old Records to Central and Southsea Libraries.

(10) The museum service is able to take advantage of income generation opportunities and agree fees for ad hoc activities - such as the share of ticket income for a given event - in conjunction with the Head of Service and Section 151 Officer.

3 Cabinet Member for Traffic and Transportation decision meeting - 24 July 2014

Councillor Ken Ellcome made the following decisions:

Central Southsea residents' parking schemes: MB zone and MC zone. Councillor Ellcome considered all comments made and in particular issues raised in the Cabinet report of November 2013. He agreed to implement an experimental traffic regulation order to suspend both the MB and MC zone parking restrictions with effect from 1 September 2014.

Southsea Town Centre Improvements: Osborne/Palmerston Road. Councillor Ellcome approved the commencement of works in Osborne Road, considered all the options presented to him in the officers report and agreed to take forward Option 2 for Palmerston Road, in consultation with the Portsmouth Disability Forum and the City Centre Manager, and that relevant TROs associated with this option be implemented.

Henderson Road Proposed Traffic Calming Scheme. Councillor Ellcome agreed that a hybrid safety scheme be drawn up to improve traffic calming in Henderson Road, in consultation with the ward councillors and local residents. He also agreed to relocate the existing 20mph signage.

Part 2 - Proposals from Managers for Implementation The following proposals have been brought forward. The Managers indicated will exercise their powers to approve the proposal unless a Councillor requests the item be referred for decision to the relevant Cabinet Member or Regulatory Committee. Cliffdale Primary Academy and Mary Rose Academy - special school places Proposal that Approved Education Capital Expenditure be re-allcoated to fund urgent works at Cliffdale Primary and Mary Rose Academies in order to increase capacity in special school places On 21 March 2012 the Cabinet Member for Children and Education approved the allocation of £1,000,000 to improve SEN provision in secondary mainstream settings. Of this, £283,000 was allocated to fund an Autistic Spectrum Condition resource provision at The City of Portsmouth Boys' School. Feasibility work was undertaken on this project at a cost of £17,000. However, the project was put on hold due to the uncertainty over the co-educational status of the school. There is, therefore, currently £266,000 of uncommitted funding on this scheme. On 4 April 2006 the Cabinet Member for Children and Education approved the allocation of £1,800,000 to construct a new sports hall at the Harbour School at Tipner. The project was successfully completed leaving and an underspend of £20,000. On 14 February 2014 the Cabinet Member for Children and Education approved the allocation of £24,900 to replace the existing Electrical Distribution Boards at Court Lane Junior School. This work has been completed leaving a balance of £16,000 available. Due to an unprecedented number of children requiring a place at a special school from September 2014, additional capacity is urgently required at both Cliffdale Primary Academy and Mary Rose Academy. It is proposed to install a double temporary classroom unit at Cliffdale Primary Academy at a cost of £210,000. Works are also required at The Craneswater

Annex which is leased to the Mary Rose Academy (on the site of Craneswater Junior School) in order to refurbish the 1st floor of the Annex at a cost of £60,000. In addition there will be fit out costs for furniture and equipment of £20,000 and ICT of £12,000. The total cost is therefore £302,000. Approval is therefore sought to re-allocate the above underspends totalling £302,000 to fund the works to provide the capacity required in SEN places.

6 The Licensing Sub Committee - 23 July The committee made the following decisions: Licensing Act 2003 - Application for variation of a premises licence Milton Road Service Station, 144-160 Milton Road, Portsmouth PO4 8PN was granted subject to the following additional conditions:

To only sell alcohol through the night hatch between 00:00 and 05:00.

Building Naming in Edinburgh Road on the former site of The Portsmouth Foyer First Wessex are redeveloping what was "The Portsmouth Foyer" into 29 affordable housing dwellings (Flats) and has applied for street naming and numbering to rename the former Foyer building. The proposed redevelopment name is Aggie Weston House. The previous Portsmouth Foyer service has already been relocated into new purpose built building in Greetham Street, Southsea and retains the name, Portsmouth Foyer. The history behind Agnes Weston is as follows. Dame Agnes Weston (1840 – 1918) was popularly known as Aggie Weston and she devoted her life to improving the life of Royal Naval sailors by setting up the Royal Naval Temperance Society and Sailors Rest Homes in Portsmouth and Devonport. The building at 22 Edinburgh Road started life as the Duchess of Albany Sailors and Soldiers Homes in 1908, a similar organisation to those homes set up by Aggie Weston. When Aggie Weston’s original Rest Home in Landport was destroyed in the Blitz during WW2 they took over the Duchess of Albany building in 1951 and it has been known as Aggie Weston’s ever since.

The outstanding work of Agnes Weston was recognised by Queen Victoria, who made Agnes a

Dame of the British Empire (GBE) shortly before her death in 1918 and was buried with full naval

honours.

The proposed naming scheme retains the former site provenance and strong links with the city's naval heritage.
