PLANNING: HOW IT WORKS Cllr Karen Chilvers, who takes the lead on planning matters for the Lib Dems, explains the planning process: “It can be incredibly worrying to get a planning notice through your door notifying you of a new proposal in your street, especially if you happen to read it at the weekend when the council offices are shut. Well, Cllr Nigel Clarke and I are nearly always available, including weekends, and we can also offer you some practical advice: Check regularly on www.brentwood.gov.uk to see if there are any applications in your street - see the “Track Planning Applications” section and enter your road name. You can also set up an automatic alert on www.planningalerts.com . Look out for yellow signs tied to lampposts in your area and look at the applications published in the Brentwood Gazette. If directly affected, a letter should be sent to you from Brentwood Council (although I do have concerns over whether enough people get such letters) giving you notice of the application and the dates for the consultation period. This is your cue to put in your objection, or even a letter of support, whether you get a letter or not. If you get notice of an application through your door - DO NOT PANIC! It’s not a foregone conclusion that it will go through and many applications do get refused. They have to meet a lot of planning criteria before they are given approval. You can check the plans online or by visiting the council offices during the working week. If you find it difficult or upsetting then it is absolutely fine to ask a relative or friend or one of us to help you. Once the consultation is finished, a planning officer will make a recommendation of refusal or approval on the weekly list (published on a Friday). Un-referred items get approved or refused as per the weekly list recommendation. On my website www.karenchilvers.mycouncillor.org.uk . I publish recommendations made as soon as possible and we have until the following Monday week (ten days) at midday to refer them to the Planning Committee. Once referred, an application goes to the next committee (they are held monthly). Prior to this, the members of the committee will visit the site to see it for themselves, usually on the Saturday morning before the committee meets. When the application is debated at the committee, an objector and supporter (or a representative) can speak for three minutes each outlining their case. If you have a residents association (or similar organisation) they may also speak (subject to council approval) and your councillors can also speak up for you, armed with everything you have told them. Finally, a vote is taken and a decision is made.” So, there are many stages to go through after an application goes in and the consultation starts. We are happy to advise you, help and support you at any stage of the planning process.”

Smoke gets in your eyes....

One Sunday afternoon in September, Karen, David and Nigelwere alerted by residents in Pastoral Way and Vaughan WilliamsWay to a smouldering fire in the Warley Hospital site.Concerned, Nigel jumped over the wall to assess the situationhimself whilst Karen called the fire brigade out to make sure itwas safe.

Frustratingly, there was little more the councillors could do thereand then but Karen immediately got onto the council’senforcement team for urgent action. Legal action followed andit seemed the problem stopped after a few days, but not beforeanother late night visit by Karen to talk to concerned neighbourswhen it happened again. She said:

“As much as we would loved to have taken a hose to the fires weare restrained legally, but we did everything we could do withinour power to stop the smoke that infiltrated everythingClements Park residents were doing for days.”

“If we had been contacted earlier, we could got this sorted outsooner so I would urge residents to let us know as soon as theycan so we can work together to resolve issues quickly.”

Junction markings: Karen was alerted to the junction

markings that are marked out in differing brick lines.

Residents report that there have been a number of near

misses and, therefore, she has asked officers to consider

“give way” lines on some of the key junctions.

Osborne Heights Circus: Cllr Karen Chilvers is flabbergasted

that, now, nine years after the houses were sold that the circus has still not been signed over to the

council. She continues to push the council to make this happen.

Vaughan Williams Way: Builders rubble left for years at the Mascalls Lane entrance to Clements

Park will be removed this winter after Karen was alerted to this by a resident.

Kipling Close signage: Shortly to be cleaned up as it is very faded!

Pastoral Way parking: Karen has asked for wardens to patrol the area as there is a big problem with

dangerous parking occurring around the area where Beechwood Surgery is.

Parking problems: David, Nigel and Karen still get reports of problems with the draconian parking

restrictions over Clements Park - introduced by the Tories - please let us know if you are affected.
