• Key international developments on climate change adaptation
• Effective development co-operation• Major patterns in Official Development
Assistance (ODA) targeting climate change adaptation objectives
Outline
Key international developments on adaptation
• Integration of climate change adaptation into development planning and policy has been relatively slow, although recently increasing its pace :– Largely driven by international instruments, bodies and support
mechanisms for adaptation under the UNFCCC• NAPAs (2001) for LDCs; NAP process (2010) for all developing
countries
• Financial support through the GEF (Trust Fund, LDCF, SCCF), the GCF, CIFs (PPCR) and bilateral support
• To what extent are development co-operation providers are effectively supporting these processes?
• Key international developments on climate change adaptation
• Effective development co-operation• Major patterns in Official Development
Assistance (ODA) targeting climate change adaptation objectives
Outline
Toward effective development co-operation: some fundamental pillars to guide us
Busan Declaration (2011) and Partnership for Effective Development Co-operation
Aid Effectiveness Principles draw from 50 years of development co-operation experience
The Paris Declaration “Pyramid”
• Ownership of development priorities by developing countries
• Focus on results• Inclusive development partnerships• Transparency and accountability
• Key international developments on climate change adaptation
• Effective development co-operation• Major patterns in Official Development
Assistance (ODA) targeting climate change adaptation objectives
Outline
Total adaptation-related aid in 2010-2012
Source: OECD DAC CRS (2014)
Bilateral commitments, USD billion, constant 2011 prices, annual and 3-year annual average
• ODA targeting adaptation reached USD 9.3bn on average p. a. in 2010-2012
• About 1/3 principal objective• Co-benefit from other
environment or climate-related activities
• Large overlap likely between adaptation and development, more generally
Top providers of adaptation-related aid
Average 2010-12, bilateral commitments, USD billion, constant 2011 prices

Main sectors on adaptation-related aid
Average 2010-12, bilateral commitments, USD billion, constant 2011 prices
Source: OECD DAC CRS (2014)
• Top 5 sectors concentrate 83% of total adaptation-related ODA
• Mainstreaming adaptation across many sectors at risk
• Relatively well-aligned with the priorities put forward by developing countries in their NAPAs
Top recipients of adaptation-related aid
Average 2010-12, bilateral commitments, USD million, constant 2011 prices
Source: OECD DAC CRS (2014)
• By region: 2/3 of total adaptation-related ODA flows to Asia and Africa
• By income group: MICs receive 44% of adaptation-related ODA
• By country: the top 10 recipients in absolute terms receive 30% of total ODA
• By country: top 10 recipients in relative terms (and per capita terms) are SIDS
Some questions for discussion
• What are the main features of effective development co-operation for adaptation?
• Which levels and entry points for action are providers targeting when aligning their interventions on adaptation to the needs and priorities of developing partners?
• What could further data analysis tell us about how the principles of effective development co-operation are put in practice?
• Could this be illustrated with in-depth case studies to also touch upon effective development planning and policy issues?
• What does the data tell us about potentially interesting cases for exploration in this project? (e.g., orphans/darlings; LDCs/LICs and MICs; engagement with adaptation; sectors targeted and those at risk)
