Mutual Aid Responses by Department

Given Received

Evolution: From Re-Active Mutual Aid to Pro-Active Closest Unit Response

Historically, fire and EMS mutual aid has been based on city specific response models, utilizing mutual aid assistance

from other communities only if a community has exhausted all available resources. This response model caused us

concern, as the response to emergencies did not deploy the closest available fire or EMS resource.

The Clive Fire Department is proud to have partnered with neighboring communities to move towards a closest unit

response model. These partnerships are automated (without delay) through the WestCom 911 center and include:

Closest Unit Response from Waukee - The Waukee Fire Department assists in covering the West Response Area.

Effective Fire Response Force from Neighboring Agencies - In a strategic goal to provide a minimum of 14 person-

nel on the initial response to a structure fire, the closest neighboring agencies are dispatched in addition to Clive

to fulfill this need. The response includes 3 engines, 1 ladder, 1 ambulance, and 1 chief officer.

Closest Unit Response between Clive and Urbandale -Since October 3, 2017, calls for service are responded to by

the closest ambulance or fire apparatus available from either fire department. The new process dispatches the

closest available unit without regard to the city in which the call is located.

YEAR IN REVIEW JANUARY

January 7: 2700 Colby Woods Drive

(Urbandale) - Engine 320 responded to

Urbandale on a structure fire. Upon

arrival crews noticed moderate black

smoke from the attic vent. Automatic

fire sprinklers activated and controlled

the fire. Crews assisted with overhaul

and ventilation.

January 30: Crews responded to a multi

vehicle accident on I80 eastbound.

Several vehicles

were involved and

multiple patients

were transported to

area hospitals.

WestCom CAD Change - On January 4th,

a new TriTech CAD was deployed.

Operationally, this moved the Fire/EMS

response model to a closest unit

dispatch within each community. For

Clive, this deployed the closest resource

from Station 22 or Station 32.

Ice Rescue Training - Personnel practiced

ice rescue skills in the pool and in open

water at an area pond.

FEBRUARY

February 5: 860 SE Harper Drive

(Waukee) - Clive provided a Chief Officer

to assist at a single family home

structure fire in Waukee.

February 21: 870 W Wells Fargo Trail

(West Des Moines) - Engine 320 and Car

300 assisted with a commercial fire at

the Wells Fargo campus. Crews worked

for several hours assisting with fire

attack and overhaul.

Saving Those Who Save Others - On

February 22, Fire Captain Jeff Dill (ret.)

with the Firefighter Behavioral Health

Alliance presented a program to educate

firefighters and EMS personnel and their

families about behavioral health issues

such as depression, PTSD, anxiety and

addictions, as well as firefighter suicides.

New Mobile Data Computers Installed -

During February, planned replacement

MDCs were installed in fire apparatus.

MDCs are funded with 911 revenue.

Fleet Reduction - As part of a planned

fleet reduction, the 2006 Toyne

MetroStar Engine (Engine 321) was sold

to the Jay (Vermont) Volunteer Fire

Department.

MARCH

March 3: 12000 Hickman

Road - Engine 220 and

Car 302 responded to a

vehicle fire with a fully

involved engine

compartment.

March 18: 6826 Sunset Terrace

(Windsor Heights) - Engine 320,

Ambulance 323 and Car 301 responded

to Windsor Heights to assist on a

residential assignment. Engine 320 was

assigned to look for fire extension.

March 24: Hickman Road & Berkshire

Parkway - Crews responded to a crash

with one person trapped. A T-bone style

crash caused heavy

intrusion to a

passenger door. The

door was removed for

patient extrication.

March 26: 620 21st Street (West Des

Moines) - Engine 320 and Car 301

assisted on a residential fire. Engine

320 assisted with overhaul.

March 28: 4309 68th St (Urbandale) -

Engine 320 and Car 301 assisted on a

residential fire. Car 301 was assigned

as Safety Officer while Engine 320

assisted with a secondary search of the

lower level and securing utilities.

Standards of Cover Study - During the

month of March, Emergency Services

Consulting International (ESCI) made

presentations to elected officials and

staff on the Standards of Cover study.

The study provided:

•Assessment of community risk

•Evaluation of system performance

•Identification of issues impeding

performance

•Recommendations for service delivery

improvement

Flood Table Top Drill - On March 24, a

flood table top drill was conducted. The

drill consisted of a flood scenario

managed with a

‘the city’ for field

ops.

April 9: 8415 Franklin Avenue - Ladder

325 responded to a dumpster fire with

heavy smoke rolling out of it.

April 9: 8600 I-80 WB (Urbandale) -

Ladder 325 and multiple other agencies

assisted with a large grass fire along the

interstate.

April 23: 15880 NW Wildwood Drive

(Wildwood Park) - Engine 220 responded

for a child stuck in a swing. Fire crews

used bolt cutters to remove the child.

April 24: 10331 University Avenue (At

Home) - Ladder 325 responded to a

grass fire. An outside fire was found in

the landscaping on the east side of the

property.

Child Safety Seat Checks and

Installations - During the month of April

fire department staff performed six child

car seats installations.

Indian Hills Junior High Career - On April

5th, personnel assisted with the Indian

Hills Junior High Career

Day. Crews interacted

with students

demonstrating

firefighting gear,

tactics, and emergency

medical care.

FF/P Blake Boyle completes Fire

Investigator School - The two-week

school by the State Fire Marshal’s Office

and the Fire Service Training Bureau

provided intensive instruction and skills

in a number of fire investigative areas.

CFFA Annual Easter Egg Hunt - On April

15th, the Clive Firefighters Association

held its 51st Annual Easter Egg Hunt!

Approximately 300 people attended.

Clive area

residents have

looked forward

to this event

through multiple

generations.

MAY

May 21: 1649 NW 80th Street -

Ladder 325 responded to a reported

structure fire. The occupant was

cleaning a floor when a mop got too

close to the water heater and caught fire.

May 26: 11428 Forest Avenue -

Engine 220 responded to a passenger

vehicle fire with

smoke and

flames showing

from the engine

compartment.

May 31: 8191

Harbach Boulevard - Crews were

dispatched for a structure fire with

flames and smoke visible. A cooking fire

was extinguished and ventilation

performed. No injuries were reported.

HazMat Training - On May 10, Clive

hosted MC306 tanker

trailer training for

several area fire

departments. A trailer

was provided by Solar

Transport and

representatives from

Growmark Tank & Truck Center provided

an overview of trailer components, safety

features, structures, and operations.

Extrication Training - Joint extrication and

victim removal training was performed

with Mercy Ambulance crews.

Crestview School 4th Grade Bicycle

Helmets - As part of their 4th grade brain

unit, all 4th graders in need of a bike

helmet received one on May 15. This

was a collaborative

effort between the West

Des Moines EMS

Association and the

Clive Fire Department.

West Des Moines

provided the bike

helmets and Clive

properly fit and

distributed the helmets

at Crestview.

JUNE

June 3: 13441 Lakeshore Drive - Engine

220 responded to a grill fire located

close to a house. An extinguisher was

used to put out the fire and the tank was

shut off. The grill was removed from the

wood deck and the deck was checked for

extension.

June 11: 4305 NW 153rd Place

(Urbandale) - Ladder 325, Ambulance

323 and Chief Kallem assisted on a

townhome complex fire. Ladder 325

assisted with fire attack and overhaul

while Ambulance

323 assisted with

rehab. One Clive

firefighter suffered a

minor knee injury.

June 18: 8714 Swanson Boulevard -

Ladder 325 responded to 86th and

Swanson for a strong smell of ammonia.

Marzetti's manager arrived and

confirmed there were no personnel in the

building. The plant maintenance

operator arrived and closed a failed

ammonia valve.

Rescue Training - Clive Fire partnered

with Chicago Bridge and Iron to train on a

variety of extrication tools and situations.

Rescue Randy was

entrapped in steel

beams and pipes by

crane operators.

Company officers

developed and

coordinated rescue plans while crews

cribbed and secured the steel. Air bags

and rescue jacks were used to facilitate

the removal of the victim.

Fire Extinguisher

Training - On June 5,

staff provided fire

extinguisher training

to staff at Indian Hills

Junior High.

Fire Facility Workshops – Fire facility

workshops with Shive Hattery were held

on the 21st and 22nd,

focusing on space

needs and conceptual

design for a planned

relocation of Station

32.

YEAR IN REVIEW JULY July 5: 14306 Wildwood Drive - Fire Marshal Collins was dispatched to the scene of a mailbox explosion. Fire and police personnel discovered a second mailbox explosion. Both incidents were similar with fireworks debris present. July 23: 8427 Alice Avenue - Crews arrived to find smoke coming from an apartment. They found burnt food on the stove with the stove still on high heat. July 24: 8391 Harbach Boulevard - Crews arrived at a reported apartment fire. Occupants led staff to a pan in a sink with burnt food. Three New Hires:

Colby Martin Chandler Thayer Kendall Wood FF/EMT FF/Paramedic Paramedic Mission: Lifeline EMS Bronze Level Award - Mayor Cirksena presented the award at the July 27th City Council Meeting. The award recognized 100% compliance with criteria in patient care for severe heart attacks in 2016.

Lt. Schut Volunteers for Miracle Burn

Camp - Lt. Schut volunteered July 9-15 at

the Miracle Burn Camp for the fourth

consecutive year. This is a burn support

program for pediatric burn survivors and

is supported by a team of volunteer staff. Clive Festival - Clive Fire Department personnel assisted with grilling and the Slip-n-Slide at the Clive Festival. Over 1,000 people participated in the Slip-n-Slide! Local 5055 - Full-time Fire Fighter / Paramedics formed Clive Professional Fire Fighters Local 5055 of the International Association of Fire Fighters. July was the start of the first year under a collectively bargained contract.

AUGUST

August 4: 1907 80th Place - Crews

responded to a carbon monoxide alarm

and found three occupants with signs

and symptoms. Ladder 325 ventilated

the residence and Mid-American Energy

arrived on scene to further investigate.

All three occupants refused transport to

the hospital.

August 17: 2005 64th Street (Windsor

Heights) - Ladder 325 responded to a

structure fire and investigated a smoke

odor using a thermal imaging camera. A

220V plug for the water heater had

ignited and scorched the wall. No other

fire extension was found.

Forcible Entry Door

Prop - A new forcible

entry prop was placed

into service. Lt. Delker

developed training

plans for forcible entry

of an inward swinging

door, outward swinging

door, and forcing entry

with a variety of tools and techniques.

Multi-Company Operations Basement

Fires - Clive, Johnston-Grimes,

Urbandale, Windsor Heights and DMACC

participated in multi-company live fire

drills at the FAST Center. Firefighters

performed fire attack and ventilation on

a basement

fire while other

crews

performed

primary search

and back-up

functions.

Pizza from a Big Fan! - Bruce stops by

every year on the anniversary of a

serious ambulance call in which he was

unresponsive during transport and coded

quickly after arrival at the emergency

room. He was

revived and

underwent

successful

surgery. Those

working when

he stopped by

who were on his

medical call were Eric Kallem, Dustyn

Dickhaut, Linda Adams, and Tad Watson.

SEPTEMBER

September 12: 1621 NW 120th Street -

Engine 220 was dispatched to a lawn

mower fire. They arrived and found a

zero turn lawn mower on fire. A loose fuel

line caused the fire and the damage was

estimated at $10,000.

September 12: 1813 Bennet Drive (West

Des Moines) - Clive assisted West Des

Moines at an apartment complex for a

48 bay garage with a number of units on

fire. Clive assignments were

suppression and overhaul.

September 23: 1670 78th Street—

Ladder 325 arrived to find a detached

garage fully involved. The fire was

knocked down

quickly and

crews checked

for extension.

Loss was

September 29: 15046 Summit Drive -

Lightning struck a residential structure.

On investigation a small fire was

discovered in the basement ceiling. A dry

chemical extinguisher was used on the

flame with apparent extinguishment.

Damage was estimated at $2,000.

Foam Trailer Operations Training - Foam

application training was conducted at the

Buckeye Oil Terminal. Crews exercised

capabilities to flow large amounts of

foam on an out-of-service tank using

water using eductors, monitors, and

trailer equipment.

YEAR IN REVIEW OCTOBER

October 6: 12364 Hazelwood Court -

Crews responded to a lightning strike

with smoke in the attic. Investigation

found a small area of the roof with

damaged shingles. Smoldering insulation

was found in the attic was extinguished.

October 21: 8405 Alice Avenue - A haze

was found on the third floor of an

apartment building. Investigation

revealed a cooking fire in one apartment.

Engine 320 assisted with ventilation and

making sure the fire had not extended

into the walls. Damage was estimated at

$1,000.

October 24: 2085 Country Club

Boulevard - Smoke was

showing between the

deck and a house. There

was no extension into the

home. Remnants of

discarded smoking

materials were found

around the deck area.

Damage was estimated at

$500.

Closest Unit Response - Starting on

October 3rd, calls for service were no

longer based on geographic city

boundaries, but were instead responded

to by the closest appropriate apparatus.

This process was automated through the

WestCom 911 center using GPS/AVL

technology.

GPS Based Traffic Signal Preemption -

During October, implementation of Phase

1 of GPS based preemption began.

Phase 1 includes all intersection in Clive,

except University Avenue.

Fire Prevention Week - The Annual

National Fire Prevention Week Open

House was held on October 14. The

2017 Fire Prevention Week Theme was

“Every Second Counts - Plan 2 Ways

out!” Features included the Fire Safety

Theater for the kids, truck displays, and

firefighters on hand to answer questions

and demonstrate some of the

equipment. Posters from Crestview and

Shuler Elementary Schools fire

prevention week themed poster contest

were on display.

NOVEMBER

November 5: 4823 70th Place

(Urbandale) - Ladder 325 and Car 301

responded to a structure fire. On arrival,

smoke was coming from inside the

house. Ladder 325 assisted with

clearing the structure, checking for

extension, and exterior overhaul.

November 15: 15700 Hickman Road -

Engine 220 arrived to a vehicle engine

compartment fire. Crews extinguished

the fire and forced the hood open to

complete overhaul. Damage was

estimated at $3,000.

November 25: 10930 Hickman Road

(Aspen Athletic) - Multiple units were

dispatched for a structure fire. Engine

320 arrived to find by-standers reporting

a light haze. After an extensive

investigation, crews found an overheated

HVAC unit that was causing smoke to fill

the structure through duct work.

Clive Staff v. Crestview 6th Graders - The

annual Clive versus Crestview Volleyball

Match was

held in

November.

Victory was

claimed by

City staff.

Medical Director Meeting - Crews met

with Medical Director Dr. Poole to

discuss challenging EMS calls in Clive,

medication assisted

airway process,

appropriate patient

selection process,

and a group

discussion on

Ketamine uses and

dosages.

DECEMBER

December 2: 13700 Hickman Road -

Crews responded to a motor vehicle crash

with one vehicle sheared in half and one

vehicle on its top.

Both drivers were

transported to the

hospital by Clive

and Urbandale

ambulances.

December 9: Interstate 80 Northbound -

Engine 220 responded to a vehicle fire at

the end of the on-ramp. Fire was visible

from the engine compartment and was

impinging into the passenger

compartment. Damage was estimated at

$14,000.

December 18: 11206 Hickman Road - A

man died after being struck by an SUV. A

man was lying in the eastbound lanes of

Hickman Road and an SUV was on its side

down an embankment. The patient was

transported by Urbandale ambulance to

with significant injuries and later died.

December 22: 7407 Camden Lane

(Urbandale) - Fire was in a bedroom of an

apartment building. Clive crews assisted

with overhaul and transported one patient

for minor burns and smoke inhalation.

December 23: 422 SE Laurel Street

(Waukee) - Clive assisted with a fire in a

partially

constructed

three-story

building.

Upon arrival,

heavy fire

was noted

throughout the building. Clive crews

primarily assisted with evacuating and

protecting the adjacent mobile home

park. Crews were on scene for over three

hours in bitterly cold temps.

Firefighters Association held the 55th
