.a. (OJ the scenario for Exercise NINE LIVES consists of

two major parts• ·±he Background Scenario and the Control

Staff lnst~uctions (COSIN) Chronology.

/b. (U) The Background Scenario is a summary of the

worldwide situation prior to STARTEX, It provides

players an overview of the world situation as.it affects

their region or field of operations and is the rationale

for the ~ajority of prescrlpted exercise controlled

events.

,.c. {U) The Chronology, distributed for controllers' eyes

only as an annex to the Control Staff Instruction (COSINJ,

is a programmed sequence of events, injected into exercise

play by the controllers. These events are designed to

trigger players' response/action •.

·d. (C} Appe~ix I contains the intelligence Background

Scenario for NINE LIVES. The political and military

situations provided by the scenario do not reflect

rfficial intelligence estimates of existing real-world

{conditions, trendsl or problems~ nor are they to be

interpreted as projections of future international

developments.. The scena.rio has bee,n devise--:\ to portray

hypothetical situation in the world which requires us \

military forces and governmenta~ agencies to implement

appropriate plans and exercise procedures.

and develop player actions, desired by major elements

participating in the exercise.

•l. (U) Purpose, The following policy and guidance is

provided for those agencies participating in Exercise NINE

LIVES that utilize DOD telecommunications during the

exercise. This policy and guidance is provided to insure

the optimum, most responsive, and cost-effective use of

telecommunications, by the application of sound management

practices and administrative techniques. It applies to the

overall writer-to-read~r environment.

v2 •. (U) General. Consistent with mission requirements, the

use of telecommunications, including record and voic~, will

. be limited to the transaction of essential exercise business

which cannot be handled effectively by other means. . . >·a, (U) The decision to originate voice or. record teleco:or.;un­

ications traffic is based upon the urgency of the subject

and the attendant requirement for speed-of-service ·

delivery within timeframes which cannot be accommodated

by other means.
