45. Closures. PROVIDER agrees compensation for temporary closures will be handled in accordance with

Office of Early Learning Rule 6M-8.204(5), F.A.C.

(5) Closures.(a) Temporary Closures Caused by Emergency Circumstances.1. A student is considered to have attended all VPK program hours offered during a temporary closure caused by emergency circumstances for a combined total of five (5) instructional days for each VPK class if the private provider or school district submits notification in writing to the coalition the dates which the provider was closed.a. A closure is temporary if the provider resumes instruction following the closure.b. A closure is caused by emergency circumstances when a state of emergency is declared by federal, state or local officials for the area in which the provider is located.2. A temporary closure caused by emergency circumstances is not payable for any student who does not attend a VPK instructional day following the closure.3. A private provider or school district shall revise its class schedule to restore VPK instructional days which are lost due to temporary closures caused by emergency circumstances in excess of a total of five (5) instructional days for a VPK class.4. A private provider or school district may revise its class schedule to restore the instructional days lost as a result of a temporary closure caused by emergency circumstances instead of accepting payment for a temporary closure.(b) Temporary Closures Caused by Other Circumstances. A temporary closure is not payable unless it is caused by emergency circumstances. A private provider or school district shall revise its VPK class schedule and receive payment for days it restoresin accordance with subsection (4) following a closure.

If you cancelled your VPK program on 4/5/2017

Last year the Florida Legislature directed the Office of Early Learning not to issue VPK provider kindergarten readiness rates for either the 2014-15 or 2015-16 VPK program years. The legislation also stated that providers already on probation would remain in that status.

On or around April 3, 2017 the OEL will populate the readiness rate website with data from the 2015-16 VPK program year. Per the 2016-17 general appropriations act, no VPK provider will receive a readiness rate and there will be messaging to that effect on the website prior to and upon login. Currently, there is no public search functionality on the readiness rate website, due to not having recent rates to display.

Each provider can log in to the website to view their 2015-16 profile, which will permit providers on probation to update improvement plans. The website will also display the status of providers offering VPK under a VPK Good Cause Exemption.

The Coalition will redistribute a memo to POPs that was sent last year at this time. The information contained in the memos is still accurate regarding activities related to provider improvement plans.

In April, we will provide three of the required VPK courses for programs on probation or any other VPK program that would like to complete the training. All the courses will be held at the Marianna Coalition office (4636 Hwy 90, Suite P., Marianna, Florida 32446). To register for the courses listed below, visit the DCF Child Care Training Website and enter the appropriate course number.

2016-2017 Summer VPK Contracts

• Summer 2016-2017 contracts will be processed through the OEL provider

portal.

• The Coalition will send a BLAST message with the start date for the

contracting process.

50. Emergency Temporary Closure. PROVIDER agrees all requests for compensation for temporary

closures beyond PROVIDER’s control will be handled in accordance with Rule 6M-4.501, F.A.C.

6M-4.501 States…

Reimbursement During Emergency Closures.(1) Each coalition shall maintain a Continuation of Operations Plan (C.O.O.P.) to be used in the event of emergency closings due to catastrophic events. Providers shall be reimbursed at the rate normally received during non-emergency hours when a coalition activates its Continuation of Operations Plan (C.O.O.P.).(2) The coalition may consider reimbursement, in accordance with Federal and State law, for circumstances of temporary closure for individual providers when closure is beyond the control of the provider or the closure is caused by emergency circumstances, including but not limited to the declaration of a state of emergency by federal, state, or local officials, or the closure of public schools in the area in which the provider is located. In no circumstances may a coalition reimburse in excess of the pre-existing approved hours for an individual child during the temporary closure.

Health and Safety Inspections SR

All current providers and staff must be in compliance with one of the following pre-service training options (outlined in the Health and Safety Handbook) by Mar. 31, 2017, or within 90 days of employment if they were hired less than 90 days prior to Mar. 31, 2017.

Before March 31, 2017, current providers and staff who are working toward completing their preservice training requirements are allowed to be with children unsupervised.

As of April 1, 2017, the requirement for staff to be supervised before completing their preservice training (within 90 days) goes into effect. At this point, anyone who has not completed his or her pre-service training requirements would need to be supervised by someone who has already completed training.

Please note: All personnel must still complete pre-service training within the prescribed 90-day timeframe from the date of employment. After this 90-day window, staff would be ineligible to be in the classroom until they have completed training, regardless of whether or not they are supervised.

Pre-Service Training Requirements- Continued

Good afternoon,

I just spoke with Rodney McKinnon, Executive Director of the Office of Early Learning, due to

system issues with both Early Learning Florida and the Department's Child Care Training System

last week, the office has extended the training completion timeframe for providers until 5 pm on

April 10th, 2017. Please advise staff of the extension for monitoring SR training compliance. Staff will begin on April 11th, 2017 monitoring for SR training compliance.

Pre-Service Training Requirements Deadline Extended

We only have 38 providers who are now completely active on the OEL Provider

Portal. Remember that we will use the OEL Provider Portal for School

Readiness and VPK contracting for 2017/2018 beginning in mid-April. In order

for you to complete a contract, you MUST have an active account.

Once you register for an account, you will receive an email from OEL about

your status. This status will not come from a staff member at the Early Learning

Coalition, so be sure to check your email for updates. If you are still having

trouble, please do not hesitate to send a [email protected] request so a staff

member can further assist you. If you have not yet signed up, now is the time!

To eliminate confusion of what “Provider Portal” is being referenced, the Coalition is changing the name of its “Provider Portal” to “Coalition Document Exchange.” When the term Provider Portal is used it will be referring to OEL’s Provider Portal.

2017-18 School Readiness Contracts

to begin mid-to-late April.

• All contracts must be completed using the Provider Portal.

• In order to be completed on the Provider Portal, a Provider

must have an active profile.
