As there are no known street addresses for the Property, Coast 2 Coast used the assessor parcel numbers (598-130-01, 598-130-03, 595-090-03, 598-140-01, 647-020-08 and 647-020-09) to identify the location of the Property. On September 14, 2009, DEH responded that it did not find records for parcels 598-130-03, 595- 090-03, 598-140-01, 647-020-08 and 647-020-09. DEH reported that one file was found for a portion of parcel 598-130-01. On September 22, 2009, Coast 2 Coast completed a review of the file. During the review, Coast 2 Coast found that file documents also applied to all of parcel 595- 090-03. The records concerned due dilegence activities performed by the County of San Diego Department of Parks and Recreation (Park and Rec) when the the area formerly known as “Parcel 99” was designated as Open Space Preserve. Park and Rec requested that DEH review Snyder Consulting’s Phase I Environmental Site Assessment, Parcel 99, Otay Ranch, dated February 7, 2000. It appears that in order to complete the review, DEH required Park and Rec to enter into the Voluntary Assistance Program (VAP). The case file number assigned for the review was #H39620-001. Upon completing the review of Snyder Consulting’s report, DEH issued a letter dated December 18, 2002 requiring “…no further action...” and the case was closed. For reference, copies of the DEH file documents are attached. The file included a copy of Snyder

This completes Coast 2 Coast’s work for the Property. The review of the DEH file did not provide information which alters the conclusions and recommendations presented in Coast 2 Coast’s Phase I ESA report dated September 11, 2009. Coast 2 Coast Environmental appreciates this opportunity to provide environmental services to The Otay Ranch Company and looks forward to being of continued service on future projects.
