A VETERAN businessman in Fremantle’s West End wants traders to organise and strike for fairer rents.

A number of traders have exited the port city citing crippling rents by greedy landlords.

Bodkins Bootery owner Robert Bodkin, who pays $4600 a month rent for his shop in High Street, says he is struggling to survive.

“Frankly it is time retail tenants formed a union and went on strike for fair rents,” he told the Herald.

“United without fear of tenancy loss, rents should be coming down.

“As retailers we are competing with the world.

“There needs to be somebody acting as conduit, but then the problem is if I say I’m not paying the rent, where am I going to go? If I leave here, I haven’t got a business anymore.”

Mr Bodkin, who has operated his shop since 1972, says landlords bleed tenants dry without putting a lick of paint on their buildings.

“Landlords down here won’t spend money on new verandahs, they won’t spend money on the premises,” he told the Herald. “Here you could go through the fl oor if you jumped up and down.

SCUBA divers have revived a two-metre tiger shark left for dead after fi shers dumped it into the water off Woodman Point Jetty.

Veteran diver Viv Matson-Larkin says before she went for a dive Saturday February 9, an old fi sher at the jetty had told her to be careful of a shark that had been caught and stabbed by some youths and “belly fl opped” into the drink.

Ms Matson-Larkin said she and fellow diver Darcie Young were later in the water for three hours when they stumbled across the shark, gasping to breathe.

“We never expected it to be alive and went ‘oh my god’, when we saw its mouth move,” she told the Herald.

“It had been stabbed because

there was still some blood on its dorsal fi n and tail.

“Because it had been lying on its side gasping for air it had taken silt in through the gills—it was sad to see.

“We moved it over and started to massage it so it can get some air, then it started to move.

“Darcie followed it for about fi ve minutes and it started to take off .”

Ms Matson-Larkin captured extraordinary footage on camera (see www.fremantleherald.com).

• from front page“If my rent was half the price,

which isn’t going to happen, I could aff ord to put new carpet in, and I could aff ord to do things that I can’t do now.”

Mr Bodkin says the council isn’t doing anything to help.

“I don’t think they understand the West End is isolated and these new signs—what the fuck are they?” he spat, referring to the modern black signs that’ve sprung up in recent weeks. “They don’t mean a thing.”

The Herald spoke to eight traders in the West End: None would be named, fearing their landlords would boot them out.

Two thought forming a union was a “great idea” but were worried the group wouldn’t have much clout. One said he’d had no choice but to move after his landlord raised rent 95 per cent. His old shop has now been empty for 18 months.

“My rent was going to go up from $50,000 to $90,000 a year,” he said. “I tried to negotiate the rent, but she wouldn’t back down. Legally I don’t know about the union, because the landlord owns the business and they can do what they want.”

Collective Textiles owner Liz Dawes will close next month because she wants to do “business diff erently”.

“I’ve always been happy with my rent and landlord,” she smiled. “I’m going online, because sometimes you need to look at doing business in a diff erent way.”

FORMER Australian of the year and leading psychiatrist Pat McGorry has joined election candidate Keith Wilson’s campaign to improve mental health services.

Dr Wilson is a former WA Labor health minister and mental health council chairman who is running on this single issue as an independent candidate for an upper house seat in the south metropolitan region.

His move follows a spate of suicides at Alma Street and inquiries into the mental health system by the WA coroner and health department.

Dr McGorry says he hopes to be in Fremantle in a couple

by BRENDAN FOSTER

WA education shadow Paul Papalia says transforming South Fremantle Senior High into an academically gifted and talented school will repair the school’s reputation and increase local enrolments.

On Tuesday Labor leader Mark McGowan announced he would, if elected premier, pour $3 million into the Lefroy Road school, creating the state’s fi rst Future Science Centre.

The funds will upgrade two existing science rooms and build a new one. South Freo would become one of 10 gifted and talented schools in WA.

Over the past fi ve years the number of students at the school has plummeted, with local parents intent on a university pathway reluctant to send their kids there.

Mr Papalia says there are a lot of unfair myths about the school, which has a strong connection to the local community and which engages

of weeks to help Dr Wilson o cially launch his pre-election campaign.

“Keith has been a keen leader and fi ghter for a better mental health system in WA,” he told the Herald.

“I’m happy to support him if it puts mental health on the political agenda.”

Dr Wilson has stepped back from calling for a royal commission—the last one was held 50 years ago this year.

He proposes a new mental health system run by a department with its own director-general and specialist clinics to avoid mental health patients clogging up hospital emergency departments (Herald online, “Parke promoted,” February 8, 2013).

Such clinics could be funded by selling land at hospital sites

such as at Alma Street and the state’s biggest mental health inpatient facility, Graylands in Mt Claremont.

Dr McGorry agrees, saying “mainstreaming” mental health care has not worked in Australia.

“We have countless examples of where general doctors and nurses don’t have the level of respect and care needed to deal with mental health patients,” he says.

“Often they are badly treated and even shackled.”

He says the level of scrutiny and number of inquiries into mental health in WA is symptomatic of a “serious crisis”. “Mental health minister Helen Morton recognises the depth of crisis, but unless the government responds to the pressure, the momentum for change is not there,” he says.

McGorry backs Wilson campaign

in innovation such as carbon-neutrality.

“I’m sceptical about the the criticisms of the school, as I think a lot of that is historical,” he told the Herald. “But aside from that you can change the whole view of the school very rapidly. Comet Bay College in my electorate became a gifted and talented school three years ago and now it’s one of the most sought after schools in the whole of Rockingham.

“Not that long ago it was the last place parents wanted to send their kids.”

If Labor beats the odds and wins on March 9 Mr Papalia says 30 kids will start the GATE program next year.

School P&C vice-president Sonia Martinez says South Freo has bags of potential.

“It has some of the best marine and sustainability programs and I think we can build on that,” she says. “It will give parents the reassurance they need to get past that perception you need to go to private school to get a good education.”

DEVELOPER Sirona isn’t concerned Fremantle council has ditched its architect’s design for the civic buildings in the $220 million Kings Square revamp, saying they were merely rough ideas.

Following what a council staff er’s report says were “many concerns about the architecture” the design has been thrown open for a global architectural competition.

Sirona boss Matthew McNeilly told the Herald he wasn’t fazed that the public hadn’t warmed to the images, saying it was early days and he was happy with what the architects had provided.

At a special meeting Monday the council formally adopted the business plan that will see it and Sirona jointly redevelop Kings Square.

Mayor Brad Pettitt described the Cox Architecture drawings as “illustrative blobs” and says the council always intended throwing the “civic triangle” design open.

“It was clear from the feedback that the community

wants the design of Fremantle’s new civic heart to be of the highest quality,” he told the Herald.

”That is why we have gone for an international design competition so we can have the world’s best architects competing to design and build the new Fremantle library and civic buildings. Cox’s designs were good and they may also enter the competition if they wish.”

Cox director Fred Chaney told the Herald the images they provided were for the master plan and not very detailed, with the only work at a “high conceptual level” so far being for Sirona on the Myer building.

Mr Chaney says the company would consider putting an entry

• From page 1She says that two days before,

some diving friends saw a two-metre tiger shark lying on the ocean fl oor, gasping for air but had been too scared to move it.

The long-time Woodman Point Jetty diver says she’s seen mutilated sharks and stingrays near the jetty before.

Her comments fl y in the face of fi shers who’d inundated Herald Interactive (our online paper where readers can comment on stories) to claim they never mistreat marine life.

“They have been doing it for years and I have come across carved-up sharks and I have a picture of a head of shark that had been cut off ,” Ms Matson-

in for the competition and praised the council’s consultation and approach to the plan.

Hilton ward councillor Sam Wainwright— a socialist state election candidate for Willagee—was “disappointed” his colleagues voted down plans to remove a hotel and insert

aff ordable housing into the precinct: “My fellow councillors claim that a hotel would be a better use of the site,” he says. “But better for whom? Surely the need for more aff ordable housing trumps a hotel?”

Dr Pettitt says adopting the business plan is a “major turning point for the viability and vibrancy of the Fremantle CBD”.

The project will be a, “catalyst for the future redevelopment of other non-heritage parts of Fremantle. It’s important to refl ect back on the reasons this project was considered in the fi rst place, which was to attract more people to live, work, and shop in the heart of our city, as well as kick-starting the broader revitalisation of Fremantle’s city centre.”

Larkin says.“I’m not saying all fi shermen

do it, but there are some idiots who think it’s funny.

“I just don’t like what’s been happening. I believe if you take it for food, catch it and eat it.”

Another scuba diver, Karl Fehlauer, said underneath the jetty was a “graveyard of dead animals killed by these fools and tossed back into the water”.

“We regularly fi nd the carcasses of sharks such as bull sharks, hammerhead sharks and port jackson sharks with stab wounds to their heads and bodies and then tossed into the water to rot,” he said.

“We have found stingrays and shovel-nose rays dead in the

water from wounds, blowfi sh with their tails cut off and numerous other fi sh with hooks stuck in their mouths and the fi shing line wrapped around the pylons.”

Mr Fehlauer, a governance manager at the Leeuwin Barracks, said one fi sher had tried to attack him with a fi shing gaff because he’d thought he was scaring crabs.

“This young kid was chasing me around and abusing me, but he wouldn’t come and talk to me,” he said.

“And all the blood and off al they use to attract sharks is bringing in sharks where mums and dads swim with their kids.

“It’s just ludicrous.”

Be part of a SFSHS solutionHOORAY Aileen (Herald letters, February 9, 2013)! Good on you for sticking up for South Freo High, a good school which can improve if locals get behind it.

Traci Gamblin does not represent most parents in the area and I’m sick and tired of hearing her biased point of view. I applaud her for wanting to send her child/ren to a local state school, every child who goes private weakens the state system.

However, I believe she’s going about it the wrong way. Our son goes to Hilton primary, a great school which has suff ered from a bad reputation. The evidence there shows that once a group of parents take the step of sending their children to the local school huge improvements can take place in a few years.

Hilton, which has suff ered from prejudice just like South Freo, has gone from being an average school to being a fi nalist in School of the Year. The same will happen in Coolbellup with the Cooby Now group involvement. This can happen at South Freo: All it takes is a small leap of faith.

So come on parents, get behind your local school. Be part of the solution not part of the problem.

Adam and AmyBurridge Way, Hamilton Hill

Very Freo?ABOUT 7.30am Sunday we went to the South Beach dog beach.

On the grass area were some people doing communal exercises and nearby two sleepy small dogs were secured to a shady tree—unfortunately a couple of metres off the “legal” dog grass.

Enter the ranger who, having spotted these miscreants, drove on the grass up to the group to presumably issue some stern words and possibly a fi ne.

She then proceeded to drive, still on the park, to numerous other off enders who were walking to the dog beach with their leashed dogs.

Okay, so rules were being broken very briefl y, but intolerance and infl exibility are not “very Freo” are they? Hardly anyone without a dog was about and no harm was being done, so was it really necessary?

How sad that tying two inoff ensive pooches to the wrong tree in the early morning is an illegal activity in WA but driving a big van on a grassy park is okay.

Mary IrwinWheeler Rd, Hamilton Hill

Keep it realI HAVE been a keen skateboarder for the past 41 years, both my 24- and three-year-old sons are skaters and I live in hope their little brother of 16 months will take up the sport as well.

Skateboarding is the most egalitarian sport on the planet as well as being the only truly urban sport in existence.

For as little as $50 a boy or girl can get their hands on a skateboard and start their journey to freedom, community and the pursuit of perfection. Skateboarding is a street thing and always will be it was never meant to be contained in a park or ‘drome, and while a lot of them have been built in the past 25 years the street is still where it’s at.

The fact the Freo council wants to provide facilities for our skating fraternity is commendable but the proposal to slap down some designer’s limited idea of what a skate park should look like smack

Respect your youngers!PAMELA CATTALINI (Herald letters, January 26, 2013) wrongly accuses teenagers of being anti-social troublemakers. This stereotype is unjust and disrespectful to all teenagers. Everyone is targeting our generation for no good reason.

In her letter Pamela talks about the park being a family place. But aren’t teenagers a part of the family? The park is for all of the family not just younger children. Teenagers need to be included and not hidden from society. They are the future adults of this world. Were you not a teenager once? You know what it was like to be discriminated all of the time! Not all teenagers are the same.

It is frowned upon to be racist and sexist in our society, but it is acceptable to be ageist! How is that fair?

Miranda Nevilland Brittany SandersLesueur Pass, Beeliar

Bikes burgledMY husband and children have returned from an evening walk very upset. They’d left their scooters and bike at the bottom of the stairs on the corner of Gordon Street and View Terrace for less than a couple of minutes only to fi nd them gone upon their return.

So to the lady in the green station wagon who picked them up, they are stolen property. Just because you see something lying around, it dosn’t mean you can just take it.

Shona WardleClayton St, East Fremantle

A headache!THE bike police are in town.

I know it is the law that you must wear a helmet to protect the grey matter, but when bike police in their numbers are simply outside the Norfolk pub and hitting people for the 50-buck fi ne I seriously doubt the worth of such an exercise.

In fact I think all it does is drive people off their bikes.

Come on Adele and Brad—on yer bikes without your helmets and show us all that the law is an ass.

Dean WhinerayVarna Pl, Coolbellup

dab on the Esplanade green is so bloody awful it’s hard to believe these folks haven’t lost the plot and now need treatment.

Can’t the money be spent somewhere else?

If you want to encourage skating and increase participation I suggest creating a Freo by-law that declares skating a dangerous sport and that all risk is assumed by the skater. If you indemnify landlords and property owners from legal action by skaters who may injure themselves you can then get rid of all the grind-proofi ng junk stuck onto public structures like walls, stairs and rails and allow the kids and folks like me to skate on the streets, stairs, curbs, rails and driveways where skating belongs.

Keep it real, say no to skate parks and yes to skating.

herald thinking allowed

WHEN the new Fiona Stanley hospital opens in the next

two years, the Barnett government plans to close our Fremantle Emergency Department.

Since being elected in 2009, I have consistently put the issue of retaining the FED on the political agenda. Sixty-thousand patients use our FED every year, with demand increasing. I have petitioned parliament, spoken out in parliament and in the media and lobbied the health minister.

The Labor candidate for Fremantle has recently seized on the issue of keeping our Fremantle ED open. She claims under “the Barnett minority Liberal government’s planning document for health,

Fremantle Hospital’s Emergency Department will disappear altogether” which would result in “just another nail in the co n for health services in Freo”. (Herald, December 22, 2012).

It’s a wonderful thing, selective memory and that’s what the Labor candidate is counting on. She’s conveniently forgotten that Jim McGinty, former Member for Fremantle and Labor health minister, was the architect of the demise of the Fremantle Hospital ED. She fails to mention the former Labor government endorsed the Reid Report’s plan to close Fremantle Hospital’s ED as “a rigorous, well-thought through, evidence-based plan for the future delivery of health care”. (ABC April, 2007).

It was Jim McGinty who accepted that Fremantle Hospital would be relegated to “providing a range of general hospital services including rehabilitation, community care, aged care, mental health services, day surgery and supported palliative care” (March 29, 2004). Important

IN this week’s THINKING ALLOWED, independent Fremantle MP ADELE CARLES explores the politics and history behind the pending

decision to close the Fremantle Emergency Department when the new Fiona Stanley Hospital in Murdoch opens.

tertiary services would go to Fiona Stanley.

The former Labor government was not interested in the obvious negative impact for Fremantle residents in losing the ED. Jim McGinty as our Member for Fremantle did not represent us by arguing for its retention. Ironically, he did the exact opposite and now the reality of his decision is hitting home. Labor turned its back on the needs of Fremantle people. Now the Labor candidate is pretending this never happened.

You may wonder why the Fremantle Greens have been curiously quiet about this crucial

Fremantle issue. They are silent about it because Greens MLC and leader Giz Watson quietly supported Jim McGinty in planning its closure. In essence, the Greens are now gagged by their own complicity. At least they are not attempting to re-write history like the Labor candidate.

The decision to close our ED, planned by the former Labor government and set to be implemented by the minority Liberal government, is damning for us in Fremantle.

The long-term implications of not having an ED at Fremantle Hospital are enormous—lives will inevitably be threatened and in some cases people will die. Every second literally counts in an emergency situation and that time lost in the drive to Murdoch to join the queue at the new Fiona Stanley may cost lives.

This is a legacy of decades of complacency in Labor representation in Fremantle. The Labor candidate’s rhetoric is disingenuous. Recently a Fremantle constituent challenged her about this on

Facebook. She said on November 20, 2012: “I am not the previous Health Minister so if you have an issue with his work or policy, please take it up with him. I am merely talking about my policy and the policy that I have been able to get WA Labor to commit to.” Another misrepresentation by her.

The parliamentary Labor party in Opposition “had a rethink” on the issue under pressure from media that I had generated about this issue.

In June 2011, I renewed my call to the Barnett government to keep the Fremantle ED open and, under media pressure, Labor health shadow minister Roger Cook said “the party’s had a rethink.” (Herald, June 25, 2011).

Claim creditAround this very time, the

Herald reported that Simone McGurk was emphatic she wouldn’t be nominating for Labor in Fremantle: “I’m not standing for the seat. I just got elected for four years as secretary of Unions WA this year.” In other words, she was working with Unions WA at the time, not with the parliamentary Labor party on the Fremantle health policy. She didn’t get preselected for Fremantle until March 19, 2012.

McGurk’s attempt to claim credit for Labor’s change of mind on the ED raises serious questions about claims she may make if elected as MP. In a recent Thinking Allowed, a Fremantle GP, Dr Brett Montgomery pulled her up on misrepresentations she had made to the media about Fremantle health services.

Fremantle people simply deserve better than this.

The bottom line is we have a very serious issue facing us in Fremantle with the closure of our ED when Fiona Stanley opens. I will not give up on fi ghting for our valuable ED to stay open.

There is simply too much at stake.

Cockburn residents are entitled to feel safe in their own homes and in

That’s why a re-elected Liberal Government will introduce

THE Greens held their local state election launch at the Fremantle Art Centre last weekend—two years after the council refused permission for a candidates’ forum at the venue, claiming political events were not allowed there.

Quizzed on the apparent backfl ip, council CEO Graeme Mackenzie says the ban is only for council-related political events and not state or federal events.

He says “our legislation is very clear about council’s independence from the council elections process” and claims the council has “strong policies” about the use of council resources in the lead up to council elections. He did not provide details about the “legislation” or “strong policies”.

Under Mr Mackenzie’s interpretation, the Fremantle Town Hall could never be used for a council candidates’ forum because it is a council-owned building.

The event disallowed two years ago was a candidates’

MELVILLE city council is looking into one of its councillors because he’d endorsed the re-election of independent Alfred Cove MP Janet Woollard.

Applecross-Mt Pleasant ward councillor Nick Pazolli featured last week in a Woollard advertisement in the Herald that read “working with local councillors”.

“Janet’s help has been invaluable in keeping the community informed and working with the community on local issues like high rise development, tra c control and maintaining community amenity,” Cr Pazolli had said.

Mayor Russell Aubrey—who refused to speak in person to the Herald—said in a written statement, “when a councillor is seen to publicly align themselves with a stated position of any party outside council, on matters that are still before Council, or to be brought to Council, and/or are still in the public forum, it should be regarded with concern, as it would

forum organised by the local arts centre precinct: It was not to support any one of the three city ward candidates. The event was relocated to a nearby tennis club.

Incumbent councillor Andrew Sullivan, who chairs the council’s powerful planning committee, is the Greens candidate for Fremantle.

He had no specifi c recollection of the ban two years ago as he and 200-plus supporters boogied to local bands.

“It was a standard commercial transaction, totally considered by both parties,” he shrugged of his hiring of the arts centre.

“We paid the same rate everyone is charged.”

As usual, the bar was run by the centre with profi ts going back into its own coff ers for heritage upkeep. The Chook’s mole on the dance fl oor spotted a range of styles from spritely lindy hoppers right through to a few funky Gangnamers.

be contrary to a councillor’s fi duciary obligations towards the community and it’s interests.”

He said, “no determination had been made with regards to the advert” but did not rule out action being taken.

Mr Aubrey is a Liberal Party member, as are several Melville city councillors.

Melville council is notorious for seeking to keep its elected members quiet. They are routinely warned off speaking to the media or criticising council decisions, and told they could end up before the local government standards panel for breaching a draconian, anti-democratic code of conduct.

Councillors are warned not to go public with their views about issues before they appear before council, to avoid accusations of prejudgement, but they are also

warned not to criticise decisions once made, even if they disagree with them, because they are required to show solidarity. This leaves the council chamber as the only place they are supposed to have their say—but at Melville, most decisions go through without debate, as they are sorted out secretly, behind closed doors and away from the public gaze.

Cr Pazolli is one of a tiny handful of elected members prepared to speak out on issues he’s concerned about.

He dismisses the mayor’s statement as, “totally irrelevant to my personal endorsement of Janet Woollard’s assistance and performance during the past parliamentary period”.

“My endorsement of Janet’s performance is not aligning myself with any of her policies, or any matters before council or otherwise.

“My endorsement is purely an acknowledgement of the assistance provided to me on a variety of issues.”

Dr Woollard says other councillors have also off ered to endorse her and will appear in future adverts.

A BROKEN garden tool sparked a feud between tenants at Fremantle’s Tapper Street Mews retirement village in White Gum Valley.

The ugly spat has escalated into a six-year dispute involving police, council rangers and the courts, which have issued violence restraining orders to keep the senior citizens apart.

The village consists of 11 single-bedroom units owned by Fremantle city council. Managed by Village Support, the village is open to residents aged over 55 and capable of looking after themselves.

Retired North Fremantle upholsterer Alf Davies, 71, moved in six years ago, having bought his 30-year “lease for life” for $90,000.

But a year after moving in, his quiet retirement was shattered by a new resident he says he’d initially tried to help: “I lent her my garden tools, she was doing her gardening. She returned one of the tools damaged but denied doing it.”

After that, relations deteriorated.Flicking through photographs and

video of damaged property, bleach spilled over his car, broken glass and twisted taps outside his unit, he recounts a tale of suburban suff erance.

He’s spent $9000 seeking the woman’s eviction and has installed security cameras and had a second violence restraining order reinstated. He blames

IT’S not quite on the scale of the Dockers coup, but Cockburn has again muscled in on Fremantle, poaching its International Women’s Day festival.

the council for the dispute dragging on.Jean Williams, 90, who has lived at the

village 18 years, is fi rmly on Mr Davies’ side: “We never had any trouble until she moved in,” she says.

“It’s not a pleasant situation.”Village managers off ered to relocate

Mr Davies, which he refused, and the council has since declared the feud to be a personal dispute that is not serious enough to warrant eviction. Under conditions of occupancy, residents must “do nothing to interfere with the quiet enjoyment of other residents”.

Other complaints include damaged

security lights, plants and vehicles.Even neighbours to the village have

asked the council to intervene. Three years ago a Yalgoo Avenue resident reported, “at 6am today, not for the fi rst time, we were all rudely awakened by the shouting, ranting and raving of one of the residents”. “These are all genteel elderly people who are terrifi ed to come out of their homes.”

The woman at the centre of the dispute could not be contacted for comment. The council would only say, “it does not comment on the cases of individual tenants”.

Seniors village turmoil

for four years but council support had eroded to the point where organiser Kylie Wheatley was only off ered free use of the town hall. When Cockburn came calling with a better deal she took a leaf out of the AFL team’s book and headed south. This year’s festival will be at Manning Park on March 8 and 9.

“[A] new home…at gorgeous

Manning Park, generous funding and much in-house support,” Ms Wheatley beamed to the Herald. Cockburn mayor Logan Howlett says his council “saw an opportunity” and went with it.

Fremantle mayor Brad Pettitt reckons his council wasn’t comfortable giving too much extra support to an event that last year charged $100 a head for dinner.

COCKBURN CENTRAL residents want the council to order a steel manufacturing company to stop doing unauthorised work, citing noise and dust from the plant as “unbearable”.

Complete Steel has applied for retrospective approval for an abrasive blasting and metal-coating building, which it had built fi ve years ago without permission.

The Cooper Road plant also failed to seek WA environment department approval to coat metal.

The nearest home to the factory is 60 metres away, well below the 200m required under EPA guidelines for industrial spray painting.

Dan Philips says noise from the plant is overpowering: “We are of the fi rm

COCKBURN city council has ruled out voluntarily merging with Fremantle, saying its “future is south not north”.

The council has however written to the Barnett government saying it supports the push to reduce the number of metropolitan councils from 30 to 12.

When Cockburn tried to invite Fremantle to merger talks it was snubbed, so over the last few months it has been wining and dining Kwinana.

With the Barnett government almost certain to force councils to amalgamate

after it wins the March 9 election, Cockburn has told the LibNats it prefers to buddy up with Kwinana.

“Kwinana’s rapid growth, with lots of shops/businesses/housing etc, made it a better fi t with Cockburn than Fremantle,” Cockburn mayor Logan Howlett said.

“We are looking in the other direction, and having good discussions with the city of Kwinana.

“Cockburn and Kwinana are more communities in common than Fremantle and Cockburn.”

Mr Howlett had some advice for his neighbours. While the Robson report recommends Fremantle, East Fremantle and Melville join, he believes Melville

has no “common community” with Fremantle. But East Fremantle and Fremantle should join.

Meanwhile, Kwinana council has surveyed 1798 residents with 80 per cent preferring the status quo. When pushed, 56 per cent preferred Cockburn over Rockingham. Mayor Carol Adams, who’s expected to give local Labor MP Roger Cook a run for his money in three weeks, running as an independent, isn’t keen to get swallowed up by Cockburn.

“Our fi rst preference is still for Kwinana to remain an independent local government, a position which is based on what we believe to be the best governance model for this region,” she says.

belief that noise pollution, dust pollution, hazardous chemicals and risks associated with plan and equipment, will increase ten-fold,” he told the council.

“The amount of noise in particular that will be generated will be unbearable for area residents. The abrasive blasting will severely decrease the air quality, and the surrounding area will be inundated with dust. This is of great concern as my wife is an asthma suff erer.”

Jillian Whitman says dust is unrelenting.

Startle“The dust got so bad we couldn’t sit

outside on a Sunday,” she said. “And the dropping of the steel will startle you. I have written letters and emails since 2006 to explain the overall irritation. It stops for a while, but then starts up again.”

Steely resolveJanice Stott says noise from the

sandblasting shed is “magnifi ed like an echo chamber”.

“As well as the screeching noise made when shifting steel in the yard and manufactured steel dropping onto the ground,” she said. “This is most disturbing to my right to a peaceful home environment particularly as it occurs regularly in the evenings and Saturdays and Sundays.”

Cockburn councillor Steve Portelli says the company should move to a heavy industrial area if it wants to expand operations.

“Having them so close to an estate is not right,” he said. “Personally I’m against it.”

Council staff recommended refusal of the retrospective approval application, saying the operations do not meet EPA guidelines.

A NIGHT in Provence is the latest hilarious romp from the master

of comedy, renowned British playwright Robin Hawdon.

No stranger to Hawdon’s side-splitting comedies, award winning director Nicola Bond directs the Australian premiere for Harbour Theatre’s fi rst off ering of the season.

It’s a rollicking tale of how a meticulously planned holiday can go hilariously wrong. Fremantle’s Michael Dornan plays Cockney Fred who, with his wife Judy (Tina Barker), arrive at a luxury villa in Provence for the holiday of a lifetime where they are to meet their Irish friends (Marcus McGavock and Ann Speicher).

Add French villa owners (Rob Tagliaferri and Chloerissa Eadie), copious amounts of champagne, heightened sexual impulses and ingrained cultural diff erences and you have a sure fi re hit.

I WAS faced with a sobering truism when I caught up with a cousin

after many years. With both our mums in tow

there was no denying we are carbon copies of our mothers.

She and her sister were my closest cousins and pretty soon we were talking old times and kids’ games and the cubby houses built in the backyard—and laughing about our boy cousins.

Our childhoods were marked by Edgar Cook’s murderous rampage and her mum wouldn’t even let her open the front door at the time.

Mine had a rather relaxed attitude and I recalled sleeping in a tent in our unfenced backyard with my younger sister and a couple of other cousins the night Cook was arrested.

Reminiscing was done over lunch at Toscanini’s in Bicton, a relaxed cafe where good food goes hand in hand with enjoyable conversation.

The Bicton eatery has been a landmark for locals for 12 years, taken over by new owners in October last year.

It’s been a smooth transition with the same Italian cafe-style food and a focus on home-made, says co-owner Jessica Jones. “We

FOODJENNY D’ANGERFFFFFFJE

make everything fresh.”There’s a range of hot and

cold foods to choose from the cabinet including vegetarian and meat lasagnes, tuna patties, chicken and bacon crepes, mouthwatering salads and a range of rolls and sandwiches.

At the other end there’s an equally delicious array of cakes and pastries.

I opted for the vegetarian sausage roll (a contradiction I know) leaving the selection of salads for the side to the helpful waiter.

The plate arrived groaning under a massive pastry parcel oozing with a savoury vegetable fi lling, and a mound of delicious salads ($19 all up).

I particularly liked the mushroom and sun-dried tomato one, although the broccoli salad was pretty damn good too.

The big-belly-buster breakfast ($21.90 with tea or coff ee) was a plate pleaser, and pretty soon my cousin’s hubby was wiping his plate with the sour-dough toast, and only too happy to polish off

his wife’s hash brown when she threw in the towel.

The warm-prawn salad ($19) was another winner, the salad fresh and still crisp and the prawns, tender, warm and spicy.

My mum’s been off her food lately but she managed to clear the plate.

And in the name of review duty she still had room for cake, in this case a lemon/lime custard tart ($6).

The shortcrust pastry was lovely, but the fi lling needed more texture and more zing.

There were no complaints about the varied coff ees ordered and re-ordered when more liquid was required to lubricate mouths dry from talking.

The waitstaff were particularly helpful, taking orders at the table as we were a largish group (and perhaps recognising the mums were a bit wobbly on their pins) and off ering separate billing.

We parted with hugs all round and a promise to do it all again, only this time closer to their Kingsley home.

And lucky for us, there’s a Toscanini’s at Hillarys.

IN a time when many are decrying the lack of political debate in the mainstream media, South Freo

bloke Tibor Meszaros wants to get people talking about the issues again.

His new TV show Shadow Boxing aims to give a voice to independents, political wannabes, unorthodox historians and anyone else with ideas challenging the dominant regime.

Originally from Hungary, the West TV general manager got his start covering a football pitch opening in a tiny village, and then moved on to the tricky terrain of news reporting in a communist country.

He left Hungary 30 years ago but reckons the news isn’t much diff erent in Australia. Whereas the government decided what made it to air in Hungary, here the dollar decides.

Media organisations prioritise stories that earn them the most eyes on the screen, translating to advertising dollars.

“The media is not really interested in the politics... and they have little time for the people who aren’t in power,” Meszaros says.

“Even the premier or prime minister has a 30-second sound bite, or not even that. It’s not enough time to go into issues in depth.

“I think the public is very much interested but the media is not providing enough time or opportunities.”

So far he’s interviewed a few independent candidates going up against the hegemony at the next election, and the Herald dropped in when Meszaros

ARTSDAVID BELL

was chatting to Joe Poprzeczny, a former conservative fi rebrand journo for the Sunday Times who’s now an historian who says one of the most persistent myths of our culture is that Australia is a democracy.

Before you dismiss this as another passe right-winger’s rant about Julia Gillard, Poprzezncy places the death of democracy as far back as 1891: When colonial politicians went on a mysterious voyage up the Hawkesbury River on the SS Lucinda in the days before federation to discuss the new constitution, a clause was deleted that would have allowed the people to force a referendum to block any

piece of legislation. No-one knows exactly why Deakin scribbled out the clause, no minutes were kept, and the event was largely forgotten.

It’s hidden histories and little-known stories like these that Meszaros wants to bring to his viewers.

“The mainstream media doesn’t feel this is their task, somehow this whole thing is neglected very much.

“That’s why we started the show, to give a ring for these people in the shadows to box.”

Shadow Boxing screens Fridays at 7.30pm on West TV, and the episodes are on YouTube.

herald at home

FROM the street this East Fremantle home is a drop-dead gorgeous

fairytale cottage, with delightful steepled roof pitches and a raw brick chimney and portico and cute dormer windows.

It’s hard to believe it’s only a couple of years old: Its timeless quality down to good design and the use of recycled materials including mellow old bricks, rich aged jarrah fl oors and lovely leadlight windows.

The heritage feel is carried through to the front rooms, a formal lounge and two of four bedrooms.

The lounge has all the hallmarks of an early art deco abode, including ornate ceiling, an old-style limestone fi replace and a cute bay window.

Step through to the rear of the home and your head will spin as old world is swapped for new, with a stunning,

AT HOMEJENNY D’ANGERAAAAAAJE

modern living/dining/kitchen area.

The kitchen is commodious with dual dishwashing drawers, a top-of-the-range Siemens oven and double fridge (which is staying).

Soft brown travertine splashbacks contrast with the darker brown timber cupboards, including a pull-out pantry, and acres of white travertine bench tops.

Most walls of the living/dining area are fl oor-to-ceiling glass, which look out onto a sparkling swimming pool, with a Bali-style cabana.

Two sets of bifold doors open onto a timber deck that forms an L-shape around the glass barriers of the pool.

The fourth bedroom is out here, a stunning guest suite with a huge bedroom and spacious bathroom—with separate shower and WC. Be warned: Guests may never want to leave.

The vendors are including a fair bit of furniture with the home—including the wardrobes and cupboards in the massive upstairs main bedroom—as it had been bought specifi cally for the place.

With its varying roof pitches and views across East Fremantle’s leafy environs you’ll feel you’re in your own fairytale whenever bedtime beckons.

When it comes to the kids, high fences and secure gates around the big 911sqm block allow them to take their games from front to back with no worries for the folks.

And when it comes to going to school the lovely Richmond primary school is a mere two streets away, as are a swag of interesting shops and cafes on Petra Street.

new, interactive website that’s been designed

with you, our reader, in mind.

We’re making it easier for you to have your say

ARIES (Mar 21 – Apr 20)Sometimes life calls on us to trust. We have done all that we can do, in a way

that satisfi es our heart, but still the next page of the book won’t turn. These moments are very special. One has to put frustration aside and stay open. Ponder this turning point. It is such a moment.

TAURUS (Apr 21 – May 20)Though there are soulful, emotional depths on offer, you are more than

content to be intoxicated by the daisies. Bull-persons are prone to disappearing into delight, just when it was expected they would move forward. Venus is keeping your heart as light as a breeze.

GEMINI (May 21 – June 21)Mercury is scuba-diving in Pisces. Your intelligence is absorbed in

the silence, the beauty, the whimsy and the primal power, of the deep sea. This is a very different abode than your normal chatty journey through the skies. Access depth, in whatever way you can.

CANCER (June 22 – July 22)The Moon begins her week in Taurus, which suits you perfectly. Whilst here

she grounds you, she brings you to earth, she gives substance to your feelings. It is a sensual substance too. Be alert to all the beauty and presence your senses can offer. Get comfortable.

LEO (July 23 – Aug 22)The focus at the moment is on work. It’s focussed in such a way that your

work and health are connected. What is the best approach to work, which makes your whole system hum with radiant good health? Playfulness might be a clue. Going for quality might also be a clue.

VIRGO (Aug 23 – Sept 22)Mercury is in Pisces, absorbed by the beauty and silence of the deep ocean. He

is your personal deity of insight and perception. It looks like he’s ruled out a preoccupation with details for now. There are places in the human heart that can only be reached through silence.

LIBRA (Sept 23 – Oct 23)You are being drawn more and more into a situation of letting go. Perhaps

it’s letting go of a place or a time. Perhaps it is letting go of problems and misery. Either way you are being drawn through this phase by a desire to shake up your worldview. Go for originality.

SCORPIO (Oct 24 – Nov 21)With Saturn now nearly half way through Scorpio, his invitation to

timeless patience has taken a turn. You are now invited to be soulful in your longing. Impatience is not what this is all about. There is a secret to be found in the great art of waiting. Ask your heart to fi nd it.

SAGITTARIUS (Nov 22 – Dec 21)It’s an odd time for Centaurs. It feels like you are prancing up and down ready

to play but the rest of the world has gone down a rabbit hole. Unless you make a solid attempt to tune in, you’ll feel like the odd one out. With so much activity in Pisces, the emphasis is on feeling.

CAPRICORN (Dec 22 – Jan 19)Pluto is now travelling through the Taurean part of Capricorn. The

transformational journey no longer feels like a hard slog up a high mountain. It’s more likely to feel like a journey through a lush fi eld, full of signifi cance – unless you are habituated to high mountains that is.

AQUARIUS (Jan 20 – Feb 18)Venus is working her heart out to keep you tuned in to love and delight. She has

her work cut out for her, so you had better give her a hand. Co-operate with the secret, silent message of delight, even though it seems like the rest of the world would like to pull you elsewhere.

PISCES (Feb 19 – Mar 20)It seems like the whole world is coming to Pisces. There are three

planets and an asteroid in Pisces already. Soon there will be fi ve. Perhaps it’s time for the great virtue of silence to return to the common view. Seclusion or retreat, is food for the soul. Seek it out actively.
