POST GRADUATE PROGRAMMES 2011-2012

1 GENERAL INFORMATION College of Engineering Pune, an Autonomous Institute of Government of Maharashtra, (hereforth abbreviated as COEP), was established in the year 1854 and is one of the oldest and premier engineering colleges in the country. It was started as the 'Poona Engineering Class and Mechanical School' to train subordinate officers for carrying out public works like buildings, dams, canals, bridges etc. Later on, the school became Poona Civil Engineering College and subsequently the name was changed to `Government College of Engineering, Pune'. From the academic year 2003-2004, the Institute has got Autonomous status and since then it progressed in leaps and bounds towards its vision of becoming one of the leading institutes in the country. It offers twenty two postgraduate programmes leading to M.Tech. in following disciplines (Table 1). It has applied for 2 new post graduate programmes to All India Council for Technical Education (AICTE). All Master’s Programmes are full time courses of 2 years duration. All UG programmes and 17 PG programmes offered by the institute are accredited by the NBA.

* Institute has applied to the AICTE for starting these programmes [M.Tech. (Civil) Project Management and M.Tech. (Production) Project Management] (1.e and 5.b in Table 1.1) from 2011-12. Admission to these courses will be carried out ONLY if AICTE’s permission is received. These are self financed programmes. These will be run by COEP in collaboration with University of Calgary, CANADA and the degree will be awarded by University of Calgary. # Automotive Technology programme (2.c in Table 1.1) is self financed programme. It is run by COEP in collaboration with Automotive Research Association of India, Pune (ARAI) and University of Alabama at Birmingham, School of Engineering, USA. @ Mechatronics programme (10.a in Table 1.1) is an interdisciplinary programme run by 6 departments of COEP. Students from 6 different disciplines are admitted to this programme making it truly multidisciplinary programme. 2 RULES & REGULATIONS 2.1 These rules shall apply for admission to full time M.Tech. Postgraduate

programmes in College of Engineering, Pune. 2.2 Structure, syllabus, examination scheme and duration of these programmes

shall be as prescribed by this Institute. 2.3 Intake to each of the programme is indicated in Table 2.1.

2.4 Total intake for M.Tech (Town & Country Planning) is 31. Sixteen for B.E. / B.Tech (Civil), and Fifteen for B. Arch. The distribution of seats for this programme is as follows;

TOTAL 31 2.5 SC and ST seats shall not be available for interchange. (Vacant seats for SC

category shall not be filled by ST category and vice versa). Similarly, any vacancy of SC/ST will not be filled by open category students.

2.6 Seats reserved for OBC will be made available to all candidates on inter-se-

merit to avoid seats being remaining vacant. 2.7 In addition to this intake, there are Two seats per programme for Foreign

Nationals & Persons of Indian Origin (PIO) on supernumerary basis. This is subject to the availability of infrastructure facilities in the departments. These supernumerary seats are exclusively meant for the foreign students, in the postgraduate programmes with a rider that under no circumstances seats remaining unfilled shall be allocated to any one other than a Foreign National/PIO. Foreign National /PIO admitted through Indian Council for Cultural Relations or as Govt. of India nominee will be part of these extra seats. Foreign national students need to submit the copies of the transcript along with the application form. Such students should have completed 4 years of undergraduate program. Respective department will check the suitability of the candidate for particular PG course, based on the courses studied by the candidate at undergraduate level. Further, such candidates will have to appear for the technical interview on 24th June 2011 in the respective department.

2.8 Candidates claiming to belong to SC/ST/OBC [Non creamy layer] will be

required to produce relevant certificates to that effect from appropriate authority.

2.9 Candidates belonging to SC, ST or OBC category from any region of the

country will be eligible for admission. 2.10 All candidates applying under non-creamy layer: Other backward class

candidates should produce OBC (noncreamy layer) certificate applicable for OBCs in the central list at the time of interview.

2.11 The candidates are required to pay the total fee at the time of admission. The fee shall be strictly paid in the form of Demand Draft in favor of “The Director, College of Engineering Pune” payable at Pune. In case the candidate gets a grant from respective state government, tuition fee will be refunded.

2.12 No reservation is provided in the sponsored category. However, preference will

be given to the candidates of reserved category in case of equal merit. Merit means the one as defined in Rule.3.2.2.

2.13 Candidate should submit SEPARATE application forms, duly filled, for each

distinct degree [Institute offers 10 PG degrees and 22 PG programmes]. The form applied for admission to one degree will not be considered for admission to any other degree. Thus, if a candidate wishes to apply for M.Tech. Electronics as well as M.Tech. Electronics and Telecommunication, two separate forms need to be submitted. In such case, candidate has to submit multiple forms on line, and attach separate Demand Drafts of required amount with hard copies of application forms.

However, candidate applying for two or more specializations under

one discipline needs to fill only one form with one Demand Draft. For example, the candidate applying for M.Tech. Electrical [Power Systems] and M.Tech. Electrical [Control Systems] needs to fill only one application form. However, candidate should indicate the choice or preference of specialization.

2.14 A candidate has to submit at the time of admission following documents: i. Original GATE Scorecard, ii. B.E./ B.Tech. final year Mark sheet, & iii. College leaving certificate. For some reasons, if a candidate does not submit these documents at the time of admission; he/she will have to give an undertaking stating that he/she will submit the documents within FOUR days, failing which admission stands cancelled automatically and seat allotted to waitlisted candidates.

2.15 “M.Tech. Automotive Technology” programme is started by Department of Mechanical Engineering, College of Engineering Pune on self financing basis. The programme is offered in collaboration with Automotive Research Association of India, Pune (ARAI) and University of Alabama at Birmingham, School of Engineering, USA. This two year programme is designed to provide students the state of the art knowledge in Automotive Technology. The ARAI is a well known name in automotive industry which provides technical expertise in R&D, testing, certification, and framing of vehicle regulations. University of Alabama, USA, (UAB) is a public institution of higher learning in the state of Alabama, USA. The course work at Pune will be conducted by COEP and ARAI. All the admitted students would undergo two-semester course work at COEP and ARAI Pune. After successful completion of first two

semesters, interested students, maximum of 18, can go to University of Alabama at Birmingham, USA for completing remaining two semesters. Fee for these students will be as prescribed by University of Alabama at Birmingham, USA. The remaining students will complete the last two semesters in COEP, Pune.

2.16 “M.Tech. Project Management” programme will be started by two

departments -Department of Civil Engineering and Department of Production Engineering, College of Engineering Pune on self financing basis subject to the approval from AICTE. The programmes will be offered in collaboration with University of Calgary, Canada. The degree will be awarded by University of Calgary. After admission to the programme, students will appear for 10 courses, of which 8 courses will be conducted in College of Engineering, Pune. These 8 courses will be taught by the faculty from University of Calgary and College of Engineering, Pune. Remaining 2 courses will be taught in 2 months stay in University of Calgary, Canada with mutual convenience. The expenditure of travel and 2 months stay in University of Calgary, Canada will be borne by the student. Candidate must have CGPA 7.5 and above at the B.E./B.Tech level and must have passed TOEFL examination with good score. This course does not require GATE score. Scrutiny of applications and admission process will be conducted jointly by University of Calgary and College of Engineering, Pune. Fee for these programmes will be approximately Rs.8 lacs excluding the expenditure of travel and 2 months stay in University of Calgary, Canada.

2.17 “M.Tech Mechatronics” programme is started by Department of Production

Engineering, COEP in collaboration with other five departments. It is truly an interdisciplinary program.

3 ADMISSION OF NON-SPONSORED GATE CANDIDATES

Admission of non-sponsored GATE candidates to full time postgraduate degree programmes in Engineering/Technology.

3.1 Eligibility

Candidates will be considered eligible for admission to various M.Tech. programmes on the basis of their qualifying examination with at least 55% marks [open] and 50% marks [reserved category] and valid GATE score in the subjects as detailed below (Table 3.1)

professional societies recognized by UPSC/AICTE for example AMIE by IE(I) or AME by ICE(I) as equivalent to B.E./B.Tech., and who have valid GATE score are also eligible for various PG programmes.

3.1.2 Fresh candidates whose results are not declared can also apply. Their admissions shall be confirmed after they qualify the minimum eligibility condition as detailed in Table 3.1

3.2 Admission Procedure 3.2.1 Depending upon the number of applications received for each program,

appropriate criteria will be applied for short listing the candidates to be called for interview.

3.2.2 Admissions will be effected strictly as per inter se merit on the basis of valid GATE Score in the appropriate branch (Refer Table 3.1) and performance in the Interview. The merit list will be prepared based on Total marks secured out of 100 as indicated below:

Candidates securing less than 50 marks [45 in case of SC/ST/OBC] will NOT be admitted even though vacancy exists.

3.2.3 Interview will be conducted at COEP, Shivajinagar, Pune in the respective departments, the schedule of which is given in the chapter titled 'Schedule.'

3.2.4 Fresh candidates whose results are not declared can also apply. Their

admissions shall be confirmed after they qualify the minimum eligibility condition as detailed in 3.1

3.2.5 When enough GATE qualified candidates in the respective programmes are

not available, the vacant seats will be offered to the candidates who do not have valid GATE score. These admissions will be conducted separately and treated as NON-GATE NON-SPONSORED category (Refer 5).

3.3 Stipend / Scholarships 3.3.1 Scholarship will be provided to the non-sponsored GATE candidates only,

according to the rules of AICTE, as per availability of funds from AICTE, New Delhi. The scholarship will continue, provided candidates fulfill the conditions prescribed by AICTE and the institute from time to time.

3.3.2 “Automotive Technology” and “Project Management” programmes are self financed programmes. The students admitted to these programme will not receive the stipend.

4. ADMISSION OF SPONSORED CANDIDATES

Admission of sponsored category candidates to the Full-time Post- Graduate degree programmes in Engineering/Technology.

4.1. Eligibility 4.1.1 Candidates who possess Bachelor’s degree in the respective or allied

branch of Engineering/Technology, specified in Table 4.1, with at least 55% marks [open] and 50% marks [reserved category] will be eligible for admission to respective program.

Electrical and Electronics * These programmes are self financed programmes. 4.1.2 The condition of minimum percentage of marks may be waived for those

candidates who are teachers either in Engineering Colleges/Polytechnics or in Government Departments, and joined before 28.02.1989; provided they are eligible for admission to that programme as per University rules.

4.1.3 The sponsored candidates must have minimum of two years of full time

work experience in a registered firm/company/industry/educational and/or research institute/ any Government Department or Government Autonomous Organization in the relevant field in which admission is being sought.

4.1.4 Sponsored Candidates with qualifications obtained through examinations conducted by professional societies recognized by UPSC/AICTE for example AMIE by IE(I) or AME by ICE(I) as equivalent to B.E./B.Tech, are also eligible for various PG programmes.

4.1.5 A letter from the employer must be furnished stating that the candidate is

being sponsored to seek admission to the postgraduate degree program. The employer should also indicate that the candidate will not be withdrawn

till the completion of the program. The candidate will be fully under the administrative control of the institute for the period of the program, and will be paid full salary by the employer for the duration of the program.

4.1.6 Only those candidates who at the time of admission are employed in an

organization referred to in 4.1.3 will be eligible for claiming seats against sponsored category.

4.2 Admission Procedure: 4.2.1 Candidates will be considered for admission on merit, based on total marks

secured after entrance test and interview, as indicated below:

However, depending on number of candidates and seats available, the

respective department may exercise suitable cut off for candidates to be short listed for interview. Thus, all candidates appearing for entrance test may not be called for the interview.

4.2.2 Candidates securing less than 50 marks out of 100 as indicated in Rule

4.2.1 shall not be eligible for admission. 4.2.3 If the overall performance of the candidates is comparable, then the

preference shall be given for admission to the candidates who are GATE qualified and those who are serving in Engineering College, Polytechnic and industry, in that order.

4.3 Stipend/Scholarships

Sponsored candidates will not be eligible for any stipend/scholarship. 4.4 Reserved Seats

No reservation is provided in the sponsored category. However, preference will be given to the candidates of reserved category in the case of equal merit. Merit means the one as defined in Rule 4.2.1. In addition, Rule 4.2.3 will also be applicable.

4.5 Entrance Test 4.5.1 Entrance Test will be conducted according to the Admission Procedure 4.2

as per the schedule mentioned in the chapter “8 Schedule”. 4.5.2 The entrance test will be based on the syllabi of respective undergraduate

programmes of University of Pune.

4.5.3 The entrance test will be conducted at College of Engineering, Shivajinagar,

Pune, in the respective departments. 4.5.4 If the sponsored seats remain vacant, such seats will be offered to Non-

GATE non-sponsored students. These admissions will be conducted separately. (Refer 5).

5. ADMISSION OF NON-GATE NON-SPONSORED CANDIDATES

Admission of Non-Gate Non-Sponsored category candidates to the Full-time Post- Graduate degree programmes in Engineering/Technology.

There are no separate seats available for Non-Gate Non-Sponsored category candidates. When enough GATE qualified and/or sponsored candidates for the respective programmes are not available, the vacant seats will be offered to the candidates who do not have valid GATE score. These admissions will be conducted separately and treated as NON-GATE NON-SPONSORED category.

Candidates without GATE score and desirous of taking admission in any M.Tech. programme indicated in the above Table 4.1 may apply for admission. However, based on our previous experience it is noted that vacant seats of Non-Sponsored GATE category are filled by GATE qualified candidates in almost all programmes with the exception of following programmes given in Table 5.1.

5.1. Eligibility 5.1.1 Candidates who possess Bachelor’s degree in the respective or allied

branch of Engineering/Technology, specified in Table 4.1, with at least 55% marks [open] and 50% marks [reserved category] will be eligible for admission to respective program.

5.1.2 Candidates with qualifications obtained through examinations conducted by

professional societies recognized by UPSC/AICTE for example AMIE by IE(I) or AME by ICE(I) as equivalent to B.E./B.Tech. are also eligible for various programmes.

5.2 Admission Procedure: 5.2.1 Candidates will be considered for admission on merit, based on total marks

secured after entrance test and interview, as indicated below:

5.2.2 However, depending on number of candidates and seats available, the

respective department may exercise suitable cut off for candidates to be short listed for interview. Thus, all candidates appearing for entrance test may not be called for the interview.

5.2.3 Candidates securing less than 50 marks out of 100 as indicated in Rule 5.2.1

shall not be eligible for admission. 5.3 Stipend/Scholarships

Non-GATE Non-Sponsored candidates will not be eligible for any stipend/scholarship.

5.4 Reserved Seats

No reservation is provided in the Non-GATE Non-Sponsored category. However, preference will be given to the candidates of reserved category in the case of equal merit. Merit means the one as defined in Rule 5.2.1.

5.5 Entrance Test 5.5.1 Entrance Test will be conducted according to the Admission Procedure 5.2

as per the schedule mentioned in the chapter “8 Schedule”. 5.5.2 The entrance test will be based on the syllabi of respective undergraduate

programmes of University of Pune. 5.5.3 The entrance test will be conducted at College of Engineering, Shivajinagar,

6.5 The changes in fee structure during the program, if any, will be

6.7 All the fees are to be paid at the time of admission only in the form of

Demand Draft drawn in favor of “The Director, College of Engineering, Pune” payable at Pune, to confirm the admission. Candidates are advised to carry the Demand Draft of fee indicated in Table 6.1 while coming for the interview.

6.8 The changes in fee structure during the program, if any, will be applicable to

all the candidates. The revised fee will be implemented as per the decisions of the Government of Maharashtra / Board of Governors, College of Engineering, Pune, from time to time.

6.9 In addition, the college may change other fees applicable as approved by

7. Cancellation of Admission, Hostel Accommodation & Conduct and Discipline

7.1 If the candidate desires to cancel his or her admission for any reason

whatsoever during the admission process, he or she shall be allowed to do so and it shall be presumed that admission is cancelled at that stage.

7.2 The candidate desirous of canceling admission shall apply for cancellation in

the Proforma-1 attached in this booklet. 7.3 Fee paid shall be refunded to the candidate after deducting cancellation

charges of Rs. 1000/- (Rs. One Thousand only) if the seat is cancelled before commencement of the classes. If a vacant seat is created due to cancellation after commencement of the classes and that seat is filled by other candidate, proportionate fee will be deducted. If a vacant seat created due to cancellation is not filled, no refund shall be made.

7.4 If a non-sponsored GATE candidate leaves the programme halfway without

completing it, he/she will have to return the total scholarship amount he/she has received since the date of admission to the time of leaving the program. Also in such a case, if there is a sponsored candidate admitted in the same programme and has valid GATE score (Refer Table 3.1), he will start receiving scholarship from the subsequent month.

7.5 Leaving Certificate will be returned to candidate at the time of cancellation of

admission. 7.6 No hostel accommodation will be provided to Post Graduate Students at

present. 7.7 Students are expected to follow rules and regulations of the institute and

observe discipline. If students are found indulging in anti-national activities contrary to the provisions of acts and laws enforced by the Government or any activity contrary to rules of discipline, such students are liable to be expelled from the institute without any notice by the Director of the institute.

7.8 Candidates applying for admission against the seats reserved for backward

classes mentioned in these Rules should note that only those candidates who actually belong to the castes and communities will be eligible for concession. There is no concession for the Sponsored category candidates.

7.9 If any of the statements made in the application form or any information

supplied by the candidate in connection with his/her admission is found to be false or incorrect at any stage, his/her admission will be cancelled, fee will be forfeited and he/she may be expelled from the institute by the Director and prosecuted, if deemed necessary. An appeal against the order of expulsion,

however, may be referred to the Chairman, Board of Governors whose decision in such cases will be final.

7.10 Following undertaking is deemed to be given by all candidates as

mandatory requirement for admission to post graduate programmes in Engineering/Technology.

(a) I have read all the Rules of Admission for the current year and after understanding these rules, I have filled-in this form of application for admission for the current year.

(b) The information given by me in my application is true to the best of my knowledge and belief.

(c) I have not been debarred from appearing at any examination held by any Government constituted or statutory examination authority in India.

(d) I fully understand that the offer of a programme or branch of engineering will be made to me depending on inter-se merit and availability of a seat at the time of scrutiny of my application, when I report to the admission authority according to the schedule of admission.

(e) I understand that no other document, other than those attached to the application form before the last date of admission will be entertained for the purpose of claims/concessions etc. in connection with my admission.

(f) I understand that no refund of fee shall be made if I cancel the admission after commencement of the classes and if the seat due to cancellation is not filled.

(g) I hereby agree to confirm to any rules, acts and laws enforced by Government and I hereby undertake that so long as I am a student of the Institute, I will do nothing either inside or outside the Institute, which may result in disciplinary action against me under the rules, acts and laws.

(h) I fully understand that the Director of the Institute where I would be admitted, will have right to expel/rusticate me from the Institute for any infringement of the rules of conduct and discipline prescribed by the Institute/University and undertaking given above.

(i) I understand that the programme being a full time 2-year program, I shall not pursue any other educational degree programme / and not involve in any form of employment, failing which my admission stands cancelled. In exceptional case and situation, I shall inform the institute in advance regarding temporary withdrawal from course or employment and not hide any of the facts and shall be bound by the decision of the institute.

9. Guidelines for Foreign National Students

• Foreign national students should apply to the Chairman, PG admissions, along with copies of all transcripts and syllabi of the undergraduate programme he/she has studied any time during the year. He/She should also apply on line whenever institute commences its admission process for PG programmes. The chairman will recommend the case to the respective department.

• The department will check the suitability of the student for the course run by the department and give its recommendations.

• Based on these recommendations, the Chairman will issue official letter of eligibility of the candidate for the PG course. This is merely suitability of the candidate for the programme and does not indicate admission to the programme in any way.

• When institute initiates the process of PG admission, [After 23 May 2011], the student is required to fill the application with application fee of Rs.2000/-. He has to attend the interview [24 June 2011] to judge the merit of the candidate. The department may take examination as well. The examination and interview will be based on the basic courses in the respective disciplines of engineering, normally studied in undergraduate programmes. Based on the merit, department will recommend maximum 2 candidates for each programme.

• The selected students will pay the necessary fee [US $ 3000 plus fee as applicable in Indian Rs.] and will be provisionally admitted to the course.

• After the admission is confirmed, student is required to submit copies of VISA, Passport and police registration in the student section alongwith original transcripts.

• The student section will prepare the lists of all admitted candidates and submit it to the “International Students Center” of Pune University. A copy of the list will also be submitted to police station for information.

• Institute shall not be responsible for cancellation of admission, in case if either the university or police verification recommends the same.
