2. Summary of Key Facts

Location: Coleman is located to the east of the city centre and is one of the smallest wards in the city in terms of area.

Population: By 2011 estimates, there are currently 14, 669 residents in Coleman. Compared to the city averages, there is both a relatively low proportion of senior citizens and a slightly higher proportion of young people.

Ethnicity: Coleman Ward is predominantly Asian British, with residents of Asian British heritage making up 54.4% of the population. The ward is multi-ethnic, however, with notable White British and African British communities.

Health: Life expectancy for residents of Coleman Ward is lower than the Leicester City average, and rates of mortality related to cardiovascular disease, particularly in senior citizens, are lower than the City average.

Household groups: There are a significant number of married residents with a relatively low number of separated or divorced residents. The majority of households are in deprived social housing.

Levels of deprivation: There are 9 Lower super output areas in Coleman, two of which fall into the most deprived 10% nationally.

Housing: According to 2011 key census statistics, there are 4,977 houses in Coleman. A quarter are socially rented housing, with the majority being terraced housing.

Employment: Employment rates are 75.5% for males and 57.2% for females. One in five working-age residents are currently claiming benefits, according to NOMIS statistics.

Educational achievement: The educational achievement of children in Coleman is lower than the city average.

Crime: Crime in Coleman is slightly above the average in Leicester as a whole and in the past year there have been a number of regrettable deaths amongst young people. Anti-social behaviour is also a major issue and represents 37.38% of all crime in the ward.

Transport: The majority of employed people who live in Coleman ward travel to work by car.

Levels of satisfaction: The 2008 Residents’ Survey indicated that three quarters of residents (77%) of Coleman residents are satisfied with council services, as well as moderately high levels of satisfaction for Coleman as a place to live.

4. Key Statistical analysis

a. Overview

Coleman ward is located to the east of Leicester city centre and falls into the Leicester East parliamentary constituency. The area has average transport links and a significant selection of shops along main thoroughfares such as East Park Road, Uppingham road, Wicklow Road and Ambassador Road. At the time of the 2011 census, it’s population was stated as 14,699. The ward is not an affluent area and hosts a large Asian British community, which make up 7,982 of the 14,699 residents.

According to the 2001 census, the area has a large Christian majority (30.32%), a significant Muslim population (23.88%) and smaller populations consisting of Hindu (21.3%), non- religious (9.85%), Sikh (8.94) and Jewish communities (0.03).

c. Ethnicity

Furthermore, the 2001 census reveals a majority Asian British: Indian population (54.4%), followed by a significant white British population (16.0%) and moderate Asian British: other Asian (7.4%), Black British: Caribbean (6.7%), Asian British: Pakistani (4.6%) communities. There is also a notable student population (12.1% of residents aged 16-74).

The Coleman ward has a number of crime issues and more recently has had a number of tragic deaths involving young people.

Crime statistics (gathered in June 2013) suggest that anti-social behaviour is a significant issue (37.38%) followed by ‘other’ crime (35.51), violent crime (18.69%), Burglary (4.67%), vehicle crime (2.80%) and robbery (0.93%).

As in other areas of the city, the police are eager to work with individuals in the community and are aware of local issues in the Coleman ward. However, the notable instances of violent crime (on average 18.69% of all crime) are often prioritised ahead of instances of anti-social behaviour. This has to lead to the notion, suggested by local residents, that anti-social behaviour incidents are under reported, due to the fact that individuals causing the problems soon leave when police arrive at the scene. Even when the police arrive promptly, they are only able to move them on.

Based on the statistical analysis above, while the total number of criminal offences has dropped in 2013, the instances of violent crime and robbery have increased significantly. Conversely, instances of anti-social behaviour, drug crime and criminal damage and arson have fallen.

e. Housing and living environment

The Coleman ward has good accessibility to housing; the majority of properties are owner occupied (49.2%) with a significant number of rented properties also available (48.3%). The pluralities of these properties are terraced houses (42.1%), followed by a notable number of flats (22.5%). Furthermore, it is important to note that there are no temporary structures or caravans in the area, which suggests there is no transient population in the ward. The notable number of students in the area is likely to be an important factor in regards to the large number of rented properties in the ward. The ward is seemingly divided between relatively well maintained properties and properties in need of maintenance, located mainly around the Rowlatts Hill area. It is often suggested that many of the properties are in a run-down state because the landlords as well as the residents are unwilling or unable to invest in maintenance. Moreover, the residents often feel that it is not their responsibility to do so.

f. Health

There are a significant number of health deprivation concerns in the Coleman Ward. For males, life expectancy is 2.1 years lower than the Leicester average of 75.4 years of age and 5.3 years lower than the national average (78.6 years). For women, life expectancy is 1.1 years lower than the Leicester average (80.0 years) and 3.5 years lower than the national average for women (82.6 years).

The two main causes of death in the ward are cardiovascular disease and cancer. It is important to note, however, that early death rates (in under-75 year olds) from cardiovascular disease have fallen at a faster rate than in both Leicester and the nation as a whole. The ward rate is currently higher than the national average but lower than the Leicester average. For cancer, early death rates (in under-75 year olds) have fallen further than in both Leicester and the national average. The ward rate is currently better than both England and Leicester. Further issues raised in the area related to drug and alcohol related issues, but these are a minor concern in comparison and are, notably, at lower levels of concern compared to Leicester overall. Factors that have led to the above concerns are largely lifestyle factors. This includes high instances of smokers, lack of physical activity as well as the prevalence of fast food outlets on the Ward’s main thoroughfares.

There are sports facilities which are available nearby, most notably the Coleman Neighbourhood centre which includes a court where physical activity can take place. Additionally, the Sport & Education centre of Crown Hills community college is also available to the general public.

The above graph shows that death rates for all ages and from all causes have fallen, but at a slower rate than in both Leicester and England. The ward rate is currently higher than both the England and Leicester average. Information about the relative levels of deprivation in the Coleman Ward

Index of Multiple DeprivationThe Index of Multiple Deprivation (IMD) measures and defines the relative levels of deprivation in small areas of England. These areas are called Lower Layer Super Output Areas. There are 32,482 LSOA’s in England, and 187 in the city of Leicester.The IMD is based on publicly available statistics grouped within a number of ‘domains’ or themes – which are then weighted in order of impact.These are:

Income (22.5%) Employment (22.5%) Education, skills & training (13.5%) Health deprivation & disability (13.5%) Barriers to housing & services (9.3%) Crime & Disorder (9.3%) Living Environment (9.3%)

Factors such as income and levels of employment are taken into consideration when deciding the level of deprivation and if the area in question can be defined as a lower layer super output area. The IMD can be used to rank every LSOA in England according to their relative level of deprivation. Visit the CLG website for more information on the IMD.

The IMD is also applied to smaller areas of around 1500 people called ‘Lower Super Output Areas (LSOAs). In Leicester there are 187 LSOAs, of which 87 are among the most deprived 20% in England.

In Coleman Ward, there are two LSOAs that fall into the most deprived 10% nationally. These areas are notably deprived in terms of income, education and skills.

OverviewColeman ward hosts a number of schools including 3 primary schools, 1 faith school and 1 community college. Overall, parents have not expressed any critical concerns about educational attainment or any issues related to education.

General electionsColeman is part of the parliamentary constituency of Leicester East. In the last two general elections, in 2005 and 2010, voter turnout has been similar at 62.2% and 65.8 respectively. 6. Conclusion and Recommendations

The data above on the ward is good but more intelligence is required to inform Councillors on the many decisions they have to make to meet local needs. There are gaps in information that need to be filled and issues that need to be addressed.

A clear priority is providing the people of Coleman Ward with a directory of community groups and organisations that are active in the ward. This would help to bring residents together through social and community activities, as well as making it easier for people who have recently moved into the ward, to integrate. Promoting these activities will also encourage social cohesion as it will connect adults and young people with the services and opportunities available in Coleman.

Moreover, given the recent unfortunate deaths, the ward needs to target its focus on young people by supporting opportunities to improve their skills and knowledge and by providing a range of services and activities to support them.

The recommendations are therefore as follows:

1. Offer a comprehensive guide to the voluntary and community groups and organisations operating in the ward

2. Improve skills and employment opportunities and social activities for young people

3. Be a welcoming and caring place for older people and people with disabilities4. Encourage residents to take pride in their ward and to be environmentally

friendly.
