Introduction The Colorado State Reporting Guide provides required setup elements and report details for accurate Colorado state reporting. The information in this guide is grouped first by the District, School, Staff and Student setup items, and second by the reports.

Many of the setup elements must be populated with report-specific details before running the reports. Some of these items are configured during PowerSchool implementation. PowerSchool Online Help is also available to assist with the setup of Colorado state reporting.

Report Descriptions

The reports included in this guide are listed in the following table. This table includes the following elements:

Report Name – Name of the report as seen in PowerSchool.

Version – The most current version of the report.

Description – The purpose of the report.

CRDC Report - Part 2 3.4 Civil Rights Data Collection (CRDC) Part 2

Colorado Reports

Federal Race/Ethnicity Export 1.1 This report will extract a record for each student that contains the federal race/ethnicity values in PowerSchool as well as the state reporting race/ethnicity value string. This report is for data auditing purposes and can be run for the entire district, a single school, all students, or a selection of students.

Direct Certification 1.5 Direct Certification is the process under which local education agencies certify children who are members of households receiving assistance under the Supplemental Nutrition Assistance Program (formerly known as Food Stamps), as eligible for free school meals, without further application, based on information provided by the State Agency administering SNAP.

This is a district level report that will have one record for every student enrolled on the reporting date.

Interchanges

SPED Discipline Interchange 1.1 This report generates the Special Education Discipline Report.

Statewide Course Code Mapping

(Statewide Standard Course Codes)

1.5 This report collects information regarding the courses that are offered in the current year. The report is intended to be run district wide, but it may be run for a select school. The report extracts one record for each course that is active for the current year, into a tab-delimited file.

Student - Demographic Data 2.0 This export provides the required records for the Student Profile Interchange Requirements – Student. The report will output all students who are enrolled for current year only from the July 1st through the date the report is run. Students will only appear once per extract at the school of the last enrollment

This report can only be run for the current year.

Student - School Association Data 2.8 The purpose of the Student School Association (SSA) file is to capture the school(s) in which a student attends in your district throughout the currently selected school year for funding and accountability purposes.

Student - Advance Course Completion

3.2 This export provides the required records for the Course Completion Interchange Requirements.

Teacher Student Data Link – Course Enrollment

2.9 The purpose of the Student Teacher Data Link Interchange – Course Enrollment file is to capture the data that links the students enrolled in each course instructed during the reported school year. The data will also be used in combination with the Student Data.

Teacher Student Data Link – Course Instructor

2.3 The purpose of the Student Teacher Data Link Interchange – Course Instructor file is to capture the data that links the courses instructed with the educator of record and contributing professionals as applicable. The data will also be used in combination with the Staff Interchange data.

Title I Interchange 1.1 The Title I Interchange file represents students who have received, or will receive, Title I Targeted Assistance funding at any time during the academic year and the specific Title I service(s) received (e.g., Reading, Math).

Periodic Collections

Report Card March 1.4 The Report Card March collection contains descriptors of schools within the District/LEA.

Discipline by Action File 1.1 Discipline by Action File summarizes state reportable discipline incidents grouped by Action.

Firearm (GFSA) Discipline File 1.1 The Firearms (GFSA) Discipline File reports incidents as required by the Gun-Free Schools Act.

Discipline by Student Demographics File

Discipline by Demographic File summarizes state reportable discipline incidents grouped student demographic information.

School Discipline and Attendance – Attendance Data File

1.3 The School Discipline and Attendance - Attendance File summarizes student attendance and truancy at the school level for submission to CDE.

Setup Elements The following data elements must be set up prior to running Colorado state reports.

For more information regarding data elements, see the PowerSchool Online Help.

Understanding the Setup Table

Each setup table includes the following elements:

Breadcrumbs – Navigation to the data entry page as listed on the page in PowerSchool. Example: Courses > Edit Course District Information. Each > indicates a new page or link.

Navigation – Navigation to the data entry page based on the path to the page. Example: Select Courses > Select [Course]. Each > indicates the link to select.

Note: The first page in the navigation is Start Page. This page name is removed for brevity.

Data Element – The name of the field as it appears on the page.

Additional Information – Guidance for correct data entry.

[Table] – The name of the table where the data is stored.

Field Name – The name of the field where the data is stored.

Note: The Table name appears in brackets with the Field Name directly following. Example: [Table]FieldName.

Length – The length of the data to be entered, as defined by the state.

Used in these Reports – The name of each report that uses the data element. This field may be populated with “Required Setup” or “Not Required” to indicate whether the data element should be configured for Colorado State Reporting not specific to a report. Only data elements specific to Colorado State Reporting are listed, data elements required for general PowerSchool setup may not be included. For required PowerSchool setup, refer to the PowerSchool User Guides on PowerSource.

Roles Administration Setup

The following data elements are required for Roles Administration>Co-Teaching setup. The first two pages of navigation are removed for brevity:

Start Page > System Setup > Roles Administration > Co-Teaching.

1. On the Start Page, click the System link. The System Administrator navigation list appears.

2. Choose Roles Administration, then Co-Teaching. The Co-Teaching Roles table appears.

3. Click any role name except the role that is locked (usually Lead Teacher).

Note: For more information on code values, see the Appendix.

2. Choose District Office from the pop-up menu. The district start page appears.

3. Click District. The District Setup page appears.

A student is considered truant when s/he achieves the equivalent of one day of unexcused absence. For example, using an eight period schedule, if a student is marked unexcused for eight periods within one month, regardless of whether all of the periods are on the same day, the student is considered to be truant for one day.

Note: Attendance tracking and notification requires PowerSchool 6.0.1.6 or later.

Name Choose Percent from the pop-up menu.

Note: This tracking method is used in calculating truancy for Colorado state reporting.

minutes to 1 hour = 1 Carnegie Unit Credit. Base all calculations on 1 hour for 1 year. Therefore, a semester long course that meets for approximately 1 hour = .5 Carnegie Unit Credit.

Grade Span: For prior-to-secondary courses, this element indicates the grade span for which the course is appropriate. The span is represented as a four-character code with no decimals. Each grade level from 1 through 12 is represented by a two-digit code, ranging from 01 to 12; kindergarten is represented by the letters KG, and prekindergarten by the letters PK. For example, a course appropriate for kindergarten and first grade would be assigned a Grade Span of KG01.

Note: If your district has already entered the Carnegie credit value for a course in the Credit_Hours field, this field can be left blank.

Discipline Incident Setup

All state reportable Incident Management codes are loaded and updated automatically when PowerSchool State Reporting is updated. Incident Management codes and subcodes required for state reporting are designated with a carat (^). Do not change the names of any state reportable code.

Rules

Only Offenders are reported. Witnesses, Reporters and Victims are not reported in any Colorado State discipline report.

When entering incidents, an Offender must be assigned a Behavior. The Action for that Offender/Behavior must be assigned to the Behavior. Actions assigned directly to an Offender will not be reported correctly. Behaviors with no Action will not be reported correctly.

It is recommended to create all incidents at the school level via the Special Functions menu on the Start Page. Discipline Incidents created at the District Office but not assigned to a school will not be reported.

Note: Incident Management reporting for Colorado requires PowerSchool version 6.1 or greater.

Data Element – The name of the data element.

Attendance File – School Discipline and Attendance

The School Discipline and Attendance - Attendance File summarizes student attendance and truancy at the school level for submission to CDE. It reports the total days in the school calendar, the total hours attended, total hours excused, total hours unexcused, and total possible days. It also reports the count of unique students who; missed 4 days in any month, 10 days in the school year or met both conditions. The totals are cumulative.

Attendance Audit for School Discipline and Attendance

This report uses the same calculations and fields as the School Discipline and Attendance - Attendance File, but is summarized at the student level. This report will allow the user to compare individual student attendance with the aggregate report submitted to CDE with the School Discipline and Attendance files.

Selection Criteria

Selection criteria determine which database records are used in the report. Refer to selection criteria for analysis when the report does not return the correct records.

Record Selection

The report selects records from the Students and ReEnrollments tables based on the following criteria:

The student is not flagged as Exclude from State Reporting.

The school is not flagged as Exclude from State Reporting.

The student is enrolled into at least one section that:

is not flagged as Exclude from Attendance

is included in the Bell Schedule

is not flagged as Exclude from State Reporting

The student is enrolled and scheduled in classes for at least one day between the Start and End Dates selected at run time.

The student met at least one of the thresholds for unexcused absences prior to turning age 17.

Additional Requirements

Attendance Tracking and Notification is set up as specified in the District and School Setup sections of this Guide.

All Attendance Codes that have a Presence Status equal to "Absent", and which should count as Unexcused, must have the “Unexcused” checkbox marked in Code Categories in Attendance Codes setup. Assigning Attendance Categories for Excused and Present codes is not required.

It is recommended that the Refresh Premier Attendance Views function be run prior to running the Audit report. Special Functions > Attendance Functions > Refresh Premier Attendance Views Data.

It is required to run the Refresh Attendance Tracking Data report before running the Audit report.

Direct Certification

Direct Certification is the process under which local education agencies certify children who are members of households receiving assistance under the Supplemental Nutrition Assistance Program (formerly known as Food Stamps), as eligible for free school meals, without further application, based on information provided by the State Agency administering SNAP.

The report can be extracted in one of two formats: Tab-delimited text (with header) or Fixed Record Length text (without header).

Important Notes on Student Address Fields

The Direct Certification report includes internal coding to parse the student address fields in order to report each part of the address in a separate field in the file output.

PowerSchool provides separate data entry boxes for Street Address and Apt #, but these values are stored in a single [Students]Street field in the database.

When a value is entered into the Apt # data entry box, PowerSchool automatically inserts a comma between the end of the street address and the apartment number when writing to the database.

Districts should not enter any commas within the student address fields as this may cause issues with the internal parsing routine, and may result in an incorrect file output.

The purpose of the Discipline Action file is to capture and verify the attributes of a student with disabilities who were reported with a disciplinary action resulting from a disciplinary incident in the currently selected school year.

Selection Criteria

Selection criteria determine which database records are used in the report. Refer to selection criteria for analysis when the report does not return the correct records.

Student Selection

The report selects records from the Students and Incident Management tables based on the following criteria:

The student is not flagged as Exclude from State Reporting.

The school is not flagged as Exclude from State Reporting.

The student is identified as an Offender.

The student has a Primary Disability other than 00 (None).

The student was a Special Education participant on the Incident Date (as compared to the dates in the student’s Special Education Entry and Exit Date fields).

Incident Selection

The Incident Action Date falls between 6/30 and 7/1 of the selected school year.

The Incident Type is State Reportable^ and results in a Suspension or Expulsion.

The Behavior is assigned to the Offender(s).

This export provides the required records for the Student Profile Interchange Requirements – Student. The report will output all students who are enrolled for current year only from the July 1 through the date the report is run. Students will only appear once per extract at the school of the last enrollment

Note: This report should only be run for Individual Schools for auditing purposes. The report should be run for all School or for the District for submission.

Selection Criteria

Selection criteria determine which database records are used in the report. Refer to selection criteria for analysis when the report does not return the correct records.

Student Selection

The report selects records from the [Students] table based on the following criteria:

The student is not flagged as Exclude from State Reporting.

The school is not flagged as Exclude from State Reporting.

The student’s Entry Date is on or after July 1 of school year selected.

The student’s Entry Date is on or before the date the report is run (system date).

Note for CSI Schools Only: Student records that have the same entry and exit date, and that are designated with exit code 11 (Transfer to a public school in the same school district) are excluded.

If a date is specified at runtime in the optional “Point in Time Date” parameter, only students enrolled on that date will be reported.

To generate the report, do the following:

1. On the Start Page, click Reports. The Reports page appears.

2. Click the State tab. The State Reports page appears.

3. Click Student Demographic Date Pipeline. The Report Information page appears.

4. Enter information in all of the required fields. * Indicates required field

Note: Select the checkbox next to the filter fields to save the settings as defaults. To select all checkboxes, choose Select All from the pop-up menu. To clear all checkboxes, choose Clear All.

5. Click Submit to generate the report.

Field Description

Select Schools* Select one, all or a selection of Schools. A school selection will only be offered at District Office. When running at a school, only that school will be available.

Select Students* Indicate which students to include in the report by selecting one of the following options:

The Selected x Students Only – Run the report for students in the current selection.

All Students – Run the report for all students in the current school or district that meet the selection criteria.

Note: If running the report for a single student, or group of students, select the students prior to running report.

Point in Time OPTIONAL – Enter a date to report information from a specific point in time. The date entered must be within the year selected. Only active students on that date will be reported.

The purpose of the Student School Association (SSA) file is to capture the school(s) in which a student attends in your district throughout the currently selected school year for funding and accountability purposes.

Selection Criteria

Title I Data Interchange

The Title I Interchange file represents students who have received, or will receive, Title I Targeted Assistance funding at any time during the academic year and the specific Title I service(s) received (e.g., Reading, Math).

Selection Criteria

Selection criteria determine which database records are used in the report. Refer to selection criteria for analysis when the report does not return the correct records.

Record Selection

The report selects records from the [Students] and [Schools] tables based on the following criteria:

The student is not flagged as Exclude from State Reporting.

The school is not flagged as Exclude from State Reporting.

The student is flagged as receiving at least one Title I Instructional or Support Service at any time during the current year.

Teacher Student Data Link – Course Enrollment

The purpose of the Student Teacher Data Link Interchange – Course Enrollment file is to capture the data that links the students enrolled in each course instructed during the reported school year. The data will also be used in combination with the Student Data. In the Teacher-Student Data Link Interchange file, the LEA should submit 1 record for each unique course, section, and student enrolled for the reporting LEA in the selected school year.

Selection Criteria

Selection criteria determine which database records are used in the report. Refer to selection criteria for analysis when the report does not return the correct records.

Record Selection

The report selects records from the Students, Schools, and Courses tables based on the following criteria:

The student is not flagged as Exclude from State Reporting.

The school is not flagged as Exclude from State Reporting.

The course or the section is not flagged as Exclude from State Reporting.

The student has been enrolled in the section for more than x calendar days, where x is a parameter entered by the user on the run page.

Additional Requirements

Grade Scale Mapping must be completed for all Grade Scales used to record letter grades.

Store Code Mapping must be completed if any grades are stored using store codes that are different from the term abbreviation for the section. For example, if X1 should be used for a Semester 1 (S1) class, then the Store Code Mapping for Semester 1 should be set to X1.

For sections that store multiple grades, the Average Final Grade function should be used to report a single grade for each section. For example, if a yearlong class stores four quarter grades, the four quarter grades should be averaged and stored with the code Y1.

Course Completion Logic

Student section and stored grades records are evaluated using the following hierarchy when determining Course Completion status.

Code 2 – Exclude from Stored Grades scenario

Students enrolled in a Course/Section that is flagged as Exclude from Stored Grades will be reported as 2 – Pass.

Code 0 – Class in Progress scenario

Students currently enrolled in a Section with no Stored Grade for a valid TSDL Store Code will be reported as 0 – Enrolled.

Code 4 – Dropped Class scenario

Students who drop a section without subsequently re-enrolling in the same section of the course, and who have no Stored

Grade for a valid TSDL Store Code will be reported as 4 – Withdrawn.

Codes 1, 2 or 3 – TSDL Final Grade scenario

Students who either complete or drop a Section, and who have a Final Stored Grade for a valid TSDL Store Code will be

reported based on the grade earned and the Grade Scale Mapping associated with the Course/Section: 1 – Fail if failing; 2 –

Pass if passing; 3 – Incomplete/Partial if incomplete.

Code 3 – Completed Class with Missing Final Stored Grade scenario

Students who complete a Section, but who do not have a Stored Grade for a valid TSDL Store Code, will be reported as 3 –

Incomplete/Partial. This scenario applies when a student was enrolled in a Section on the final day of the class scheduling

term, and the current system date is greater than the scheduling term end date for the class (e.g. class ended 05/25/16 and

current date = 05/30/16).

Credits Granted and Final Grade Logic – Applicable Only to Migrant Students

The Credits Granted and Final Grade elements are output as NULL for non-Migrant students. For Migrant students, the logic for the Final Grade output depends on whether the course awards credit, and on the calculated Course Completion status for the student’s section. The same Final Grade from Stored Grades that is used to calculate Course Completion Status is also used to determine the Final Grade output. If a Migrant student was awarded credit, the earned credit value from the Stored Grades record for the Final Grade is output.
