A PROCLAMATION OF THE COLUMBIA COUNTY BOARD OF COUNTY COMMISSIONERS IN SUPPORT OF NAMING U.S HIGHWAY 27 FROM THE
STATE OF FLORIDA THROUGH THE STATE OF MICHIGAN THE PURPLE HEART HIGHWAY
WHEREAS, General George Washington established the Purple Heart Medal on August 7, 1782 to honor military personnel wounded in combat; and
WHEREAS, approximately 1,750,000 Purple Heart medals have been awarded to our military personnel; and it is believed there are an estimated 500,000 living veterans who are Purple Heart recipients; and
WHEREAS, many of the Purple Heart recipients demonstrated courageous actions that are above and beyond the call of duty in combat against an armed enemy, our local community, our county, our state, and our nation owe a deep debt of gratitude to those members of the Armed Forces who have been wounded in combat and honored with the Purple Heart Medal; and
WHEREAS. the Columbia County Board of County Commissioners appreciates the members of the Armed Forces who have been awarded the Purple Heart, and further recognizes that many have made the ultimate sacrifice as defenders of America's freedoms; and
WHEREAS. the members of the Columbia County Chapter of Military Order of the Purple Heart have been diligent in insuring that the brave recipients of the Purple Heart have not been forgotten by conducting memorial ceremonies, by bringing about the naming of memorials and buildings for Purple Heart recipients, and by volunteering to show patriotism and teach the meaning of freedom in the Columbia County Schools; and
WHEREAS, the members of the Military Order of the Purple Heart of the USA is coordinating a national effort to establish the Purple Heart Highway by renaming U.S. Highway 27 from its beginning point in South Florida to its ending point in North Michigan; and
WHEREAS, the local chapter of the Military Order of the Purple Heart has diligently sought and received the confirmation and support of all the Florida Chapters of the Military Order of the Purple Heart, in naming Florida's sections of
U.S. Highway 27, Purple Heart Highway, as well as the confirmation and support from all of the state chapters in which U.S. Highway 27 passes, from South Florida through Michigan, for the naming of those sections of the highway to be known as The Purple Heart Highway; and
WHEREAS, U.S. Highway 27 in Columbia County was named The Purple Heart Highway in Resolution 2009R-47, passed and adopted by the members of Columbia County Board of County Commissioners, on the 3rd. day of December 2009; and
NOW, THEREFORE, it is hereby proclaimed by this governing board, the Columbia County Board of County Commissioners, the section of U.S. Highway 27 that runs through Columbia County, will continue to be known as The Purple Heart Highway, and the Columbia County Board of County Commissioners will continue to support the efforts of the Military Order of the Purple Heart in achieving their national goal of naming the entire U.S. Highway 27, Purple Heart Highway.
We. further, proclaim that a copy of this Proclamation, with the Seal of the Columbia County Board of County Commissioners affixed, shall be presented to the Florida Chapter of the Military Order of the Purple Heart as tangible token of the sentiments of this commission.

2. The Columbia County Public Works Director shall be notified~ty-four (24) hours prior to starting work and again immediately upon completion of work. 3. This PERMITTEE shall commence actual construction in good faith within 60_ days after issuance of permit, and shall be completed within 180 days after permitted work has begun. If the beginning date is more than 60 days from date of permit approval, then PERMITTEE must review the permit with the Columbia County Public Works Director to make sure no changes have occurred in the transportation facility that would affect the permitted construction.
4. The construction and maintenance of such utility shall not interfere with the property and rights of a prior PERMITTEE.
5. It is expressly stipulated that this permit is a license for permissive use only and that the placing of utilities upon public property pursuant to this permit shall not operate to create or vest any property right in said holder.

6. Pursuant to Section 337.403(1), Florida Statutes, whenever necessary for the construction, repair, improvement, maintenance, safe and efficient operation, alteration or relocation of all, or any portion of said transportation facility as determined by the Columbia County Public Works Director and/or County Engineer, any or all utilities and appurtenances authorized hereunder, shall be immediately removed from said transportation facility or reset or relocated thereon as required by the Columbia County Public Works Director and/or County Engineer and at the expense of the PERMITTEE.
7. In case of non-compliance with the County's requirements in effect as of the approval date of this permit, this permit is void and the facility will have to be brought into compliance or removed from the right of way at no cost to the County.
8. It is understood and agreed that the rights and privileges herein set out are granted only to the extent of the County's right, title and interest in the land to be entered upon and used by the PERMITTEE, and the PERMITTEE will, at all times, and to the extent permitted by law, assume all risk of and indemnify, defend, and save harmless Columbia County, Florida from any and all loss, damage, cost or expense arising in any manner on account of the exercise or attempted exercise by said PERMITTEE of the aforesaid right and privileges.
9. During construction, all safety regulations of the County shall be observed and the PERMITTEE must take measures, including placing and the display of safety devises that may be necessary in order to safely conduct the public through the project area in accordance with the Federal Manual on Uniform Traffic Control Devices, as amended for highways.
10. Should the PERMITTEE be desirous of keeping its utilities in place and out of service, the PERMITTEE, by execution of this permit acknowledges its present and continuing ownership of its utilities located between ____________________ and within the County's right of way as set forth above. PERMITTEE, at its sole expense, shall promptly remove said out of service utilities whenever Columbia County Public Works Director and/or County Engineer determines said removal is in the public interest.
11. Special instructions: Minimum cover of thirty inches (30") will be required at all locations. Columbia County will not be financially responsible for any damage to facilities with less than thirty inch (30") cover. Cables shall not be located within driveway ditches. 12. DIRECTOR OF FACILITIES MANAGEMENT
MAJOR FUNCTION:
This is a highly responsible position at the Department Head level, reporting directly to theCounty Manager. Incumbent is responsible for supervisina the construction, custodial needs,
repairs, and maintenance of both the exterior and interior of all County-owned facilities. Duties
reguire the exercise of independent judgment in planning work methods; scheduling workassi.nments and hirin. and evaluatin' de.artment em.lo ees. Work is reviewed b the CountManager through meetings, inspections, and reports.
ESSENTIAL FUNCTIONS:
Sets priorities for the department's projects and delegates tasks and responsibilities as

Our current, veryantiquated system does not have voice mail, requires pressing the hook (not too hard!) to transfer callsand the paging system for dosing announcements, etc. does not work again and cannot be fixed.Losing calls from library patrons happens constantly and this is poor customer seMce.

RESOLUTION OF THE COLUMBIA COUNTY BOARD OF COUNTYCOMMISSIONERS SUPPORTING THE POSTPONEMENT OF THE PURCHASE
OF VOTING MACHINES UNTIL 2016
WHEREAS, in 2007, the Florida Legislature voted to make Florida a "Paper Ballot"State; and
WHEREAS, this required all counties to purchase and deploy an ADA opticalscan(paper) system, of which there is currently only one State certified system whichmeets this requirement the AutoMark; and
WHEREAS, the 63 counties that use touch screens to comply with HAVA, will now berequired to purchase the AutoMark or other similar certified systems; and
WHEREAS, the Florida State Association of Supervisors of Elections (FSASE) hasconducted a survey of the counties required to make the voting system change, and it isestimated that the cost will be in excess of $35 million, which does not include theexisting debt that many counties have incurred as a result of voting equipment changesduring this decade; and
WHEREAS, this voting system change will cost Columbia County taxpayers nearly$91,000 in the 2010-2011 budget; and
WHEREAS, the disabled community and many professional associations have joinedthe FSASE in adopting the associations "Position Paper" which supports the extensionof this requirement to be delayed from 2012 until 2016 due to the economic pressureson the Boards of County Commissioners around the State, the operational impact toSupervisor of Elections' budgets, and the fact that new technology has not beendeveloped to allow any person with any disability to vote independently. Also; there iscurrently only "ONE" manufacturer that provides the necessary equipment; and
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTYCOMMISSIONERS OF COLUMBIA COUNTY, FLORIDA, DOES HEREBY WISH TOADOPT THE FSASE "POSITION PAPER" TO DELAY THE REQUIREMENT TOPuRCHASE THE AUTOMARK VOTING SYSTEM UNTIL 2016.

Position Paper on Why We Want the Extension to 2016
In 2007 the Florida Legislature, at the request of Governor Charlie Crist and Secretary ofState Kurt Browning, voted to make Florida a "paper ballot" state. For thirteen countiesin Florida, this 2007 legislation resulted in the second voting system purchase since 2001(punch cards to touch screens and then to optical scan). Part of the legislation (F.S.10 1.56075) required the conversion of the ADA voting equipment to a "paper ballot"based system by 2012. The hope was that by 2012 additional ADA voting systems wouldbe developed and certified in the state.
The Federal 2002 Help America Vote Act (HAVA) required all counties to purchase avoting system for each voting location that would be accessible to persons with anydisability. The majority of the counties purchased touch screens with audio ballots. At thetime, touch screens were the only certified accessible voting system in the state.Currently, there is only one certified optical scan (paper) system that meets thisrequirement - the AutoMark. Today sixty-three (63) counties use touch screens and four(4) counties use the AutoMark.
The Florida State Association of Supervisors of Elections has conducted a survey of thecounties required to make the voting system change by 2012. The estimated cost will benearly $35 million dollars. This does not include existing debt that many counties haveincurred from the 2001 and 2007 voting equipment changes. The Association has beenworking with the disability community on accessible voting equipment sìnce theenactment of HAVA, voter education on the accessible voting systems used on ElectionDay, and with concerns associated with the 2012 requirement. The disability communityis disappointed that development of new technology, especially to encompass all types ofdisabilities, has not occurred since this legislation passed and that the AutoMark iscurrently the only "paper based" option available to election officials. Given the choicebetween continuing to use the touch screens or convert statewide to the AutoMark, thepreference is to stay with the current systems in the counties and focus on encouragingvoting system vendors and the Department of State to focus on development of a systemthat would serve persons with any type of disability during the voting process, especiallywith absentee ballots.
The following believe that due to the economic pressures on Boards of CountyCommissioners around the state; the operational impact to Supervisors of Electionsbudgets; the fact that new technology has not developed to allow any person with anydisability to vote independently; that an extension of this requirement be delayed from2012 until 2016.

Last week I spoke to you about the safer grant. As in the past we have successfully used TerryWelker Consulting to help with our grant writing and reviewing. Under his guidance we havebeen successful in 3 out of 4 grants. Attached is his quote for a total of $1500.00 for his serviceson this grant. I would like to apply for 12 employees for the fire rescue division. Unfortunatelythere is no provision for taking less than what we are awarded in the grant. This would provide 6for EMS and 6 for fire; however these employees could work either fire or rescue side. I havealso attached the guidelines for the grant which gives us 2 years of 100% federal money and thenwe pick up the employees at the beginning of the 3' year.Please advise if it is acceptable to pursue this grant or if the number of personnel needs to bereducedThanks
