In response to the Parish Council’s complaint as follows –

“3rd

December the Parish Council accepted a quotation from CGM to clear the landscaping

swale at Nomandy Close (as attached).

The Parish Council’s expectation is that all contracts should be fulfilled fairly quickly and as

it is now nearly three months later and the works have not started the Parish Council would

like to submit a formal complaint.

The Council has also given your company the following contracts and would like to include

the following in its complaint and would like to know when these works are going to be

completed?

- Planting of hedging and a tree at Normandy Close. It was a condition of the

acceptance that the works were completed by the end of February. A Council member

has informed me that the works have not been done. Email acceptance sent 12

February.

- Slide handrail repair - Email acceptance sent 10 February.

- The annual causeway maintenance contract

The Parish Council has also received several complaints that the landscaping between

Harbour Avenue and Hillfield Road (to the side of the Meridian School is looking very

untidy). Please can you arrange to have all the landscaping work detailed in your contacted

completed ASAP.”

CGM to the Clerk

“As per my email of yesterday I have investigated and Tom has assured me that the items

below will be completed by 14/03/15:

• Clear the landscaping swale at Nomandy Close

• Slide handrail repair

The below will be completed by 20/03/15 as we need to order the plants, can you confirm if

this date is acceptable and you would still like to go ahead so that we can order the plants

I apologise for any inconvenience caused and would like to assure you that this level of

service is not what we expect from our management team and is certainly not what you can

expect going forward.

I would appreciate it if you could let me know by return, if you still want us to go ahead with

the hedge and tree planting at Normandy close, given that your deadline has expired. If you

do I will get the plants on order.

“Thank you for your reply and for supplying the date for the works and for your apology. The

Parish Council will be informed of your reply at its meeting next week.

As to the planting at Normandy Close the Parish Council has been put in an unfortunate

position as Council wanted the planting to be done before the end of February as our Tree

Group had assured us that before the end February was the optimum time to plant.

The Parish Council agrees to the work being completed in a couple of weeks time with the

proviso that any failed planting is replaced by CGM at no cost to the Council. “

6.1 Meridian Primary School PTA – request for grant assistance

Caroline Abraham writes:

Please find attached my completed application on behalf of the Meridian School PTA

for consideration for a grant assistance from the Parish Council. I have also attached

the PTA's constitution, a financial summary for 2013/14 plus our latest financial

summary up to December 2014. I have also provided a layout of the proposed design

and a quotation as an indication of the costs involved.

Application form and supporting papers for a grant of £2000 towards the Meridian

School Library refurbishment project attached.

6.2 CHS request to erect a bench on Normandy Close public open space - attached

“We were just going for a standard size picnic or seating bench and it would be free

standing on the grass and not require fixings.

It would be provided by CHS from the community funds so I guess we’d have to

maintain it as well. Do we actually need to get permission from the council for the

bench, I didn’t realise we needed to on this area of land….apologies if I’ve not gone

through the appropriate channels!”

6.3 Request to hold a children’s fun fair on the Recreation Ground

I am applying to fetch my children's fun fair to your recreation ground pulling on site

on the 7th June and leaving on the 14th June. Opening 11-12-13th. 6pm-8-30pm this

is something we do all over east Anglia and this year we have this week free so we

would like to try and fetch our fair to your village. If you would like a site meeting so

I can show you how much area I would take up don’t hesitate to get in touch

6.3 Resident request to purchase land for garden extension

“We, owners of 15 Thornbury, Comberton, would like to ascertain if the Parish

Council would be willing to consider us purchasing an area of land, currently unused,

to extend our garden.

Attached is a plan of Thornbury with the area concerned marked in red. While

leaving existing trees in place, we would like to cultivate a small area then grass over

the remaining section, fence off the garden and plant further trees and bushes along

the full boundary.

We would be very grateful if you would consider the purchase of this area, or part

thereof, and provide a response in the near future. “

Apologies for absence were received from Cllr Pemberton.

Cllr Moffat declared an interest in Item 3.4 a Trustee of the Comberton Playground

Project. Cllr Griffiths declared an interest in Item 5.4 as his wife was a Library Visitor.

A minute’s silence was held in memory of Mark Bennett, a former member of the Parish

Council, who had died.

Comments & observations from members of the public and County and District

Councillor reports

Mr Tony Oates updated the Parish Council on the newsletter article concerning BT

Broadband, which had resulted in six people contacting him. Those people presently

with lines from the exchange can be connected to a new box some time in 2015. Mr

Oates was thanked for his efforts.

Cllr Taylor spoke on behalf of Anthony Bateman regarding the works at Normandy

Close. It was observed that the weeding and spraying was still outstanding and CGM

had also been given the contract for the hedge planting and tree work to be completed

by the end of February. A complaint is to be submitted to the contractor as works had

not been completed.

A resident complained that litter was being left behind after refuse collections had

taken place.

The previously circulated report from the County Councillor was taken as read.

Cllr Higman arrived at 7.45 pm.

District Cllr Scott spoke to his written report, which covered the gate by the

Churchyard, parking on the pavements, and the fish and chip van in Harbour Avenue.

Cllr Higman provided an update on her discussions with the Royal Mail regarding the

parking outside the Post Office.

2. To approve the minutes of the last meeting on 14 January 2015, and also the

confidential minutes of the October and November meetings RESOLVED that the minutes of the last meeting on 14 January be approved

(Prop AB, 2nd

HG, carried with 2 abstentions) and signed by the Chairman.

3. Mattegrs arising or carried forward from the meeting or a previous meeting for

The Clerk’s report, which included background to items on the agenda and matters

arising, was noted.

3.1 (3.2) Shrubs planted on Parish Council land

RESOLVED as it was not known who had planted the shrubs to write to the six homes

in the vicinity of 30 Hillfield Road that the Parish Council has noted shrubs have been

planted on Parish Council land, and in view of the consequent maintenance costs to the

Council, which would set a precedent, they will need to be removed to facilitate grass

cutting and maintenance. The resident concerned may reclaim the shrubs and plant

them on their own land within 28 days.

RESOLVED unanimously to write to CGM expressing the Parish Council’s concerns

at the lack of maintenance to the landscaping areas. (Prop NT, 2nd SH)

3.2 (3.3) Pitch maintenance – to consider quotations for fertiliser, weed treatment and

grass rust

Deferred to the next meeting.

3.3 (4.2) Annual review of electricity prices

RESOLVED to stay with E.On on a one-year contract but to delegate to the Clerk to

see whether the price can be negotiated lower. (Prop RE, 2nd JM)

3.4 Phase 3 play equipment project request from the Comberton Playground Project that

the Parish Council covers the shortfall itself

RESOLVED to give Comberton Playground Project the option either to modify the

project to match the money or they must continue to fundraise. The Parish Council

hopes that they will be successful.

4. Finance, procedure & risk assessment

4.1 To receive the financial report and to approve the payment of bills

RESOLVED to receive the financial report and that this be checked against the

invoices and statements before the cheques are signed at the end of the meeting.

5.3.1 Minor Improvement Scheme outcome and proposal that the Parish Council considers

how this could be funded

RESOLVED to note that the application had not been successful and that an estimate

of costs, should the Parish Council carry out the work itself, would be in the region of

£17-25,000.

RESOLVED that the TWG should find out from County Cllr Frost why the Parish

Council had not been successful when other parish councils had obtained funding for

the same project.

5.4 Comberton Library

RESOLVED to receive Cllr Griffiths verbal report and written correspondence both

indicating that the future of the Library is under threat and to place an article in

Contact.

6. To consider matters arising out of correspondence/communications received

6.1 SCDC consultation on use of Article 4 directions to help retain village pubs and

Campaign for Real Ale – re SCDC protection of public houses

RESOLVED to respond that the Parish Council fully supports the use of Article 4

directions to help retain village pubs.

6.2 Seetec- Community work placements programme

RESOLVED that members should consider this and let the Clerk know if hty have any

suggestions so that this could be considered further at a future meeting.

6.3 Comberton Village College – request to establish orienteering course on Recreation

RESOLVED that Cllr Preston will speak to the College to obtain further details.

NORMANDY CLOSE Dear resident; A number of you have contacted me in the past regarding the trees and hedges at Normandy Close which have unfortunately died since they were planted by the developers. I have been working for some time these shrubs and trees re-ahead and do this work but as our estates contractor will be changing in March 2015 I am going to re-submit the quote for the work wias hopefully they will present better value for money. Normandy Close has a new Estate Inspector, Mr Anthony Bateman who lives at number 18 has kindly agreed to monitor the work that the contractor provides and he has said that residents can contact him about any issues which they have concerns about and want raised I won’t publicly name the last inspector but I would like to thank that person for all their feedback and dedication to the role

Mr Bateman has come up with an idea to get a bench put up on the grassed area opposite houses 22 -18 Normandy Close. Report to Parish Council and recommendations

Summary of recommendations 1. Apply to County Council to install double yellow lines on the inside (east)

side of the road on the bend on Hillfield.

2. Reinstall the wooden post on South Street to prevent the extensive

damage to the verge. At the same time, the wooden posts that were

previously agreed by the PC to be installed on the verge of Green End next

to the garage should also be installed.

3. To seek permission from CCC to make changes to speed limits [on Long

Road – Branch Road – Green End (30 mph), Comberton Road CVC–Toft

(40mph), Royston Lane (40mph) and use TWG budget to put in place.

4. Install an on-road 2-cable traffic monitoring device to get a better idea of

traffic volume and speed, using TWG funds.

5. Request the Tree working group to consider planting a tree on the verge

outside the affordable housing on Barton Road as a more attractive

alternative to a wooden bollard.

The TWG discussed the following:

1. Zebra crossing: TWG will put an article in Comberton Contact to note that

the funding application was unsuccessful. We will revisit crossing points

and traffic calming if Bennell Farm development goes ahead.

2. Parking

a. Normandy Close – Sophie met with Andrea Clarke (Housing Officer

with CHS Group) to look at the parking issue together. We agreed

to wait until CHS Group appoints a new grounds maintenance

contractor and keep situation under review. Parking was not a

problem at the time of the visit. No action to take immediately.

b. Hillfield – Sophie met with Mrs Hurry of 2 Hillfield. The problem is

people parking on the inside of the bend on Hillfield as well as the

outside of the curve (where there are some legitimate parking

spaces). This blocks access for bin lorries, oil tankers and

emergency vehicles, and makes visibility poor.

Recommendation to Parish Council: Apply to County Council to

install double yellow lines on the inside (east) side of the road on

the bend.

c. Barton Road – Sophie met Mrs Spight and has looked at the area

where she requests a bollard. The TWG sympathises with Mrs

Spight and her neighbour, and will put an article in the Comberton

Contact requesting residents to park more considerately. But the

TWG didn’t feel there is a safety issue here and don’t recommend

installing a wooden bollard. We ask the Tree working group to

consider planting a tree on the verge as a more attractive

alternative.

d. The wooden post on South Street was a parish council post and has

been knocked down.

The TWG recommends reinstalling the post to prevent the

extensive damage to the verge. At the same time, the wooden

posts that were previously agreed by the PC to be installed on the

verge of Green End next to the garage should also be installed.

3. Speed limits. Sophie has been in contact with Barton PC which would like

to change the speed limit on Comberton Road between CVC and Toft from

60 mph to 40 mph.

Previous discussions in the TWG /PC also suggested extending the 30 mph

speed limit on Long Road beyond the entrance to Branch Road; and

making Branch Road / Green End all 30 mph, in order to make the road

approach to the permissive cycle way and caravan park safer. Also to

reduce the speed limit from 60mph to 40 mph on the approach to South

Street along Royston Lane.

Recommendation: to seek permission from CCC to make these changes to

speed limits and use TWG budget to put in place.

4. Speed checks in Comberton: TWG agreed we should seek an on-road two-

cable vehicle count and speed check on West Street, to get a better idea

of how many vehicles are passing through the village and how fast they

go. This can be used to support future applications for traffic calming or

crossing points.

Recommendation: to install a vehicle count and speed check on West

Street using TWG funds.

5. Article in Comberton Contact – the TWG will write an article for Comberton

Contact highlighting the increasing problem of parking in Comberton and

requesting residents to be more considerate in parking.

6. The TWG notes that there are still very few grit boxes in the village.

Another 5 boxes should be installed before next winter.

7. Rehabilitation of The Causeway. The TWG would like to propose to the PC

that the funds originally allocated for the zebra crossing and since

reallocated for ‘special projects’ should be used to rehabilitate The

Causeway as one of the most historic and attractive places in Comberton.

Good afternoon Gail,

I hope you are well?

I wonder if I can ask the Parish Council for advice about some parking issues that I’ve had reported to me.

The parking area at the entrance to Normandy Close is used by residents of The Valley, I

have been told that this was part of the agreement so the new development got the go

ahead.

As you’ll see from the pictures attached it’s getting a bit crazy parking wise down there. I have had complaints that vehicles regularly double park going across the area of landscaping

which runs at the back of the spaces and I have had a complaint about the number of commercial vehicles using these spaces.

I appreciate that no one can govern the types of cars parked there but could you confirm whether there is anything that the Parish council can do to ensure people park sensibly

without going on to the land. Would there be a budget from the parish council to put a fence or barriers in to discourage people parking over the bark and where shrubs were supposed to

grow?

In the future I would like to improve this landscaped area which I think comes under CHS

jurisdiction; the shrubs need replanting and the bark replacing but I am loathe to invest this money if I can’t stop people parking over this area and killing what we’ve planted.

If the council aren’t able to help could you tell me who the local PCSO is so I can see whether this is something they can help to resolve by perhaps door-knocking in the Valley?

Mrs Hurry had just had a shower and her hair was wet but she went to the houses in

Hillfield and asked all the residents if they owned one of the parked cars and if they

could remove it to provide access for the bin men.

Eventually a builder who was parked in the lay-by moved and the bin lorry was able

to gain access and has emptied the bins. She asks the Parish Council to do something

needs before this occurs again.

Hello

I have recently been in contact with you regarding the streetlight on Barton Road. Despite Stephen Frost assuring us he would come and see the light once switched on, we feel rather let down that we've not had the support we would have liked form the council in getting the post reduced in size. I have a further issue I would like to raise in regards to the area outside the affordable housing on Barton Road. There is a small piece of grass (now mainly mud) by the entrance to our houses. My elderly neighbour, who has asked for my support with this, has recently filled the hole in this piece of 'grass' with rubble, by hand and then laid turf on it. She has tried to protect her hard work by placing a traffic cone on this area. However people

using the layby seem not to be able to enter it correctly and instead mount the patch of grass (effectively the edge of the pavement) churn up the mud and continue on to the layby. She has real concerns about cars skidding on the mud that spills out onto the road and is also upset that her hard work has so blatantly been spoilt. It's important that we all get to live in a village that looks good. I would suggest that a wooden post with reflectors on it could be placed on this area, much like those in South Street, this would give her peace of mind as well as protecting the children and parents who use this pavement. Please could this issue be looked into.
